The ‘credible terrorist threat’ dilemma

I can imagine the difficulty of trying to decide whether or not to inform a population about a potential terrorist attack. On the one hand, the chance of costs in lives and treasure from the panic that can ensue from the warning alone is guaranteed while the actual terrorist strike is not. Of course, the cost to a government who fails to inform the public about a threat that does come to pass (clearly there is a constant stream of threats to the US public from various sources) would be large enough to cost an election. Hell Bush paid a huge price based on the pure fiction that he A) knew it was going to happen or B) allowed the perpetrators to leave early and other fictitious nonsense. One can hear this calculous in the way this potential threat is presented.

Youths kill family of 8 in restive central Nigeria

JOS, Nigeria (Reuters) – Muslim youths hacked a Christian family of eight to death in Nigeria’s volatile Plateau state on Sunday, local officials said, continuing a week of violence that has pitted gangs from the two faiths against each other and civilians.

More than 40 people have been killed in the ethnically and religiously-mixed area since last Monday when Christian youths attacked some Muslims as they gathered to celebrate the end of Ramadan in the city of Jos, capital of Plateau state.

Plateau state spokesman Yiljap Abraham took journalists to the house in the village of Tatu, where the bodies of the eight victims from the latest attack were still lying on the bloodsoaked floor.

On Sunday morning, in another village in Plateau called Riyom, police found a bomb planted in a marketplace which had failed to go off because its battery had run flat, Sergeant Willford Egwu told journalists.

Plateau state, straddling the “Middle Belt” between Nigeria’s mostly Muslim north and largely Christian south, though normally peaceful, has sometimes been a flashpoint for tensions between the two faiths.

Unrest there is a new security issue for President Goodluck Jonathan, also coping with near-daily attacks in the northeast by Islamist sect Boko Haram, which authorities blame for an August 26 bombing of U.N. offices in Abuja that killed 23 people.

Suspected Boko Haram militants shot dead an outspoken Muslim cleric who had criticised the group, Lieutenant-Colonel Hassan Mohammed from Nigeria’s joint military task force told Reuters. The men shot him in a raid on his home on Sunday in Maiduguri, the city at the heart of the Boko Haram insurgency.

On Saturday at least four people including one soldier were killed in clashes between local youths and security forces in the town of Biu in the northeast near Maiduguri, a senior police officer told Reuters.

“The fracas broke out on Friday night when the youth ambushed one soldier and killed him close to the Army Barracks in retaliation to the killing of a woman and the arrest of four Islamic clerics,” the source said.

In 2007, MI5 chief Jonathan Evans reported that his agency estimated there to be at least 2,000 terror suspects in Britain — up 400 on the previous year. It would be foolish to blame Evans, who had taken over the position only in April. And it would be unfair to lay the blame for the rise of Islamic extremism on the MI5. Robert B. wore long robes, dreamed of paradise and called himself Abdul Hakiim. He and his friend were arrested in July for trying to enter Britain with bomb-making guides and al-Qaida propaganda. They now sit in a London high-security prison. But Robert’s motivations remain a mystery.

A mother can’t be fooled, and a mother notices when her child goes astray, says Marlies B. That’s why she called the state authorities in October 2010 and asked if she needed to be worried about her son.

Her son Robert had changed. He’d converted to Islam, forsaken pork and alcohol, and now he wore a knit wool cap and wandered the city of Solingen, northeast of Cologne, in floor-length garments. Marlies B. says she’d never seen him this way. People asked her about it, and it was embarrassing. It frightened her.

At the end of July — after a period when she couldn’t reach him, either on his cell phone or at his apartment — she printed out a statement from his bank account. (Robert had given her notarized power of attorney years before.) She noticed a flight booked for €447 ($647), and “all of my alarm bells went off,” she says. She drove to a national-security office in Wuppertal.

UK Channel 4 TV: terrorist comedy to commemorate 9/11

The 36 year-old falsely claimed he was abducted at knifepoint by racist thugs from the far-right wing political party after being subjected to hate mail and an arson attack, Chelmsford Crown Court was told.

He had told police he had feared for his life when he was kidnapped in broad daylight from his home in Loughton, Essex on August 24 last year and bundled into a car, it was claimed.

Ramjanally then claimed he was driven to nearby Epping Forest where he was threatened and warned to stop holding prayer sessions he had organised.

But he was caught out lying after detectives viewed CTTV footage from secret cameras installed to protect him after his previous claims that he was being targeted by racist opponents, prosecutors said.

Egyptian authorities on Friday deployed over 2000 soldiers to the Sinai Peninsula to thwart possible attacks by Islamist militants, security sources said.

“More than 2000 policemen and several military armored vehicles were stationed around security premises in North Sinai’s Arish city,” the sources said.

“The security deployment is for defense purposes only,” said Abdel Wahad Mabrouk, the governor of North Sinai. “We are not chasing anyone in Sinai’s mountains,” Mabrouk added, referring to the peninsula’s caves, which have been traditionally used as special hideouts for Bedouin smugglers and Islamist militants.

gun-knifeThis is a strange story from the Bury Times and it raises an interesting point that we will come to later.

According to the report that you can read here, some enricher by the name of Hassan Hussain was found lying in the street with a gunshot wound to his foot and taken to hospital for treatment.

On being questioned by the police, Hussain informed them that he had been accosted by people wearing balaclavas, one of whom then shot him. The police quickly launched a major manhunt – they usually do when one of the enrichers has been attacked – and also reassured the local (more enrichers no doubt) community that they were treating the shooting seriously. How else are you supposed to treat a shooting?

However all was not what it seemed.  Because forensic experts discovered that the gun that wounded the enricher had been fired at extremely close range and the truth was, that Hussain had deliberately shot himself in the foot – why not the head I asked myself?  But it was his choice and he chose his foot to shoot – mores the pity.

Police then charged Hussain with wasting police time.  A charge to which the enricher pleaded guilty to at the Bury Magistrates Court where he was sentenced to a paltry 18 weeks.  By the time I finish typing this article, he will probably have been released for good behaviour.

Now there are actually a couple of points to be made here.  Given that section 287 of the Criminal Justice act states that the minimum sentence for possessing illegal firearms are as follows:

  • 3 years detention under section 91 of the Powers of Criminal Courts (Sentencing) Act 2000 where the offender is aged 16 or 17 at the time of the offence and under 18 at the date of conviction(s 29 (3) (b) and s 29 (6)).
  • 5 years imprisonment for offenders aged 18 or over at the time of conviction. Section 29 (5) makes express provision for offenders aged 18 to 20 inclusive to receive the mandatory sentence, by requiring a reference to a sentence of imprisonment to include a sentence of detention in a young offender institute.
