One has to wonder why this case, which has received so little coverage already, will now receive none. I guess the Americans are worried that openly discussing the facts in this case might offend the Muslim community. The same Muslim community that supplied the religious teachings responsible for this American citizen to become a Jihadist. Muhammad’s lawyer will try to convince the courts he was indoctrinated to hate during his two week incarceration in Yemen. When in fact he was turned here in America and went to Yemen to meet, greet and support Jihadist there.

[I would like to add a weird thought of my own. It seems to me that this soldier should get a full military funeral for death in action. Clearly he deserves one and not to give him one would be a crime. However, if he does get one, it would be de facto admission that the USA is at war WITH ISLAM. LITTLE ROCK, Ark. —  A judge has issued a gag order in the capital murder case against the man accused of killing one soldier and wounding another at a military recruiting office in Arkansas.

Judge Alice Lightle issued the order Monday after prosecutors requested it to block court officials and police from discussing the case.

Jim Hensley, attorney for suspect Abdulhakim Muhammad, said last week his client was influenced by hardened terrorists with whom he was jailed in Yemen.

Muhammad allegedly wanted to kill as many soldiers as he could because of harm he believed the military has done to Muslims.

Killed at the west Little Rock office was Army Pvt. William Long of Conway, who had just completed basic training and never saw combat.

Mike Irvine FOX NEWS  A Minnesota man recruited to join an Al Qaeda-linked terrorist group overseas may have been assassinated in Somalia by the very terrorist group he went there to help.

The Federal Bureau of Investigation has been investigating for several months at least 20 Somali-American men from the Minneapolis area who recently traveled to Somalia to train with the terrorist group al-Shabaab.

One of those men — 17-year-old Burhan Hassan — was killed in Mogadishu on Friday, his uncle, Osman Ahmed, told FOX News.

“Someone who claimed (to be) a member of al-Shabaab called Burhan’s mom Friday (afternoon) and said Burhan died Friday morning,” Ahmed said. “Burhan’s mom got shocked and (threw) the phone when she heard the story.”

“Al-Shabaab assassinated Burhan and shot (him in) the head,” the individual said, according to Ahmed.

A law enforcement official told FOX News on Sunday that one of the Somali-American men was recently killed in Somalia by artillery fire, but the official declined to release the man’s name. Continue Reading →

An Open Letter to President Obama and the Muslim World

May 29, 2009

Dear Mr. President:

As you prepare for your historic address to the Muslim world in Cairo on June 4th, I would
like to offer an American Muslim perspective on what governments, leaders and individuals
can do to improve the prospects for international peace and prosperity.

As an American, I will first focus on what you can do to help repair relations with the Muslim
world that have suffered such damage in recent years. Your statements since the inauguration
have raised the level of hope for real change in our nation’s foreign and domestic policies.

It is imperative that your positive statements now be backed up with concrete policy
initiatives that will help move us all toward a more peaceful and prosperous future. Otherwise,
we as a nation risk wasting the good will that has been garnered by your ongoing outreach to
Muslims.

First, America must champion political and religious freedom, human rights, the growth and
stabilization of democratic institutions, and respect for the rule of law for everyone, not just
those we favor. For too long, we have claimed to be champions of freedom and democracy,
while turning a blind eye to repression, occupation and authoritarian rule. We must hold every
nation, even those we regard as allies, to a uniform standard of justice and equality. No other
action will do more to restore America’s international reputation.

Second, we should do what is necessary to resolve long-standing conflicts, and particularly the
Israeli-Palestinian conflict, that are the main source of anti-American feeling in the Muslim
world.

Now is the time to tell Israeli leaders that we will no longer support the denial of the
legitimate rights of the Palestinian people and that we will take concrete actions to back up
that declaration. Israel’s wall of separation must come down, humiliating roadblocks must be
removed, the illegal settlements must be dismantled, food and other essential supplies must
flow freely, Palestinian rights must be restored, and a viable and independent Palestinian state
must be created and supported.

We should address the conflicts in Iraq, Afghanistan and Pakistan based on a reduction in our
nation’s intervention and on increased support for indigenous solutions based on the will of
the people and the decisions of democratic governments.

Third, our nation’s elected representatives, religious leaders, commentators, and citizens of all
faiths must speak out forcefully against the rising level of anti-Muslim rhetoric and
discrimination in our society.

Prior to the 9/11 attacks, Islamophobia of the type we see today was at the margins of public
discourse. Unfortunately, today it is quite common to see and hear the faith of Islam
denigrated in newspaper columns, on talk radio and in religious sermons nationwide. Few in
the Muslim world will listen to our calls for openness and reform while the faith they hold dear
is being vilified.

Silence on this growing phenomenon is un-American and betrays the values of inclusiveness
and religious tolerance that we all hold dear.

Finally, America needs to engage in internal reform to re-establish our reputation as the
world’s standard bearer of justice.

In the wake of the 9/11 attacks, national security legislation and policies related to detention,
surveillance, torture, the shutting down of American Muslim charities, FBI agent provocateurs
in mosques, citizenship delays, politicized “terror” trials, Justice Department guidelines
allowing race and ethnicity to be factors in opening an investigation, and the dubious activities
of so-called terrorism “fusion centers” have all contributed to a contraction of civil liberties.
Any legislation or government policies that diminish constitutional rights must be re-evaluated
and reversed. We should also change our visa policies to allow Muslim intellectuals and
business leaders to travel to America without fear of humiliation or harassment at points of
entry.

As an American Muslim, I ask leaders, governments and individuals in the Islamic world to
make similar changes and to implement similar reforms.

First, government, civic and religious leaders must foster a culture of respect for human and
minority rights, political and religious dissent, freedom of expression, and the rule of law.

Governments in the Muslim world must encourage full political participation in systems of
government that abide by the separation of powers and are held in check by independent
judiciaries. Leaders and individuals in Muslim nations must also respect the results of free and
fair elections.

Non-governmental entities in the Muslim world must seek partnership with elected officials
and other leaders in each society exclusively through peaceful means.

Second, Muslims worldwide must offer themselves as personal examples of the Islamic values
of compassion, tolerance and moderation. Each individual and family should exemplify the
verse in the Quran, Islam’s revealed text, which states: “And thus have We willed you to be a
community of the middle way, so that [with your lives] you might bear witness to the truth
before all humankind.” (Quran, 2:143)

Each nation should focus on internal dialogue with all members of the society, including
ideological, political and religious dissidents. Good works and public service must replace
overheated rhetoric and wasteful internal power struggles.

And finally, each individual in the Muslim world and elsewhere should dedicate themselves to
the personal improvement that is reflected in the Quranic verse: “Verily, God will never
change the condition of a people until they change that which is within themselves.” (Quran,
13:11)

True peace and understanding will only come when we all – Muslims, Christians, Jews, and
people of other faiths and philosophies – cast off the prejudices and preconceptions of the
past to engage each other based on what we have in common, not on what has separated us
for so long.

I ask you to accept this advice in the sincere spirit it is given and I hope your address in Cairo
will help change the direction of our world from the path to conflict to that of peace and
reconciliation.

As you stated in your inaugural address, a new way forward in partnership with the Muslim
world must be based on “mutual interest and mutual respect.”

This decisive moment in history requires clarity of purpose and a commitment to practical
action that will lead to real change.

Now, Mark Levin exposes some of the reasons why it’s nonsense, then I will vivisect it with simple clear facts.

And now, it’s my turn:
Here is a great laugh, paragraph 4:

Let’s have a brief look at human rights in Muslim nations. It has to be brief as a proper one would be an essay the size of a phone book exposing the utter hypocrisy of the paragraph above and would probably have the entire staff of the Canadian Human Rights Commissions at my door drooling at the prospect of taking away any change I may have in the jar and spreading it to the local Immam’s and of course, CAIR-CAN. Truth you may remember, is no defense…

1. Women in Saudi Arabia are not allowed to drive. At all. Because they are women.

2. Women in Saudi Arabia may not be in public without their registered owner with them. An owner must be a father husband or brother of the woman. She may not appear in public without one. If a woman is a widow with no male relatives, she will find it very difficult to have food delivered to her even.

3. In Egypt a woman may not leave the country without her owner’s permission.

4. In Egypt, the Copts, adherents of a  religion which predates Islam there by centuries, may not repair or build new houses of worship. They are often murdered for being Copts and the killers are released.

5. in Iran women are often beaten in the street for not wearing the prescribed cloths of utter submission to Islam by religious police.

Of course, in most of the Muslim world we have ‘blasphemy’ laws which would if used in the west make Islam out and out illegal but are freely enforced against non Muslims even in ‘moderate’ Muslim nations such as Singapore.

As I say, a complete list of the hypocrisy in paragraph 4 of CAIR’s letter to Obama would look like a NYC phone book and that’s without even mentioning Darfur, Sudan.

In paragraph 5, we see the now-familiar accusation of negative feelings due to the Arab-Israeli conflict over Israel.

No matter what your stance is on the Israel issue, the fact remains that the Islamic world did not give a sweet god damn for the Palestinians until they realized that they could fabricate a people with a corresponding cause celebre for the Western left. Yassir Arafat himself often condemned Arab and Muslim leaders for never doing a single thing for his cause. The “main source of anti-American feelings” in the Muslim world exists because America consistently manages to do extremely well without being Muslim while the Muslim world continually regresses. It must be a horrible feeling to be a Muslim and see the Americans as the masters of all that they touch without ever darkening the inside of a mosque I understand that. But it has fuck-all to do with Israel, or at least, it didn’t until recently when Arab leaders realized it was an Achilles heel for Western governments thanks to political correctness and morphed antisemitism.

As I have written, in order to properly refute this absurd letter to Obama by CAIR would take a week’s work of 15-hour days just to scratch the surface of the hypocrisy presented here. So I will conclude this with one more point from the middle of page two, paragraph five:

First of all, NO Muslim charities were ever shut down, only organizations which were proven to be fund raisers or front organizations for terrorist groups using real jurisprudence. Secondly, nobody’s civil liberties were compromised, despite the attacks on the US by Muslims in the name of Islamic Jihad, which was why CAIR failed to list a single one of these allegedly “contracted” civil liberties.  I am not just referring to 9/11, either, but rather to all of the known and unknown dozens of major attacks which have been prevented, as well as the minor, successful ones which have succeeded, such as the Washington DC sniper. Furthermore, even if these civil liberties had actually been compromised among members of the Muslim community, which they certainly have not – and I challenge anyone to cite an example of one – even though perhaps some should, the security of the Constitutional rights and civil liberties of Muslims in the US would still be more secure than those of any female or non-Muslim in a Sharia state. Can I be more clear than that?

U.S. Lawmakers Call on Saudi Government to Stop Using ‘Hate Speech’ in Textbooks

Three U.S. lawmakers appealed to the Saudi government Wednesday to stop using religious textbooks that they say promote hatred and religious intolerance.

The appeal from the three Democrats came on the eve of President Obama’s much-anticipated speech to the Muslim world during a five-day journey to Saudi Arabia and Egypt in an attempt to smooth over bumpy relations between the U.S. and Arab countries. Obama met Wednesday afternoon with Saudi King Abdullah.

Reps. Anthony Weiner and Joseph Crowley of New York and Shelley Berkley of Nevada held a news conference to call on the Saudi government to stop planting what they said were seeds of hate in Saudi children through religious textbooks that teach controversial lessons, such as the hour of judgment will not come until Muslims fight the Jews and kill them.

“This is not some rogue document,” Weiner said. “This is the position of the Saudi government. … If we’re going to solve the generational conflicts, it’s important not to hate one another.”

Congress has tackled controversial textbooks before. Last year, a congressional report denounced portions of religious textbooks used at an Islamic school in Northern Virginia. 

The school, in response to the report, deleted from its texts some of the most contentious passages, including references to Jihad, killing infidels and hatred of Jews and Christians. But critics say the revised books still are “toxic” and contain more subtle references, such as criticism of secular forms of government.

Rep. Berkley on Wednesday declared that peace won’t come to the Middle East until this issue is resolved.

“We hope this will be part of the discussion President Obama has with the Saudi leaders,” Berkley said.

Rep. Weiner urged the Saudi government to act immediately.

“What they say is that they’ll fix it next year, next year, next year,” he said. “But the time is up.”

Especially, in the post 9/11 era, there has been a lot of concern amongst Muslims on this issue. The RCMP National Security Youth Advisory Council (BC) has invited prominent journalists and a Muslim scholar as guest speakers for this event hoping to provide a forum for Muslim youth where they can
discuss their concerns on this issue.

Appeasement of Concessions – The Invisible War with Islam

“He who sets the terms of the war sets the terms of the peace.”

While our focus is on the visible war against terrorists and guerrillas in which our armies are engaged in, this war is only the visible war, the tip of a great dark iceberg which reaches far beneath the surface.

The visible war we are fighting is the war that the most radical Islamists are carrying forward, it is the war that occupies the bulk of our attention, it is the only war that our leaders officially recognize—but it is also the war that sets the terms for the invisible war happening daily on our streets, in our schools, in government, university, civil service and throughout our lives.

The visible war, the terrorist threat, the car bombings, the shootings, the riots, the stabbings are the threat under which free nations surrender themselves one piece at a time. The goal of the visible war is to make present and clear the threat. But it is the invisible war which extracts the concessions.

The invisible war is not waged with guns or bombs. It is waged with reasonable editorials, with suits and benedictions. With smiles and handshakes and reassurances. It is a salesman’s pitch that goes something like this. “We want to live in peace. To be your neighbors, to attend your weddings, embrace your families and create a better world. But first this is what we want–”

The invisible war. The quiet threat that sets the terms of the peace. The “Muslim Moderates” who seem quite reasonable who come bearing a gift, the message that peace is possible, as long as the proper concessions are made to them. And of course those concessions will be followed by more concessions still. And yet more to come after.

And if those concessions are not made, the visible war will follow. There will be riots, bombings, stabbings, shooting. The growing domestic Muslim population, whose presence we are legally not permitted to object to or their deportation to call for, in countries as diverse as England, Australia, Israel, Sweden, Russia and France, will turn hostile and become a weapon in our midst.

The invisible war uses the threat of a visible war combined with the threat of the “radicalization” of the “moderate” Muslim population, positioned like self-reproducing Trojan horses within our midst, to enforce concessions in the invisible war.

While we chase terrorists around the world, their leaders and our domestic sympathizers are busy setting the terms of surrender in our own capitals and getting their way more often than not.

It is easy enough to see the template for it in the countries most seriously affected, a look at Israel, Thailand or the Philippines allows us to total up the final costs that are brought to the bargaining table as terrorist leaders are legitimized to become statesmen and terrorist populations become sovereign nations. But it is not as obvious at the beginning when the butcher’s bill has yet to be toted up and the real agenda is still only a whisper in coffee houses, an ink smear on a pamphlet, a hastily recorded speech by an Imam that law enforcement refuses to take seriously. It is not until there is real blood on the streets, when years of conflict become decades of conflict and the toll wears down even the patriot and the hardened soldier, that the real surrender begins and the enemy declares victory in the invisible war.

The real threat is not so much in the visible war, murderous as it may be. The visible war may claim thousands and perhaps even millions. But it is the invisible war that destroys countries feeding them up as menu items for the Islamofascist beast. As great a threat as the terrorist is, the phony moderate Muslim is a far greater threat—for Islamic leaders extract ten times the price of every moderate Muslim, both at home and abroad, demanding money, political power, influence, land, autonomy, positions and control in their name.

While we fight the invisible war, Islam exploits the fighting to set better terms in its own invisible war. As long as we give lip service to appeasing moderate Muslims, as long as we turn our energies to appeasement, as long as we allow ourselves and our societies to be held hostage to Muslim rage– we allow the enemy to set the terms of the war and in doing so set the terms of our own surrender.

Hate Preacher’s Sons Jailed Over Car Scam

Not that anyone was expecting this Muslim family to obey the law in a country they are at war with.

Three sons of jailed Muslim cleric Abu Hamza have been sent to prison for their involvement in a £1m luxury car scam.

Hamza’s sons, Hamza Kamel, 22, and Mohamed Mostafa, 27, helped run the two-year fraud with the cleric’s stepson Mohssin Ghailam, 28, Southwark Crown Court was told.

Judge Gregory Stone QC, sentencing seven men for their involvement in the case, said it involved “serious criminality” and he had no alternative but to jail them all.

Kamel, of Acton, west London pleaded guilty to dishonest handling of stolen cars and money laundering, and received two and a half years.

Mostafa, also of Acton, had pleaded guilty to two counts of fraud, which involved the use of a false French passport and a utility bill, and was jailed for two years.

Ghailam, who pleaded guilty to conspiracy to defraud and was described as a “key player”, was jailed for four years.

The court heard the gang exploited a loophole in the vehicle registration system to target expensive makes including Mercedes, BMW and Range Rover left in long-stay car parks.

Pretending the vehicles were theirs, they tricked the DVLA into transferring ownership to an alias and sending new log books to front addresses.

Keys were then obtained from dealers and the cars stolen, before being sold to unsuspecting buyers or used as collateral to take out loans which were never repaid.

The value of the vehicles if they had been sold as new would have exceeded £1m.

Mohammed Chiadmi, 31, another “key player”, received four years, as did his brother Abdul Chiadmi, 22, who was said to have played an “important role”.

Khalid Jebari, 22, the operation’s driver, was given two years on handling charges plus two years for possession of Class A drugs with intent to supply, making a total of four years.

Hamza Mrimou, 27, who pleaded guilty to conspiracy to defraud, was jailed for three and a half years.

Abu Hamza, 50, who preached at a London mosque, was jailed for seven years in 2004 for soliciting murder and inciting racial hatred.

He now faces extradition to the US for allegedly setting up an al Qaida training camp.

Last year another of his seven sons, Yasser Mostafa Kamel, 18, narrowly escaped jail after pleading guilty to burglary.

A 21-year-old man has been jailed for shining a laser light at a passenger plane preparing to land.

Hossein Hosseiny briefly shone a “dazzling green light” into the cockpit of an aircraft carrying 52 people as it approached Cardiff airport in March.

Hosseiny, of Llanrumney, Cardiff, pleaded guilty at a previous hearing to endangering the safety of an aircraft and supplying drugs.

He was sentenced at Cardiff Crown Court to a total of 10 months in jail.

The pilot said Hosseiny’s actions had caused a “momentary loss of concentration” due to a “dazzling green light” as the plane approached the airport on a flight from Dublin.

He immediately reported the incident to air traffic control and Hosseiny, originally from Afghanistan, was arrested soon after in the nearby Porthkerry Park area of Barry.

Prosecutor David Thomas told the court that, during a search, officers found Hosseiny intoxicated with a friend in a car.

Cannabis was also found in the vehicle which Hosseiny later admitted supplying to his friend.

During interview, the defendant told police he had taken to selling cannabis as a means of funding his own habit.

Jeremy Jenkins, defending, said Hosseiny entered the UK in December 2002 at the age of 15 and became an asylum seeker.

The following year his application for asylum was refused after which he was granted exceptional leave to remain in the UK.

He has since been served with a deportation notice.

Mr Jenkins said his client initially found work in Swindon before settling in south Wales where he now had a heavily pregnant girlfriend.

‘Landed safely’

Referring to the laser, the barrister added: “It didn’t follow the aircraft – it was as if it [the plane] passed in and out of the beam.”

Judge Eleri Rees said: “On March 8, intoxicated with alcohol and drugs, you pointed a green laser pen in various directions when an aircraft was approaching Cardiff airport.

“The pilot said you shone it into the cockpit, albeit for a few seconds, and it caused a loss of concentration.

“The consequences of such an action could have been catastrophic. Fortunately there was no catastrophe and the aircraft landed safely.”

She added: “Those who deliberately aim such pens into the cockpit of an aircraft or helicopter should expect a custodial sentence.”

For supplying drugs, Hosseiny was given a six-month jail sentence. He was given a consecutive sentence of four months for endangering the safety of an aircraft.

Judge Rees also ordered that the 79 days Hosseiny spent on remand since his arrest be deducted from his sentence.

was launched in May 2008 to better understand the criminal activity
taking place in and around the Build America Shopping Center. The

of South George Mason Drive. Community concerns of illegal activities
in the shopping center coupled with indicators that crime was in the
upswing sprung the operation into motion.

The investigation successfully infiltrated several criminal
organizations and businesses operating around the center.

On the one hand, this card-carrying member of the “Religion of Peace” stole $9 million from a water company. That’s bad. On the other hand, we should be happy that he didn’t poison the water . . . as far as we know.

A former water-company employee is being sought on a federal warrant on charges that he fled the country after wiring $9 million of the firm’s money into overseas bank accounts on the same day he resigned, court records show.Abdirahman Ismail Abdi, who turns 33 on Monday, was named in a warrant alleging unlawful flight to avoid prosecution. He also faces charges of grand theft and unauthorized computer access in Santa Clara County.

Abdi resigned April 27 from his job at California Water Service Co. in San Jose. Authorities say that Abdi used a computer at the firm that evening to send $9.2 million into bank accounts in Qatar.The transactions were later flagged as suspicious, authorities said, and the money was returned to Cal Water, a privately owned water utility with 460,000 customers in California.

Abdi fled to Canada after sending his wife and two children to Germany.

Many questions? Who is this guy? Where is he from? Somalia? The name sounds Somalian? How did he get his job at a water company? And how the heck did he get access to $9.2 mill at the company? Sounds like someone else would have to be in on all of this.

Like I said, we’re lucky he didn’t poison the water, but if he was in a position to steal $9.2 million, he was in a position to do a lot of other things.

Scary, indeed.

A prediction: I’d bet the FBI–the lead agency on terrorism investigations–is involved in the investigation. Just a hunch.

**** UPDATE: There’s more on Abdi that makes you wonder how this guy got access to $9.2 million or even a job with a drinking water company. He’s an illegal alien and–I was right–from Somalia, who was ordered deported four years ago. Is this yet another example of illegal aliens “doing the job [stealing $9.2 million] that Americans just won’t do”?

Local prosecutors and police determined that Abdi has been trying to flee the country since at least May 1, when he tried to book a flight to London just days after police searched his South Bay home.Court papers show that Abdi, 32, resigned from his job as an auditor for the San Jose water company April 27 and was spotted by a janitor returning that night to the office of a former co-worker. The following morning, water officials discovered that Abdi had engineered three wire transfers totaling more than $9 million from the company’s accounts to an account in Qatar. The accounts were frozen and the money returned to the water company, according to court papers.

But San Jose police then closed in on Abdi, finding that he had put his wife and two children on a plane to Frankfurt, Germany, on April 28. Officials believe Abdi fled the country, perhaps to Canada, on May 5, according to a letter sent last week from the district attorney’s office to San Jose federal prosecutors.

California Water Service delivers drinking water throughout the state, including Los Altos and parts of Cupertino, Los Altos Hills, Mountain View and Sunnyvale.

Yup, let’s hear it for going after employers and not illegal alien workers.

**** UPDATE #2: Read the federal documents filed so far the in federal criminal complaint against Abdirahman Ismail Abdi. The documents, including FBI agent David M. Brown’s affidavit (told you the FBI was involved), answer a few questions, but much less than they raise. For instance, a letter from the Santa Clara District Attorney’s office to the U.S. Attorney’s office states:

Abdi had been ordered in absentia to be deported on May 15, 2005 to Somalia. ICE records indicate that he departed the US. However on May 20, 2005 Abdi attempted to reenter the US through Blaine Washington. He was denied entry.

So, how did he eventually get back into the United States, and how did he get a job with this drinking water company?

Would love to know the answers to these question, but I’ll bet we’ll never get them.

I’ll also bet that the $9 million-plus was headed for Islamic terrorist group Al-Shabaab in Abdi’s native Somalia. The FBI’s involvement here is not a coincidence.

Shahid Malik has stepped down as Justice Minister following the Telegraph’s disclosures over his expense claims.

The Labour MP for Dewsbury resigned from his post amid suspicions that his rental arrangements over his main home may have breached the Ministerial Code of Conduct.

The Telegraph revealed today that Mr Malik was paying well below the market rate for his constituency home in West Yorkshire, which he rents from a landlord who has a conviction for letting an uninhabitable property.

The Ministerial Code of Conduct states that members of the Government must not use their position to gain any financial advantage.

Gordon Brown has asked Sir Philip Mawer, the independent adviser on the ministerial code, to investigate whether Mr Malik’s arrangement with his landlord, Tahir Zaman, constitutes a breach of the code.

Mr Zaman told the Telegraph that Mr Malik paid him less than £100 per week in rent, saying that he charged more for another nearby property which was half the size.

Mr Malik is the first Government minister to resign in the wake of the Telegraph’s week-long investigation into MPs’ expenses.

Speaking earlier in the day from his home in Dewsbury, West Yorks, he insisted he was “as straight as they come” and blamed the controversy on the system of allowances being “in complete tatters”.

Since being elected in 2005, Mr Malik has claimed the maximum amount allowable for a second home, amounting to £66,827 over three years. Last year, he claimed £23,083 from the taxpayer for his London town house, equivalent to £443 per week. The Telegraph disclosed that the “main home” for which Mr Malik pays out of his own pocket – a three-bedroom house in his constituency of Dewsbury – has been secured at a discounted rent from Mr Zaman.

Mr Malik also rents a constituency office from Mr Zaman, who was fined for letting an “uninhabitable” house.

In an interview on Sky News Mr Malik pledged to donate £1,050 he claimed for a television to worthy local causes in his constituency.

“I will not be giving it to the authorities in Parliament because it is legitimately mine,” he said. “But as a gesture I am giving that to good causes in my constituency, and I think it will be appreciated by those who receive it.”

Asked why he needed to spend £730 on a massage chair, Mr Malik said it was a “legitimate expenditure” that he was allowed to make.

He said he went “one million per cent by the book” when he designated the house he rents in Dewsbury as his main home.

But he added: “The one thing I am clear about is that the rules are in complete tatters. I was a new MP. Everything I did, I asked before I did it because I didn’t want to be doing anything that was against the rules.”

But Mr Malik admitted that the stories about MPs’ expenses have had a negative impact on the UK’s democracy and politics.

“With hindsight, I think every MP in this country would have done things differently,” he said. “And for that collectively, on behalf of all MPs, of course I apologise.”

Mr Malik’s arrangement with his landlord means he pays below market rent for his main home while billing taxpayers thousands for his second home in London. His second home claims have included £2,600 for a home cinema system — which was cut in half by officials — and £65 for a court summons for not paying council tax.

Neither Mr Malik nor Mr Zaman would say last night whether they had signed a formal agreement for the lease of the constituency house, although Mr Zaman said the rent was below the market rate. The landlord’s wife said the house appeared to be occupied by a constituency worker during the week.

The case of Mr Malik’s expenses illustrates the potential problems of an MP being able to nominate what appears to be the family home as his second home, enabling him to claim tens of thousands of pounds of taxpayers’ money.

Gordon Brown’s spokesman stressed the expectation would be that Mr Malik would return to office if he was cleared and said no replacement was being appointed in the meantime. Sir Philip could report back within days.

Mr Brown’s spokesman said: “There have been accusations made in the past 24 hours against Shahid Malik, in particular that he received preferential rent on his main residence.

“Because that allegation would represent a potential financial benefit and that potential and alleged financial benefit was not declared as part of his ministerial declaration, this could represent a breach of the ministerial code.

“In the light of these accusations that have been made against Shahid Malik and the need for them to be properly investigated, the Prime Minister has asked the independent adviser, Sir Philip Mawer, to establish the facts of the matter as a matter of urgency and advise accordingly.”

Jacqui Smith, the Home Secretary, faced similar allegations after she was shown to have claimed her family home in Redditch as her second house.

However, the Home Secretary said she had always paid rent to her sister at a commercial rate.

As a minister, she also said she spent the majority of her time in London.

Mr Malik’s arrangements relating to his constituency home will also raise questions as to whether a minister could be beholden to a businessman who offers him discounted rent. Mr Zaman lives next door to Mr Malik’s home in Dewsbury. Mr Zaman and Mr Malik also have a rental agreement relating to the constituency office in a nearby shopping parade. Mr Malik claims for the cost of renting his office from parliamentary office allowances.

Yesterday, following a week of disclosures about MPs’ expenses by The Daily Telegraph, Elliot Morley, the former minister, was suspended from the Parliamentary Labour Party and Andrew Mackay lost his job as David Cameron’s aide.

Today, details of claims made by married MPs are disclosed. A former Cabinet minister is also exposed for over-claiming more than £8,000 on her mortgage.

Mr Malik bought a home in Peckham in 2001 for £85,000 — four years before he became an MP. After being elected to Parliament in 2005, he nominated the property as his “second home” and began claiming the maximum amount available in parliamentary expenses.

During the first year as an MP, he made 13 separate claims for different items of furniture or electrical appliances totalling more than £7,000. The fees office blocked several items and he eventually received £6,147. He also regularly claimed the maximum allowable £400 a month for food.

The most contentious item was a £2,600 home cinema system including a 40in flat-screen television. The fees office paid half, after initially rejecting the claim.

It blocked claims for a portable DVD player and an iPod during the same year.

The spending on the Peckham house continued during 2007-08, with 24 separate claims for furniture, decorating and electrical goods. These included a £671 fireplace, a leather daybed sofa and a £510 fitted wardrobe.

Mr Malik was also reimbursed for a £730 “massage chair”. Last night, the MP said he had a “back problem”.

The Justice Minister said he would repay the £65 he claimed for his non-payment of council tax courts summons.

In total, in three years, Mr Malik claimed £66,827 for the property – £18,173 less than the original cost of the house.

However, the spending on his “second” London home stands in stark contrast to the cut-price arrangements for his constituency property.

Mr Malik’s landlord last night told The Daily Telegraph: “He is definitely paying well under the market value rent.”

When asked if Mr Malik paid £100 a week, Mr Zaman said: “I’m renting [out] the next door [property], [it’s] half the size

of his property, they pay me more rent than what he’s paying me.”

In 2005 Mr Zaman pleaded guilty to letting a house to a family of five despite a council enforcement order classing building as “uninhabitable”.

He was fined £450 and ordered to pay £200 costs.

Mr Zaman receives more than £4,000 annually from Mr Malik in office rent. The money is funded from a separate system of parliamentary expenses.

The landlord’s wife who lives in a neighbouring property said that Mr Malik only used the property at weekends and a member of his staff stayed there during the week.

“He [Mr Malik] is a good friend and neighbour,” she said. “He comes here just at the weekends… Usually he comes here alone.”

Mrs Zaman said a constituency worker she knew only as Paul occupied the house during the week.

Yesterday, when asked whether someone stayed in the property during the week, Mr Malik would only say: “I am happy to confirm that I do not rent it out or derive any income from it.” Last night, in a statement issued by Mr Malik he strongly denied wrongdoing.

He said: “Dewsbury has been my home since 2004 when I moved there a year prior to becoming the MP. Overall I spend the majority of my time in Dewsbury because, although I spent half the week in London when Parliament is in session I spend most of recess at my main home in Dewsbury.

“The vast majority of my costs [on the London house] have gone on food, insurance, council tax, gas, electricity, security and mortgage interest.

“All these costs are regarded as basic essentials in terms of the ACA [expenses system].”

He also said his rejected claims had been a misunderstanding.

He said: “With hindsight of course I would have acted differently on these items but as a new MP, with a Green Book that was full of subjective rules and a guidance team that knew the limits for items, but chose not to share them with MPs, it was inevitable that almost every MP would have items questioned at some point.”
