Thank you Sassy for translating this draconian form people have to fill out to leave or return to their properties. The following form came in a comment to Gates of Vienna. The explanation is below the form:
Bonjour Gates of Vienna,
Here in France the ‘lock down’ has gone to extreme lengths. Every time that I leave my property I have to fill in a copy of the attached form.

When this doesn’t work they will resort to harsher and harsher things as they attempt to stop the virus. Since we can’t trust the numbers that are coming out of China this will be the chance to learn what works on a large scale ourbreak.
Epidemiologists are watching Italy closely. Closer to real numbers we won’t get from China or Iran.
Trying to see what the curve will look like after one incubation period (14 days) of lockdown.
Italy should not be used as a case study for other nations.
It allowed 3,000+ Chinese-owned manufacturing businesses to set up shop in the rag industry in the Lombardy area (high majority in the Greater Milan Area), all staffed with Chinese workers. We’re talking about many hundreds of thousands of Chinese living and traveling not only among the Italians but also to China.
A campaign went into full swing to be friendly with the Chinese people after the truth started dribbling out of China re the Chinese Flu.
When I think about the number of times I bought clothes ‘Made in Italy’ because I trusted the quality – and paid for the name – only to find out all textiles/leather were imported from China and belts, accessories, and probably shoes were made of dog skin, it makes me very angry to have been duped by the Italian government.

Same thing in Vancouver Im sure.
We need diligent people to collate all the new laws brought in, so we can be sure all are rescinded after the virus crisis. Because we all know Governments like to keep laws made in a crisis for future control and manipulation of the public.
Since Wednesday, in France, anyone caught driving a vehicle or a scooter and even bicycling without a duly filled and signed Declaration is fined 135 Euros.
For employment purposes, if I understand this correctly, and I think I do, the Form must also be signed by the employer and renewed on a daily basis.
In the evening of Tuesday into early Wednesday, 518 fines were issued.

The state is unable to fulfill his obligations…so…they need to force people to stay inside.
Japan and South Korea have different kind of medical systems. The state is ready to take necessary measures. For emergency situations they have money and materials available. But they had few years back SARS epidemic situations…so…they learned.
