A digital euro: widely available and easy to use
Introductory statement by Fabio Panetta, Member of the Executive Board of the ECB, at the Committee on Economic and Monetary Affairs of the European Parliament
Brussels, 24 April 2023
I am pleased to appear before this Committee again today as part of our series of hearings on the digital euro project.
We are now entering the final stage of the investigation phase of the project. The ECB’s Governing Council recently endorsed a third set of design options for the digital euro – design options that we have also discussed in previous hearings. Today we are thus publishing a report setting out the Eurosystem’s views on how people could access, hold and start to use the digital euro. The report also examines how the digital euro could be distributed by intermediaries as well as the services and features it could offer.
Our work in recent months has not just been about investigating technical issues. We have also held focus groups to hear from potential users of a digital euro and find out what they think about the different features a digital wallet should have. This will help us in designing a product that meets their needs.
In a modern economy, being able to pay digitally is a basic need for people.
With cash, central banks already provide a means of payment that is risk-free, widely accessible and easy to use, and that leaves no-one behind. But the rapid digitalisation of our economies requires us to complement cash with its evolution in the digital sphere: a digital euro.
As a central bank, we need to be ready for future evolutions and make sure that the money we issue maintains its role as a monetary anchor in the digital era, thereby reassuring us that one euro is one euro whatever form it takes and wherever we go. And it cements people’s trust in our currency.
For this monetary anchor to be effective, the digital euro would need to be in line with people’s preferences. Everyone across the euro area should be able to use it for day-to-day payments: online, in shops or from person to person.
In my remarks today, I will focus on how we can ensure that everyone in the euro area would be able to easily access and use a digital euro – if and when they want to, no matter who they bank with or which country they come from. People would have no obligation to use the digital euro. But they should always have the option to use it. Just like they do with cash today.
You, as European legislators, will take decisions that will be key to us achieving this objective. Therefore, in my remarks I will look at the digital euro also from a regulatory angle.
Ensuring the digital euro is widely available and easy to use
There is currently no single European digital means of payment that is universally accepted across the entire euro area. It therefore comes as no surprise that Europeans see the ability to pay anywhere as the most important feature of a potential digital euro. In other words, they are keen for one of the key characteristics of euro banknotes to be replicated in the digital realm.
At the ECB, we have been investigating the technical solutions that would enable people to easily make payments in digital euro, anywhere in the euro area. But if we want the digital euro to replicate these cash-like features, we need a proper regulatory framework.
Legislators assigned the legal tender status to euro banknotes in the Treaty, and this is why citizens can use them throughout the entire euro area. They are tangible proof that we share a single currency.
The digital euro could also be given legal tender status by legislators. If introduced, the digital euro would be a public good, and Europeans would expect to be able to access and use it easily, anywhere in the euro area. So, it would be more beneficial and convenient for all users if merchants that accept digital payments were obliged to accept the digital euro as legal tender.
A requirement for merchants to accept digital euro could, in fact, also be seen as an opportunity. For example, it would make European payments more resilient and would enhance competition. This, in turn, would help to make payments cheaper, with clear benefits for everyone in the euro area. But if we want to make the digital euro widely usable, acceptance is only one side of the coin. The other side is access.
Individuals and merchants will expect to be able to obtain digital euro at their banks , just like they do today with cash. It should be simple for people to start using the digital euro, and there should be no need to change bank in order to do so.
In our regular exchanges, consumer associations and merchants have remarked that the best way to ensure broad access for consumers would be to require euro area banks and other payment service providers to make the digital euro available to their customers.
Previous attempts at building pan-European payment initiatives have shown that ensuring broad access throughout the euro area has ultimately always required regulatory measures.
So, both sides of the coin – widespread acceptance and broad access – are necessary to ensuring the digital euro would be a public good that meets the expectations of consumers and merchants.
These two aspects are also key to achieve other public policy goals. For instance, they are essential to ensure that the digital euro can support financial inclusion and generate opportunities for financial intermediaries.
A digital euro would offer a new platform for innovation that is truly European. It would allow these intermediaries to build services for their customers that are instantly available across Europe. It could help domestic payment providers and new instant payment solutions to scale up and operate at the European level. And it would reduce dependence on a few dominant providers, increasing competition and resilience.
Ensuring a seamless European payment experience
Over the past 20 years euro banknotes have enabled everyone in the euro area to easily recognise and use public money, regardless of what country they are living in, or where they are paying.
The same should be true for the digital euro. People should be able to pay and be paid in digital euro anywhere in the euro area, no matter which intermediary they are using to access the digital euro or which country they are in.
To achieve this, we need a common set of standards – which we call a “payment scheme”.
The scope of these standards will be limited to what is strictly necessary to establish and offer users a harmonised and convenient payment experience, while enabling and inviting the supervised intermediaries to develop further services and solutions.
Even if supervised intermediaries will distribute the digital euro, one should not forget that it will be a liability of the central bank. The Eurosystem, as its issuer, would be accountable to euro area citizens for its correspondence to their payment needs. The Eurosystem should therefore be able to govern the standards to ensure that using a digital euro in the future is as standardised as using cash today. It would do so by steering consensus among all involved stakeholders – consumers, retailers, banks and non-banks.
Ensuring wide availability through the right economic incentives
Economic incentives should be used to encourage the active distribution of the digital euro and to ensure that it is widely available. We have already proposed a set of four core principles for a digital euro compensation model.
You asked for more details on these principles in previous hearings, so I will share our thoughts on them now. Ultimately, however, the decision on the regulatory framework for fees is primarily a matter for you, as European legislators.
The first principle is that, as a public good, the digital euro should serve society. We believe consumers should be able to use it free of charge for basic day-to-day purposes.
Second, intermediaries should be compensated for the services they provide, just like they are for other digital payments.
Third, legislative safeguards should prevent merchants from being overcharged by intermediaries if they are obliged to accept digital euro as legal tender. While we believe that the digital euro would allow for more competitive fees, this principle would ensure that fees for merchants cannot exceed the current levels for comparable means of payment.
Finally, the Eurosystem would bear its own costs, for example for settlement activities and managing the common standards for making and receiving payments in digital euro. This would reflect the public good nature of the digital euro and follow the same logic that currently applies to cash. The savings that arise from the Eurosystem covering its own costs would ultimately benefit the end-users.
The path ahead
Let me conclude.
The design of the digital euro and its regulatory framework are key to ensuring that it retains its key characteristics as a public good.
It will then be European legislators to decide whether the digital euro will be an inclusive, truly European means of payment – widely usable and accessible across the entire euro area, free for basic use, and offering the highest levels of privacy. The success of a digital euro will be in your hands.
The ECB stands ready to continue discussing all these issues with you during the legislative process. Throughout the next project phase, which is expected to be launched later this year, we will accommodate any necessary adjustments to the design of the digital euro that may emerge from legislative deliberations.
In that phase, we will develop and test the possible technical solutions and business arrangements necessary to provide a digital euro.
These two processes – legislative and design – should advance in parallel so we can be in a position to promptly begin issuing a digital euro, if and when warranted. The possible decision by the Governing Council to issue a digital euro would be taken only after the legislative act has been adopted.
We will take all the necessary measures to ensure that the digital euro would act as a true public good. But all European institutions have to play their part to achieve our common goal of making the digital euro a success. This is why we are looking forward to the European Commission’s legislative proposal. It will be a decisive step forward for the digital euro and put Europe at the forefront of the work on central bank digital currencies among the G7.

The watchdog for US spending on Afghanistan told Responsible Statecraft in an interview that he expects “pilferage” of US aid to Ukraine.
John Sopko, who has served as the Special Inspector General for Afghanistan Reconstruction (SIGAR) since 2012, said that he personally favored creating a similar position for US spending on the war in Ukraine. Explaining why more oversight on the Ukraine policy is needed, Sopko pointed to the fact that the US has already authorized $113 billion in spending.
“That money is flowing like manna from the sky. If you don’t get in there soon, you’re gonna see pilferage,” he said.
Sopko said he was not just concerned about military assistance to Ukraine but also aid disbursed by the US Agency for International Development (USAID). “We’ve always had more problems with AID. In Afghanistan, my experience with them is they have not been a very well-run organization,” he said.
Sopko pointed to the fact that USAID was overseeing aid that’s paying the salaries of Ukrainian government workers. In Afghanistan, Sopko said the Pentagon directed the paying of government salaries and could never come up with a system to make sure the US was paying the salaries of real Afghans.
“Well, have you heard anybody saying, ‘what’s the system they have in place to ensure that they’re not paying ghost Ukrainian civil servants, ghost Ukrainian police, ghost Ukrainian soldiers?'” he said.
Sopko said USAID has “had a poor track record on ghosts and on oversight” and added that the State Department is “even worse.” The US has provided Ukraine with tens of billions in “budgetary aid,” funds that go directly to the Ukrainian government.
Sopko said he was worried about after the war when the US and its allies fund Ukraine’s reconstruction. “The real crisis is going to happen once the shooting stops, and they start laying concrete, and they start rebuilding things … We’re going to be buying horribly overpriced steel and cement and other products,” he said.
US government agencies have assigned their own inspector generals to oversee Ukraine aid but have resisted efforts to establish a position similar to Sopko’s. He said a “whole of government” approach was necessary for the oversight. The Senate recently voted down an amendment introduced by Sen. Josh Hawley (R-MO) that would have created a special inspector general for Ukraine.
Earlier this month, investigative journalist Seymour Hersh published a report that alleged the CIA is aware of rampant corruption in Ukraine and estimated that Ukrainian officials have skimmed at least $400 million in US-provided funds earmarked for diesel purchases.
Before Russia invaded Ukraine on February 24, 2022, Ukraine’s notorious corruption was commonly cited by Western governments. In June 2021, President Biden said Kyiv must “clean up corruption” before it can join NATO. But since the US began flooding Ukraine with weapons and money, the corruption concerns have barely been mentioned.

Soon, artificial intelligence could help teach your kids and improve their grades.
That’s according to billionaire Microsoft co-founder Bill Gates, who says AI chatbots are on track to help children learn to read and hone their writing skills in 18 months time.
“The AI’s will get to that ability, to be as good a tutor as any human ever could,” Gates said in a keynote talk on Tuesday at the ASU+GSV Summit in San Diego.
AI chatbots, like OpenAI’s ChatGPT and Google’s Bard, have developed rapidly over the past several months, and can now compete with human-level intelligence on certain standardized tests. That growth has sparked both excitement over the technology’s potential and debate over the possible negative consequences.
Count Gates in the camp of people who are impressed. Today’s chatbots have “incredible fluency at being able to read and write,” which will soon help them teach students to improve their own reading and writing in ways that technology never could before, he said.
“At first, we’ll be most stunned by how it helps with reading — being a reading research assistant — and giving you feedback on writing,” said Gates.
Historically, teaching writing skills has proven to be an incredibly difficult task for a computer, Gates noted. When teachers give feedback on essays, they look for traits like narrative structure and clarity of prose — a “high-cognitive exercise” that’s “tough” for developers to replicate in code, he said.
But AI chatbots’ ability to recognize and recreate human-like language changes that dynamic, proponents say.
Kevin Roose, a New York Times tech columnist, wrote last month that he’s already used programs ChatGPT to improve his writing, using the AI’s ability to quickly search through style guides online.
Some academics say they’re impressed by chatbots’ ability to summarize and offer feedback on pieces of text, or even to write full essays themselves.
However, those same academics warn that the technology is not yet fully formed, and can inadvertently introduce significant errors or misinformation. And AI technology must improve at reading and recreating human language to better motivate students before it can become a viable tutor, Gates said.
“If you just took the next 18 months, the AIs will come in as a teacher’s aide and give feedback on writing,” said Gates. “And then they will amp up what we’re able to do in math.”
The idea that chatbots will excel at reading and writing before math may be somewhat surprising: Algebra and calculus are often used to develop AI technology.
But chatbots, which are trained on large datasets, often struggle with mathematical calculations, experts note. If a solved math equation already exists within the datasets the chatbot is trained on, it can provide you with the answer. But calculating its own solution is a different story.
Gates said he regularly asks Microsoft AI developers why chatbots can’t perform relatively simple calculations, or even multiply some numbers. The answer: AI needs improved reasoning abilities to handle the complexity of a math calculation.
It may take some time, but Gates is confident the technology will improve, likely within two years, he said. Then, it could help make private tutoring available to a wide swath of students who might otherwise be unable to afford it.
That’s not to say it’ll be free, though. ChatGPT and Bing both have limited free versions now, but the former rolled out a $20-per-month subscription plan called ChatGPT Plus in February.
Still, Gates said it’ll at least be more affordable and accessible than one-on-one tutoring with a human instructor.
“This should be a leveler,” he said. “Because having access to a tutor is too expensive for most students — especially having that tutor adapt and remember everything that you’ve done and look across your entire body of work.”

APRIL 24 2023 – NYT – Fox News Parts Ways With Tucker Carlson
Mr. Carlson has been one of the network’s top-rated hosts for many years.
Fox News said Monday that it was parting ways with Tucker Carlson, its most popular prime time host who was also the source of repeated controversies and headaches for the network because of his statements on everything from race relations to L.G.B.T.Q. rights.
The network made the announcement less than a week after it agreed to pay $787.5 million in a defamation lawsuit in which Mr. Carlson’s show, one of the highest rated on Fox, figured prominently for its role in spreading misinformation after the 2020 election.
In making its announcement, Fox offered a terse statement of gratitude. “Fox News Media and Tucker Carlson have agreed to part ways. We thank him for his service to the network as a host and prior to that as a contributor,” it said.
His last program was on Friday, Fox said.
Mr. Carlson is also facing a lawsuit from a former Fox News producer, Abby Grossberg, who claims that he presided over a misogynistic and discriminatory workplace culture. Ms. Grossberg said in the lawsuit, which was filed in March, that on her first day working for Mr. Carlson, she discovered the work space was decorated with large pictures of House Speaker Nancy Pelosi wearing a swimsuit.
Ms. Grossberg, who was fired after filing the lawsuit, also claimed that after she was coerced by Fox’s lawyers into providing a misleading deposition in the Dominion trial and defending an offensive text from Mr. Carlson, his producers emailed the rest of the staff in recognition of “Abby Day” and suggested ordering a staff lunch to celebrate.
Fox has disputed Ms. Grossberg’s claims. A spokeswoman said in a recent statement: “We will continue to vigorously defend Fox against Ms. Grossberg’s unmeritorious legal claims, which are riddled with false allegations against Fox and our employees.”
Mr. Carlson, 53, had helmed his prime time show “Tucker Carlson Tonight” since 2016. In 2021, he signed a new deal with Fox News expanding into podcasts and a series called “Tucker Carlson Originals” for the streaming service Fox Nation.

FOX NEWS AND Tucker Carlson have parted ways. The rest of the network seems thrilled.
“Pure joy,” one Fox reporter told Rolling Stone of their reaction to the split. “No one is untouchable. It’s a great day for America, and for the real journalists who work hard every day to deliver the news at Fox.”
“It was a good move to part ways with Tucker,” added a producer. “He knowingly spread lies throughout his time at Fox, but I fear management will replace him with someone who is just like him … so there probably won’t be any real change.”
“Good riddance,” said a network correspondent. “For a while there it seemed like he was running the network. This clearly is a message that he’s not. In the interim, it’s a morale boost, that’s for sure.”
Fox announced the move in a press release on Monday. “Fox News Media and Tucker Carlson have agreed to part ways,” the statement read. “We thank him for his service to the network as a host and prior to that as a contributor.”
Harris Faulkner announced the move on air, essentially reading the press release but adding that the parting was “mutual,” although multiple outlets have reported that Carlson wasn’t informed that he’d lost his show until Monday morning. Fox said in its announcement that Carlson’s last program was last Friday and that Fox News Tonight will begin airing in Carlson’s old time slot until a new host is named.
The split comes a week after Fox settled a defamation lawsuit with Dominion Voting Systems for $787.5 million. Dominion sued the network in 2021 for pushing a false narrative about the company’s involvement in a nonexistent scheme to rig the election. Court filings revealed that Carlson and other prominent hosts knew the network couldn’t substantiate the conspiracy theory. They continued to push it anyway, with Carlson inviting MyPillow CEO Mike Lindell on in the weeks following the Capitol riot to spew more lies about Dominion and the election.
Abby Grossberg, a former Carlson producer who alleged she was coached to give misleading testimony in her deposition for the Dominion case, filed her own lawsuit against the network, alleging Carlson’s senior staff regularly held discussions about women in sexist terms, often invoking the term “cunt.”
Semafor reported that Carlson’s executive producer, Justin Wells, is also no longer with the network. Wells was also named in Grossberg’s suit.
It’s unclear if the breakup is related to the settlement. Regardless, it’s a shocking development. Carlson was the network’s star host, helming the most-watched show in cable news. Mediaite reported in March that Carlson was essentially beyond reproach at the network, enjoying “unconditional backing” from Rupert and Lachlan Murdoch. Carlson reportedly faced plenty of criticism from elsewhere within the network, though, with Fox’s news division refusing to broadcast his exceedingly dubious report on the Jan. 6 surveillance tapes House Speaker Kevin McCarthy (R-Calif.) leaked to Carlson exclusively.
Carlson using selectively edited surveillance footage to paint the Capitol riot as peaceful was not out of character. The host was well known for distorting facts and spreading misinformation to millions of Americans on a nightly basis. The announcement comes a day after 60 Minutes profiled Ray Epps, a Trump supporter who was in Washington, D.C., on Jan. 6, and whom Carlson has repeatedly suggested incited the riot on behalf of the FBI. Lawyers representing Epps, whose life has been upended by conspiracy theories about his role in the riot, wrote a letter to Fox and Carlson last month demanding the host retract his “false and defamatory statements.”
Carlson was also the network’s foremost purveyor of white supremacist rhetoric, the “great replacement” theory, and other unvarnished racism — such as earlier this month when he ranted about Tennessee state Rep. Justin Pearson, accusing the Black lawmaker of speaking like a “sharecropper.” Carlson railed about Black people moving to the suburbs and argued that racism does not affect home appraisals in his final episode last Friday.
Carlson’s final show ended with the host enjoying some pizza he had delivered to the studio. “We’ll be back on Monday,” he said. “We’ll see you then.”

Founded by former Senate Democratic Leader Tom Daschle, the lobbying shop also counts his son, Nathan Daschle, as its President and Chief Operating Officer. Both names appear on the infamous Hunter Biden hard drive, which contains emails suggesting President Joe Biden’s son retains close relationships – personal and professional – with the father-and-son lobbyist duo.
The Daschle Group began representing the United Kingdom Office of the Victor Pinchuk Foundation on February 14th, 2023. Pinchuk is a Ukrainian oligarch who is also one of the “biggest donors to the Clinton Global Initiative,” according to The Financial Times.

Susan Rice to step down as Biden’s domestic policy chief

President Joe Biden’s domestic policy adviser, Susan Rice, is stepping down from her post next month, multiple current and former senior administration officials told NBC News.

Trans teen died from vaginoplasty complications during landmark Dutch study used to justify child sex changes
Major complications began within just 24 hours of the surgery.
A 2016 medical article documenting the tragic death of one of the participants in the linchpin Dutch study upon which the entire child sex change experiment is based indicates that puberty suppression was to blame for the young person’s death.
The case is that of an 18-year-old trans-identified male whose puberty was blocked by the Dutch researchers at a very early stage, meaning there wasn’t enough penile tissue for surgeons to use to create a “neo-vagina.” Therefore, a more risky procedure using a section of the patient’s bowel was necessary, which resulted in fatal necrotizing fasciitis.
The manuscript begins by saying that the “absence of a functional vagina has a negative effect on the (sexual) quality of life of (transgender) women” and explains that multiple surgical procedures have been described for vaginal “reconstruction” in these patients.
The patient is described as being a “healthy” 18-year-old for whom standard vaginoplasty surgery was “not feasible” due to having undeveloped genitals as a result of early puberty suppression.
“Transgender women with early-onset gender dysphoria, treated with puberty suppressing hormones, report fewer behavioral and emotional problems and an improvement of general functioning,” readers are assured at this point.
Major complications began within 24 hours of surgery, and necrotising fasciitis was confirmed in the days that followed. Despite large doses of intravenous antibiotics and “repeated surgical debridement,” the previously healthy patient went into multiple organ failure and died.
Once again, after this harrowing account of a young person’s needless death, the researchers assure the reader that “vaginal reconstruction” has a “positive influence” on the quality of life of “non-transgender and transgender women, but cautions that “physicians and patients need to be aware of serious complications that may arise.”
The investigation into the young person’s death revealed that the deadly strain of E-Coli most likely came from the patient’s own intestines, not from the hospital setting, meaning that the more risky vaginoplasty surgery necessary due to early puberty suppression almost certainly caused the fatality.
Dr. Michael Biggs, a sociologist who played a key role in exposing the scandal that unfolded at the soon-to-be-closed Tavistock gender clinic in London, spoke of this tragic case in a recent interview on the Wider Lens podcast.
Biggs noted that while early puberty suppression for boys who experience childhood-onset gender dysphoria has the advantage of creating a more feminine appearance in adulthood, the major disadvantage is the penis remains that of small boy making vaginoplasty much riskier.
“Instead of using the penile tissue, they will have to use some of your colon,” explained Biggs. “Now of course, that means opening up your intestines, and that’s obviously much much much riskier because then you have a different site and of course, intestines are also messy.”
Biggs went on to say that the Dutch team do not acknowledge that the young person’s death was not due to a random hospital infection but rather was an indirect consequence of puberty suppression.
Jazz Jennings, star of the reality TV show I Am Jazz, faced a similar issue when it came time for genital surgery. Jennings’s was an extremely gender-nonconforming child who would almost certainly have grown up to be a gay man but was instead transitioned at a very young age.
Jennings’s puberty was also blocked very early meaning standard vaginoplasty was not possible. Jennings’s required three corrective surgeries, still struggles in the dating world, and has never experienced orgasm.
Dr. Marci Bowers, Jennings’s surgeon and president of the World Professional Association for Transgender Health, is on record saying that all boys who have their puberty blocked early will never experience orgasm, which surely casts doubt on the Dutch researcher’s conclusion that “vaginal reconstruction has a positive influence on the quality of life in (transgender) women.”

French authorities have confirmed that they will prosecute three anti-Macron protesters over allegations they gave the embattled president the middle finger.
Two men and one woman reportedly face the possibility of a criminal conviction at the hands of French prosecutors after giving President Emmanuel Macron the middle finger, reports in local media have claimed.
The three are reportedly thought to have fallen foul of a draconian law in the country that forbids statements that “affect the personal dignity or the respect owed to a public official” with the alleged gesture, which is said to have been given while Macron was touring the country earlier in the week in a desperate attempt to regain the favour of the public.
According to a report by BFMTV, prosecutors have claimed that all three individuals — none of whom have previous convictions — have admitted to giving the gesture said to have been directed at the President during his trip to Sélestat earlier this week. They will all face trial in September.
Under the French Criminal Code such an offence carries heavy penalties, including a fine of 15,000 euros and potentially up to one year in prison, according to broadcaster La Chaîne Info.
This is not the first time that authorities have targeted members of the French public for insulting Macron, with another woman falling foul of law enforcement sensibilities after comparing the President to trash on social media.
The woman is said to have been arrested by three police officers who showed up at her home over one of her online posts, which is said to have depicted her in front of graffiti mocking Macron that authorities now say she herself made.
Such a claim is denied by the woman, who now faces a maximum penalty of €15,000 and a year in prison if found guilty of insulting Macron by a French court.
Meanwhile, in the UK, another man thought to have been involved in anti-Macron protests in France has also been arrested under a British anti-terrorism law, sparking outrage both domestically and internationally.
Ernest Moret, a French publisher with left-wing sympathies, was detained shortly after arriving in London by train, with police formally arresting him the following day over claims he refused to surrender his mobile phone and passwords to officers when they demanded he do so.
With this latter example sparking significant outrage internationally, the proceedings against the three Sélestat protesters are likely the last thing President Macron needs right now.
Already on the ropes as a result of ongoing protests in the country, the French leader has started touring his country in the hopes of regaining the favour of the general public, who have turned viciously against their head-of-state over the last number of weeks after he raised the country’s retirement age by two years.
Macron has now seen his popularity fall to its lowest point ever, with barely over a quarter of the country now holding a favourable view of the Jupitarian leader.
Meanwhile, officials on France’s populist right have seen their popularity jump, with polling suggesting that Marine Le Pen would win the Presidency if an election was held in the country tomorrow.
