“Deutsche Bank has warned investors it will post a net loss of €6.2bn (£4.5bn) for the third quarter.
Higher capital requirements for its investment bank were partly responsible for the huge impairment charges of €5.8bn.
There was also doubt about the value of its Postbank retail division that Deutsche plans to sell.
Germany’s biggest bank also said the dividend for the year could be cut or scrapped.
The group was also setting aside €1.2bn for legal costs.
Deutsche is embroiled in the Libor-rigging scandal and is being investigated by Swiss authorities for suspected price-fixing on the precious metals market.
Analysts had expected a net profit of about €1bn for the third quarter before the unexpected announcement on Wednesday night.

The image and caption were posted by a right-wing Japanese artist last month. Now, more than 10,000 people have signed a Change.org petition in Japanese urging Facebook to take it down.
The petition, posted by an account calling itself the “Don’t Allow Racism Group”, claims that several people have reported the illustration and demands that “Facebook must recognize an illustration insulting Syrian refugees as racism.”
Although the Japan Times reported that Facebook did not take the picture down, saying it did not go against community guidelines, the artist herself removed the picture. But she remains defiant about her motivations for posting it in the first place. Toshiko Hasumi told BBC Trending that she believed the people signing the petition were left-wing activists. “I draw many political mangas [Japanese comics] which are not favourable to them,” she said. “This is why they targeted me.”
Japan has pledged to contribute $810m to help Syrian and Iraqi refugees, but Prime Minister Shinzo Abe has refused to take in any of those displaced by the conflict in those countries.
Japan accepted only 11 of 5,000 potential asylum seekers last year. Japan is one of the most ethnically homogeneous countries in the world, and immigration is hugely controversial despite the country’s declining and ageing population.
One group of immigrants that is sizeable in Japan is Koreans, and Toshiko, who identifies herself as a conservative, posts her cartoons on a Facebook page that includes anti-Korean messages, including material that casts doubt on the stories of “comfort women” – Koreans and women of other nationalities who were forced to become sex slaves for Japanese forces during World War Two. She claimed that her drawing and the associated captions “did not mention any specific race or nationals” – however she admits taking inspiration from a picture of a 6-year-old-girl in a refugee camp in Lebanon, taken by Jonathan Hyams, a photographer working for the charity Save the Children:
Toshiko took the drawing down from her Facebook page on Wednesday, citing a request made by Hyams, who earlier tweeted: “Shocked+deeply saddened anyone would choose to use an image of an innocent child to express such perverse prejudice”.
Save the Children said it was “saddened” by the cartoon. “To use this image out of context and in a way that is hugely disrespectful to [the girl], her family and all refugees is not acceptable, and we are satisfied that the image has now been removed,” the charity said in a statement.
But despite removing the photo, Toshiko was unapologetic creating it: “I don’t want European nations to be victimised and hard working people should not suffer by those fake immigrants,” she told Trending. She admitted trying to be provocative by using an image of a young girl.
“The simple reason I used a girl is, if I drew an old man it wouldn’t have gained attention,” Toshiko said. “I am not denying that there are real miserable refugees. I am just denying those ‘fake refugees’ pretending like victims who are acting for their own benefit by exploiting the media attention on the real poor refugees.””

Liberals will of course contest my assertion, though these are the same people who don’t really object to lowering standards in academia to get more minorities in the door, lowering them again to get them to graduate, then lowering them a third time to hire them as faculty members. Liberals don’t really oppose lowering the bar in order to create “firsts.” They just don’t like to call it “lowering the bar” because that tarnishes the accomplishment. As it should.

Nato is ready to defend Turkey – including sending in troops “if needed”, Nato chief Jens Stoltenberg has said.
The head of the US-led alliance warned it would be prepared to protect its allies from “threats”, following reports of Russian jets in Turkish airspace.
Moscow has claimed that its military incursion, which came as it launched missiles at Isis targets in Syria, was “not intentional or important”, but Mr Stoltenberg said the incidents were “very serious”.
The secretary-general also told reporters before a meeting of Nato defence ministers in Brussels on Thursday that the alliance had begun preparing its forces for possible deployment.
“Nato is ready and able to defend all allies, including Turkey against any threats,” Mr Stoltenberg said.
“Nato has already responded by increasing our capacity, our ability, our preparedness to deploy forces including to the south, including in Turkey.”
He added that Russia’s air and cruise missile strikes were “reasons for concern”, Reuters reported, and warned that “incidents, accidents, may create dangerous situations.”
“Therefore it is also important to make sure that this doesn’t happen again.”
The meeting in Brussels is expected to be dominated by discussion of the crisis in Syria.
The Russian Defence Minister Sergei Shoigu said on Russian television that 26 missile strikes were launched on Wednesday from four warships in the Caspian sea, destroying all 11 intended targets.

Bulgaria arrests Dutch trio on ‘terrorism’ charges
Bulgarian authorities said Thursday that three Dutch people wanted on “terrorism” charges were arrested allegedly trying to cross the border into Turkey.
The two men, 18 and 22, and a woman, 17, are wanted on European Arrest Warrants issued by their home country for “participation in a terrorist organisation,” Bulgarian prosecutors said.
European Union member Bulgaria is a major crossing point for Europeans heading to join jihadists of the Islamic State organisation fighting in Syria and Iraq (ISIS).
The trio, who were not named, were arrested on Monday trying to cross Bulgaria’s main Kapitan Andreevo border checkpoint with Turkey.

USA – French Train Attack Hero Spencer Stone Stabbed
French train attack hero Spencer Stone was in a stable condition after being stabbed in Sacramento on Wednesday night, the Air Force confirmed to NBC News.
CBS News first reported that Airman First Class Stone, one of three Americans who helped thwart a terror attack on a French train in August, had been “repeatedly stabbed.”
The Air Force said the incident occurred around midnight.
“He is alive and in stable condition at this time,” the Air Force said in a statement. “We do not have any information as to the events preceding the incident.”
Stone, 25, tackled Morocco-born Ayooub El-Khazaani after the heavily armed terror suspect opened fire on a Paris train in August.
Stone was stabbed with a box cutter during the bloody struggle with El-Khazaani, and needed surgery to reattach part of his hand.

Airman 1st Class Spencer Stone stabbed in chest
Airman 1st Class Spencer Stone, who helped take down a gunman on a train in Belgium, was stabbed four times in the chest in Sacramento early Thursday morning, Air Force Times has learned.
“A1C Spencer Stone has been transported to a local hospital, and is currently being treated for injury,” Air Force spokesman Lt. Col. Christopher Karns said in an email in Air Force Times. “The incident is currently under investigation by local law enforcement. He is currently in stable condition.”
A Sacramento TV station reported on the stabbing but did not include the victim’s name. The stabbing happened about 12:45 a.m. on Thursday on a Sacramento street corner.
The victim suffered “multiple stab wounds to the torso,” KCRA?TV reported. Police initially did not think the stabbing victim would survive and began treating the incident as a homicide investigation, but it now appears that the victim will pull through.
Although the Air Force has identified Stone as the stabbing victim, Sacramento police have not officially named the person who was stabbed.

“A SAUDI woman faces jail after filming her husband allegedly cheating on her and posting the footage online.
She used a hidden camera to catch her partner forcing himself upon the family maid, according to reports in the Gulf state.
The man appears to try to kiss and grope her – despite another maid being present in the kitchen.
His wife uploaded the video to YouTube with the caption: “The minimum punishment for this husband is to scandalise him.”.
The footage has gone viral in ultra-conservative Saudi Arabia – along with the hashtag #SaudiWomanCatchesHusbandCheating – despite being removed from YouTube.
But the wife’s efforts to shame her husband may backfire, according to Saudi lawyer Majid Qaroob.
She could also spent a year in prison or face a fine of £87,000 “in line with the law on information technology crimes”, he said.
Qaroob added: “This law includes stiff punishment for anyone using mobile phones with camera or other equipment to photograph others and defame them.”…”

USA – [ MUSLIM ] Man charged with raping 10-year-old Mpls. girl
MINNEAPOLIS – A Minneapolis man is charged with raping a 10-year-old girl in her apartment building in the Cedar Riverside neighborhood.
A criminal complaint filed in Hennepin County charges 34-year-old Ahmed Hersi Abdi with two counts of first degree criminal sexual conduct. If convicted, Abdi faces the prospect of spending more than 30-years of his life in jail.
“People are sad, they’re shocked, and they’re concerned for the welfare of the young girl, and they’re looking saying, what happened? What could have been done differently?” Mohamud Noor, a Somali community leader and a former Minneapolis school board member, told KARE.
Minneapolis Police squads were called to the Riverside Plaza Apartments at on Sunday October 4 by an off-duty officer after witnesses told them a child had been sexually assaulted. They told police they heard screaming from a third floor hallway and saw a young girl crying. The witnesses said a man had pulled her pants down and done something to her.
The witnesses quickly found two off-duty Minneapolis officers were working security in a nearby building.
“The Somalian community who came across this girl in crisis stepped up and helped her,” Minneapolis Police Dept. spokesperson John Elder told KARE.
“They trusted the officers enough to get them, to bring them into this situation to provide aid.”
The little girl told officers that a man had followed her onto the elevator, and then into the third floor hallway. He asked her name, extended his hand to her and asked her to shake hands. The girl told police that the man then refused to let go, ordered her to turn around, pull down her tights and at that point sexually assaulted her.
She described her attacker as a dark skinned male with gray hair, a light mustache and a red and white striped shirt.
Police viewed videotape of the attacker and the girl entering the elevator together and identified their suspect as Abdi, he was located and arrested in St. Paul wearing the same clothing.
Elder said that the quick arrest of Abdi illustrates the value of community policing, the concept of officers getting out of patrol cars and having positive contacts with people in their patrol routes. That includes going to meetings and events, talking to people on foot patrols and spontaneous interactions such as joining a pickup basketball game in a park.
“If people trust their police department they’re willing to call them, and so far this year our officers have logged more than 70,000 positive contacts.”
Attacks involving strangers and children are relatively rare, and some in the Riverside Plaza area see it as an isolated case. But, just the same, the news of the rape sent a chill through the area.
“I’m a mom, and I have girls, and I do understand her pain,” Fadumo Yusuf, who runs the East African Services non-profit, told KARE.
She said her daughter is the same age as the victim and goes to the same school.
“I couldn’t believe it, and my daughter was so scared. She was saying, ‘I cannot go anymore outside by myself’.”
Yusuf said she expects the girl to receive counseling to get beyond the emotional scars left by the attack.
Noor said that the suspect, Ahmed Abdi, is a familiar face in the neighborhood and has complained of needing help for an untreated mental illness.
“You know it’s somebody who is mentally ill, and he has been seeking help and services and we feel that there’s a huge gap in mental health services, a huge unmet need.”
By the same token, he said the community will embrace the victim and makes sure nobody treats her differently.

Professor Sarah Percy, who specialises in political science and international relations at the University of Queensland, is not surprised that IS militants are trying to establish their own currency.
“This is absolutely classic behaviour for successful insurgent groups when they take large bits of territory,” she said.
“Holding lots of territory requires administering, and administering it requires things like currency, partly because no-one can hold territory entirely by force.
“You have to buy in the loyalty of the people who are with you… you do that by making it possible for people to conduct their daily lives and that obviously requires things like currency.
“I think the biggest analogy we see is probably with somebody like FARC in Colombia.
“That basically ended up functioning as a proto-state where they provided social services, they provided education, they even provided bits of healthcare and currency.”
Professor Percy warns IS is starting to do all these things too, and it would be a real mistake to just consider the militants as barbarians.
“I don’t think they would’ve been as successful as they are if they weren’t a very sophisticated force,” she said.
“So I think they are probably very sophisticated, they have significant planning capacity and the more they are able to function as a proto-state, the easier it’s going to be for them to carry on doing the things that they’re doing,” she said.

CBC – Canada halted processing of Syrian refugees for extra screening
U.S. intelligence reports suggested refugees could pose a threat
Citizenship and Immigration Minister Chris Alexander confirmed a news report Wednesday that the Prime Minister’s Office directed Canadian immigration officials to stop processing a preliminary group of Syrian refugees, pending an audit of their cases.
In a written statement, Alexander said the move to review the cases of the UN-designated refugees was designed to “ensure the integrity of our refugee referral system.”
“Starting a new refugee resettlement program in a volatile conflict zone poses particular challenges … This was a prudent step to ensure the integrity of our refugee referral system.”
A report in The Globe and Mail Wednesday said Prime Minister Stephen Harper intervened in the file normally handled by the citizenship and immigration department.
Although developing for months, the refugee crisis came to prominent attention earlier in the election campaign, after dramatic images of a dead toddler made international headlines.
The newspaper said the processing halt was not disclosed to the public, and was in place for at least several weeks. “It is unclear when it was lifted. At the same time, an audit was ordered of all Syrian refugees referred by the United Nations in 2014 and 2015,” the report states.
In his statement, Alexander wrote that processing of the refugees “resumed only after there was confidence that our procedures were adequate to identify those vulnerable persons in most need of protection while screening out threats to Canada.”
U.S. intelligence suggested threat
The Canadian Press reported Wednesday that what the prime minister’s office ordered in June was a security review, as a result of intelligence reports in the U.S. suggesting refugees could pose a threat to that country.
The audit was carried out only on government-assisted refugee cases — those already in Canada and those still in the queue, forcing a halt to case processing for several weeks.
No concerns were ultimately found and the process was restarted — the processing of privately sponsored files was never impacted.
Republican lawmakers in the U.S. have been arguing for months that opening the door to thousands more refugees would be akin to having a welcome party for Islamic militant terrorists.
At a congressional hearing in February, both the FBI and the director of the American National Counterterrorism Center acknowledged there could be a risk, with the FBI suggesting there wasn’t enough information available on the ground in Syria to properly vet cases.
And in June, a U.S. researcher reminded Congress that two failed terrorists attacks against the U.S. were organized by people who’d sought refugee status in Canada first.
‘Abject behaviour’: Mulcair
NDP Leader Tom Mulcair, campaigning in Toronto, hammered the prime minister for his role.
“We learned today that Stephen Harper intervened personally to stop the arrival of Syrian refugees. He had already done that before he appeared before us to emote talking about his own family after seeing the body of that little child on that beach in Turkey,” he said.
“That is abject behaviour on the part of the Canadian prime minister. It is a shame on Canada. And Stephen Harper should apologize and remove those restrictions now.”
Liberal Leader Justin Trudeau, speaking in Woodbridge, Ont., said he’s not surprised by the apparent intervention by the Prime Minister’s Office.
“This government has always behaved in an irresponsible manner and interferes, and for me it just shows how much we need a better government in Ottawa than Mr. Harper can offer,” he said.
He added the Conservatives are using so-called “security” issues as a distraction.
“I think one of the things we’ve seen is that Mr. Harper is always trying to pivot to security concerns, to the politics of fear and division, as a way from distracting from the fact that he has a failed plan, that he has been unable to create the growth Canada needs over the past decade.”

“Now, it’s understandable how low numbers on the resettlement will come in this year, because they delayed the process of selection, and also they’re selecting what type of refugees they (want),” Rico told the Star. “When Canada signed the (UN refugee) convention, it wasn’t what kind of refugees do you want, it was more what refugees need more protection.”
Rico said she believes Canada’s refugee process has increasingly become politicized, and she believes that has largely been driven by the Conservatives’ ideology rather than Canada’s duty to the United Nations. She also believes that the Conservatives’ stated goal of accepting refugees from religious minorities in Iraq and Syria is discriminatory against Muslim claimants.

Voters and candidates who refuse to prove their identity by removing the face veil will be barred from participating in the upcoming vote, says HEC sposkesperson
Spokesperson to the Higher Elections Committee (HEC) Omar Marawan has said the law stipulates that all niqab-wearing women will only cast ballots if they remove the face veil while voting, for identity verification purposes. Otherwise they will be barred.
The first round of the elections is expected to take place inside Egypt on 18-19 October in 14 governorates (Giza, Fayoum, Beni Suef, Minya, Assiut, New Valley, Sohag, Qena, Luxor and Aswan).
Marawan also said that the vote will start at 9am and end at 9pm, and that there will be a one-hour break starting at 2:30pm.
He also announced that permits will be granted for more than 60 foreign embassies who asked to observe the upcoming elections.
The HEC spokesperson said that the committee rejected requests by candidates and lists to extend the elections campaign period, especially for those who underwent candidacy appeals.
He added that the committee referred three candidates on the individual candidacysystem in Alexandria to the public prosecution for violating campaign regulations.
Speaking about electoral bribes, Marawan said that it is very hard on security apparatuses to spot these bribes, adding that it is the role primarily of citizens to file complaints against violators.
Egypt’s parliamentary elections will be held between 17 October and 2 December, divided into two stages: the first covering 14 governorates and the second covering the remaining 13.

Erdogan warns Russia over Turkey nuclear, gas deals
Turkish President Recep Tayyip Erdogan on Thursday warned Russia that Ankara has alternatives to Moscow for building its first nuclear power plant and importing gas, as tensions rise over the Russian bombing campaign in Syria.
Russia is building Turkey’s first nuclear power plant in Akkuyu on the shores of the Mediterranean, a controversial $20 billion project aimed at improving its energy self sufficiency.
Turkey is also one of the top importers of Russian gas and had joined forces with Moscow in a major project to build a new gas pipeline underneath the Black Sea.
But speaking to Turkish reporters en route to Japan, Erdogan warned Moscow such cooperation was at risk due to its bombing of Syria and violations of Turkish airspace.
“Losing Turkey would entail significant losses for Russia,” Erdogan said. “Others can build the Akkuyu plant if the Russians don’t.”
“Russia has already invested $3 billion in this project. In this case, it’s Russia who should act with more prudence.”
He added that energy-poor Turkey was even capable of going elsewhere for its natural gas supplies.
“We are a number one consumer of Russian natural gas. If necessary, Turkey can take its natural gas from many other different places,” he added.
“We are saddened that Russia is acting in a way that could provoke the loss” of its economic interests in Turkey, he said.
Erdogan this week warned Russian President Vladimir Putin he risked losing Turkey as a friend if Moscow continues its behaviour in Syria.
Ankara, a NATO member, is furious over Russia’s air campaign in Syria to prop up the regime of President Bashar al-Assad, who Turkey wants to see ousted.
Meanwhile, Russian warplanes have twice violated Turkish airspace.
On a visit to Ankara in December 2014, Putin announced that Turkey and Russia would team up to build a new TurkStream pipeline to pump Russian gas to Europe underneath the Black Sea and avoiding Ukraine.
But TurkStream appears to have become a casualty of the latest tensions, with Russian gas giant Gazprom on Wednesday saying that the project would be delayed.

US Defence Secretary Ashton Carter said Thursday Russia will soon begin to suffer casualties after dramatically expanding its military support for long-time ally, Syrian President Bashar al-Assad.
“This will have consequences for Russia itself which is rightly fearful of attacks … in coming days, the Russians will begin to suffer from casualties,” Carter said at a NATO defence ministers meeting in Brussels dominated by the Syrian crisis.

Russia: missiles hit Syria, did not crash in Iran
Missiles launched from a Russian ship in the Caspian Sea reached their targets in Syria and did not crash in Iran, Russia’s Defence Ministry said on Thursday.
The Defence Ministry’s comment came after U.S. officials said four Russian cruise missiles had crashed in Iran. U.S. officials said the missiles had been fired at Syria from a Russian ship in the Caspian Sea on Wednesday.
A U.S. official, who spoke on condition of anonymity, also told AFP that the missiles landed in Iran on Wednesday. The official was confirming a story first reported by CNN.
Moscow launched its bombing campaign in Syria last week, firing missiles from fighter jets and warships in the Caspian Sea, at targets it says belong to ISIS and other “terrorist” groups.
Lavrov, Kerry talk
Meanwhile, Russian Foreign Minister Sergei Lavrov and U.S. Secretary of State John Kerry discussed the situation in Syria in a phone call on Thursday, Russia’s Foreign Ministry said in a statement.
The two discussed coordination in the fight against ISIS and the necessity to avoid incidents in Syrian airspace where both Russia and the United States are flying independent bombing campaigns, the ministry said.
