It depends on wether or not a attack was carried out, if one is carried out the Imam or Preacher is guilty of inciting violence and an accessory before the fact to assault with leather weapons and assault with intent to commit bodily harm. If no attack takes place then he will probably be warned to stop trying to incite violence. This presupposes the Christian minister was a white. If he is a member of a minority group he will probably not be punished, Sharpton wasn’t and I believe he got a couple of people killed.
In contrast, the legal articles I browsed insisted that it is the job of the police to protect people if there are general comments of non-imminent violence. Incitement is a product of a direct command rather than the reaction a crowd has to what is said.
