“negotiating” seems to be an odd way to describe the maneuvering that Egypt is doing to keep out people from Gaza and allow supplies to go in.

Witnesses indicated that the Egyptian employees at the crossing were evacuated, while “dozens of Palestinian families” who attempted to cross towards Gaza were returned to the Egyptian city of Al-Arish.

The Guardian newspaper reported on Israeli Channel 12 that Israeli officials warned their Egyptian counterparts against providing aid to the besieged Gaza Strip, and threatened to launch air strikes on trucks carrying supplies to the Strip.
Shortly after the announcement, Channel 12 said that convoys of Egyptian fuel and goods trucks that were scheduled to enter Gaza through the southern border crossing with Egypt “withdrew from the Rafah crossing.”
The Sinai Foundation for Human Rights published, on its account on the “X” website, a video that it said showed the withdrawal of Egyptian fuel trucks and relief materials from the vicinity of the Rafah land crossing after Israel issued a warning to the Egyptian authorities that if it brought relief supplies into the Gaza Strip, the trucks would be bombed, according to the report . What Israeli Channel 12 reported on Tuesday.
But Cairo 24 newspaper said on Tuesday that Egypt is ignoring Israel’s warnings and is directing a humanitarian aid convoy to support the besieged Palestinians, under the direction of President Abdel Fattah El-Sisi.
In statements on Tuesday, Al-Sisi said that “Egypt’s national security is his first responsibility,” stressing “not to be complacent or neglect Egypt’s national security under any circumstances.”
Al-Sisi stressed, according to what was reported by the government newspaper Al- Ahram , that Egypt does not abandon its commitments towards Arab issues, especially the Palestinian issue.
In response to Israeli calls urging Palestinians to go to Egypt to save their lives from the intense bombing taking place in the Gaza Strip, Sisi stressed that Egypt will not allow the Palestinian cause to be liquidated at the expense of other parties.
Reuters quoted Palestinian officials and two Egyptian security sources as saying that Egypt is moving to prevent a mass exodus from the Gaza Strip to the Sinai Peninsula, with the Israeli bombing causing the closure of the only exit crossing from the Palestinian Strip on Tuesday.
The two Egyptian security sources added that the Israeli attack on Gaza raises concerns for Egypt, which called on Israel to provide a safe passage for civilians to leave the Palestinian Strip instead of encouraging them to flee towards the southwest of the Strip towards the Egyptian Sinai Peninsula.
The two sources added that Egypt will not allow any mass exodus of Palestinians to Sinai and considers that any move to push Palestinians to migrate south represents a serious threat to its security.
It’s possible that you can tell which direction people are going – who is fighting age, fit, without suitcases vs. families with suitcases.
It would make sense for Al-Sisi to allow Egyptian Brotherhood fighters to go to Gaza (and stay there for Israel to welcome) while accepting refugees who might enter with their UN stipends. Perhaps $ is what the “negotiating” now entails. Already, Al-Sisi can say that he tried to send in fuel and supplies, but the trucks were attacked so had to retreat. Remember the Yom Kippur war was fought in such a way that Egypt could say that it won and Israel could fluff off the intelligence it had received (or not received) in order to obtain US help (the latter per recent books and interviews). Rafah is the only crossing point available for Gaza’s population, which is estimated at 2.3 million people. The rest of the sector is surrounded by Israel and the sea.
