Venezuela: Fire at will

The Venezuelan government has authorized its military to fire upon civilians at rallies and public demonstrations:

The armed forces are now directed to use “potentially lethal force, whether with firearm or any other potentially lethal weapon”, as last resort to “avoid disorders, support legitimate authority, and reject all aggression, confronting it immediately and by the necessary means.”

The resolution makes no distinction between peaceful or violent demonstrations, and may most likely be unconstitutional (link in Spanish), but, as Emiliana Duarte points out, […]

Case in point: Resolution 8610, sanctioned on Jan. 27, through which the Ministry of Defence authorizes the use of “potentially lethal force, be it with a firearm or with another potentially lethal weapon” as a last recourse […], “to avoid public disorder, to support the legitimate authority, and to immediately reject aggression using any necessary means.”

Naturally, this innovation in military protocol is meant to “regulate the Armed Forces when guaranteeing public order, social peace, civil coexistence during public meetings and demonstrations, within the context of a Democratic State, the Rule of Law and the Protection of Human Rights.”

So basically, the military can now shoot protesters. How’s that for short and sweet?

Dubai – Iran declared a day of national mourning on Wednesday after the death of Venezuelan President Hugo Chavez, who shared the Islamic Republic’s loathing for US “imperialism”.

Iranian President Mahmoud Ahmadinejad, who had forged a public friendship with Chavez characterised by lavish mutual praise, hugs and light-hearted moments, may attend Chavez’s funeral on Friday, state news agency IRNA reported.

The two men had sought closer ties between their geographically distant countries, although action on joint social and military projects announced in recent years has often lagged behind the rhetoric.

“Hugo Chavez is a name known to all nations. His name is a reminder of cleanliness and kindness, bravery … dedication and tireless efforts to serve the people, especially the poor and those scarred by colonialism and imperialism,” Ahmadinejad said.

“I offer my condolences to all nations, the great nation of Venezuela and his respected family over this tragic event,” he said in statement published on his official website.

Maduro: Chavez body to be permanently displayed

If anyone had any doubts that Chavez was a brutal arrogant tin pot dictator with staggering delusions of grandeur, they can put those doubts to rest now.

Hugo Chavez’s body will be permanently displayed in a special tomb, Venezuela’s Vice President, Nicolas Maduro, announced Thursday on state television.

Maduro said the official state funeral will begin tomorrow at 10:30 ET. Some 30 heads of state along with delegations from 50 countries are expected to attend. Following the ceremony, Chavez’s body will lie in state for seven additional days, so that more people can see it.

Maduro, now the interim president, also announced that Chavez’s body will be preserved in the same manner as that of Russia’s Vladimir Lenin or China’s Mao Zedong, so “he will always be with the people.”

Visitors will be able to view Chavez’s body in a special tomb now under construction in the mountains where the former leader launched his revolution.

Venezuela seizes 20 tons of cocaine

Venezuelan authorities seized 20 tons of liquid cocaine aboard a ship bound for Mexico, Interior Minister Tareck el Aissami said Tuesday.

The contraband was found as the ship was preparing to embark from a port in the northwestern state of Zulia, the official told state television.

An initial inspection led to tests that detected the presence of liquid cocaine in four containers destined for the Mexican port of Veracruz.

“We are now … analyzing the percentage of purity in each of the containers and the quantity of liquid cocaine they were trying to take to Mexico,” El Aissami said, describing Tuesday’s drug seizure as one of the largest in Venezuelan history.

Iranian influence operations in South america Part II

On an intermediary level is where the iranian diplomats are acting, who have multiplied their activity and presence. This is particularly the case in Bolivia, where Iran has 145 diplomats accredited, more than the rest of the [total] diplomatic corps accredited in La Paz. Spain, with all of its historic relations and its commercial interests has a representation oscillating between 8 and 10 diplomats. Western diplomatic sources estimate that the number of iranian diplomats accredited to Venezuela is even larger. 

What is more important, the visits of high-ranking iranian officials to the subcontinent are constant, and often are accompanied by economic advantages for the countries visited. Last wednesday, iranian president Mahmud Ahmadineyad participated at the Sustainable Development conference in Rio de Janeiro, only to supplement his visit by a mini-roundtrip of South America, announced a few days ahead.  It is his second such tour in six months, and the fourth of a high-ranking iranian official during this same period.

In january, the iranaian ruler already visited Venezuela, Ecuador, Cuba and Nicaragua. In may, it was the turn of vicepresident Ali Saeidlo who made the same tour, on top including Bolivia. During their nicaraguan stopover, the iranian diplomats announced the cancellation of a debt which Managua had with Tehran. 

Days earlier, iranian defence minister Ahmad Vahidi had visited Bolivia, who inaugurated the Escuela de Defensa de la Alternativa Bolivariana para las Américas (ALBA), the organism of regional integration established through the personal initiative of Hugo Chávez.

An international arrest warrant is hanging over Vahidi, for his implication in the 1992 and 1994 Buenos Aires attacks against the embassy of Israel and the Asociación Mutual Israelita Argentina, which resulted in a total of 115 deaths. During their visits, the iranian representatives are being accompanied by Kanbiz Jalali, a diplomat possessing a vast experience of Latin America and being the responsible of the Directorate General for Latin America, created by the iranian foreign affairs ministry.  

Tehran is emphasising especially the subject of defence. In less than 24 hours, it signed a treaty on military aid with Bolivia and tolerated Chávez’ announcement in a sense that Venezuela is constructing unmanned planes, under the supervision of iranian engineers. Missiles fired from inside Venezuelan prison

According to Stratfor,

Shooting and intermittent explosions began in the prison at 7:55 a.m. Two members of the Bolivarian National Intelligence Service entered the building, and guards launched tear gas into the prison. According to Ultimas Noticias, the Venezuelan National Guard seized the area around the prison because unidentified people from the neighborhood were firing upon El Paraiso. Two missiles reportedly fired from the prison hit Villasmil Center.

It would be very interesting to know if Iran in any way shape or form was involved with this particular series of events. Why are there missiles inside a Prison? Why fired towards the outside?

Iran, Venezuela Plotting Attacks “Worse than 9/11”

Tensions are mounting between the U.S. and Venezuela as the State Department decided to expel Livia Acosta Noguera, the Venezuelan consul in Miami, declaring her “persona non grata.” The Venezuelan consul was implicated in an alleged plot to launch cyber attacks on U.S. nuclear power facilities. The decision was taken as a direct result of the revelations made by the documentary The Iranian Threat, aired by the U.S Spanish language channel Univision.

In the film, the Venezuelan consul was caught on camera backing Iranian-sponsored cyber-attack against U.S. targets in 2007, when she was vice-secretary in the Venezuelan Embassy in Mexico. According to the documentary, these cyber-attacks would be “worse than 9-11.” The State Department did not want to comment on this decision. However, a U.S. high official stated that this expulsion is a serious issue, as “we do not take it lightly when we declare somebody persona non grata.”

Before the expulsion, four members of the Congress — Ileana Ros-Lehtinen (Republican), Mario Diaz-Balart (Republican), David Rivera (Republican) and Albio Sires (Democrat) — wrote a letter to US Secretary of State Hillary Clinton, expressing their “grave concern” over the “diplomatic credentials” of the Venezuelan Consul. “According to a documentary by Univision Network titled ‘The Iranian Threat‘ […] [the Venezuelan consul] interacted with members from the Iranian and Cuban embassies and with students posing as extremists […] in order to coordinate a cyber attack against the United States Government and our critical infrastructure systems at the White House, FBI, and CIA. If true, these actions demonstrate [Venezuelan consul’s] willingness to undermine U.S. interests and potential threat to our national security posed by [Venezuelan consul’s] activities. With this is mind, we respectfully request the Department of State to investigate these allegations, and if found true, declare her a persona non grata and require her immediate departure from the United States,” they wrote.
