Hungary: Parliament passes coronavirus laws allowing Orban to rule by decree
The Hungarian parliament has passed coronavirus legislation that enables Prime Minister Viktor Orban to rule by decree, in Budapest on Monday.
The parliament, with two-thirds of the seats belonging to Orban’s party, passed the laws with 137 votes in favour and 53 against the new measures, which enable the government to imprison people for up to five years for spreading misinformation that hinders the government’s management of the pandemic.
The laws also enable Orban to declare a state of emergency without a specific timeframe.
Hungary has 447 confirmed cases of coronavirus and is currently under partial lockdown as people are asked to limit their outdoor activities to essential errands, while several schools, restaurants and shops are closed.

he Spanish government, comprised of a coalition of Socialists and Communists, is facing legal action for alleged negligence in its handling of the coronavirus pandemic. The government is accused of putting its narrow ideological interests ahead of the safety and wellbeing of the public, and, in so doing, unnecessarily worsening the humanitarian crisis now gripping Spain, currently the second-worst afflicted country in Europe after Italy.
A class action lawsuit filed on March 19 accuses the Spanish government — highly ideological by any standard, as the Communist coalition partner, Podemos, was founded with seed money from the Venezuelan government — of knowingly endangering public safety by encouraging the public to participate in more than 75 feminist marches, held across Spain on March 8, to mark International Women’s Day. The nationwide rallies were aimed at protesting the government’s perennial bugbear: the alleged patriarchy of Western civilization.
Hundreds of thousands of people participated in those marches, and several high-profile attendees — including Spain’s deputy prime minister, as well as the prime minister’s wife and mother, and also the wife of the leader of Podemos — have since tested positive for Coronavirus Disease 2019 (COVID-19). It is unknown how many people were infected by the coronavirus as a result of the rallies.

Trump administration officials have intensified discussions over whether to expel employees of Chinese media outlets suspected of being spies, in retaliation for China’s planned expulsion of American journalists from major outlets, The New York Times reported.
Since the virus began spreading across the United States, Washington and Beijing have waged a global information war over the outbreak, the report said.
President Trump and his aides are trying to pin responsibility on China, where Communist Party officials initially covered up the dangers of the virus as it was first discovered. Trump, though, has been criticized for vast failures in the American response, the report said.
Some American intelligence officials have pushed for years to expel employees of Chinese media organizations who they say mainly file intelligence reports, the report said.

In November 2018, U.S. Customs and Border Protection agents at Detroit Metro Airport stopped a Chinese biologist who was carrying three vials labeled “Antibodies” in his luggage. The biologist said a colleague in China “had asked him to deliver the vials to a researcher at a U.S. institute. After examining the vials, however, customs agents came to an alarming conclusion,” Yahoo reported.
“Inspection of the writing on the vials and the stated recipient led inspection personnel to believe the materials contained within the vials may be viable Middle East Respiratory Syndrome (MERS) and Severe Acute Respiratory Syndrome (SARS) materials,” the report said.

Erdo?an Battles on Multiple Fronts in Risky Regional Power Bid
EXECUTIVE SUMMARY: Turkish president Recep Tayyip Erdo?an is at odds with just about everybody. He is on opposite sides with Russia in Syria as well as Libya and is trying the patience of his US and European allies. Turkey and Russia are testing the limits of what was always at best an opportunistic, fragile partnership aimed at capitalizing on a seemingly diminishing US interest in the Middle East, already evident under President Barack Obama and continuing under Donald Trump, who is haphazardly redefining what he sees as America’s national interests.

“A company that was once the Pentagon’s top propaganda firm is alleged to have massively overbilled the US government, as most of the ads it made for psychological operations in Afghanistan never even aired there.
Between 2008 and 2015, the Leonie Group, also called Leonie Industries, was the Pentagon’s top contractor for psychological operations in US warzones, trying to sell the US wars in Afghanistan and Iraq to largely hostile populations. However, according to a whistleblower report included in a recently unsealed lawsuit, Leonie overbilled the US government by millions of dollars.
The lawsuit was filed in July 2017 in the US District Court of the District of Columbia by Scott Kreller, Leonie’s former president. In the suit, Kreller argues that he was unjustly fired in 2017 for refusing to submit an invoice to the Pentagon for $4.5 million, most of which was double-billing for services already rendered. He says he was pressured for months to submit the invoice.
Kreller’s complaint is filed under the False Claims Act, a 1994 liability law providing whistleblowers not affiliated with the US government the ability to file claims on the government’s behalf in cases where the government is alleged to have been defrauded. Stars & Stripes noted the government has declined to join the case, which it only does in one-quarter of such cases.
Between 2008 and 2015, Leonie received roughly $120 million in contracts from the US government to produce ads selling the US war to ordinary Afghans via television, radio and billboards. It lost that contract in 2015 to SOS International, which won a $32 million bid for the work, USA Today reported at the time.
However, the lawsuit notes, between 2009 and 2013, Leonie was billing the Pentagon for services it couldn’t prove it was actually rendering.
“From 2009 to 2013, Leonie was billing the Department of Defense $5 million to more than $10 million for the Dissemination CLIN [Contract Line Item Number], yet Leonie cannot verify that any of the work billed for under the Dissemination CLIN was ever completed during that time period,” according to court documents viewed by Sputnik.
“Despite knowing that the vast majority of the work for which it billed the Department of Defense was never actually performed, Leonie continued to bill the United States Government hundreds of millions of dollars for these services through 2013.”
In 2014, Leonie finally began tracking its ads in Afghanistan: through 2016, only 75% of the TV ads and 45% of the radio ads it billed for were ever actually broadcast, according to court documents, which also note that at that time, those categories comprised more than 95% of the invoices the firm submitted to the Pentagon.
Back in 2012, Leonie found itself under the microscope for similar financial issues, with USA Today reporting on a leaked, internal Government Accountability Office report blasting the Pentagon for wasting hundreds of millions of dollars on a poorly-tracked ad campaign in support of the Afghanistan and Iraq wars.
In response, Leonie turned its guns on the newspaper, running a smear campaign that included impersonating two USA Today reporters on social media and via fake websites, pretending they were Taliban sympathizers – actions that drew condemnation from then-US Defense Secretary Leon Panetta.
In all, the Pentagon paid Leonie Group some $425 million for its services in both countries between 2008 and 2015.”

“The fugitives abroad devised a terrorist plot to restructure the armed wing of the Muslim Brotherhood, in cooperation with leading fugitives inside the country, in order to commit hostile acts against judicial and police officials, the armed forces and prominent state figures and economic installations,” the probe found.
They were indicted for assassinating a police captain, involvement in an ambush in Nasr City, which left several police members dead, attacking a police vehicle on the Fayoum highway and plotting to target Coptic places of worship.”

UN urges $2.5 trillion to support developing countries

“The UN trade and development body on Monday called for a $2.5-trillion package for two-thirds of developing countries, excluding China, to “turn expressions of international solidarity into meaningful global action” amid the global coronavirus pandemic.
“The speed at which the economic shockwaves from the pandemic has hit developing countries is dramatic, even in comparison to the 2008 global financial crisis,” said a report by UNCTAD.
“The economic fallout from the shock is ongoing and increasingly difficult to predict, but there are clear indications that things will get much worse for developing economies before they get better,” UNCTAD Secretary-General Mukhisa Kituyi said in the report.
The report also calls for the cancelation this year of $1 trillion in debt owed by developing countries and the formation of a $500 billion to fund a Marshall Plan for health recovery to be dispersed as grants.
The report shows that in the two months since the novel coronavirus began spreading beyond China, developing countries have taken an enormous hit in terms of capital outflows. There are also growing bond spreads, currency depreciation and lost export earnings, including from falling commodity prices and declining tourist revenues.
“On most of these measures, the impact has cut deeper than in 2008; and with domestic economic activity now feeling the effects of the crisis, UNCTAD is not optimistic about the kind of rapid rebound witnessed in many developing countries between 2009 and 2010,” the report says.
“Advanced economies have promised to do ‘whatever it takes’ to stop their firms and households from taking a heavy loss of income,” said Richard Kozul-Wright, UNCTAD’s director of globalization and development strategies.
He noted: “But if G20 leaders are to stick to their commitment of ‘a global response in the spirit of solidarity,’ there must be commensurate action for the six billion people living outside the core G20 economies.”
Portfolio outflows from the main emerging economies surged to $59 billion in a month between February and March, said UNCTAD, citing calculations.
Among the countries showing portfolio outflows were Brazil, India, Indonesia, the Philippines, South Africa, South Korea, Thailand and Turkey.
UNCTAD said this was more than double the outflows experienced by the same countries in the immediate aftermath of the global financial crisis, registering $26.7 billion.
The values of their currencies against the dollar have fallen between 5 percent and 25 percent since the beginning of this year — again, faster than the early months of the global financial crisis.
The prices of commodities, on which many developing countries heavily depend for their foreign exchange, have also dropped precipitously since the crisis began.

“Six members of global Tablighi Jamaat, who were residing at its headquarters in the heart of Indian capital New Delhi, have tested positive for coronavirus or COVID-19 pandemic.
As many as 200 people, who were residing in the six-floor building, known as Banglawali Mosque have been quarantined.
Another 99 people from the group are showing symptoms of COVID-19, confirmed health officials.
