One man has been killed and three others wounded in a shooting outside a popular nightclub in the Australian city of Melbourne.
Three security guards from the Love Machine venue and a man queuing outside were shot in the incident on Sunday.
“It would appear that shots have been discharged from a car in this area into a crowd standing outside,” inspector Andrew Stamper told the media.
Police say there is no evidence to suggest the shooting is terror-related.
Mass shootings in Australia are rare. The country overhauled its gun laws after 35 people were shot dead in Port Arthur, Tasmania in 1996.
The country saw its worst incident since then last year when seven members of the same family died in a murder-suicide.

The man who died in the nightclub shooting has not been named, but local media report he is a 37-year-old security guard.
Police say the other men who were shot are aged 28, 29 and 50. The youngest is in a critical condition.
Victoria Detective Inspector Andrew Stamper described the injuries they sustained as “horrific”.
“This is just a horrendous act. It’s a busy nightclub, one of the main nightclubs in Melbourne in one of the main entertainment precincts in Melbourne,” he told a news conference.

GHALANAI: A union council polio officer associated with the World Health Organisation was shot dead by unknown persons in Ghazi Baig area of Haleemzai tehsil in Mohmand tribal district on Monday.
According to sources, the victim official, Wajid Khan, was on his routine duty in Ghazi Baig area near his home when unknown persons opened fire on him, injuring him seriously. He succumbed to his injuries while being shifted to the district headquarters hospital, Ghalanai.
After the incident, the local administration officials rushed to the spot and took a suspected man into custody and sent him to Ghalanai lockup for investigation.
Local polio workers, residents, political activists and relatives of Mr Wajid placed his body on the main Peshawar-Bajaur road at Ghazi Baig Bridge and blocked it to traffic to demand immediate arrest of the killers. They also offered the funeral on the road.
Local ANP president Nisar Mohmand led the protesters and confirmed that Wajid was killed during his official polio duty. He asked the local administration to register a case against those involved in the attack. The polio official was shot dead at about 10:45am while FIR could not be registered till the funeral at 6pm.

Liberty Hangout Grassroots Director and InfoWars correspondent Kaitlin Bennett attended a Bernie Sanders rally in Lordstown, Ohio earlier this afternoon to hear what the presidential candidate had to say. Bennett was there to cover the event and interview rally goers afterwards.
The event was free and open to the public, and held at a public high school. Bennett’s first amendment rights were swiftly infringed upon, however, after an organizer approached Bennett in the crowd to inform her that she had to leave.
When Bennett asked the man why, he said that the campaign requested her to be removed from the audience. Bennett asked what rules she violated to justify her expulsion, and the man simply said if she didn’t leave, he would get law enforcement involved.

WASHINGTON—Senate sergeant-at-arms officials have conducted a “general housecleaning” that resulted in “massive personnel changes” in the upper chamber’s information technology and cybersecurity systems staff, The Epoch Times has learned.
“There’s been massive personnel changes over there,” said a Senate source with knowledge of the situation who requested anonymity. “The new people are a lot more strict and putting on a lot more rules and restrictions. They have just been tightening down a lot since then.”
Among those who have left is John Clayton Porter. He was branch manager for information assurance–cybersecurity from March 2017 until earlier this month, according to LegiStorm. He was paid $88,628 annually at the time of his departure, according to Senate records.
The sergeant-at-arms (SAA) office declined to discuss Porter or personnel changes that have been implemented in his former office. A spokesman for Senate Majority Leader Mitch McConnell (R-Ky.) also declined to comment.
The staff and rules changes come in the wake of a guilty plea entered in federal court April 5 by Jackson Cosko, a former information technology aide to Sen. Maggie Hassan (D-N.H.) and Rep. Sheila Jackson-Lee (D-Texas).

“Iraq must never forget Saddam Hussein’s crimes or allow his party to return, President Barham Salih said on Sunday after attending the unearthing of a mass grave of Kurds killed by the former dictator three decades ago.
The grave, found in the desert about 170 km (106 miles) west of the city of Samawa, south of Iraq, contained the remains of dozens of Kurds made to “disappear” by Saddam’s forces, Salih’s office said, Reuters reported.
They were among up to 180,000 people who may have been killed during Saddam’s “Anfal” campaign that targeted Iraqi Kurds in the late 1980s when chemical gas was used, villages were razed and thousands of Kurds were forced into camps.
“He killed them because they did not accept the continuation of this regime, because they wanted to live a free and dignified life,” Salih, a Kurd, told a news conference at the grave site.
“He brought them to Samawa to bury them but our people in Samawa embraced them,” Salih added.
Iraq’s southern provinces are predominantly inhabited by Shiite Arabs, who also suffered oppression and mass killings under Saddam.
“The new Iraq must never forget these crimes that were committed against Iraqi people from all groups,” he said.”

“The aid program for Syrian refugees in Turkey gave good results three years after its launch, according to the latest annual report issued by the European Union’s executive body in Brussels.
The third annual report showed solid results on EU support to refugees and host communities in Turkey, including: monthly money transfer to 1.5 million refugees for their basic needs, 5 million primary healthcare consultations and provided access to school for 470,000 children.
Commissioner for European Neighborhood Policy and Enlargement Negotiations asserted that the EU has fully honored its commitment to mobilize 6 billion euros and is working to support and to empower refugees in need.
“At the same time, we are working to support host communities and Turkish institutions to ensure the sustainability of this assistance beyond the lifespan of the Facility.”
Since its launch in 2016, the implementation of the program further accelerated in 2018 and its 6 billion euro budget has now been fully mobilized. So far, 84 projects in the areas of humanitarian assistance, education, healthcare and socio-economic support were contracted and are delivering tangible results on the ground and improving the lives of refugees and host communities in Turkey.
The report said that the EU has spent over 2 billion euros to date.
The program also witnessed the implementation of the PICTES (Promoting Integration of Syrian Children into Turkish Education System) project, which has seen almost 400,000 students participate in Turkish language teaching, 43,000 students receive back-up training and 19,000 teachers and administrators train under the project.
Over 2,500 medical staff, 69 percent of which are Syrian refugees, have delivered services in 178 Migrant Health Centers, according to the report. In addition, 45 humanitarian assistance projects were implemented by 19 partners covering basic needs, protection, education and health.
Out of the operational budget of 3 billion euros for 2018-2019, 1.2 billion euros has been committed and 450 million euros contracted.
In line with the strategic orientations agreed with EU Member States and Turkey, the programming of the second tranche is well underway, with a focus on supporting the socio-economic integration of refugees.
The report comes a few weeks after the “Days of Dialogue” held inside the European Parliament headquarters in Brussels as part of the Brussels III Conference on “Supporting the future of Syria and the region.”
Belgian Envoy Marc Otte stated that the dialogue provides an opportunity for Syrians, host communities and other parties to listen to each other, and what they want from the international community, from the Geneva talks and from the Brussels III conference.
Otte admitted that money will not solve the problems, saying that a political solution and financial support are needed to help provide the needs and help search for detainees and missing persons.”

“Elite Iraqi counter-terrorism forces are continuing their operation to eliminate ISIS positions in the Hamrin Mountains.
The area connects the Diyala province, northeast of Baghdad, to the Salaheddine province, north of the capital. The area is one of the most prominent ISIS hideouts in Iraq after the country declared its victory against the group in late 2017.
The operation was kicked off two days ago and is being led by Abdulwahhab al-Saaedi.
The counter-terrorism apparatus announced Saturday that 12 terrorists have been killed in operation so far.
A spokesman for the apparatus, Sabah al-Numan, said that the operation took more than a month to plan, revealing that it has thwarted ISIS plots against neighboring regions, as well as a plan for it to set up base in Hamrin.
The international coalition has supported the Iraqi forces in their operation, he told a press conference.
“We are determined to eliminate terrorism this year,” he declared.
An Iraqi security source told Asharq Al-Awsat that the operation will extend to other provinces until ISIS is eliminated.
Armed groups expert Dr. Hisham al-Hashemi told Asharq Al-Awsat that ISIS may have lost its control over various regions of Iraq, but it was able to take root in Hamrin where it adjusted to its military defeat and started to regroup.
It is relying on the natural terrain, which is mountainous and dotted with caves, to fortify itself against a military onslaught, he explained.
The Hamrin Mountains has the potential to hold terrorist threats not just against Diyala, Kirkuk and Salaheddine, but the whole of Iraq, he warned.
Confessions by some ISIS captives in Diyala have revealed that the organization is breaking up from the inside and this should be exploited by the Iraqi military and security forces, he urged.
Security expert Fadel Abu Ragheef doubted that the Iraqi authorities would succeed in completely eliminating ISIS in Hamrin given its treacherous terrain.
“They may limit its abilities, but it would be difficult to say that they will eliminate it,” he told Asharq Al-Awsat.”

“Turkey sent more commando units to reinforce its southern provinces near its border with Syria.
A military convoy transporting commandos first arrived in the southern Hatay province as part of Turkey’s recent military reinforcements overnight Saturday, then headed to the area adjacent to Syria’s Idlib region.
Turkey has been reinforcing its military presence on the border with Syria days after a visit by President Recep Tayyip Erdogan to Moscow where he met with his Russian counterpart Vladimir Putin. The two leaders agreed on launching joint patrols in Idlib.
Turkey has deployed large numbers of troops and reinforced military mechanisms along the border with Syria for a military operation in Manbij and east of the Euphrates. However, it suspended the operation after US President Donald Trump announced in December that he intended to withdraw American forces from the war-torn country and his proposal to establish a safe zone in its northeast.
Erdogan had previously said that should the Syrian conflict fail to be resolved on the negotiations table, it will be on the field after local Turkish elections on March 31.
Erdogan and Putin both want to eliminate terrorists from Idlib, as they discussed in their meeting earlier this week. The Turkish leader said that military and intelligence agencies from both countries are cooperating to this end.
Separately, the Syrian Observatory for Human Rights said Saturday that the regime continued to shell overnight Saturday areas in the al-Tamanah town in southern Idlib.
It also shelled a demilitarized zone in the northern Hama countryside, as well as other regions in the southern Aleppo countryside and southeastern Idlib countryside.”

This is based on the principle of making court sittings public as well as safeguarding the rights of judge and parties involved in the lawsuit, the Saudi Press Agency reported.
Minister of Justice and Chairman of the Supreme Judiciary Council Sheikh Waleed Al-Samaani said earlier that the audio-visual documentation of court sessions is intended to convert all court proceedings into digital versions that can be reviewed by clients and judge so as to reduce complaints related to litigation.
The audio-visual documentation of court sessions will also be made available to the Supreme Judiciary Council for its reference.
The minister noted that the minutes of court sessions will be made available online and digitally.”

“Iraq has begun trial proceedings for nearly 900 Iraqi suspected members of the Islamic State (IS) caught fleeing the group’s territory in neighbouring Syria.
They were handed over to Iraqi authorities by the US-backed Syrian Democratic Forces, which ousted IS from areas of eastern Syria including territory bordering Iraq, a judicial source said on Sunday.
“We received the interrogation files of nearly 900 Iraqi Daesh [IS] members coming from Syria,” the court official told AFP news agency, speaking anonymously because he was not authorised to talk to the media.
“The specialised terrorism court has begun setting dates for their trial in batches,” the source added.
The nearly 900 suspected IS members were transferred by the SDF to Iraqi custody in recent months as the remnants of IS’s once sprawling self-declared “caliphate” collapsed in neighbouring Syria.
Additional Iraqi suspects are in SDF custody and awaiting transfer, a security source told AFP on Sunday.
“They will be handed over in batches on the Syrian-Iraqi border. They include very influential leaders, but IS had sought to keep them hidden,” the security source said.
One of those destined to be handed over was deeply involved in IS’s efforts to develop chemical weapons, he said.
Top five ‘executioner’ nation
Iraq has already tried thousands of its own nationals arrested on home soil for joining IS – including women – and has sentenced hundreds to death.
The country remains in the top five “executioner” nations in the world, according to an Amnesty International report released last week.
The number of death sentences issued by Iraqi courts more than quadrupled from 65 in 2017 to at least 271 in 2018.
But fewer were actually carried out, according to Amnesty, with 52 executions in 2018 compared to 125 in 2017.
In addition to locals, Iraq has also tried hundreds of foreigners, condemning many to life in prison and others to death, although no foreign IS members have yet been executed.
Among those awaiting trial in Baghdad are 12 French citizens accused of being IS members, who were caught in Syria and transferred to Iraqi custody in February.
Money sought for trying suspects
Baghdad has offered to try all foreign fighters in SDF custody, estimated at around 1,000, in exchange for millions of dollars, Iraqi government sources have told AFP.
Human Rights Watch said in October that US forces had been handing over suspected members of the IS to authorities in Iraq, where they face torture and botched trials.
“Prosecuting [IS] suspects is crucial for their countless victims to obtain justice, but that won’t be achieved by transferring detainees to abusive situations,” HRW’s Nadim Houry said.
“The US should not be transferring IS suspects from Syria to Iraq or elsewhere if they will be at risk of torture or an unfair trial.”
International human rights and humanitarian law prohibits the transfer of detainees to countries where they are at serious risk of torture and mistreatment, the organisation said.”

“The current Libyan civil war is benefiting the terrorist group Daesh, according to one expert on the region, Anadolu Agency reported.
The sides in the civil war “which were fighting Daesh are now fighting each other,” said Tarek Megerisi, a policy fellow with the North Africa and Middle East program at the European Council on Foreign Relations.
This gives Daesh “the opportunity to entrench itself and to return to its previous form,” he warned, speaking at a NATO meeting in the Turkish Mediterranean.
It could again become “a very real threat, a potential chaos that we saw back in 2014 which Daesh gain a foothold in the country, caused the migration crisis, which I think Europe still suffers from,” he added.
“It only took three days from the start of the war for Daesh to launch their first attack, invade small towns of Libya, and I think they had two more attacks in the state.”
Megerisi was speaking Saturday at the Rose-Roth – Mediterranean and Middle East Special Group (GSM) parliamentary seminar, hosted by Turkey’s parliament.
Lawmakers, officials, military leaders, and foreign mission chiefs from NATO member states are among the participants at the meeting, set to end Sunday.
Last week, military commander Khalifa Haftar, affiliated with a government based in eastern Libya, launched a campaign to capture the capital Tripoli, where Libya’s UN-backed Government of National Accord (GNA) is based.
