The Islamic State group and al-Qaida’s branch in Syria known as the Nusra Front control parts of that volatile border area.
The Nusra Front and IS abducted 29 soldiers and policemen in Arsal in 2014, when they briefly overran the town. Four of the soldiers have been killed in captivity.

Atlanta airport evacuated as U.S. on alert after Brussels attacks
WASHINGTON (Reuters) – Atlanta’s airport was briefly evacuated on Wednesday over a suspicious package while U.S. law enforcement agencies and travelers were on edge a day after deadly suicide bombings by Islamist militants rocked Brussels.
Passengers were ordered out of public areas of the domestic terminal at Hartsfield-Jackson International Airport, the United States’ busiest by passenger volume, but the site was quickly cleared and operations resumed, airport officials said.
Parts of Denver airport were also evacuated on Tuesday, hours after at least 31 people were killed and 271 wounded in attacks on Brussels airport and a rush-hour metro train, as airports across the United States tightened security.
U.S. officials were trying to find Americans missing after the attacks, which the officials said injured about a dozen U.S. citizens including three Mormon missionaries, a U.S. Air Force airman, and four members of his family.
Among those missing were U.S. government personnel, a State Department spokesman told reporters in Washington.

I’ll bet you have never been to see a nuclear plant up close. When I was working in KC the company I worked for was supplying parts to the Palo Verde plant and we went there on a business trip. Iranians Charged With Cyber Attacks on U.S. Banks, Dam
Seven Iranian computer experts linked to the government in Tehran were charged Thursday with cyber attacks against American banks and a dam in New York.
The FBI released mug shots of the alleged hackers named in the indictment as the charges were announced at a Washington press conference.
They worked for private security companies that have performed work for the Iranian government, including the Islamic Revolutionary Guard, officials said. But U.S. officials stopped short of accusing Iranian authorities or intelligence of being behind the attacks.
FBI Director James Comey said the suspects may be out of reach while they are in Iran, but the indictments should have them looking over their shoulder if they travel.
“The world is small and our memories are long,” he said. “We never say never.”
Forty-six major financial institutions were targeted with distributed denial of service (DDoS) attacks — in which ackers gain remote control of hundreds of computers and servers and use them to flood a target’s server with data, clogging it up so that it can’t receive legitimate traffic.
The attacks in 2011, 2012 and 2013 stopped hundreds of thousands of customers from accessing their accounts and cost the businesses millions of dollars as they raced to protect their servers, the feds charged.
Targets included Bank of America, the New York Stock Exchange, Capital One and ING and PNC Banks, according to court papers.
“These attacks were relentless. They were systematic. And they were widespread,” Attorney General Loretta Lynch said.
The hackers allegedly also broke into the control system for a small dam in the suburbs of New York, the indictment says.
Lynch said that because of maintenance, the Bowman Dam in Rye was not connected to the computer system, but if it had been, the intrusion would have been “a clear and present danger to the public health and safety of Americans.”
The seven Iranians indicted by a federal grand jury in Manhattan were identified as Ahmad Fathi, Hamid Firoozi, Amin Shokohi, Sadegh Ahmadzadegan, Omid Ghaffarinia, Sina Keissar, Nader Saedi.

DRAMATIC new footage has emerged of the terrible aftermath of the Brussels Airport bombing – showing the wrecked departures hall strewn with dead bodies, body parts, debris and luggage.
The horrific new video, which opens to the shouts and screams of injured victims, was shot by a taxi driver who rushed to the airport to look for his son.
The mobile footage shows him desperately picking his way through the debris in what resembles a war zone

At one point, as the cabbie heads towards the fast food kiosk where his son was working, he passes a crying baby dressed in a blue coat, sitting on what appears to be the body of its dead mother.

When the man reaches the fast food kiosk he calls for his son but finds the place abandoned.
Outside the terminal a woman is seen tending to a bloodied older woman.
At the end of the video viewers are told the taxi driver was later reunited with his son, who was safe and well.

Brussels attacker was deported from Turkey twice: Turkish official
One of the attackers in the Brussels suicide bombings was deported from Turkey twice last year and the authorities warned their European counterparts that they suspected him of being a militant fighter, two Turkish officials said on Thursday.
The first official said Ibrahim El Bakraoui’s initial deportation in July had been based on police suspicions that he was a militant fighter, but no crime was committed in Turkey, describing his expulsion as an “administrative deportation”.
“The police were looking at him and came to the conclusion that he may be a foreign fighter. He was picked up in (the southern town of) Gaziantep,” said the official, declining to be named because of the sensitivities of the case.
President Tayyip Erdogan said on Wednesday that Ibrahim El Bakraoui had been deported on July 14, 2015, and that Belgium had subsequently ignored a warning that he was a militant.
Bakraoui is one of two brothers named by Belgium as responsible for the attacks that killed at least 31 people in Brussels on Tuesday and were claimed by the Islamic State group. Both brothers are believed to have died in the attacks.
The second Turkish government official told Reuters that Bakraoui had entered Turkey for a second time on Aug. 11 though Antalya airport on the Mediterranean coast and was again deported two weeks later, on Aug. 25.
The official did not specify where he was deported to on the second occasion.
Turkey’s pro-government Yeni Safak newspaper said Turkish police had detained Bakraoui after ascertaining that he planned to go to conflict areas in Syria.
The newspaper also said his brother, Khalid, had entered Turkey on Nov. 4, 2014, through Istanbul’s Ataturk airport and was monitored by security forces before leaving the country again 10 days later. That, the newspaper said, was more than a year before Belgium issued a notice for his arrest.
Turkish officials could not immediately confirm that Khalid had also been in Turkey.

After Brussels attacks, U.S. seeks to seal Islamic State’s escape route from Syria
The Brussels bombings have accelerated U.S. efforts to close off the last remaining Islamic State route out of Syria through Turkey, which officials suspect was the main thoroughfare for militants who carried out deadly attacks in Belgium and France.
On Wednesday, top U.S. diplomats pressed Turkey to embrace a proposal to rely on American-backed Kurdish fighters to shut down the highway, which the militant group has used to send dozens of attackers across Europe.
In the weeks leading up to Tuesday’s attack, Western officials expressed increasing alarm about the continued flow of Islamic State extremists across this 60-mile stretch of the Turkey-Syria border.
But Turkey has long opposed working with the Kurdish forces it considers terrorists. That, along with its renewed push for the creation of a safe zone in Syria, has so far kept the two sides apart on any agreement. Islamic State has been able to capitalize on the impasse to keep sending fighters in-and-out of Syria, U.S. officials said.
Turkey has long pressed the U.S. military to create a safe zone in northern Syria as a sanctuary for people fleeing battle zones and as a base for friendly rebel forces. President Barack Obama has repeatedly dismissed the idea as impractical, especially after the Russian military sent advanced jets and anti-aircraft systems to Syria.
With the two sides still at odds over the safe-zone idea, some Western officials now say the only viable option for pushing Islamic State out of the area is to rely on U.S.-backed fighters that Turkey reviles — the Kurdish-led Syrian Democratic Forces.

Brussels Attacks: Bombers Filmed Nuclear Researcher, Expert Says
The brothers behind this week’s Brussels bombings also spied on a top nuclear researcher and hoped to build a so-called “dirty bomb,” an expert involved in a probe into ISIS threats told NBC News on Thursday.
Khalid and Ibrahim El Bakraoui were responsible for planting a hidden camera outside the Belgian researcher’s house, according to Claude Moniquet, a French former intelligence official who was hired to investigate potential plots targeting Europe’s nuclear sector.
This camera produced more than 10 hours of film showing the comings and goings of senior researcher at a Belgian nuclear center and his family — footage that was seized during a Belgian raid in November, officials announced last month.
Moniquet, who is CEO of the European Strategic Intelligence and Security Center private consultancy, revealed to NBC News on Thursday that the El Bakraoui brothers were behind that failed plot.
“The terrorist cell … naively believed they could use him to penetrate a lab to obtain nuclear material to make a dirty bomb,” he said.
While the plot “did not happen” the investigation confirmed that it was the el Bakraoui brothers who “put a camera in front of the house to take the images.”
Belgium’s Federal Agency for Nuclear Control confirmed to NBC News on Thursday that the nuclear expert who was spied on was “one of the top researchers” at the SCKCEN Belgian nuclear research center in Mol, 45 miles northeast of Brussels.
“If terrorists are filming one of the top guys in the research center then it is very serious,” FANC spokesman Lodewijk van Bladel said. “It means they are planning to do something afterwards with that information … I don’t think they going to make a family movie.”
Bladel would not comment on the identity of the perpetrators due to the ongoing investigation.
Following Tuesday’s attacks in Brussels, extra troops were deployed at Belgium’s Doel and Tihange nuclear plants and all non-essential staff were allowed to go home.
These facilities would be operating at this level of reduced staffing for the foreseeable future to ensure no unauthorized personnel could gain access, a spokesman for Belgium’s Federal Agency for Nuclear Control (FANC) told Reuters on Tuesday.
Experts believe the brothers spied on the researcher, who has not been identified for his own safety, and planned to blackmail him to acquire dangerous material.
“We can imagine that the terrorists might want to kidnap someone or kidnap his family,” Nele Scheerlinck, another spokeswoman for FANC, said in February after the footage was first revealed.
The researcher worked at a center which stored a “significant portion of the world’s supply of radioisotopes,” according to the Center for Public Integrity, a nonprofit, nonpartisan investigative news organization in Washington, D.C.
These isotopes are used in hospitals and factories around the world but can also be used to make a so-called “dirty bomb” — a device that could spread radioactive material across a wide area.
Ibrahim, 29, was one of the attackers who blew themselves up at Brussels airport. Just over an hour later, his 27-year-old brother Khalid carried out a suicide bombing at a metro station in the city. At least 30 people died and hundreds more were injured.
They also provided a safe house and weapons to the men who carried out attacks in Paris on Nov. 13.

Islamic State (IS) group released a video on social media on Thursday calling on its followers to claim victory and wage ‘jihad’ after deadly blasts in Brussels this week that the group said it had carried out.
In the footage, IS noted that Belgium was part of the coalition fighting militants in the Middle East.
It featured the training of Belgian militants suspected in the Nov. 13 shooting and suicide bombing rampage by IS that killed 130 people in Paris.

Officials admit delays in informing Congress, say more payments to come
The Obama administration has spent three years engaged in secret talks with Iran that resulted in the payment of nearly $2 billion in taxpayer funds to the Islamic Republic, with more payouts likely to come in the future, according to a recent letter issued by the State Department and obtained exclusively by the Washington Free Beacon.
The administration’s disclosure came in response to an inquiry launched in January by Rep. Mike Pompeo (R., Kan.), who was seeking further information about the Obama administration’s payment of $1.7 billion in taxpayer funds to Iran, which many viewed as a “ransom payment” for Iran’s release that month of several U.S. hostages.
The administration’s official response to Pompeo was sent earlier this week, just days after a Free Beacon report detailing a months-long State Department effort to stall the lawmaker’s inquiry.
“We apologize for the delay in responding,” Julia Frifield, an assistant secretary for legislative affairs, states in the letter’s opening.
Obama administration officials first began talks to settle a number of outstanding legal claims leveled against the United States by Iran in 2014. The administration predicts that more taxpayer-funded payments are likely to be granted to the Islamic Republic in the future, according to the letter.
Frifield in her letter goes on to defend the $1.7 billion payment to Iran and discloses that the administration is open to providing Tehran with more money if it is willing to settle these decades-old legal disputes with the United States.
“We are confident that this was a good settlement for the American taxpayer,” the State Department said.

The victim reported being groped on the buttocks and other sensitive parts of the body, the spokesman said.

“An Austrian taxi driver who went to Syria to fight in the jihad and returned to Austria as a ‘war hero’ for treatment after being injured has been jailed for 10 years.
The court in the Austrian city of Graz heard that the 23-year-old man, Sevkret G., had grown up in Austria to Turkish parents but the despite his western upbringing, he had still been persuaded to fight in the jihad.
After travelling to Egypt in 2012, he then went on to Syria where he was a fighter for the Islamic State (ISIS). The court heard however that he was badly injured and in order to get treatment he had returned back to Austria in March 2013.
On his return, he had been given hero status and travelled to various Islamic organisations in the country, where was praised for his bravery and boasted that he even still had shrapnel embedded in his body.
He had also been working on persuading his younger brother Omer, aged 17, to travel to Syria and the pair arranged tickets to Turkey in November 2014 from where they planned to head across to Syria…”

“A terrorism expert has said that a terrorist attack in Austria is “quite likely” as the country has become a “secondary target” in recent years.
Nicolas Stockhammer, who is an advisor to government on matters relating to security, said that compared to other countries that Austria is “midfield” in terms of the threat of an attack.
“I consider it quite likely that something will happen in Austria,” said Stockhammer, speaking on the ORF programme ZiB 24 Wednesday night. He added, however, that there is “reason to hope that it will not happen soon.”
His comments come amid tightened security at airports and transport hubs around Europe following the terrorist attacks this week in Brussels that killed at least 31 people.
At Austria’s largest airport – Vienna International Airport – security measures have been strengthened and there is a stronger police presence at the site. All flights to and from the airport and Brussels remain suspended for the time being.

“The Turkish group in the city of Linz “Avarsya” will not be part of the next meeting of the City Integration forum, the city’s mayor Klaus Luger announced this week.
An important member of the group, Abdurrahman Alpaslan, who allegedly is closely related to the right-wing extremists Grey Wolves from Turkey, gave a fascist salute at the former Mauthausen Concentration Camp in Upper Austria.
His photo with the two fingered Wolf salute – little finger represents Turkey and the index finger represents Islam – was posted on the group’s Facebook.
The salute is used by members of the Nationalist Movement Party of Turkey (MHP) to imply that Turkish Islamists will one day control the world.
After the incident in Mauthausen, local mayor Luger demanded Avarsya officially distanced themselves from the act.
When they failed to do so, the mayor announced the group’s expulsion from the Integration Forum.
Avrasya has also been classified as anti-Semitic and offensive to democracy by political scientists of the University of Vienna.
The expulsion was welcomed by the Mauthausen committee and the network of Upper Austrian groups against racism and right-wing extremism.
Green spokeswoman of the Upper Austria State, Sophia Hochedlinger, who previously discovered the photo with the Wolf salute on Facebook also welcomed the decision.
Officials are also in the process of depriving Avarsya access to offices and financial aid from the city.

“Some of the terrorists of Brussels and Paris were at least partially radicalized in prison. But despite paying lip-service to the problem, few German politicians have shown interest in de-radicalization programs.
Everyone seems to agree with the European Union counter-terrorism coordinator. “We know that prisons are a massive incubator for radicalization,” Gilles de Kerchove said last January, when it was reported that two of the gunmen behind the attacks on the Charlie Hebdo offices and the Jewish supermarket in Paris were believed to be have been radicalized in prison.
Just over a year later, and two more major Islamist terrorist attacks have taken place in Western Europe, and the pattern has returned – both Brahim and Khalid el-Bakraoui, responsible for Tuesday’s bombings in Brussels, had spent time in prison for non-terrorist related crimes.
The dangers of prison radicalization have been known for some time. Meanwhile, there are a number of convicted extremists imprisoned in Germany – such as those behind the failed Bonn station bombing in 2012 and a foiled bomb attack on Frankfurt in 2007 – who could potentially radicalize others.
But despite the obvious urgency, Germany’s politicians have only recently been spurred to action – and even then progress has been slow. Thomas Kutschaty, justice minister of the country’s most populous state North Rhine-Westphalia, was embarrassed on Tuesday when state broadcaster WDR pointed out that his “five-point plan” for dealing with Islamist prison radicalization was not showing much progress – indeed, the number of imams working with Muslim inmates in NRW prisons had actually dropped in the year since he announced the initiative.
Meyer Husamuddin thinks this is a desperate oversight. As an imam who has ministered to Muslim prisoners in the state of Hesse for the last eight years, he has heard enough disturbing things. “‘Mr Imam,’ the people sometimes say to me, ‘I heard that if someone doesn’t pray they have to be killed.’ Or, ‘IS really is a proper Islamic State, isn’t it?’ Then you really need to work against that,” he said.
Husamuddin is convinced that imams represent the best antidote to Islamic radicalization in prisons. “They can fulfill a double function: they can counter the ideological indoctrination,” he told DW. “If there’s an imam there who can say, no that’s wrong, then you’ve already gained a lot. On the other hand, there’s the care for their souls – this radicalization often comes out of an inner dissatisfaction and an anger that can be used ideologically and become a danger.”
But Meyer Husamuddin only spends 15 hours a week in a prison in the town of Wiesbaden (sharing the time with two other imams) – looking after some one hundred Muslim inmates. He is paid by the hour by the government, but he thinks every prison should have one full-time imam per hundred prisoners. “Then you’d have enough opportunity to look after everyone adequately,” he said. “The Christian chaplains have a full-time position and they have fewer inmates to look after.”
He admits that things have started getting better, if only recently. “It was only last year that my pleas were heard, when they realized that most of the attacks are perpetrated by former prisoners,” he said….”

Et ce, parce que les victimes ne sont pas toutes musulmanes. « Ils ont prétexté que cela n’était pas prévu dans les codes rituels. C’est-à-dire qu’il n’est pas prévu dans la pratique de dédier une prière à des non-musulmans. »
Une information qui nous a été confirmée par l’islamologue Michaël Privot. « Il a été refusé de réciter cette prière en hommage à des « mécréants » pour reprendre les propos. Une minute de silence a également été proposée lors de la réunion, qui a été une nouvelle fois refusée », ajoute-t-il.
Cette position n’a pas été exprimée d’une seule voix. La proposition a été mise sur la table et a été discutée, mais le refus l’a emporté. « Que peut-on attendre d’un corps de garde qui se base sur une matière prémâchée ? Plus que jamais, il faut un sursaut de la part de la communauté musulmane. Car c’est en leur nom qu’on commet des actes barbares. Que ce soit réciter Al-Fatiha ou observer une minute de silence, il faut une initiative unanime. Kerry team: Fight violent extremism with ‘television drama series’
The State Department on Wednesday offered a grant worth up to $1.5 million to produce a “television drama series” aimed at “countering violent extremism among young people in contemporary Afghan society.”
The U.S. mission to Afghanistan put out the grant offer.
“This grant will fund the development and broadcast of a television drama series in which young people grapple with everyday frustrations and lack of opportunity, while growing and learning through new experiences,” the offer said.
“The drama will be grounded in reality, but will also contain compelling creative content (i.e. storytelling, resonant narratives, strong characters, sophisticated production, etc.),” it added. “In short, it will strive to be entertaining while challenging viewers to engage in critical thinking by placing characters in situations where they are faced with a choice: support universal values of tolerance and peace or be drawn into the dark world of extremism.”
The grant explains further that the characters in the drama series will be “aspirational and will provide positive role models for young people facing similar dilemmas.”
The federal government intends to promote the series through social media, and will award a grant for a 15-month period that could be extended for up to two years.

Greece: Riot police push protesters back outside Lesbos refugee centre
Protesters and riot police faced off during a demonstration near the Moria refugee centre in Lesbos, Thursday. One of the protesters was reportedly detained for spraying a sign on a police van during the march, which was held to protest the establishment of refugee ‘hotspots’ on the island from where refugees may be deported to Turkey.
Volunteers and activists who had worked in the refugee centre, rallied peacefully wearing life jackets, reading “stop deportation” and “open borders for all, safe passage for all,” condemning what they see as the mistreatment of refugees and the potential deportation of refugees to Turkey. The asylum seekers joined the march by shouting and chanting behind the wire.
