Simply taking away Islam’s religious designation would be a great help, even though it won’t happen. After all, more than one expert says that Islam is roughly only one-third “spritual”. The rest is military, political, and social instruction designed to take the adherent from cradle to heavenly virgin with nary a burdensome, independent thought along the way.

With regards to your last point: If Muslims start insisting that all women, or non Muslim women teaching their children, wear a hijab then I would agree with you (though I wouldn’t put it quite that way).
Both men and women are intimidated into submitting to Islam. But they shouldn’t be allowed to intimidate anyone else. I think there are bigger problems than the hijab, and if they were dealt with then the hijab wouldn’t be a problem. If our laws were used properly – everyone equal under the law – that would be a good place to start. Another would be supporting the men and women who are trying to reform Islam, at least in the west. And for Christians to live their faith better, and do a better job of explaining Christianity.
