You are asking why Spain instead of Cuba? Cuba is too close to the US and if/when things go kinetic Cuba may not be a safe place for anyone the US dislikes. The Cubans in Flordia would love to get the US to invade Cuba and they would then start pushing for Cuba to become a territory of the US.
Territory’s don’t have Senators and Representatives in Congress, for this reason they don’t have to pay any US Taxes.

The recently elected Spanish PM is a beastly communist. There’s a large, wealthy Venezuelan community in Madrid, anxious to go home. I don’t know where they are politically. They may be the elite who salted away plenty of money under Chavez.
