“GERMAN police have set up a ‘migrant crime team’ aimed at combatting the rise in robberies, violent and sexual crimes perpetrated by migrants.
The specialist unit has been introduced in the town of Bietigheim-Bissingen, 14 miles south of Stuttgart, and will focus on combatting crimes involving asylum seekers.
The four man team, dubbed ‘Multiple Offender Immigrants’, will use contacts in asylum homes to track down and arrest criminals.
The team has already secured three arrests and will now work with prosecutors to speed up deportation.

“Militants of the Islamic State (ISIS) evacuated their headquarters in the city of al-Bab in Syria’s Aleppo province on Thursday, activists reported.
“Dozens of ISIS military vehicles have left al-Bab carrying weapons and militants. They headed to the nearby town of Khafsa east of al-Bab city,” local media activist Nasim Babi told ARA News.
Informed sources in al-Bab reported that major ISIS headquarters in the city were seen empty on Thursday.
The evacuated ISIS headquarters in al-Bab included the Sharia Court, al-Hisba police department, jihadi training camps and weapons’ storage centres.
This comes as the Kurdish-led Syrian Democratic Forces (SDF) continued their advance towards the al-Bab city in northern Aleppo. Also, the Turkish-backed rebels of the Euphrates Shield Brigades announced readiness to fight ISIS in al-Bab and other areas in northern Syria…”

Butchers in Coffs Harbour have told the ABC they are losing customers and have been verbally abused for selling halal meat.
Some butchers said they were no longer advertising the fact that they sell it.
Halal meat is from animals slaughtered under Islamic practices, with clean instruments that are pork and alcohol-free, in the presence of a Muslim.
One Coffs Harbour butcher, who did not want to be identified, said he took down a sign in his shop after more than one customer swore at him.
“I was shocked by such a narrow-minded attitude to people who are just trying to make a new life in Australia,” the butcher said.
“I felt it was not worth my while to leave the sign up [and] actually thought someone may chuck a brick through the front window of my shop.
“But I will continue to sell halal meat, which I source from a supplier in Casino.”
Coffs Harbour designated a ‘Refugee Welcome Zone’
Refugee advocate Paul Hemphill said Coffs Harbour was home to a small number of Muslims.
“They are mainly Afghani refugee women with dependent children who have been brought to Australia for humanitarian settlement,” Mr Hemphill said.
“Their needs are simple and as they adapt to our ways, they hold dear the customs of their lost homelands.
“They wish to prepare and eat food in traditional ways [and] this includes meat from animals slaughtered in accordance with their religious custom; that is, halal.”
Mr Hemphill said the public manifestation of fear and ignorance saddened him.
“We have people from areas in the world who have been forced to flee and we have them now living amongst us,” he said.
“We are a safe haven, we’re providing refuge. Things like this are a bit of a poke in the eye to that humanitarian ethos.”
Coffs Harbour sitting councillor and mayoral candidate Dr Sally Townley said the city was embracing refugees.
“I would like to think we really are a ‘Refugee Welcome Zone’, not just in name but in action too,” Dr Townley said.
“Coffs Harbour is an area that has been selected by the Federal Government to be a settlement city for a number of different refugee groups.
“Sudanese people, some other African nations, we have a growing Burmese population, also a lot of Afghani people and some other people as well.”
No sense in objecting to halal says mayoral candidate
Dr Townley said it did not make sense for anyone to object to a butcher selling halal meat.
“If you can ask for a skinny, caramel, latte, chai on soy milk then you can ask for halal meat,” she said.
“It’s a personal choice and I don’t see why it shouldn’t be available.
“I think anyone who has lived in Coffs for the past 10 or 15 years has definitely seen an increase in multiculturalism.
“It’s gone from being quite unusual to see Sudanese people for example, to now seeing lots of kids in our schools, people working in shops and people starting up business enterprises.
“It makes people realise that the way we live is not the only way to live.
“Opening people’s eyes up to the fact that there’s a big world out there, and to come in contact with people who have completely different life experiences is always helpful.”

While Clinton responded to a fit of coughing this week with humor, saying she was “allergic” to GOP presidential nominee Donald Trump, her aides and surrogates played the role of bad cop.
Campaign spokesman Nick Merrill took to task an NBC reporter who wrote about the coughing spell, posting on Twitter that the writer should “get a life.”
The five-paragraph story, by Andrew Rafferty, was titled “Hillary Clinton fights back coughing attack” and reported that the “frog in Clinton’s throat on Monday was one of the most aggressive she’s had during her 2016 run.”
Jon Favreau, a former speechwriter for President Obama, asked via Twitter if “anyone on NBC, or anywhere else,” was willing to defend the piece.
The pushback signaled that Clinton’s campaign intends to sharply counterattack news organizations that take questions about her health seriously.

Republicans in Congress are barreling toward a September showdown with the White House over its plan to give up oversight of the internet, as the Obama administration tries to rally support from the tech and telecom industries.
GOP lawmakers have long warned that the administration’s plan to relinquish its authority over ICANN, the global nonprofit that manages the internet’s domain name system, could give authoritarian countries like China and Russia an opening to make an online power grab. Now, as the actual date of the transition approaches — Oct. 1 — Republicans are looking at throwing up new obstacles.
Sen. Ted Cruz (R-Texas) is pledging to make the issue his primary focus this month, beginning with a floor speech on Thursday, in which he’s expected to rail against the Obama administration’s strategy. Cruz has already launched a website claiming the president is “giving away the internet,” complete with a spinning countdown clock against a black background. And he’s scheduled a hearing of the Senate Judiciary oversight subcommittee he chairs next week to “investigate the possible dangers” of the plan.
Meanwhile, Senate Commerce Committee Chairman John Thune (R-S.D.) said Wednesday that language to delay the transition could be included in the continuing resolution to fund the government past this month. And House Republicans are considering their options in the coming appropriations bill, a GOP aide confirmed this week.

Millennials more conservative than you may think
(CNN)It might be time to rethink the millennial voter.
A new paper suggests that Americans are more politically polarized now than they’ve been in the past 46 years, and millennials are guiding this trend.
The young adults, who were born between 1980 and 1994, are currently more politically polarized than Generation Xers and Baby Boomers, according to the paper, which was published in the journal Personality and Social Psychology Bulletin on Wednesday.
Additionally, millennials are more likely to identify as conservative than either Generation Xers or Baby Boomers were at the same age, said Jean Twenge, professor of psychology at San Diego State University and lead author of the paper.

Leader of Ferguson protests murdered, found dead in burning car
The M.O. sounds like the Clintons, but the motive is unclear.
The leader of the Ferguson protests was found dead with a gunshot wound inside a burning car early Tuesday.
Authorities found the remains of Darren Seals, 29, after they extinguished the fire in the car, reports CBS News.
“We were asleep and we heard this big, big boom … The next thing we knew, it was on fire. Like, flaming,” a woman who lived across the street told KMOV.
Officers responded to a call around 2 a.m Tuesday about a vehicle fire in Riverview, according to a statement from the police. After authorities put out the fire, they found Seals’s body with a gunshot wound.
Police are investigating the death as a homicide and have yet to identify a motive. People held a vigil for Seals Tuesday night.
Seals described himself as a “Businessman, Revolutionary, Activist, Unapologetically BLACK, Afrikan in AmeriKKKa, Fighter, Leader,” according to his Twitter biography. Sounds like a swell guy.
Seals, a factory line worker and hip-hop artist, led the Ferguson protests after a police officer shot Michael Brown. The officer shot Brown after he tried to attack the officer and take his gun.

DHS Defends Secretary’s Appearance At Terror Front Group’s Conference
Johnson was “fully aware” that ISNA was implicated in the nation’s largest terror funding case; he just didn’t care.
Homeland Security Secretary Jeh Johnson was “fully aware” that the Islamic Society of North America was implicated in a major terrorist fundraising case and ID’d by prosecutors as a front for a global jihadist movement that seeks to turn America into an Islamic state through infiltration and subversion when he agreed to speak at ISNA’s annual convention on Saturday, a DHS spokesman told CounterJihad.com on Wednesday.
Johnson was the highest-ranking U.S. government official and the first sitting Cabinet officer to speak in person before ISNA’s conference held last week in Chicago.
As CJ first reported Sunday, ISNA had been considered off-limits to such high-level appearances since the U.S. Justice Department in 2008 designated the group as an unindicted co-conspirator in the largest terrorist financing case in U.S. history and a front organization for the radical Egypt-based Muslim Brotherhood.
Johnson’s spokesman Neema Hakim told CJ that, despite ISNA’s terrorist ties and radical background, Johnson agreed to appear at the event because he considered it an “opportunity” to conduct outreach with the American Muslim community.
“DHS and the secretary are fully aware of past evidence and allegations concerning ISNA and carefully considered them before accepting ISNA’s invitation,” Hakim said. “However, in the current environment, he viewed the opportunity to address literally thousands of American Muslims as crucial to our homeland security efforts.”
Asked why speaking from another venue or through a video would not have provided the same opportunity to address Muslims, Hakim declined comment. He also did not immediately respond to a letter sent to Johnson Wednesday from Rep. Steve King and two other Republican lawmakers demanding Johnson “renounce the Muslim Brotherhood and suspend further dealings by you or your subordinates with its front organizations like the Islamic Society of North America.”
In the two-page letter, the lawmakers said they were “appalled” that Johnson would “legitimize, let alone pander to, an organization or its proxy that poses a threat to our constitutional republic and its people.”
Reps. King, R-Iowa, Louie Gohmert, R-Texas, and Randy Weber, R-Texas, added: “The fact that you have explicitly called for your appearance before ISNA to serve as a precedent for other Cabinet officials to do the same amounts not just to willful blindness about the nature of the enemy. It is malfeasance.”
In his speech, Johnson encouraged other Cabinet officials to follow in his footsteps, saying, “I am proud to have broken that glass ceiling, and to have created the expectation, in the future, that government officials of my rank will attend your annual convention.”
The congressmen called the Muslim Brotherhood “a foreign terrorist organization” and warned that its front groups and operatives in America “are using a variety of techniques — both violent and stealthy — to accomplish the Brotherhood’s stated goal of Sharia’s triumph globally and the reestablishment of the Caliphate.”
A manifesto of the U.S. Muslim Brotherhood recovered by the FBI during a 2004 raid of the Virginia home of a terrorist suspect, details a secret plan to “destroy” America “from within” and replace it with an Islamic state through a “grand jihad.” The so-called “Explanatory Memorandum on the General Strategic Goal of the Group in North America” lists ISNA first among 29 groups the Brotherhood claims as “our organizations.”

EU grants 348 million euros in aid for Syrian refugees in Turkey
The European Union on Thursday announced it was contracting 348 million euros ($393 mln) to the U.N. World Food Programme (WFP) for humanitarian aid to Syrian refugees in Turkey, part of the bloc’s migration cooperation with Ankara.
The money comes as part of a 3 billion euro support for some 3 million Syrian refugees living in Turkey, which the EU promised in return for Ankara’s help in curbing the number of people embarking from there for Europe.
“This is the largest humanitarian program the EU has ever financed,” the bloc’s Humanitarian Aid and Crisis Management Commissioner Christos Stylianides said in announcing the deal.
“The EU is keeping its promise of assisting Turkey in hosting the largest refugee population in the world.”
The WFP, together with the Turkish Red Crescent, will roll out a system under which refugees would get pre-paid cards to cover for food, housing, schooling or medical expenses in Turkey, where most Syrian refugees live outside camps.
Stylianides stressed allowing refugees to choose what they buy was important in giving the distressed people a sense of dignity and could help their relations with local communities.
The Cypriot commissioner said the EU had so far contracted 652 million euros for refugees in Turkey. But Ankara complains the money flows slowly as only 181 million euros have so far been disbursed.
The EU, which relies on Ankara in the migration deal that gave leaders of the 28-nation bloc a badly-needed breathing space after mass arrivals in 2015, promised to step up the aid and is also in talks on visa liberalization for Turks.
These have stalled before the summer break and ties between the EU and Ankara soured after a failed coup in Turkey in July.
The EU has intensified criticism of Turkey’s track record on human rights as Ankara went on to dismiss tens of thousands of people, and arrest many of them, over alleged links to a U.S.-based Muslim cleric whom it accuses of being behind the coup.
Both sides are now seeking to calm down the rhetoric and, in the latest of a string of high-level contacts, EU’s top diplomat, Federica Mogherini, and Enlargement Commissioner Johannes Hahn will visit Ankara on Friday.
Ankara says it would go on preventing refugees and migrants setting sail for the EU but may refuse to accept returns from the bloc if it does not give it more relaxed travel rules.

Prepaid EU plastic for displaced Syrians in Turkey
The EU will distribute debit cards to displaced people in Turkey. That’s the latest step in the bloc’s multibillion-euro deal with Turkey’s government to reduce the number of refugees coming to in the European Union.
The European Union will distribute cash-loaded debit cards to refugees in Turkey to help them pay for food and housing. The program, which begins next month, envisions the cards going to up to 1 million of the nearly 3 million refugees in Turkey – most of them displaced by the civil war in Syria.
“The refugees in need of humanitarian assistance will receive an electronic debit card,” European Humanitarian Aid Commissioner Christos Stylianides said at a press conference in Brussels to announce the 348 million-euro ($393 million) plan on Thursday. “They will get monthly cash transfers to the card. Of course, they will be able to buy what they need to put bread on the table for their families, to provide a roof for their families, to send their children to school instead of being forced to send them to work.”
Stylianides said the plan – developed with the UN World Food Programme, Turkish Red Crescent and Ankara – would serve “the most vulnerable” and would also boost local economies in the communities where refugees live. Nearly four years ago, the WFP and the Red Crescent launched an experimental project in which thousands of refugees began receiving cards charged with aid credits rather than boxes of basic supplies.
‘Significant difference’
For keeping refugees from the EU, Turkey won an acceleration of its long-stalled bid for membership, billions of euros in aid and visa-free travel to much of Europe for its nationals. Concerns that the deal could collapse have grown as both sides accuse the other of improper implementation and as Turkish officials have rejected heavy criticism from Brussels over the government’s crackdown following a failed coup on July 15.
In that respect, agreement on the debit card plan represents relative progress – in addition to help for refugees. The plan will make a “significant difference in the lives of men, women and children who have had to flee conflict and violence,” Stylianides said, adding that it would provide more “dignity” than food handouts do.
The European Union will top the cards up monthly, with payments dependent on the size and needs of families, and European Commission officials said they would put in place safeguards 🙂 🙂 🙂 and monitor how refugees spend their disbursements.

Second couple arrested after car with gas cylinders found in Paris
French police have arrested a second couple in connection with a car found carrying seven gas cylinders near Notre-Dame cathedral in Paris, a judicial official said.
Police picked up the second couple on Wednesday evening about 110 kilometres south of Paris, a police source said.
A first couple, aged 34 and 29, were arrested on a motorway in southern France also in connection with the incident on Saturday and remain in custody.
They were known to the security services for links to radical Islamists.
There was no detonating device present in the car, found on a Seine riverside stretch called the Quai de Montebello, metres from Notre-Dame, one of Paris’s most popular attractions.
Documents with writing in Arabic were also found in the car.
The car’s owner, also known to authorities for spreading Islamist ideas, was also taken in for questioning but released on Tuesday evening.
Police are also looking for the owner’s daughter, whom he described to investigators as radicalised.
‘Boot open and gas cylinders on the ground’
A bar employee working near Notre Dame raised the alert on Sunday after noticing a gas cylinder on the back seat of the car, a police source said.
That cylinder was found to be empty but five full cylinders were found in the boot of the car.
Photographs of the metallic silver-coloured car after it was discovered showed its boot open and the gas canisters placed on the ground in a quiet side street opposite the cathedral.
Notre Dame, renowned for its flying buttresses, stained glass windows and gargoyles, is one of Paris’s most popular landmarks, attracting 13 million visitors each year.
Speaking on Wednesday, Interior Minister Bernard Cazeneuve said the intentions of those arrested were as yet unknown.

A “fanatical and radicalised” female terror suspect was shot in the head by French police after stabbing an officer during a violent stand-off over the Notre Dame car probe.
The woman was injured when another policeman opened fire after his colleague was stabbed during the operation to arrest her and two others over the discovery of a gas canister filled car.

The Peugeot 607 was found on Saturday with its hazard warning lights flashing and without number plates, police said.
One of the canisters, on the front passenger seat, was empty, and there were no detonating devices inside.
Tonight’s drama unfolded after 8pm as elite special forces moved into an address in the French town.
As they approached the women, one is said to have drawn a knife and wounded an officer in the shoulder.
She was rushed to hospital suffering from bullet wounds to the head.

BELFAST – ‘I’m Allah’s assassin’, man told police after stabbing pal to death
A paranoid schizophrenic who broke into his friend’s house, chased him down the street and then stabbed him to death told police he was “Allah’s assassin”.
Ahmed Noor, who is originally from Somalia but who was living at Agincourt Avenue in south Belfast when he attacked his friend, also said it was the “happiest day of my life” after he “killed the king”.
The 34-year-old pleaded guilty to the manslaughter of Mohsin Bhatti, who at the time of his death was a 29-year-old asylum seeker from Pakistan living on India Street in Belfast. The plea was accepted on the grounds of diminished responsibility.
Belfast Crown Court heard yesterday that Mr Bhatti called 999 from his mobile at 5am on January 29 last year, asking for police before the line went clear.
He was then heard to scream, with the Crown saying this call to the emergency services was a “graphic indicator of the fear, distress and horror of the attack”.
Noor repeatedly stabbed Mr Bhatti with two knives, resulting in multiple wounds.
The injuries included fatal stab wounds to his chest, penetrating his heart, and a gaping wound to his abdomen.
Telling Madam Justice McBride that Noor’s attack was “barbaric”, Crown barrister Ciaran Murphy QC said that when the police arrived at the scene, they found Noor beside his victim, covered in blood.
Noor told how during the attack he spat on and stood on Mr Bhatti’s face and said: “I will get rid of all suicide bombers – they’re not real Muslims”.
Mr Murphy branded the attack on Mr Bhatti as “unprovoked” and said it was carried out when Noor was “under the self-induced influence of drugs.”
The defendant, described in court as a paranoid schizophrenic with a “cannabis dependence syndrome”, was remanded in a secure unit at Knockbracken Healthcare Park in Belfast.
His barrister, Frank O’Donoghoe QC, said that his client had a long-standing addiction to cannabis, adding that when he killed his friend he was “in a psychotic state and had taken drugs”.
He told the court that Noor apologised for his conduct last January, which occurred “at a time when clearly his mental illness substantially impaired his mental reasoning”.
Madam Justice McBride said that she would pass sentence next Thursday.

The new minister blamed US tech giants Google, Facebook and Twitter for not doing enough to stop terrorists uploading propaganda to the internet.
Social media companies have previously defended their efforts in the online war on terror, insisting they are removing extremist content when it is discovered.
Rudd was grilled by Parliament’s Home Affairs Committee on Wednesday about how US internet firms could be made to do more in the battle against extremist propaganda.
The Home Secretary agreed that companies like Google and Facebook could take more responsibility because of the sheer speed at which such videos are uploaded.
“At the moment we are taking down 1,000 a week of these sites – [this] is too slow compared to the speed at which they are communicated,” she told MPs.
Asked what more could be done to force internet firms to take down websites “frequently and regularly” and also report content to the police, the Home Secretary said she is in discussions with the tech giants.
“We would like to see a form of industry standard board that they could put together in order to have an agreement of oversight and to take action much more quickly on sites which will do such damage to people in terms of making them communicating terrorist information.”
Rudd said the industry standards board could be similar to an existing board which protects children from exploitation online.
Last month the Home Affairs Select Committee accused internet giants such as Google of “passing the buck” and allowing websites to become “recruiting platforms for terrorism.”
Then-committee chair Keith Vaz MP described online forums, message boards, and social media platforms as “the lifeblood of Daesh,” also known as Islamic State (IS, formerly ISIS/ISIL).
YouTube defended its track record in tackling extremism, claiming: “We remove content that incites violence, terminate accounts run by terrorist organizations and respond to legal requests to remove content that breaks UK law. We’ll continue to work with government and law enforcement authorities to explore what more can be done to tackle radicalization.”

Records Show Obama Hired Behavioral Experts to Expand Use of Govt. Programs
The Obama administration quietly hired 20 social and behavioral research experts to help expand the use of government programs at dozens of agencies by, among other things, simplifying federal forms, according to records obtained by Judicial Watch. The controversial group of experts is collectively known as the Social and Behavioral Sciences Team (SBST) and it functions under the White House Office of Science and Technology Policy (OSTP).
In 2015 Obama signed an executive order directing federal agencies to use behavioral science to sell their programs to the public, the records obtained by Judicial Watch reveal. By then the government had contracted “20 leading social and behavioral research experts” that at that point had already been involved in “more than 75 agency collaborations,” the records state. A memo sent from SBST chair Maya Shankar, a neuroscientist, to OSTP Director John Holdren offers agencies guidance and information about available government support for using behavioral insights to improve federal forms. Sent electronically, the memo is titled “Behavioral Science Insights and Federal Forms.”
The records, obtained from the OSTP under the Freedom of Information Act (FOIA), also include a delivery by Holdren in which he insists that the social and behavioral sciences “are real science, with immensely valuable practical applications—the views of a few members of Congress to the contrary notwithstanding—and that these sciences abundantly warrant continuing support in the Federal science and technology budget.”
Holdren, a Stanford and the Massachusetts Institute of Technology graduate is a peculiar character who worked as an environmental professor at Harvard and the University of California Berkeley before becoming Obama’s science advisor. In the late 70s he co-authored a book with doomsayer Paul Ehrlich advocating for mandatory sterilization of the American people and forced abortions in order to depopulate the country. A head of the OSTP Holdren technically oversees the SBST.…

Airstrike targets Jaish Al-Fateh meeting in Aleppo
An airstrike targeted a Jabhat Fath Al-Sham (formerly Jabhat Al-Nusra) meeting in the Aleppo village of Kafar Naha moments ago.
A large number of prominent commanders were neutralized including the emir and founder of the jihadist coalition of Jaish Al-Fateh Abu Hajar Al-Homsi, the emir of the Nusra Brigades Abu Muslim Al-Shami, Abu Omar Saraqib who was a founding father and a commander of Jaish Al-Fateh, along with several other top commanders who have yet to be confirmed.
Early reports say the airstrike was carried out by a U.S warplane, however the targeted area is known to be an active airstrikes ground for Russian air force aswell

Top commander of former Nusra group killed in Syria: rebel sources
The top military commander of the militant Jabhat Fateh al Sham, a former al Qaeda offshoot in Syria, was killed in an aerial raid that targeted a meeting of the group’s leaders, two rebel sources said on Thursday.
They said the commander, whose alias is Abu Omar Saraqeb, was killed at a location in the countryside of Aleppo where the group has been playing an instrumental role in ongoing battles against the Syrian army troops and Iranian backed Shi’ite militias. The nationality of the jets that hit the location was not immediately known.
An Islamist source told Reuters the militants were in a secret hideout in the village of Kafr Naha. There were unconfirmed reports that several other senior figures were either injured or killed.
Al Qaeda’s powerful Syrian branch, the Nusra Front, announced last July it was ending its relationship with the global jihadist network founded by Osama bin Laden, to remove a pretext used by world powers to attack Syrian civilians.
The move appeared to be an attempt to appeal to Syrians who have long had deep misgivings about Nusra’s links with al Qaeda and the presence of foreign jihadists in its ranks.
The move was dismissed by Washington, which said it did not change its stance on the organization that is listed as a terrorist group. Washington said the move was cosmetic and a rebranding that did not signal a shedding its ideology,

New questions emerge on several billions paid out to Iran by Obama admin
Iran may have received an additional $33.6 billion in secret cash and gold payments facilitated by the Obama administration between 2014 and 2016, according to testimony provided before Congress by an expert on last summer’s nuclear agreement with Iran.
Between January 2014 and July 2015, when the Obama administration was hammering out the final details of the nuclear accord, Iran was paid $700 million every month from funds that had previously been frozen by U.S. sanctions.
A total of $11.9 billion was ultimately paid to Iran, but the details surrounding these payments remain shrouded in mystery, according to Mark Dubowitz, executive director at the Foundation for Defense of Democracies.
In total, “Iran may have received as much as $33.6 billion in cash or in gold and other precious metals,” Dubowitz disclosed.
New questions about these payments are emerging following confirmation from top Obama administration officials on Thursday that it was forced to pay Iran $1.7 billion in cash prior to the release of several U.S. hostages earlier this year. The administration insisted that cash had to be used for this payment.
Top administration officials were adamant that the cash payments were the best way to ensure that Iran got immediate access to this money due to its ongoing difficulty accessing international funds still sanctioned by the West.
Lawmakers and others are now pressing the administration to disclose how a slew of other payments to Iran were made in the years leading up to the final nuclear accord.
“In July, the Associated Press cited U.S. officials who estimated that Iran ‘brought home less than $20 billion.’ Were these funds repatriated to Tehran in cash or in gold and precious metals? Through the formal financial system? Or through some combination?” Dubowitz asked in his testimony before the House Financial Services Committee.
“The administration should also clarify if the $20 billion dollars is inclusive of the $11.9 billion in [Joint Plan of Action] funds, or if the $20 billion was in addition to the $11.9 billion,” he said. “Either way, it is important to understand how funds were sent. The worst-case scenario here is that Iran may have received as much as $33.6 billion in cash or in gold and other precious metals.”
At least some of this money was likely sent in cash and other assets, according to Dubowitz.
The Obama administration was forced to disclose on Thursday that current sanctions and banking restrictions prohibited it from transferring funds to Iran via electronic methods.
The cash payment of $1.7 billion earlier this year was the easiest way to ensure Iran got immediate access to the money, according to these officials.
“Iran had to have it in cash,” Paul Ahern, assistant general counsel for enforcement and intelligence at the Treasury Department, told lawmakers. “Iran was very aware of the difficulties it would face in accessing and using the funds if they were in any other form than cash, even after the lifting of sanctions.”
A cash delivery “was the most reliable way that they received the funds in a timely manner and it was the manner preferred by the relative foreign banks,” Ahren said.
Given the situation, it is likely that the multiple past payments to Iran were conducted in a similar fashion, according to Dubowitz.
“If the White House could only send cash to Iran from the start of the JPOA period through the Tribunal payment that could amount to a grant total of 33.6 billion,” he said. “Did any of this money go through the formal financial system? If so, the administration is not being truthful about the 1.7 billion. If many billions arrived in Iran on pallets [of cash] this would be a pretty astounding revelation.”
Michael Rubin, a former Pentagon official and expert on rogue regimes, said that cash payments of this nature are “highly irregular.”
“There’s no reason it needed to be paid now. After all, successive administrations, both Democratic and Republican, have delayed payments so as to avoid funding Iranian terrorism,” Rubin said. “Likewise, if the United States freezes accounts linked to al Qaeda or Hamas, releasing it and saying, ‘It’s their money anyway,’ would not be a tenable explanation. Cash payments are highly irregular.”
The Iranians have been clear that they “perceived the payment to be a ransom” despite the administration’s protestations, Rubin explained.
“Not only has the delivery of the millions of dollars been perceived as a ransom, provided as an incentive to seize more hostages …. but because the money was delivered in cash the payment bolstered the strength of the Islamic Revolutionary Guard Corps and augmented its ability to finance and conduct terrorism,” he said.

If a wire transfer was made there would have been some type of an electronic paper trail in Iran and else where over how the money was distributed. The cash payment eliminates that, after the cash left US hands it is for all practical purposes untraceable. It can be used to fund terrorism, the war in Iraq and Syria, attacks against the US or our allies. Or be moved to Switzerland or the Cayman Islands to increase someones private retirement funds. It can also be quietly returned to the US to bribe politicians, bureaucrats or businessmen. Or a combination of the above.

One reason that Canada’s experiment with multiculturalism is succeeding is that no one tells newcomers to abandon their beliefs or way of life. We don’t demand that they embrace the mainstream. We don’t expect them to adopt Canadian habits overnight. As long as they obey the law and pay their taxes, they are free to dress, act, eat and pray however they choose.
You won’t find cops roaming the beaches, as they have in France, telling women to take off their burkinis and bare their flesh in the name of secular values. Schools don’t mind if girls cover their hair. Women don’t risk being stopped for wearing a burka in public. Schools strive to make allowances for kids from families with conservative religious backgrounds. It’s live and let live.
But even in this tolerant country, there is a limit.

A man in the Indian city of Mumbai has been sentenced to death for a fatal acid attack on a woman at a busy railway station three years ago, in what is being seen as a legal landmark.
Preeti Rathi, who was 23 when she was murdered, had just arrived from Delhi to join the Indian navy as a nurse.
Her neighbour Ankur Panwar attacked her after she rejected a marriage proposal.
It is the first such sentence for an acid attack in India. Many such attacks go unpunished, campaigners say.
Panwar, 25, was convicted of murder and other offences at a special court in the city on Tuesday. He is likely to appeal against the verdict in a higher court.
Acid attacks call for something else, where the punishment can really fit the crime. And then some.

“A new campaign launched in southern Swedish city Malmö hopes to fight anti-Semitism by encouraging thousands of school students to talk about the issue.
The project, a combined effort between the Jewish Community of Malmö and the City of Malmö, will focus on creating dialogue about anti-Semitism by exploring the shared experiences between the city’s Jews and many of its young people.
“We are actually quite similar in our experiences. Many Jews here are children or grandchildren of refugees who fled war and came to Sweden,” Jewish Community of Malmö chairman Fredrik Sieradzki told The Local.
“That’s the great thing about this new education programme, it uses that shared experience and it makes it easier to talk.”
The project will use movies, exercises and discussion materials on the topics of anti-Semitism, racism, and seeking refuge to help encourage discussions, with 288 teachers receiving special training.
When the materials were tested among different school groups, the result was that adolescents with similar experiences started to get more involved in discussions.
Malmö has struggled to combat anti-Semitism for a number of years. In 2010 the Simon Wiesenthal Centre, which represents Jewish interests abroad, issued a travel warning for the city urging “extreme caution”, before last year saying that “virtually nothing has changed” since.
Actor and former The Bridge star Kim Bodnia even said that anti-Semitism was part of the reason behind him leaving the crime drama, which is staged between Malmö and Copenhagen.
And while the number of reported anti-Semitic hate crimes has decreased recently, Sieradzki thinks that does not tell the whole story.
“If you look at the raw statistics it can look like things are improving, but it can also be just that registered crimes are down,” he said.
“If you don’t feel like something has happened, why would you report it? That’s a problem.”
In response to the new initiative, the chairman of Malmö Council’s education committee, Social Democrat councillor Anders Rubin, argued that it could be useful in other parts of Sweden in the future, with immigration changing the make-up of many Swedish cities.
