“ISIS bride Shamima Begum should have her British citizenship restored because the 20-year-old cannot have a “fair and effective appeal” against the Government’s decision to strip her of it, a Court of Appeal has heard.
The hearing comes five years after the former East London schoolgirl left to join the Islamic State (IS) caliphate in northern Syria with her two friends. Ms Begum lived under IS rule for more than three years before fleeing from the terrorist group’s last stronghold of Baghouz.
She was found in Al-Hol refugee camp in northern Syria by a Times journalist last February shortly before she gave birth to her third child.
Former home secretary Sajid Javid stripped Ms Begum of her British citizenship the same month.
Opening Ms Begum’s case at a remote hearing on Thursday, Tom Hickman QC said the key issue in her appeal was whether the absence of “a fair or effective means of challenging the decision to deprive her of her British citizenship” made the decision unlawful.
Mr Hickman told the court: “It is a basic principle of our law that executive decisions cannot stand where the requirements of natural justice are not complied with.”
He said that “in the present case there is a manifest breach of natural justice”.
He argued that Ms Begum’s appeal against the deprivation of her citizenship should be allowed because her appeal “cannot be pursued in a manner that satisfies even minimum requirements of fair procedure”.
He also said that Mr Javid had been informed that Ms Begum could not have a fair or effective appeal when he took the decision to revoke her British citizenship.
Sir James Eadie QC, representing the Home Office, said it was Ms Begum’s decision to leave Britain and head to the terror group’s captured territory which prevented her from engaging with the appeal process.
In written submissions, he said: “The fact that the appellant could not fully engage with the statutory appeal procedure was a result of her decision to leave the UK, travel to Syria against Foreign and Commonwealth Office advice and align with ISIL.
“This led to her being held in conditions akin to detention in a foreign state at the hands of a third party, the Syrian Defence Force.
“It was not the result of any action by the Secretary of State and the deprivation decision did not have any causative impact on the appellant in this respect.”
Sir James pointed out that Ms Begum had been able to converse with her lawyers about the appeal.”

“BLACK LIVES MATTER have cancelled their planned protests in London’s Hyde Park this weekend after threats from “many hate groups”.
Organisers of the anti-racist protests due to go ahead at 1pm on Saturday said it must be postponed because “many hate groups” are threatening the safety of the thousands planning to rally. It comes after former English Defence League (EDL) leader Tommy Robinson endorsed plans by far-right groups to host counter protests on the same day.
Black Lives Matter organisers in London said: “We want the protests to be a safe space for people to attend.
“However, we don’t think it will be possible with people like them present.”
Although a similar event will still go ahead today.
Other protests led by Labour group Momentum – “Antifascists support Black Lives Matter” – will also still take place on Saturday.
It comes amid fears far-Right thugs were planning confrontations with anti-racism activists this weekend when they descend on London to “defend” memorials and statues.
The Democratic Football Lads Alliance (DFLA) called on members to protect war memorials along Whitehall from noon on Saturday.
The planned action came after Black Lives Matter activists published a list of 60 “racist statues” they want removed for “celebrating slavery”.
DFLA leaders urged members to “defend what our war heroes done for this country and their honour”.
They were expected to gather by the Winston Churchill statue and the Cenotaph.
A protective box has been erected around the statue of Sir Winston Churchill in Parliament Square, while scaffolding and boards were put up around the Cenotaph after the monuments were targeted last weekend.
The protests, sparked by the death of George Floyd in Minneapolis, saw clashes between protesters and police in London, while in Bristol a statue of Edward Colston was pulled down and dumped in the harbour.
It comes as reports suggested violent protesters could be jailed within 24 hours after Justice Secretary Robert Buckland and Home Secretary Priti Patel drew up plans based on the response to the 2011 London riots.
Anybody caught vandalising, causing criminal damage or assaulting police officers could be quickly processed through magistrates’ courts with extended opening hours, according to The Times.
More than 130 people have been arrested as more than 155,000 people across the UK took part in almost 200 demonstrations, according to the National Police Chiefs’ Council (NPCC).
A total of 62 police officers have been injured in the protests triggered by the death of Mr Floyd.
He died after a white police officer held him down by pressing his knee into his neck for almost nine minutes in the US city of Minneapolis on May 25.
Mr Khan said: “I’m extremely concerned that further protests in central London not only risk spreading Covid-19, but could lead to disorder, vandalism and violence.
“Extreme far-right groups who advocate hatred and division are planning counter-protests, which means that the risk of disorder is high.
“Be in no doubt these counter-protests are there to provoke violence, and their only goal is to distract and hijack this important issue.
“Staying home and ignoring them is the best response this weekend.”
The warning comes as the impact of the Black Lives Matter movement continues to be felt across the country with the removal of a string of monuments and statues.
On Thursday evening, a Bristol tower block sign bearing the name of a slave trader was removed.
Guy’s and St Thomas’ hospitals in London announced it will remove two statues of their namesakes from public view due to their links to the slave trade.
And a video circulating online showed men in hard hats scaling Colston Tower in Bristol city centre and removing the controversial figure’s name from the top of the high-rise building.
Hours earlier, Colston’s statue was fished out of Bristol harbour after being pulled down and dumped into the water during an anti-racism demonstration on Sunday.”

“There were a couple of other people trying to grab him.

Peter Lolkiewicz, a property manager, said he believed the knife used in the attack was about seven inches long: ‘I saw a man with a knife holding up the blade walking confidently towards the Nat West bank.’
Local business owner Atique Choudhury said that a witness had rushed into his restaurant moments after the stabbing: ‘My friend told me a person with a long knife ran up the road and stabbed him a few times.
‘He was armed with a knife and hit him across the head and shoulder.’
Mr Choudhury claimed he heard yelling and screaming and rushed out to the street, adding: ‘I saw a gentleman on a chair in a cafe being comforted.’

Report Sounds Alarm over ‘Diversity’ Clause of European Cultural Heritage Treaty (breitbart, Jun 12, 2020)

“An Italian newspaper has warned that a “diversity” clause in a Council of Europe cultural heritage treaty could “erase the true identity” of Italy as it demands “respect for the diversity of interpretations”.
The Council of Europe Framework Convention on the Value of Cultural Heritage for Society was initially passed in 2005, but so far only ten nations have ratified the treaty into national law. Italy has not been one of them, so far, along with France, Sweden, Germany, and Spain.
The treaty, also known as the Faro Convention, is set to be voted on in the Italian parliament soon, according to newspaper Il Giornale, which has warned that a certain “diversity” clause could impact Italy’s culture.
The paper takes aim at Section II, Article 7, of the treaty, specifically the statement to “encourage reflection on the ethics and methods of presentation of the cultural heritage, as well as respect for diversity of interpretations”.
Article 7 goes on to say that it will also “establish processes for conciliation to deal equitably with situations where contradictory values are placed on the same cultural heritage by different communities”.
An example of “contradictory values” offered by the paper is the 2016 visit to Rome by Iranian President Hassan Rohani, which caused controversy when the government, then headed by former Prime Minister Matteo Renzi, covered up many Italian masterpieces to not offend the Iranian President.
In 2019, a cemetery in the city of Bologna went even further, installing motorised curtains to block the view of Christian symbols during services for other religious denominations.
Offensive statues have been a focal topic in recent weeks following Black Lives Matter protests sweeping the globe in the wake of the death of U.S. citizen George Floyd in the city of Minneapolis.
In the UK alone, a statue of Bristol philanthropist Edward Colston, who profited in part from slavery, was toppled and thrown in a nearby river, while earlier this week London Mayor Sadiq Khan ordered the removal of a 207-year-old statue of Robert Milligan over links to the slave trade.
Far-left activists have since released a hit-list of statues across the UK they would like to see removed or toppled, a list that includes former kings and even former Prime Minister Charles, Earl Grey who helped abolish the Atlantic slave trade.
Several statues in Scotland are also on the list. Despite the publication of the plans of the extremists, Scottish police told Breitbart London they had no intention of guarding or protecting the statues.”

Judges concluded that the man had sent night vision devices, firearms-cleaning equipment and ambulance vehicles to the militia group Ahrar al-Sham. He is also accused of having provided propaganda support to the Islamic State group.

Metin Topuz, a translator and assistant for the U.S. Drug Enforcement Agency in Istanbul, was sentenced to eight years and nine months in prison on Thursday, convicted of aiding the network led by U.S.-based Turkish cleric Fethullah Gulen. The Turkish government blames Gulen for the 2016 coup attempt and considers his network to be a terrorist organization.
Topuz’s arrest in 2017 and subsequent prosecution caused tensions between NATO allies Ankara and Washington. U.S. Secretary of State Mike Pompeo issued a statement Thursday criticizing the conviction.
Pompeo said: “U.S. officials observed every hearing in the trial of Mr. Topuz in Istanbul, and we have seen no credible evidence to support this decision. As a result, this conviction undermines confidence in Turkey’s institutions and the critical trust at the foundation of Turkish-American relations.”
Turkish Foreign Ministry spokesman Hami Aksoy hit back, claiming that other people with links to Gulen had “infiltrated” U.S. missions in Turkey and accusing U.S. authorities of ignoring requests for the extradition of Gulen-affiliated individuals.
“We are concerned that the United States has become a safe harbor for members of (Gulen’s) terrorist organization,” Aksoy said in a written statement.

Amazon temporarily halts police use of its facial recognition software, cites ‘ethical’ concerns
Ecommerce giant Amazon is suspending the use of its facial recognition software by law enforcement agencies. Amazon announced the one-year moratorium on Wednesday, temporarily halting authorities from using the technology dubbed ‘Rekognition‘ — spelled with a ‘k.’
The company credited the move to concerns over the software’s “ethical use,” while calling for stronger regulation amid nationwide unrest regarding police brutality. In recent years, Amazon has been selling the software to police with departments using it to identify potential suspects.
‘Rekognition’ consists of a large database of mug shots that are digitally stored in a cloud, which then gives authorities the ability to see if a suspect has been arrested for a crime in the past couple of years. The tool does not go without room for error despite its efficiency for quick policing, specifically in false positives.
“There was a study at one point showing how each of those companies’ services provided a function as far as false positives for people of color and they were really kind of all over the place,” explained Daniel Howley, a technology editor for Yahoo Finance. “So, it’s an issue as to you had this technology you want to provide to police departments, but there’s an overarching issue here as to the bias that’s inherent in the algorithms that run them.”

CNN – Seattle mayor fires back after Trump threatens to intervene
Seattle Mayor Jenny Durkan, a Democrat, fired back at President Donald Trump in an interview with CNN’s Chris Cuomo after Trump appeared to suggest he would intervene in the city’s growing protests and called for law and order.
Trump also claimed that the protesters, who he called “domestic terrorists,” have taken over Seattle.
The President has threatened to use active military to tamp down protests and has encouraged governors to deploy the National Guard to help assist with demonstrations.

Public officials in Seine-Saint-Denis will be given the £9,000/$11,000 cash bonus as a part of a plan by the government to improve the suburbs, which have been long plagued by poverty, high crime, and high unemployment rates.

Seine-Saint-Denis, also known by its departmental number 93, has one of the highest populations of illegal migrants in France, with some estimating hundreds of thousands of illegals live in the area.

More than 13 years before a new and deadly coronavirus began to spread across China, a Hong Kong-born doctor with a Canadian passport met Hu Jintao, then the president of China. Mr. Hu told Margaret Chan that Beijing was interested in her as a potential director-general of the World Health Organization.
Never before had a Chinese person led a major United Nations organization. Two years before Beijing would play host to the Olympics, the top seat at the WHO was a prize for a country seeking influence at the pinnacles of the global establishment. Dr. Chan, a physician who completed her medical studies at the University of Western Ontario before going on to serve as Hong Kong’s Director of Health, fit the image of a globetrotting leader of Chinese ethnicity.
In late 2006, she won a resounding victory after a leadership campaign heavily backed by China, which included Mr. Hu writing a personal letter of recommendation. Shortly after her victory, she met Mr. Hu in Beijing, where the Chinese president promised to support the WHO and strengthen co-operation with the organization.
Dr. Chan went on to lead the WHO for a decade, a time in which she reshaped the organization and nurtured its relationship with China, a connection that has come under intense scrutiny in the midst of the COVID-19 pandemic. Loudest among the critics has been U.S. President Donald Trump, who pulled funding from the organization and accused it of bending to Chinese dictates to “mislead the world” about the threat of the virus. The WHO has shown “an alarming lack of independence,” Mr. Trump has said.
Dr. Chan is no longer at the WHO, and her defenders and former colleagues call her a woman of integrity who showed no bias toward China.
But her long-standing role in shaping the WHO and its posture toward China has nonetheless made her a central player in the direction of an organization that has drawn worldwide questions about its praise for China and its willingness to repeat, unquestioned, early Chinese reassurances about the limited dangers of a coronavirus that has become the most acute international health crisis in a century.
In the months since the coronavirus began its spread from Wuhan, Dr. Chan, who is now dean of the Vanke School of Public Health at Tsinghua University in Beijing and president of the Global Health Forum of the Chinese-backed Boao Forum for Asia, has offered effusive praise of the Chinese response.
“China has done a very good job of showing responsibility to the international community,” she said in a March interview with Phoenix Television, a partly private network backed by Chinese state television.
“At the most urgent time, the Chinese government has successfully exerted its system’s advantages and mobilized the nation to maintain the safety of the people’s lives,” she wrote in a column for Global Times, a nationalist tabloid run by the Communist Party.
“This COVID-19 pandemic has given Chinese universities and Chinese scientists the chance to showcase their advancement and achievements in science,” she told a conference in late May organized by the China Association for Science and Technology.
She declined an interview request from The Globe and Mail.
But it was under Dr. Chan that WHO staff were told to call Taiwan a “province of China.” She helped to deepen the World Health Organization’s embrace of Chinese traditional medicine, whose use of folk wisdom and ingredients from exotic animals is considered by Western science to be largely unproven. She also aligned the WHO with the Belt and Road Initiative, Beijing’s effort to extend the reach of its diplomatic sway and corporate investments.
Dr. Chan, like the WHO today, was criticized for being too obeisant to individual countries and failing to show international leadership.
After the 2013 Ebola outbreak in West Africa, which killed more than 11,000 people, an independent review panel pointed to the lengthy delay in declaring a public-health emergency of international concern. Such a declaration is a red-flag warning about a serious health problem, but it was not made until August, 2014, nine months after the beginning of the Ebola outbreak. (The WHO was similarly criticized for a much shorter delay this year in declaring the new coronavirus a public-health emergency of international concern.)
“Independent and courageous decision-making by the director-general and the WHO secretariat is necessary with respect to such a declaration. This was absent in the early months of the Ebola crisis,” found the panel, which was constituted in part by Dr. Chan herself to examine shortcomings.
Dr. Chan “made it very clear that the WHO is just a technical agency. Basically, she deferred to the influence of the member states,” said Yanzhong Huang, a senior fellow for global health at the Council on Foreign Relations, a New York-based think tank.
But, he added, ”under Margaret Chan, were there any institutional changes that made it more China-friendly? I can’t see much there.”
In fact, those who worked with Dr. Chan at the WHO, even her foremost former rival, offered little criticism of her interactions with China.
Michael O’Leary was the WHO’s chief representative in Beijing from 2009 to 2013, a role that placed him in the room with Dr. Chan during her meetings with China’s top leadership, including President Xi Jinping.
”I never saw anything that looked like inappropriate pressure or relationships on either side. I just saw a good working relationship, basically,” said Dr. O’Leary. During his time, WHO priorities in China included tobacco control, health-system reform and health care delivery for marginalized populations, including drug users and others with HIV.
He agreed with Dr. Chan’s approach, which relied on an apolitical position and quiet diplomacy. For the WHO, “their job is not to investigate and publicly name and shame countries for doing things,” Dr. O’Leary said. The “WHO is not the global policeman for health. It’s a technical agency to support countries.”
The WHO has in the past acted more decisively, particularly under Gro Harlem Brundtland, the former prime minister of Norway, who was unafraid of standing up to other world leaders. Ms. Brundtland was director-general of the WHO from 1998 to 2003, and famously tongue-lashed China for covering up the initial outbreak of SARS.
Dr. Chan embodied a very different leadership style. Her personal philosophy, as she described it to Steven Hoffman, professor of global health, law and political science at York University, is that “she sees the director-general as a servant of member states. And legally, she is right,” he said. “The challenge, though, is that if that leadership and that vision doesn’t come from the director-general, who is it going to come from?”
He complimented Dr. Chan both for helping to better integrate China into global health governance, as well as for making changes to the WHO’s emergencies program, by elevating its importance, assigning it more resources and developing surge capacity for times of need. Those changes mean that the WHO in the current pandemic “has performed better than the WHO has ever performed in an emergency,” said Prof. Hoffman, who worked as a project manager for the organization under Dr. Chan.
But, he said, none of that changes problems to the current configuration of the WHO, which can “advise but never direct; guide but never govern; lead but never advocate; evaluate but never judge. It’s this whole impossible situation they’re faced with.”
Julio Frenk, the former dean of the Harvard T.H. Chan School of Public Health, was among the authors of the independent panel report that criticized the WHO under Dr. Chan for its Ebola response.
But if there is fault to be found in the broader leadership style shown by both Dr. Chan and her successor, Dr. Tedros Adhanom Ghebreyesus, it lies primarily in the structure of the WHO itself, said Dr. Frenk, who lost out to Dr. Chan for the position of director-general in 2006. In an interconnected world where both diseases and cures “are no longer within the control of any single nation-state,” the WHO is an international body without a dedicated ability to enforce health measures.
“The issue with the WHO is that the member states deliberately keep it weak. The member states are very reluctant to share their sovereignty, which is what you require to mobilize effective international collective action to deal with common threats,” he said.
That’s unlike other organizations, such as the International Civil Aviation Organization. If that body had the same limited powers as the WHO, “airplanes would be crashing all the time,” Dr. Frenk said.
“The way we keep airplanes safe is by making sure everyone follows the same rules,” he said. “We need to give the same power to the WHO.”

Several Premier League squads have already ‘taken a knee’ in training-ground images shared on social media, and anti-racism charity Kick It Out had asked that players feel free to do so on the pitch.
The Football Association has said it will take a “common sense approach” to such protests.
Four players, including Borussia Dortmund’s England forward Jadon Sancho, were initially investigated by the Bundesliga authorities for making clear their support for anti-racism demonstrations in the wake of the death of 46-year-old Floyd in police custody in the United States last month.
None was subsequently punished and the German Football Association said it would continue to allow such displays of support over the coming weeks.

Libyan Army: 80 GNA Fighters Killed in Sirte Battles

“The Libyan National Army’s media division declared that operations resumed Thursday through airstrikes that targeted sites of “militias and Turkish mercenaries” in As Saddadah, east of Misrata.
Brigadier-General Khalid al-Mahjoub said that more than 80 armed men fighting with the Government of National Accord (GNA) were killed in Sirte.
The fighters include Turkish soldiers, pro-Ankara mercenaries, and terrorist groups.
The Media Center of LNA’s Dignity Operations Room revealed that the strike resulted in casualties among “mercenaries and militants.”
Moreover, the LNA intensified airstrikes to foil the GNA’s efforts to move to the east and take over Sirte.
The Volcano of Rage Operation – launched by the GNA forces – revealed that it seized a major 350-km supply line linking the south to the west of Libya. This supply line was used for a year by the LNA during its attempts to liberate the capital Tripoli.
GNA’s Ministry of Interior accused the LNA of abducting a brigadier general from Sirte.
The ministry warned that it will not turn a blind eye to the kidnapping, calling on international and rights organizations and the United Nations Support Mission in Libya (UNSMIL) to take action.
Despite the ongoing clashes between the GNA forces and the LNA in Misrata and Sirte, UNSMIL revealed that both parties’ delegations have engaged in the 3rd round of the Joint Military Commission (5 + 5) talks.
“While UNSMIL commends the seriousness and the commitment of both parties in the JMC dialogue track, it calls on them to de-escalate to avoid further civilian casualties and new waves of displacement,” it said.
The Mission is particularly concerned by reports of escalation and mobilization in and around Sirte.
Both meetings – which were conducted virtually – were productive and enabled UNSMIL to discuss with the delegations the latest developments on the ground and to receive their comments on the draft ceasefire agreement, as presented by the Mission to the parties on February 23.”
Turkey Calls on US to Play ‘More Active Role’ in Libya

“The United States needs to play a more active role in Libya, both in achieving a ceasefire and in political talks, Turkish Foreign Minister Mevlut Cavusoglu said on Thursday.
The involvement of the United States in Libya, a NATO ally, was important to protect the alliance’s interests, Cavusoglu said in an interview with broadcaster NTV.
Turkish and US officials would discuss possible steps on Libya, as Turkish President Recep Tayyip Erdogan and his US counterpart Donald Trump agreed during a call on Monday, he added.
“Only a lasting ceasefire under UN auspices would be acceptable,” he stressed, dismissing a ceasefire proposal by Egyptian President Abdel Fattah el-Sisi.
Trump also discussed Libya with Sisi on Wednesday, including means to resume UN ceasefire talks and the departure of all foreign forces from the country.
Turkey supports Fayez al Sarraj’s Government of National Accord (GNA), which is involved in ongoing clashes with Marshal Khalifa Haftar’s Libyan National Army (LNA).
Haftar will “certainly disappear” if he loses support, Turkey’s Defense Minister said on Wednesday, justifying his country’s military presence in Libya as due to an “invitation received from the GNA.”
As Turkey stands against Haftar, it is aiding the Libyan government with military training, cooperation and advisors, Hulusi Akar noted.
He said in a television interview that Turkey is making double efforts to bring peace throughout Libya.
Regarding Russia, Akar said Moscow has refuted reports on its forces’ presence in Libya, saying Ankara holds dialogues with it on the war-torn country.
Turkish-Russian dialogue on Libya will reflect positively on the country’s future, he said, affirming that bilateral talks are taking place at all levels.”
