– Congressmen 200 years ago got into brawls and also used canes.
– When people use the IRS and other methods, I would not say that is more civilized. It is less direct, harder to prosecute and more deniable.
– The Taiwanese parliament had fist fight in the last 20 or 30 years. I do not think they would have 1st fights in Communist china. you would end up before a firing squad or demoted and imprisoned. You have to be sneaky there and use the courts.
