This is the second incidence in this park. A Syrian refugee got one of these ultra-vires fines for sitting on a park bench with his daughter just a week or so ago, as posted on this site.
Freedom means if nothing else, the right to do your own risk assessment. What we are seeing here is not a health measure. It is an anti-freedom measure.

Just imagine the kind of power the bastards are going to have if the Climate Change hoaxers ever get a real majority and a clear mandate and have the power to charge you with murder if you dare to light a match or turn up the heat when you could have put on another sweater. First, they’ll start with meat – they hate meat – then they’ll move on to cars – they really really hate cars. Guns, of course, and golf and football and barbeques. Oh, it’s going to swell… They are trying to build a paradigm in which inactivity is the default position and activity can only be allowed if you can argue that it doesn’t produce CO2 and is really, really essential to life, not just fun and stuff. We truly are at war with the genuine assholes, folks…
