Photos and videos from the concert festival also showed multiple victims, including people on the ground, bleeding. The shooting was first reported about 10 p.m. local time. The scene remained active at 3:30 a.m. and people were being told to stay away. Las Vegas Police said it is an “active investigation.”
Las Vegas Mayor Carolyn Goodman tweeted, “Pray for Las Vegas. Thank you to all our first responders out there now.”
The victims have not been identified. They include two police officers who were on duty and were shot, police said. One is in critical, but stable, condition after surgery. Another police officer was off duty and at the concert and was killed, Sheriff Joe Lombardo said. “Obviously this is a tragic incident. And one that we have never experienced in this valley,” Lombardo said.

UPDATED figures at 3:35 AM (6:35 AM Eastern): a horrific 50 dead (probably more, final count still pending) and 200+ injured. At least 2 police officers are included in the fatalities, but there are believed to be more.
UPDATE at 1:30 AM: **SHOOTER DEAD** — The shooter was on the 32nd floor of the Mandalay Bay, and the local police chief sheriff (Joseph Lombardo) just briefed the media on-air that he had been killed by police, apparently in a shootout with them, when they found him. The shooter is identified and is a local resident, but the sheriff didn’t give his name. He did give the name of a person of interest associated with the shooter, a Ms. MariLou Danley, Asian female, also a local resident. Authorities are searching for her.
The sheriff cited 100+ injured and 20+ dead.
ID OF SHOOTER: Sheriff Lombardo has just confirmed the identity of the suspect (3:35 AM Vegas time): Stephen Craig Paddock, age 64, of Mesquite, Nevada. His is one the names rocketing around social media, and Heavy has some info on him assembled here. He shares an address with Marilou Danley.

1. The Shooter Was a ‘Local Individual’ & Police Do Not Believe It Was an Act of Terrorism ‘At This Point’
Police said the shooter is a “local individual” who was firing from the 32nd floor of the Mandalay Bay hotel just outside the concert area. He died inside the hotel room after a police SWAT team used an explosive breach to blow open the door and then engaged with him. Police said they believe he died of a self-inflicted gunshot wound before officers arrived in the room.

Officers obtained a warrant to search the home in Mesquite where the gunman lived. That search was underway Monday morning.
Public records do not show any criminal convictions for Paddock in Nevada. Fox News reports that Paddock “was known” to Las Vegas Police. Undersheriff McMahill told CNN that he had no major “derogatory” criminal record other than a minor traffic citation in Las Vegas. Mesquite Police told CBS News that he had no run-ins with him. They said he lived in a retirement community, called Sun City and wasn’t a military veteran.
“We believe it’s a solo actor. A lone wolf,” Lombardo said. “We are comfortable that the primary aggressor in this event has expired or passed away and is no longer a threat.”
Paddock is believed to have checked into the Mandalay Bay hotel as a guest, The Associated Press reports. He had been there since September 28, police said.
2. Police Were Looking for a ‘Companion’ of the Gunman & Located Her Outside the Country
Police were looking for a “person of interest,” a 4’11” Asian woman named Marilou Danley. She was described as a “companion” of the shooter. A photo of her can be seen above.
“We are interested in talking to her for followup,” Lombardo said at a press conference. Police were also looking for two vehicles with Nevada plates, a Hyundai Tucson with license plate number 114B40 and a Chrysler Pacifica Touring with plate number 19D401. They were registered to the gunman. Lombardo said the vehicles have been found.
Police said Danley, 62, lived with the shooter in Mesquite. Public records show she had lived at the same address as him since January 2017. CNN reports that she has been cleared of any involvement in the shooting.
“Marilou Danley is no longer being sought out as a person of interest,” the Las Vegas Metropolitan Police Department told CNN. “LVMPD detectives have made contact with her and do not believe she is involved with the shooting on the strip.”
CNN reports that she was not in the country when the shooting occurred. Police later confirmed that she had been located outside the country.
Marilou Danley’s Facebook profile reads, “Proud mom and grandma who lives life to the fullest.” Her last public post was an update of her profile picture in August. She had posted numerous photos of herself. Friends commented on her looks, and she wrote under one, “Thanks …That was taken at Wiltshire Roof Top Restaurant in L.A.” In 2016, she wrote in the comment thread under a photo, “…Kuha Sa Jumeira Beach, Dubai.”
She said on her Linkedin profile that she has worked at a casino in the past. She has also lived in Sparks and Reno, Nevada, along with Canton, Ohio; Springdale, Arkansas; and Memphis, Tennessee, according to public records.
Earlier scanner traffic indicated that police may have gotten Danley’s name, at least in part, from a credit/debit card left in the Mandalay Bay hotel room by the main suspect. “He was utilizing some of her identification,” Sheriff Joe Lombardo said.
She was previously married to Geary Danley, of Arkansas, who is not believed to have any connection to the shooting, despite some on social media saying police have been searching for him.

Sheriff Joe Lombardo said details about Paddock’s background are still being determined by investigators. A family member told NBC News they would be releasing a statement through police on Monday. NBC News reports that Paddock was married and going through a divorce or somehow splitting up with his wife, though it was not clear who that woman is. NBC also said it is not known if the marital issues played any role in the shooting.
Clark County court records show that Paddock sued a Las Vegas strip hotel in 2012. He filed the lawsuit against Cosmopolitan Hotels & Resorts Inc. in September 2012. The case was dismissed with prejudice on October 3, 2014, and then later settled through arbitration. Records show he was suing for “Negligence – Premises Liability.” According to the Las Vegas Review-Journal, Paddock claimed in the lawsuit he “slipped and fell on an obstruction on the floor” and was injured because of the “dangerous condition.”
Other public records show that Paddock had an airmen’s certification. According to the FAA, Paddock was issued the private pilot license on November 17, 2003, and was rated as being able to fly a single-engine airplane and an instrument airplane. He last had a medical examination in February 2008. “MUST HAVE AVAILABLE GLASSES FOR NEAR VISION,” the records state. He was living in Mesquite, Texas, in Dallas County, at the time.
Paddock owned two aircraft, according to NBC News. Paddock appears to have worked as an accountant or auditor, ABC News reports. He also had a hunting license in Alaska, according to ABC.
4. His Brother Says the Family Is ‘Dumbfounded’ by What Happened & Says the Shooter, Who Had No Religious or Political Affiliation, ‘Must Have Snapped’
Tracy Connor, a NBC News investigative reporter, spoke to Paddock’s family and was told they are shocked by what happened. His brother told Connor there were no warning signs. He said he was “just a guy” who lived in Mesquite and went to shows in Las Vegas and gambled there. The brother said he had a girlfriend and was semi-retired after having a series of jobs he would not get into.
Eric Paddock, the gunman’s brother, told the Daily Mail that the family is “dumbfounded” and said there was “absolutely no indication he could do something like this.” He added that Stephen Paddock had no political or religious affiliation. Eric Paddock said “he was just a guy. Something happened, he snapped or something.”

ISIS has claimed responsibility for a shooting that left at least 50 people dead and more than 400 others injured at a packed music festival in Las Vegas.
In a statement via its Amaq news agency, the terror group said the gunman, identified by police as Stephen Paddock, was a “soldier of the Islamic State”.
It also claimed he had converted to Islam a few months ago – and had carried out the deadly attack “in response to calls to target states of the coalition”.
Despite the extremist militant group’s claims, police had told reporters earlier today that the massacre was not believed to be an act of terrorism.
They said they had no information about Paddock’s motive, he had no criminal record and was not believed to be connected to any militant group.

Bangladesh’s foreign minister said Monday that Myanmar “has made proposals for taking back Rohingya refugees.”
A.H. Mahmood Ali made the remarks after meeting in Bangladesh’s capital with a Myanmar delegation led by Kyaw Tint Swe, a minister in the State Counsellor’s Office.
Ali told reporters that the counties had agreed to form a joint working group to start work on repatriation.
“Both countries want to settle the issue peacefully,” he said.
It was unclear whether Myanmar would place restrictions on which refugees would be allowed to return home. Most Rohingya have been denied citizenship in Myanmar, although many families have lived in the country for generations.

The government has blamed the Rohingya, saying they set fire to their own homes, but the U.N. and others accuse it of ethnic cleansing.
Local officials in Rakhine said Monday’s tour includes meetings with relatives of victims allegedly killed by militants during violence against Hindu, Mro and Daignets minority communities in Maungdaw township. In the morning, the diplomats were taken to Anaut Pyin village of Rathedaung township, a community of Rohingya Muslims who have not fled, said local police officer Moe Zaw.”

“Three in four jihadists in Britain have links to non-violent Islamist groups before they go on to join terror groups, a new report has revealed.
Researchers looked at the lives of 113 men and women who had joined jihadist groups from the 1980s onwards.
Seventy-seven per cent of the jihadists were found to have had links to Islamist organisations or others with an extremist ideology, researchers at the Tony Blair Institute for Global Change found.
The report, seen by The Times, calls for authorities monitor the groups more closely. And it identifies six individuals who have shaped the jihadist movement in the UK.
They include hate preachers Anjem Choudary, Abu Hamza, Abdullah el-Faisal, Hani al-Sibai, Omar Bakri Mohammed and Abu Qatada.
The research also found that men are less likely to be radicalised online than women.
‘At least 44 per cent of our sample of women were partly radicalised online, for half of whom there were no known Islamist links in person,’ the report read.
‘In contrast, only four per cent of men in our sample had an online element noted in their radicalisation.’
Of the sample studied, 58 per cent of men spent time in prison and most had been jailed for jihadist crimes.
Seven served time in young offender institutions while at least four were radicalised while in prison.
‘Many are well-educated,’ the report said. ‘Thirty-one per cent started a degree, and over half of these studied Stemm [Science, Technology, Engineering, Maths and Medicine] subjects.’
A third of the sample studied humanities or social sciences. Just four had read Islamic Studies and five were dropouts.

Indian and Pakistani troops fired at each other in the disputed Kashmir region on Monday, killing a 10-year-old boy and a 15-year-old girl and injuring 12 other civilians on the Indian side, officials said.
The boy and girl were killed in firing by Pakistani soldiers in the Poonch sector on the Indian-administered side of Kashmir, police said.
Police said the injured included a 5-year-old girl.

A Somali man charged in the kidnapping of Canadian journalist Amanda Lindhout is standing trial in an Ontario court.
Ali Omar Ader was arrested in Ottawa in 2015 by the Royal Canadian Mounted Police.

Passengers forced open the doors on a busy rush-hour train and climbed on to tracks after becoming “panicked” in the carriage.
It happened outside Wimbledon station in south-west London at 08:30 BST as a man apparently began reading lines aloud from the Bible.
Commuters became scared when the man began quoting phrases such as, “death is not the end”, a passenger said.
Rail power lines were cut as passengers “self-evacuated”, police said.
Trains through the area were expected to remain disrupted until 17:00 BST.
Ian, who was on the train, said the man’s Bible-reading led to a “commotion” and a “crush”.
He said someone then asked the man to stop speaking “as he was scaring people” and “the guy stopped and stood there with his head down”.

The father of Las Vegas madman Stephen Paddock was a “psychopath” himself — a bank robber who escaped federal prison in the late 1960s and landed on the FBI’s most-wanted list, according to reports.
Paddock’s dad was serial felon Benjamin Hoskins Paddock, according to the Daily Mail and a tweet from NBC.
Benjamin Paddock had been locked up in 1960 for robbing an Arizona bank, escaped in 1968 and spent nearly three years on the run before the FBI caught up to him in Las Vegas in 1971, at which point he tried to run down an agent with his car, according to archival editions of the Tuscon Daily Citizen.

“A new law has come into force in Germany aimed at regulating social media platforms to ensure they remove hate speech within set periods of receiving complaints — within 24 hours in straightforward cases or within seven days where evaluation of content is more difficult.
The name of the law translates to ‘Enforcement on Social Networks’. It’s also referred to as NetzDG, an abbreviation of its full German name.
Fines of up to €50 million can be applied under the law if social media platforms fail to comply, though as Spiegal Online reports there is a transition period for companies to gear up for compliance — which will end on January 1, 2018. However the Ministry in charge has started inspections this month.
Social platform giants such as Facebook, YouTube and Twitter were couched as the initial targets for the law, but Spiegal Online suggests the government is looking to apply the law more widely — including to content on networks such as Reddit, Tumblr, Flickr, Vimeo, VK and Gab.
The usage bar for complying with the takedown timeframes is being set at a service having more than two million registered users in Germany.
While Spiegal Online reports that the German government is intending to have 50 people assigned to the task of implementing and policing the law.
It also says all social media platforms, regardless of size, must provide a contact person in Germany for user complaints or requests for information from investigators. Recent queries will need to be answered within 48 hours or risk penalties, it adds.
One obvious question here is how any fines could be applied across international borders if a social media firm has no presence in Germany, though.
The law does also require social media firms operating in Germany to appoint a contact persons in the country. But again, those companies that are outside Germany may be rather hard to police — unless the government intends to start trying to block access to non-compliance services which would only invite further controversy.
The Germany cabinet backed the proposal for the law back in April. At the time, justice minister Heiko Maas said: “Freedom of expression ends where criminal law begins.”
The country has specific hate speech laws which criminalize certain types of speech, such as incitement to racial and religious violence, and the NetzDG law cites sections of the existing German Criminal Code — applying itself specifically to social media platforms.
It’s not alone in Europe, either. The UK has also been active recently in leading a push by several G7 nations against online extremism — with the apparent aim of reducing takedown times for this type of content to an average of just two hours.
Germany has also been pushing for a European Union wide response to tackling the spread of hate speech across online platforms.
And last week the European Commission put out new guidance for social media platforms urging them to be more pro-active about removing “illegal content” — including by developing tools to automative identification and prevent re-uploading of problem content.
It warned social giants that it might seek to draft a legislative proposal if they do not improve takedown performance within six months.
However the executive body appears to be seeking to bundle up various types of “illegal” content into the same problem bucket — and quickly drew criticism it risks encouraging algorithmic censorship by seeking to create one set of rules to apply to copyrighted content and terrorist propaganda, for example. Which does underline the risks around broad efforts to regulate the types of content that can and can’t be viewed online.
Critics of Germany’s NetzDG law argue it will encourage tech platforms to censor controversial content to avoid the risk of big fines. And while speedy social media takedowns of offensive hate speech might enjoy mainstream backing in Germany, it remains to be seen how the law will operate in practice.
Meanwhile, if overly expansive rules end up being fashioned to try to regulate all sorts of “illegal” content online that could also result in a wider chilling effect on online expression, and reduced support for broad regulatory efforts.”
