TORONTO — A newly released intelligence report says hardline Islamist groups want to build a “parallel society” in Canada, which could undermine the country’s social cohesion and foster violence.

The de-classified Intelligence Assessment obtained by the National Post says extremists have been encouraging Muslims in the West to reject Western society and to live in “self-imposed isolation.” The report focuses on groups such as the Muslim Brotherhood and Hizb-ut-Tahrir, which do not advocate terrorist violence but promote an ideology at odds with core Western values.

“Even if the use of violence is not outwardly expressed, the creation of isolated communities can spawn groups that are exclusivist and potentially open to messages in which violence is advocated,” it says. “At a minimum, the existence of such mini-societies undermines resilience and the fostering of a cohesive Canadian nation.”

The report was written by the Integrated Threat Assessment Centre, which monitors threats to Canada’s national security and is composed of representatives of CSIS, the RCMP, Foreign Affairs, National Defence and other agencies.

It was circulated internally last year after Hizb-ut-Tahrir invited Muslims to a conference in Mississauga, Ont., to discuss the establishment of an Islamic caliphate. A copy of the document was recently released under the Access to Information Act.

“While the issue of violence by Islamist groups has continued to be a counter-terrorism priority for Western governments and particularly security services for many years, Islamist social ideology appears to have gone unstudied, precisely because the use of violence is either unsupported or understated,” it says. “Nevertheless, several Islamist movements advocate a rejection of Western society and mores, and encourage self-imposed isolation of Muslims in the West.”

It says Islamists believe that Islam should govern all aspects of society and that Sharia law and state law should be “synchronized.” Extremists forced to flee Muslim-majority countries such as Egypt now preach these beliefs in the West, it says, adding, “By definition, their world views clash with secular ones. A competition for the hearts and minds of the diaspora Muslims has hence begun.”

“Some Islamists advocate isolationism and the establishment of a parallel society,” it says. “Isolationism can lead to conditions where extreme messages can incubate and eventually become the catalyst for violence. At a minimum, isolationism undermines a multicultural and democratic society.”

The report notes that Mennonites and Doukhobors have also sought to isolate themselves form the mainstream. “Why then, should Canadians be worried about Islamist extremists who reject democracy or isolate themselves from non-Muslims?” it asks.

But activist Tarek Fatah said there is a difference. “You can talk about the Mennonites but the Mennonites’ aim in life is not to destroy Western civilization, it is seclusion.”

Shining A Light On Shariah Creep

Islamofascism: The Council on American-Islamic Relations may wish it never sued to overturn an Oklahoma ban on Shariah law. Now the entire nation will get to see it and other Islamists’ true anti-American colors.

CAIR is thumping its chest over persuading a Clinton-appointed federal judge to temporarily block Oklahoma from enacting a state constitutional amendment that prohibits state courts from considering Islamic law when deciding cases. Fully 70% of Oklahoma voters passed the landmark measure.

But CAIR has ignited a legal firestorm that will likely rage all the way to the Supreme Court. Thanks to CAIR’s latest bit of lawfare, Americans will get to hear a long overdue debate not just about the constitutionality of such bans on Shariah law but about the constitutionality of Shariah law itself.

This is not a debate CAIR wants to have, since it ultimately will have to defend the indefensible. It claims in a press release that Shariah law is “a dynamic legal framework” derived from Islamic scripture “and analytical reasoning.”

In fact, there’s nothing reasoned about it. It’s a medieval legal code that administers cruel and unusual punishments such as stonings, amputations and honor killings. Think the Taliban.

Shariah can be seen in action this week with Pakistan’s death sentence on a Christian woman for blasphemy. Between 1986 and 2009, at least 974 people have been charged for defiling the Quran or insulting the Muslim Prophet Muhammad.

People like myself who have warned for some years now about the steady Islamisation of Britain receive a torrent of scorn and abuse from the so-called custodians of our culture. Terms such as ‘scare-mongering’, exaggeration’ or ‘alarmism’ tumble out alongside the inevitable ‘Islamophobia’.

Now we can see what these cultural kamikazes are helping bring about. In the east London borough of Tower Hamlets, a man with reported links to radical Islamism, Lutfur Rahman, has been elected Mayor of the borough, giving him control of a billion-pound budget and thus the apparent installation of a platform for the progressive intimidation and silencing of British Muslims who do not want to live under sharia law, let alone the non-Muslim majority in the area.

An RCMP “ethnic liaison officer” is urging his colleagues to attend a conference on a “ Just and Sustainable Peace “ that was organized in part by a Green Party of Canada candidate who believes the 9/11 attacks were an “inside job,” and whose participants include the director general of an NGO that endorses hate-filled stereotypes about Jews. Three academics from Iran are flying in for the event.

Among speakers scheduled to speak at the conference, which will take place in Ottawa on Oct. 28, is Davood Ameri, director general of the Iran-based “ Islamic World Peace Forum,” an organization whose website includes cartoons of Israeli soldiers murdering babies, and one of a hook-nosed Jew wearing a top hat full of tiny skulls.

Saied Ameli, identified by conference organizers as dean of the faculty of global studies at Tehran University, is scheduled to attend, as is Elham Aminzadeh, reportedly of Tehran University’s faculty of law, who has praised Iran for what she describes as its efforts to protect women’s rights since the Islamic Revolution of 1979. She was formerly an Iranian parliamentarian and in 2006 claimed stoning sentences were no longer handed down in Iran. They are. A third Iranian academic scheduled to participate is Hassan Hosseini.

Nasir Islam, a professor at the University of Ottawa, is on the program; as is Vern Neufeld Redekop of Saint Paul’s University in Ottawa; Ottawa lawyer Ernest Tannis; and Zijad Delic, head of the Canadian Islamic Congress.

The conference has been organized by Green Party members who call themselves the “ Ottawa Group of Four.” They include Qais Ghanem, a doctor whose posting on the “Medical Professionals for 9/11 Truth” reads: “I have, from the outset, believed that the 9/11 horrendous massacre of thousands of innocent civilians could not possibly be the work of a dozen amateur Saudis. Close watching of video clips and reading of lots of expert opinions convinced me further that this is an inside job, or that it was at the very least done with inside help.”

Other members of the group are Paul Maillet, a retired air force colonel; Sylvie Lemieux, who retired from the Canadian Forces as a lieutenant-colonel and then worked in the Department of Foreign Affairs and International Trade; and Akbar Manoussi, who was recently hired as chair of “clean energy education” at the Willis College of Business, Health, and Technology in Ottawa.

Manoussi’s Green Party online profile for the 2007 provincial election in Ontario says he is “secretary general” of the “Iranian Scholars Association of Canada” — which appears to exist only in Manoussi’s imagination. His claim prompted nine Iranian-Canadian journalists and academics to write Green Party leader Elizabeth May in 2008 and inform her that they had never heard of the organization.

Manoussi has also identified himself as “director general” of the “Iranian Cultural Centre” in Ottawa, which shares the same address as the Iranian embassy. At least once in the last year he has attended a conference in Iran hosted by the government there and geared toward burnishing the country’s image and attracting foreign investment.

Labour: London borough becomes ‘Islamic republic’

Outside the Wellington Way polling station in Tower Hamlets yesterday, as at many other polling stations in the borough, people had to run a gauntlet of Lutfur Rahman supporters to reach the ballot box. As one Bengali woman voter went past them, we heard one of the Rahman army scolding her for her “immodest dress.”

That incident is perhaps a tiny taste of the future for Britain’s poorest borough now it has elected Mr Rahman as its first executive mayor, with almost total power over its £1 billion budget. At the count last night, one very senior figure in the Tower Hamlets Labour Party said: “It really is Britain’s Islamic republic now.”

CAIR’s Role in Juan Williams Firing May Be Violation of Foreign Agents Registration Act

By now most of the world knows about NPR’s shameful firing of Juan Williams for candidly stating his thoughts about Muslims.  But what about CAIR’s role in the matter?  As the most high-profile Muslim Brotherhood front organization in the United States, CAIR was quick to suggest “professional consequences” for Juan Williams’ exercise of free speech.  Late last night the Center for Security Policy distributed the following press release to place the Juan Williams episode in the context of CAIR’s greater goal: to enforce “deterrent punishments” against anyone who dares discuss Islam, Jihad and Shariah Law publicly.

WASHINGTON, DC: On October 21, 2010, the Center for Security Policy sent urgent alert notices to Juan Williams, news analyst for Fox News and recently fired news analyst for National Public Radio (NPR); Vivian Schiller, President and CEO, NPR; Roger Ailes, President, Fox News Channel; Bill O’Reilly, Fox News Channel; and the Inspector General of the Corporation for Public Broadcasting (CPB), regarding a possible violation of the Foreign Agents Registration Act (FARA), warning that they may have been the target of an influence operation by the Council on American-Islamic Relations (CAIR) which resulted in the firing of Williams.
On October 18 on the Fox News program “The O’Reilly Factor,” Williams stated “I get on the plane, I got to tell you, if I see people who are in Muslim garb and I think, you know, they are identifying themselves first and foremost as Muslims, I get worried. I get nervous.” Two days later on October 20, CAIR issued a press release calling on NPR to take action against Williams. CAIR Executive Director Nihad Awad called Williams’ comments “irresponsible and inflammatory” and complained that “media commentators who launch rhetorical attacks on Islam and Muslims normally do not suffer the professional consequences.”

CAIR’s Awad called on NPR to “address” Williams’ statements.  NPR publicly announced the termination of Williams’ contract the following day, October 21.
Center for Security Policy President Frank J. Gaffney Jr. said, “CAIR’s position that journalists like Williams should normally ‘suffer the professional consequences’ apparently created a hostile climate which may have led to Williams’ firing.  Since CAIR’s beginnings in 1994, they have conducted targeted influence operations in the U.S. attempting to censor any criticism of Islam, jihad, and Islamic Shariah law.  Their targets have included dozens of reporters, elected officials and ordinary citizens, but they have never registered under the Foreign Agents Registration Act.”
The Center’s CAIR Observatory project tracks CAIR’s apparent violations of the Foreign Agents Registration Act (FARA).  The FARA states that organizations paid by a foreign principal to engage in activities to “influence any agency or official of the Government of the United States or any section of the public within the United States” must register as a foreign agent and report such activity to the Department of Justice.  CAIR has never registered.
CAIR received $325,000 from the Saudi Arabia-based Organization of the Islamic Conference (OIC) to demand opposition to speech that they consider “Islamophobic.”  The OIC’s “Ten Year Plan” calls on the U.S. government and other nations to enact laws “including deterrent punishments” to counter this so-called “Islamophobic” speech.  The U.S. government funds NPR, which fired Williams, through Corporation for Public Broadcasting grants.
According to Gaffney, “The foreign payment of $325,000 to CAIR, and the OIC ‘Ten Year Plan’ guidance to CAIR to demand ‘deterrent punishments’ – or as CAIR’s Nihad Awad put it, ‘professional consequences’ –  appear to have directed CAIR’s influence operation targeting NPR, which may have led to NPR firing Williams.”
The CAIR Observatory project documents CAIR’s receipt of $6.6 million in contributions and $54.5 million in pledges from foreign principals in Saudi Arabia, the United Arab Emirates, Kuwait and Iran, over 40 cases of meetings and coordination with those principals, and nearly 100 influence operations against government agencies, military and law enforcement, elected officials, candidates, media outlets and private corporations.
Alert notices were sent to Juan Williams, Vivian Schiller, Roger Ailes, Bill O’Reilly, and the CPB Inspector General on October 21st, and formal notifications will be sent on October 22nd.  Copies of this correspondence will be provided to the Department of Justice’s Counterespionage Section in the National Security Division, which is responsible for enforcing FARA and prosecuting violations of that act.

No evidence Khadr ‘a good kid,’ doctor says

NEW YORK — There is no evidence Omar Khadr has ever independently sought to promote peace with the West and renounce Muslim jihad, the internationally acclaimed psychiatrist who pioneered efforts to quantify evil reveals ahead of testifying about his examination of the Canadian-born terror suspect.

In an exclusive interview, Dr. Michael Welner says Khadr is known to have expressed peace-loving intentions only to “those advancing his public image” from behind the razor wire at the U.S. naval base at Guantanamo Bay, Cuba.

Dr. Welner also discounts much-cited comments by some U.S. guards at Guantanamo that the Toronto native is a “good kid” and “salvageable” — calling them “shallow in their prognostic significance.”

“When one leaps to the conclusion about Omar Khadr’s future because he is friendly, one might recall that Osama bin Laden has always been described as gentle, likable and charming,” New York-based Dr. Welner told Postmedia News.

“There is no record of [Mr. Khadr’s] publicly repudiating al-Qaida, as civilized Muslims should, not even a letter composed for him by Dennis Edney,” he added in a reference to one of Mr. Khadr’s two Canadian lawyers. There is “no call . . . to radical Islamists to mature beyond their elemental intolerance.”

Dr. Welner, 46, spoke as the Canadian government faces the prospect of soon receiving a call for Mr. Khadr to be transferred to a Canadian jail in the event he is convicted of war crimes charges he faces in a Guantanamo military commission.

Fifteen when captured, but now 24, Mr. Khadr could plead guilty as early as Monday if he sticks with a deal sources say has been put together by the U.S. government. It would see him sentenced to eight years imprisonment, with Washington’s pledge he could serve seven of them in Canada after the first year in one of the Guantanamo camps.

Mr. Khadr is accused in the fatal wounding of a U.S. serviceman during a 2002 firefight in Afghanistan, and faces up to life imprisonment if convicted without any plea deal being effected.

Dr. Welner, whose bid to achieve a scientific-legal standardization of evil led him to develop a Depravity Scale (www.depravityscale.org), spent seven to eight hours over two days interviewing Mr. Khadr during videotaped sessions at Guantanamo, and has studied mounds of documented material. Court decision puts veil over women’s rights

It is illegal for a woman wearing a face-obscuring veil to board a plane in Canada. But a unanimous ruling last week by the Ontario Court of Appeal says it’s just fine for that same woman to give testimony in court with her face covered.

There’s more. Ontario’s highest court says veiled women can ask for an order to clear men out of the courtroom — any men in the public gallery, any male court staff, even her opponent’s lawyer, even the judge himself — in return for taking off her veil. It’s paragraph 85 of the ruling.

Shariah law has come to Canada.

Face-obliterating veils called niqabs are a medieval tool for gender apartheid. They destroy a woman’s identity. They turn her into an object, a chattel owned by her master — which is why they’re the norm in Saudi Arabia, where women have fewer rights than men and only slightly more than animals.

Burkas — an even more prison-like shroud, with just a tiny beekeeper’s screen to peek through — are the Taliban variety. Those are now allowed on the witness stand in Canada, too.

Rip the Ten Commandments off the wall, because we must have separation of church and state. But when the most un-Canadian expression of radical Islam walks in the court, our judges follow the Qur’an.

But that’s not fair to the Qur’an. No verse in that book requires face-covering. But our judges now say it’s a Charter right.

To their shame, the Canadian Civil Liberties Association intervened to support this. They have demanded Bibles be removed from schools and the Lord’s Prayer be banned from legislatures. But Muslim veils — a chastity belt for the face — have their support in a secular court.

The CCLA has found religion. And LEAF, the feminist law organization built with Canadian tax dollars, has a new view on a woman’s proper place. They argued for the niqab, too.

As National Post columnist Barbara Kay points out, a survey of Muslim women in France found 77% wear the veil out of fear of men.

Australian Imam Taj Din al-Hilali put it another way, in a sermon about rape: “If you take out uncovered meat and place it outside on the street … and the cats come and eat it … whose fault is it, the cats’ or the uncovered meat? The uncovered meat is the problem.”

LEAF supports covering up “the meat.” Now our courts do too.

The Ontario ruling came about because a Muslim woman alleged she was molested as a child by her uncle and her cousin in the 1980s. It’s a horrendous accusation and, if true, the woman deserves our sympathy and the accused deserve our most punitive punishment. But before we get there, there’s the matter of a trial.

In Canada, even accused rapists have the right to question their accuser and the court has the right to observe her demeanour. It’s why we don’t allow testimony from someone wearing a mask.

But this accuser didn’t want to take off her mask.

“It’s a respect issue, one of modesty and one of — in Islam, we call honour,” she told the judge at the preliminary inquiry “It’s to conceal the beauty of a woman.”

She had only been wearing a veil for about five years and the judge found her religious belief was “not that strong.” But “I would feel a lot more comfortable if I didn’t have to, you know, reveal my face.”

Sure, she took the veil off to get her driver’s licence. But that was important, you see. Not like accusing a man of a horrendous crime.

The judge told her to take off her veil. That’s what was over-ruled last week.

This could be great, says the Court of Appeal. The reliability of her veiled testimony could actually be better.

“Without the niqab … one could not expect her to be herself on the witness stand … her embarrassment and discomfort could be misinterpreted as uncertainty and unreliability.”

But it’s more than law. It’s politics, they say. Allowing the niqab “could be seen as a recognition and acceptance of those minority beliefs and practices.”

That’s exactly the problem.
