Undercover FBI agent who helped Canada nab railway terror plotters has one big regret
In a new book published under his cover name from the operation, Tamer Elnoury reveals details about the would-be rail saboteurs
OTTAWA — An undercover FBI agent who helped convict two men of plotting to derail a passenger train in Canada did not see the arrests as a triumph, because he feared another extremist had eluded his grasp.
In a new book published under his cover name from the operation, Tamer Elnoury reveals how gaining the confidence of the would-be rail saboteurs led to knowledge of an apparent al-Qaida sleeper terrorist in the United States.
Elnoury is still haunted by the thought of the jihadi who got away.
“Every time I hear about someone committing a terrorist act on U.S. soil, I wonder if that was the American sleeper,” he writes.
“My biggest regret is that I couldn’t find him.”
Elnoury is among the small number of highly valued, Arabic-speaking Muslim agents doing undercover counter-terrorism work for the U.S. Federal Bureau of Investigation.
“American Radical” traces his involvement in the investigation that led to terrorism convictions and life sentences in 2015 for Chiheb Esseghaier, a Tunisian citizen doing doctoral research in Montreal, and Raed Jaser, a stateless Palestinian who had come to Toronto as a teenager with his family.
Esseghaier “popped up on the FBI’s radar” after he made contact with some al-Qaida operatives online, Elnoury writes. The FBI alerted Canadian officials, who opened their own investigation. Esseghaier had travelled to Iran twice in two years, arousing concern he was there for terrorist training.
Canadian intelligence tried to “bump” Esseghaier — stage a casual meeting that seemed random — during a 2011 conference in Mexico, the book says. “The Canadians didn’t have a Muslim, so they used a Peruvian Christian. Chiheb’s English wasn’t that good. The hope was a native Arabic speaker would have a better chance.”
Elnoury posed as a globetrotting American real estate magnate who despised western ways and funnelled his profits to his overseas uncle, a financier for al-Qaida.
In June 2012, Elnoury managed to ensure he and Esseghaier were seated together on a flight to California. They quickly became friends and Esseghaier was soon openly talking about shooting down planes with a portable missile launcher, the book says. Elnoury believes Esseghaier saw him as a like-minded ally with the money to help fund his operations.
Early that September, Elnoury, who had become close to Esseghaier, was called to a meeting in New York. A senior Canadian Security Intelligence Service official had flown in to hear what Elnoury knew about Esseghaier’s plans to go fishing with someone.
Elnoury scoffed at the notion the intense Tunisian would ever go fishing, and advised that Esseghaier “is here to hurt us.”
CSIS learned the fishing trip turned out to be a mission with Jaser to scout a railway bridge they planned to sabotage, sending a train that travels from New York to Toronto hurtling into the river below, killing many passengers.
The file, now a criminal matter, was handed to the RCMP and Elnoury was enlisted to gather evidence. He paid a visit to his friend in Montreal.
Elnoury portrays Esseghaier as zealously devoted to the extremist cause, but also someone who had a crush on a female colleague and enjoyed eating lobster and stopping in at Tim Hortons.
During a drive to Toronto to meet Jaser, Esseghaier confided details of the operation: al-Qaida planners in Iran ordered him to cut a hole in the train tracks. He and Jaser would use jackhammers to cut the track, while Elnoury would be needed to act as lookout.
Esseghaier told Elnoury he emptied his bank account in the spring of 2011, buying a one-way ticket to Tehran and planning to drive to Afghanistan, where he would die in battle. But in Zahedan, a town in southeastern Iran, he was recruited by al-Qaida. He returned the next year for training and was briefed on the train plot.
Esseghaier also said something that made Elnoury’s heart race: there was a “soldier” in the U.S., an al-Qaida sleeper agent known as Al-Amriki, the American. Esseghaier expected to meet him one day.
“We needed to rethink the case,” Elnoury writes. “Chiheb was our only link to the American sleeper. There was no way we could arrest him before we identified the other sleeper.”
Planning for the train attack continued. But Elnoury pressed Esseghaier about meeting the sleeper. A key Iranian contact finally agreed it would be a good idea, and invited Esseghaier and Elnoury for a talk in Dubai.
Elnoury wanted to go, but he was skeptical the Canadians would let Esseghaier travel overseas at this point. In April 2013, Eric Holder, then U.S. attorney general, flew to Ottawa to discuss the Dubai idea, the book says.
However, the RCMP executed arrest warrants, ending the operation.
Elnoury understood the decision. The rail plot case was over. And just a week earlier, bombs had exploded at the Boston Marathon, killing three and injuring hundreds.
“Everyone was on edge,” he writes. “No one wanted to let a terrorist slip out of our grasp.”
But mostly Elnoury was angry. “I felt like the Canadians and the FBI wasted all of our hard work.”
Elnoury did not consider the arrests a victory. “Best case, we tied. But really you could say we failed,” he writes.
“Chiheb was a lot of things, but he was never a liar. Personally, I have no doubt that there was an American sleeper.”

The University of Hamburg has become Germany’s first higher education institute to write a code of conduct that defines how students can live their religions on campus. The “Code of Conduct for Religious Expression at Universität Hamburg” will “govern the respectful and peaceful coexistence of different religious beliefs,” Dieter Lenzen, the university’s president, said while presenting the 10-point paper last week.
Lenzen said an accumulation of incidents had led the university to draft the code. A preacher had publicly called for prayers in the corridors of the university. Male Muslims reportedly pressured some women to wear headscarves. A young man often prayed very loudly and called to Jesus Christ for help.
The president said he had no longer had the time to resolve the growing number of religion-related issues for which the university had no set policies. He set up a 10-member interdisciplinary commission led by the philosophy professor Birgit Recki to draft the guidelines, which state, for example, that religious holidays may only be celebrated in the Room of Contemplation, which the university opened in 2006. The code also clearly states that students can wear head coverings and religious symbols such as crosses or the Star of David.
‘Simply no basis’
The code states that “wearing religiously motivated clothing in the classroom is not itself disruptive” and permits all forms of dress that do not “impede communication required for academic exchange, instruction or exams (establishing identity).”
German media quickly picked up on the university’s perceived tolerance for women to choose their own religious wardrobes. “Do you really want burqas at the university, Mr. President?” Germany’s leading newspaper by circulation, Bild, asked in a headline, rhetorically addressing Lenzen. He told DW that the article is nonsense and that there is “simply no basis for a ban” on religious garments at the university.
The code is more concerned with practical matters, such as permitting only the expressions of faith that are not considered intrusive by nonparticipants. “This applies, for example, to ritual foot baths in sanitary facilities,” the code declares. “Such acts are prohibited. This also applies, for example, to the speaking aloud of prayers in university rooms or on the campus.” The commission also clearly rejected demands to modify the university’s curriculum in order to meet certain religious requirements.”

Shortly before the first session of the new Bundestag – the lower house of the German parliament – on Tuesday, the UN refugee agency’s Germany branch has urged the newly elected members of the Bundestag to provide the right to family reunions after March of next year to asylum seekers who only have subsidiary protection.
“Successful integration is often based on the family’s emotional, social and economic support,” the UNHCR said in a statement on Sunday.
Reunifications have proven to be a highly contentious topic in exploratory coalition talks between the conservative Christian Democrats (CDU) led by German Chancellor Angela Merkel, the business-friendly Free Democrats (FPD) and the Greens.
Merkel’s conservatives want to continue suspending the right to family reunions for asylum-seekers entitled to subsidiary protection after March 2018, while the Greens, who back a more liberal immigration approach, say that family reunifications are vital for integration. The FDP appears split on the matter.
‘Credible voice’
The UN body called on the newly elected house to further improve the protection of refugees in Germany and Europe. It asked them to safeguard the openness displayed by the German society toward refugees.
“The basic principle of action must continue to be that refugees need protection and that a return to their home country was not possible,” it said.
It also urged Germany to actively involve refugees in the integration process and to foster voluntary work in that field in Germany.
The UNHCR also said there was a need to “significantly increase” the annual intake of refugees under the UN’s resettlement program, which is aimed at resettling particularly vulnerable refugees from one host country to another.
The UN body praised Germany’s asylum procedures and its integration efforts. The country’s refugee policy has given Germany a “credible voice internationally,” the UNHCR noted.
“This voice has become indispensable in addressing the global challenges of flight and displacement,” it said.”

Mueller Now Investigating Democratic Lobbyist Tony Podesta

WASHINGTON — Tony Podesta and the Podesta Group are now the subjects of a federal investigation being led by Special Counsel Robert Mueller, three sources with knowledge of the matter told NBC News.
The probe of Podesta and his Democratic-leaning lobbying firm grew out of Mueller’s inquiry into the finances of former Trump campaign chairman Paul Manafort, according to the sources. As special counsel, Mueller has been tasked with investigating possible collusion between the Trump campaign and Russia.

Have you noticed? In recent public comments, the lawmakers investigating the Trump-Russia affair, along with some of the commentators who dissect its every development, seem to be focusing more on the facts of Russia’s attempts to interfere with the 2016 election and less on allegations that Donald Trump or his associates colluded with those efforts.
Some of that could be just an impression. But the fact is, the subjects that have dominated discussion of the Trump-Russia matter lately — Facebook and other social media ads and the most recent update from Senate Intelligence Committee leaders Richard Burr and Mark Warner — do not necessarily point toward collusion. Rather, more often than not, the latest talk points toward Russian “active measures,” that is, the effort to disrupt the 2016 campaign.

Prominent journalist at Russian news radio station stabbed in Moscow
A Russian opposition journalist has been hospitalised after she was stabbed in the neck by an assailant who broke into the liberal radio station Echo of Moscow where she works.
The stabbing of Tatiana Felgenhauer follows state television smear pieces against the radio station and a series of attacks that forced another Echo of Moscow host to flee the country.
Ms Felgenhauer, the well-known deputy editor of the station and an outspoken Kremlin critic, had been hosting a talk show when an unknown attacker stabbed her in the neck.

Air Force prepares to put strategic bombers on 24/7 alert – if ordered – for first time since 1991

The U.S. Air Force is preparing to put America’s strategic nuclear bombers on 24-hour alert to counter emerging threats, according to an exclusive report.
Preparations are reportedly underway at Barksdale Air Force Base, the headquarters for Global Strike Command, to have nuclear-armed multiple B-52 bombers ready to deliver a crushing blow at a moment’s notice, Defense One revealed. A 24-hour alert status for America’s nuclear bombers has not been seen since the end of the Cold War in 1991.
Neither General John Hyten, head of U.S. Strategic Command, or General Lori Robinson, head of U.S. Northern Command, has ordered the shift, but steps are being taken in expectation of such an order.
New equipment is being brought in to facilitate a larger force, and facilities are also being constructed for other elements of America’s nuclear arsenal, such as nuclear cruise missiles currently under development.

Isis kills 128 civilians in ‘revenge’ surprise counter attack on Syrian town
Details of atrocities committed by Isis in Al-Qaryatayn revealed after town retaken by Bashar al-Assad’s army over the weekend
Isis has killed at least 128 people in a Syrian town deep inside regime-held territory, a human rights monitor has said.
Government forces managed to retake al-Qaratayn over the weekend, the Syrian Observatory for Human Rights (SOHR) confirmed on Monday.
Rumours of execution-style killings of captured soldiers or civilians suspected of links to the government had not previously been verified.
Al-Qaratayn, some 300 kilometres (190 miles) from one of Isis’ strongholds of Deir Ezzor, was recaptured by militants in an unexpected attack far from the front line fighting earlier this month.
At least 153 Syrian army soldiers and fighters from allied militias such as Lebanon’s Hezbollah lost their lives over five days of heavy clashes for the Homs province town, the UK-based SOHR previously said.
It is still not clear how militants were able to carry out a successful offensive so far away from supply lines. Isis has been known to use sleeper cells, often dressed in the uniforms of government or Syrian Democratic Forces (SDF) soldiers, to carry out attacks behind enemy lines in the past.
While the militants’ counter offensive took Bashar al-Assad’s forces by surprise, it came as the group continued to steadily lose control of its once huge empire across both Syria and Iraq.
Last week, Isis’ de facto capital of Raqqa was declared free of the jihadists after a four-month-long battle by US-backed Kurdish-Arab SDF.
The Syrian government managed to break through the Isis siege on the eastern town of Deir Ezzor in August. Despite a ferocious stand by the militants, they will be unable to hold out against regime ground troops and Russian air power for long.
Isis was previously forced out of al-Qaryatayn in April 2016 after seizing it in August 2015.
Syria’s complex civil war is now in its seventh year. Almost 500,000 people have died in the violence, the UN estimates, and half the country’s population of 19 million driven from their homes.

A University of Southern California professor recently argued that punishing protesters who disrupt conservative speakers can reinforce “white supremacy.”
Charles H.F. Davis, a professor of education at USC, argued in an essay for Inside Higher Ed that punishing protesters contributes to white supremacy because it can unfairly “suppress and criminalize” students, especially in light of protesters’ valiant goals.
For example, Davis argues against punishing students who shouted down a recent Ben Shapiro talk at the University of Wisconsin-Madison, since students were fighting against “racist rhetoric advanced by Shapiro.”
In an interview with Campus Reform, Davis explained that “punishing protesters unfairly criminalizes students,” and that colleges who do so “run the risk of creating an unsafe and threatening environment.”
Davis defines protesters as those who “use disruptive tactics to shut down hate speech as well as those holding signs, protesting outside of speaker venues, and engaged in other forms of resistance against white supremacy.”

Conference in U.S. to tackle Qatari double standards
CAIRO – 23 October 2017: Hudson Institute’s Center for Religious Freedom will hold a conference called “Countering Violent Extremism: Qatar, Iran and the Muslim Brotherhood” on Monday; the conference will discuss Qatar’s troubled relationship with its Arab neighbors which was the result of its bonds with Iran and funding terrorism.
The institute, one of the oldest decision-making centers in the U.S., will sponsor the day-long conference at the Ronald Reagan Building and the International Trade Center in Washington, D.C.
Many American officials will attend the conference including former U.S. Secretary of Defense Leon E. Panetta, former Director of the Central Intelligence Agency David H. Petraeus, former White House Chief Strategist Stephen K. Bannon, House Foreign Affairs Committee Chairman Ed Royce, and Senator Tom Cotton.
The conference will discuss Qatar’s double standards where the state is known for funding terrorists, supporting Iran and Al-Jazeera, which incites violent and terroristic ideas; while, at the same time, hosts the largest U.S. military base in the Middle East and signed an agreement with the U.S. to combat terrorism.
Consequently, one of the topics that will be tackled during the conference is the U.S. administration’s call to reveal the content of the memorandum of understanding; signed between Qatar and the U.S. in July.
The memorandum outlines future efforts that Qatar can exert to fortify its fight against terrorism and actively address its terrorism funding issues. This initiative aims to bring a point of resolution between Qatar and the Gulf countries.
News of the memorandum of understanding comes as Qatari officials are pushing back against the campaign led by Saudi Arabia, Bahrain, the United Arab Emirates and Egypt.
U.S. President Donald Trump, after initially appearing to support the effort to isolate Qatar, has called for mediation and recently predicted a rapid end to the crisis.
If the agreement’s content is not revealed, the conference will send a message to Qatar urging them to either end its alliance with Iran or bear its consequences.
This conference will be held in light of President Trump’s stance against Iran’s regime, and his move to impose penalties on it; listing the Iranian Revolutionary Guard as a terrorist organization and cancelling the nuclear deal with Iran. Iranian policies pose threats to the region, as the state is trying to topple the Yemeni government and the monarchy in Bahrain, and fight U.S. interests in the region.
In addition, the conference will focus on the different terrorist groups that have been discovered after Trump offered a reward in return for information on the leaders of Hezbollah; intending to arrest them under the premise that they pose a threat to U.S. security.
A chaptered educational documentary, “Qatar: A Dangerous Alliance,” will also screen during the conference.
This documentary will feature some of the world’s leading experts in Middle East policy, international terrorism, and finance; and will provide a more thorough understanding of the current crisis in the Gulf Cooperation Council (GCC), where allies and neighbors of Qatar have sanctioned the Gulf state.
Without high hopes of a breakthrough, one of the recent U.S. mediators in the Gulf crisis, U.S. Secretary of State Rex Tillerson, launched a fresh bid on Sunday to ease the crisis between Riyadh and Doha; both allies of Washington.
Apart from the months-long crisis, Iran’s rising influence in the Middle East is also expected to occupy a high position on the agenda of America’s talks in the two capitals.

In a historic reawakening, Iran is once again meddling in the internal affairs of the Palestinians. This this does not bode well for the future of “reconciliation” between Hamas and Palestinian Authority’s Fatah faction run by President Mahmoud Abbas.The re-emergence of Iran, as it pursues its efforts to increase its political and military presence in the region, does not bode well for the future of stability in the Middle East.
The Iranians are urging Hamas to hold on to its weapons in spite of the recent “reconciliation” agreement signed between Hamas and Fatah under the auspices of Egypt. Iran’s goal in this move? For Hamas to maintain and enhance its preparation for war against Israel.
A high-level Hamas delegation headed by Saleh Arouri, deputy chairman of Hamas’s “political bureau,” traveled to Tehran last week to brief Iranian leaders on the “reconciliation” deal with Fatah. During the visit, Iranian leaders praised Hamas for resisting demands (by Fatah) to disarm and relinquish security control over the Gaza Strip.

If you were a police officer what would you rather do: sit in the cold outside the house of a known extremist all day, or sit behind a desk with a cup of tea and scrolling through Twitter?
In May, just after the second of four Islamist terrorist attacks in the UK so far this year, British intelligence officials apparently identified 23,000 known extremists in the country. Of these, around 3,000 are believed to pose a present threat and are under investigation or active monitoring. The other 20,000 are categorised as posing a “residual risk”. Due to the strain on resources, those 20,000 are not under constant observation.
This is a subject which, since the terrorist attack in May, has caused some agonising among the British public, not least because of the identities of the attackers. Khalid Masood, the Westminster Bridge and Parliament assailant, for instance, as well as Salman Abedi (the young man of Libyan heritage who carried out a suicide bombing outside a concert in Manchester) had both been on the radar of the British authorities — both had been in the pool of people considered “former subjects of interest” but not an immediate threat. If the authorities had sufficient resources to follow everyone of interest, perhaps they would have been under observation at the time they were planning their attacks. Perhaps, also, a number of people killed in those attacks would still be alive.

“Authorities in Austria discovered a number of radical Islamist “hate books” in a prison library leading to fears Muslim inmates are being actively radicalised by hate preachers.
The discovery of Islamist hate literature in the library at the Korneuburg prison in Austria has raised the spectre of Islamic radicalisation in the country’s prisons. The book, which is written in Cyrillic script, is apparently not the only piece of radical Islamist literature to be found in the Austrian prison system, Kronen Zeitung reports.
Justice Minister Wolfgang Brandstetter said there have been at least 30 radical Islamist books found in prison libraries which were subsequently removed.
Since 2010, responsibility for the stocking of Islamic texts in prison libraries has been with the Islamic Religious Community in Austria (IGGÖ), but after the discovery, the government has decided to bring in a different organisation.
The IGGÖ has been criticised in the past for participating in an anti-Israel demonstration in 2014 which contained overtly anti-Semitic signs and posters.
Justice Minister Brandstetter said there must be a “zero tolerance” for Salafist ideas in the prison system. “Such a find is counter to all our efforts in the fight against radicalisation in prison, so we must, of course, draw consequences,” he said.
IGGiÖ President Ibrahim Olgun hit back at Brandstetter saying: “Hysteria and panic-making are counterproductive,” and added: “We acknowledge that a mistake has been made, and we have taken the necessary measures to avoid such incidents in the future.”

Earlier on Sunday, Rex Tillerson said at a rare meeting with top Iraqi and Saudi Arabian officials that Iraq’s Shiite militias – also known as Popular Mobilization Units (PMU) – and their Iranian advisers need to leave Iraq as the struggle against Islamic State (IS, formerly ISIS/ISIL) is nearing an end.
But Baghdad seems reluctant to go along with Washington’s request, judging by a polite but robust remark made on Monday by Prime Minister Haider al-Abadi’s office.
“No party has the right to interfere in Iraqi matters,” the statement posted on Facebook reads. It added that many PMU members were native Iraqis who made “enormous sacrifices to defend their country and the Iraqi people.”
The Iraqi government was surprised by Tillerson’s suggestion, according to the release.
During the Sunday meeting, Tillerson said “Iranian militias that are in Iraq, now that the fight against… ISIS is coming to a close, those militias need to go home.”
Foreign fighters in Iraq “need to go home and allow the Iraqi people to regain control,” the secretary of state said, amid US efforts to contain Tehran’s growing presence in the region.
Meanwhile, Tillerson also called on other countries to sever business ties with the Iranian Revolutionary Guards Corps (IRGC), which the US itself recently designated as a terrorist organization.
Tens of thousands of Iraqis joined militia units in 2014 after Iraqi Shia cleric Ayatollah Ali al-Sistani called for a national uprising against Islamic State terrorists by issuing a non-sectarian fatwa. Shiite PMU units were often referred to as part of the Iraqi security apparatus.
Though there are no official statistics, at some point PMU units numbered up to 100,000 fighters, according to US military estimates dated last year. The forces’ estimates ranged from 80,000 to 100,000, according to military spokesman Colonel Chris Garver.
Iran has secured major strategic gains in the war against IS in Iraq over recent years, as it funded and trained the PMU which fought alongside the Iraqi Army in the battle of Mosul and other northern Iraqi cities. Morocco’s interior ministry said Monday that the suspects were detained in the capital, Rabat, and two other cities.
The ministry says the people detained were allegedly linked to an extremist cell that was dismantled earlier this month. Eleven alleged members of the cell were arrested at the time in Fez, a Moroccan tourist destination and spiritual center, and in Khouribga, the alleged mastermind’s hometown.

Trump to announce new refugee admissions cap, stronger vetting rules as ban expire
President Trump on Tuesday is expected to announce a tighter cap on the number of refugees admitted to the U.S. and call for tougher vetting rules, as his administration’s refugee ban expires, Fox News has learned.
The administration’s 120-day suspension of admissions for most refugees lapses on Tuesday. Coinciding with the deadline, Trump is expected to sign a document starting the process of allowing refugees back into the U.S. – under new guidelines.
Under the new rules, the U.S. would cap refugee admissions at 45,000. That’s down from 110,000 under the last year of the Obama administration.
The administration also will seek to “enhance procedures for refugee entries” by “raising standards” for vetting.
The federal government would apply those standards “across the board” – under current policy, men are vetted more stringently than women and children.

American Soldiers Died in Niger Because of Obama
Putting soldiers in a war zone without a combat mission so they don’t offend Islamists.
Congresswoman Frederica Wilson has come up with a new gimmick for getting invited on CNN. After exploiting the death of one soldier killed in an attack in Niger, she decided that if exploiting one soldier made her famous, exploiting the deaths of all the soldiers would make her even more famous.
Wilson has taken to calling the attack, “Mr. Trump’s Benghazi.” And she’s close. American soldiers died in Niger for the same reasons that Americans died in Benghazi. Both were fallout from the Arab Spring.
It wasn’t President Trump who deployed our soldiers to Niger. That was Obama’s doing.
Congresswoman Wilson complained that they, “didn’t have appropriate weapons where they were” and that “they had trucks that were not armored trucks.”
She is welcome to take up those objections with Obama.
