Clearly Pakistan’s Inter-Services Intelligence is involved in the planning and execution of this operation in Mumbai. There will be repercussions by the Government of India on Pakistan. Hopefully it will be severe enough to give pause to anyone else planning similar operations.
Sooner or later, it comes down to deterrence and the end of perception of weakness.
