Though not enough information is provided about the circumstances, one can not come to a circumstance in which this behavior would be acceptable.
Of note from the visuals provided – those individuals lying face down, buck naked, all uniformly appear to be youthful and lank – while those wearing uniforms who are barely glimpsed in the video appear to be well nourished.
