On New Year’s Eve, New Year’s Eve and the first three days of New Year’s Eve, I spent it with my family at home. Mohammed Nuru, San Francisco’s Director of Public Works, was arrested by the FBI for a series of alleged public corruption schemes, authorities said on Tuesday.
In his role, Nuru, 58, is tasked with keeping the city of San Francisco clean, including cleaning up trash, removing vandalism, repairing sidewalks, and tackling the city’s homelessness crisis.
He has been charged with one count of wire fraud for allegedly attempting to bribe an airport commissioner to win a bid for a restaurant contract at San Francisco International Airport.
Nick Bovis, 56, a well-known local restaurant boss has also been arrested and charged on the same count.
U.S. Attorney for the Northern District of California David Anderson said at a press conference that the FBI investigation had uncovered a ‘web of corruption’.
‘The complaint describes a web of corruption involving bribery, kickbacks, and side deals by one of San Francisco’s highest-ranking city employees,’ said Anderson.
‘The public is entitled to honest work from public officials, free from manipulation for the official’s own personal benefit and profit.’
Nuru, who dubbed himself ‘Mr Clean’, was arrested last week and released on the condition that he would cooperate with the FBI investigation and would not tamper with or disclose the investigation, according to the San Francisco Examiner.
The public servant was arrested again Monday after breaking the conditions by disclosing the probe to others.
He has since been charged with an additional count of making false statements.

“As extremist violence grows across Africa, the United States is considering reducing its military presence on the continent, a move that worries its international partners who are working to strengthen the fight in the tumultuous Sahel region.
The timing is especially critical in the Sahel, the vast arid region south of the Sahara Desert, where militants with links to al-Qaida and the Islamic State group have carried out increased attacks in the past six months. In Niger and Mali, soldiers have been ambushed and at times overpowered by hundreds of extremist gunmen on motorcycles. More than 500,000 people have been displaced by violence in Burkina Faso.
The pending decision is part of a worldwide review by Defense Secretary Mark Esper, who is looking for ways to tighten the focus on China and Russia.
“My aim is to free up time, money and manpower around the globe, where we currently are, so that I can direct it” toward Asia or return forces to the United States to improve combat readiness, Esper said Monday after meeting with French Defense Minister Florence Parly, who traveled to Washington to urge the U.S. not to reduce forces in the Sahel.
High-profile Republicans and Democrats have warned that such a decision would undermine national security. They argue that cuts in Africa could hand over influence on the booming continent of 1.2 billion people to China and Russia.
The commander of U.S. forces in Africa, Gen. Stephen Townsend, is scheduled to testify Thursday to the Senate Armed Services Committee about the role of American forces in Africa.
Talk of a possible troop reduction “is reinforcing a view in West Africa that the U.S. is not interested, that it does not see it as a strategic importance and that it is going to cut and run and abandon its African allies,” Judd Devermont, director of the Center for Strategic and International Studies Africa Program, told The Associated Press.
The U.S. has about 6,000 personnel on the continent. In West Africa, the Africa Command’s mandate is to advise and assist, whereas in East Africa, where most of the U.S. troops are located, forces also accompany African troops on missions.
More than 1,000 U.S. personnel are currently in the Sahel. The U.S. has also constructed a $110 million drone base in northern Niger.
Nigeria’s information minister, Lai Mohammed, urged the U.S. not to cut back, citing an increase in terrorism in Burkina Faso, Mali, Niger, Cameroon and Chad since the defeat of ISIS in Syria.
“So I think what we need now is more support,” Mohammed told the AP. “I’m not talking in terms of physical soldiers, American soldiers. But I think we need more support. Otherwise we will inadvertently be strengthening the hand of the terrorists.”
The looming U.S. decision comes as former colonizer France pledges more support than ever before to Sahel countries. France already has sent more than 200 additional troops to reinforce its already 4,500-strong operation in the Sahel, and French Chief of Staff François Lecointre says he will request even more troops.
The mission in the Sahel “is a classic case of burden sharing, where limited U.S. support leverages an immense effort carried out by France and Europe,” Parly said, speaking alongside Esper on Monday at a Pentagon news conference.
Parly joined top Portuguese, Swedish and Estonian military officials on a visit to Niger, Chad and Mali last week to discuss how to proceed with an international anti-terrorism coalition dubbed Takouba.
At a summit with West African leaders this month, French President Emmanuel Macron said he hopes to convince U.S. President Donald Trump that the fight against global extremism “is also at stake in this region.”
West African leaders at the summit said they hoped the U.S. would maintain its military presence in West Africa.
The heads of state for the G5 Sahel, a group that includes Niger, Mali, Burkina Faso, Mauritania and Chad, asked for a continuation of American and French military engagement in the region and “pleaded for a strengthening of the international presence alongside them,” according to the closing statement for the summit.
The U.S. footprint in West Africa, where the cuts would most likely happen, is light compared to other regions. But the effect of its force presence, training programs, development aid and military assistance is important, leaders say.
Col. Thomas Geiser, deputy commander of special operations for the Africa Command, said the biggest risk is allowing al-Qaida affiliates and the Islamic State to expand “and potentially consolidate safe havens there.”
He emphasized the need for a strengthened regional and multi-national approach to the violence and for more broad support of communities, saying African partners must lead efforts. But a regional security force assembled by the G5 Sahel has struggled to fund its efforts and end the violence.
The G5 Sahel force will now focus most of its efforts in the tri-border region between Niger, Mali and Burkina Faso, targeting Islamic State Grand Sahara, Parly said.
However, progress in the Sahel has been minimal, and the problems there need to be solved by those regional governments, the assistant secretary for the U.S. State Department’s African affairs division, Tibor Nagy, said Monday during a telephone press briefing.
“The U.S. is actively involved through a number of programs in the Sahel region,” Nagy said. “It takes political will to counter terrorism.”
It is unclear also how the newly constructed drone air base in northern Niger will be affected. Last week, the U.S. handed over a C-130 hangar at Niger Air Base 201 to the Nigerien Air Force.
Col. Abdoul Kader Amirou, deputy chief of staff for the Nigerien Air Force, said the hangar will boost capabilities for the armed forces and “strengthen joint actions between the Nigerien and U.S. forces.””

“Sweden’s leading terrorism researcher Magnus Ranstorp called the law “ineffective” and described the country’s handling of the jihadist issue as a “chain reaction of delays”.
The Swedish parliament has recently passed a bill that criminalises conspiracies with terrorist organisations, which ostensibly targets jihadists, or “foreign warriors” to use the Swedish term.
The law will come into force on 1 March, but is seen as somewhat belated compared to other countries, as Norway banned participating in terror groups as early as 2013. By contrast, Sweden hadn’t begun to contemplate a similar law until 2017.
The Swedish law is also comparatively milder than those of its Scandinavian peers, as it is not retroactive and, as Justice Minister Morgan Johansson confirmed, doesn’t include so-called Daesh* brides.
“No, not cooking and that kind of support activities, no. We could not go so far, but [the law] is aimed to deal with weapons, renting premises, and carrying out transportation. Even if we have come a long way, we will not go as far as I would like,” Morgan Johansson told national broadcaster SVT, stressing that the current law is still “Sweden’s harshest”.
Sweden directly contributed to the terrorist cause with about 300 jihadis, among the highest percentages per capita in Europe. Almost none of the jihadists have faced prosecution for crimes committed in the Middle East, whereas several were later convicted of crimes committed upon return to Sweden. Numerous politicians and pundits, including Sweden’s leading terrorism researcher Magnus Ranstorp of the National Defence College, have slammed the current legislation as inadequate, citing the unfeasible burden of proof. Ranstorp also described Sweden’s handling of the jihadists as a “chain reaction of delays”.
By contrast, Norway has already sentenced 13 Daesh returnees, including women who have been in charge of cooking and doing housework for the jihadis. Their contribution is considered to have helped the Islamists to engage in terrorist activities.
Denmark went so far as to pass a law that allows the authorities to deprive suspected jihadis of citizenship administratively, that is, without a trial. Passed in November 2019, the law has been applied several times in order to bar certain people from returning to Denmark. Over a dozen jihadists have been convicted by Danish courts.
The perceived lenience of the new law has irked many Swedes.
“Morgan and the Social Democrats don’t want those who have cooked for the terrorists to be sentenced. Only those who armed with weapons. All of a sudden I understand why they had so many chefs and ambulance drivers,” one Twitter user mused bitterly.
Others suggested that this loophole has been left on purpose.
“It is obvious that the women in the detention camps still pose a threat to the West and thus cannot return. Everyone in the camps still wears a full face-covering veil, despite whining they did not want to be part of the harsh Sharia culture at all. Why don’t take it off then?” another one mused.
About half of Sweden’s jihadists have already returned “home” without risking any trial.

“The recent ruling by the UN Human Rights Committee that people fleeing climate catastrophes and natural disasters have a valid claim for international protection may have far-reaching consequences throughout the entire world, especially in recipient countries such as Norway.
The recent statement by the UN Human Rights Committee that directly links the climate threat to the refugee problem and the right to life, which validates climate change as a ground for refugee status, has sparked hot debates countries on the receiving end of the refugee problem.
The Norwegian Directorate of Immigration (UDI) has said it’s up to politicians to decide on whether climate change is grounds for asylum, triggering a discussion where opinions were polarised.
“I believe this is just the start of a major security policy challenge, and that the concrete consequences of the UN Convention are something that needs to be discussed more closely, also here in Norway”, Conservative MP Lene Westgaard-Halle from the energy and environment committee told NRK.
According to her, the Conservatives are working on a “climate cure” to reduce global warming and subsequent refugee problems by cutting greenhouse gas emissions.
Their government partners, the Liberals, decided last year to give so-called “climate refugees” the same status as people fleeing war and conflict.
Conversely, their former partners, the right-wing Progress Party, which recently left the government in protest over its decision to repatriate a Daesh* bride with two children, said that accepting people on climate grounds was “out of the question”.
“Most European countries now see how problematic today’s asylum system is. More and more people are calling for a departure from today’s schemes. It is unthinkable that climate should provide a basis for seeking asylum,” Progress Party immigration spokesman Jon Helgheim said.
According to Progress, “mass immigration” is never the solution when dealing with climate refugees regionally. Helgeheim minced no words in suggesting that it often is merely a pretext.
“The fact that asylum activists are creative in finding new pretexts for large-scale migration is nothing new, but this is just a fluke”, Helgheim told NRK.
Even the left-of-the-centre Labour Party is sceptical about climate refugees.
“It is important that everyone recognises that man-made climate change leads to even more migration. The way we need to address this is to pursue an active climate policy nationally and internationally and to set up thorough humanitarian aid,” Labour immigration spokesman Masud Gharahkhani said, warning against “diluting” the very institute of asylum.
According to him, the world is already struggling to care for the millions of refugees fleeing various conflicts and oppression.
“We must not forget that under today’s asylum institute, there are almost 30 million people on the run throughout the world. The Refugee Convention should be for those who are persecuted individually. A typical example is a human rights defender or a journalist,” he stressed.
By contrast, the Socialist Left, a fellow left-of-the-centre party, was pleased with the UN decision. Its immigration spokeswoman Karin Andersen maintained that it was “absolutely necessary” for the the climate threat to be considered valid grounds for asylum. She stressed that a solution must be found “before the the climate refugees are knee-deep in water”.
“The discussion on this problem is long overdue. That is why I am very pleased that the UN is now saying that this is a situation as impossible as being politically persecuted,” Andersen said.
According to her, the real question is “what are the people who live in places that become uninhabitable expected to do?” She described climate change “a growing problem no matter what we do” and called on Norway to take the initiative to reduce emissions and reduce the number of climate refugees to a possible minimum.
The United Nations estimated the number of refugees and displaced people at 70.8 million in 2019.

“A drastic escalation in fighting between the Saudi-led military coalition and Houthi rebels in Yemen has killed and wounded hundreds of people over the past week, officials and tribal leaders said Monday.
The U.S.-backed Arab coalition battling to restore Yemen’s internationally recognized government stepped up airstrikes on rebel targets northeast of the capital, Sanaa, following a monthslong lull, while Houthis shelled government-held areas.
The sudden spike in violence across long-stalemated front lines threatened to exacerbate the five-year conflict and complicate indirect peace talks between Saudi Arabia and the Iran-backed rebels.
The U.N. Security Council called emergency consultations for Tuesday morning at Britain’s request on the latest developments. Britain’s U.N. ambassador, Karen Pierce, said the council would receive a closed-door video briefing from the U.N. envoy for Yemen, Martin Griffiths.
The warring factions have concentrated their forces in three main areas: Nehm, a half-hour drive from the capital; Jawf, a mountainous northern district; and Marib, a western province that saw one of the deadliest rebel attacks earlier this month. Fighting this week was the most intense those provinces had seen in three years, according to observers.
A wave of over 40 coalition airstrikes hit rebel targets, destroying many of their tanks and armored vehicles, Houthi officials said. The officials spoke on condition of anonymity in line with regulations.
Despite heavy losses on both sides, the Houthis are gaining ground, officials said. Rebels seized a key supply line linking Marib with Jawf and were approaching the capital of the northwestern province. Artillery shelling in the district killed three civilians Monday.
Throughout the day, President Abed Rabbo Mansour Hadi deliberated with military chiefs and local governors. He stressed the need to “upgrade military institutions to the highest level of training, armament and vigilance,” according to a government statement. Yemeni military setbacks have drawn recent complaints that the army lacks the technically advanced weaponry propelling Houthi advances.
Fighting also flared up Monday in the large government-controlled city of Taiz, where a mortar shell fired by Houthis struck a busy market, killing three civilians and wounding 10. Meanwhile, heavy clashes in the central province of Bayda killed 13 fighters on both sides.
Yemeni Prime Minister Maeen Abdulmalik Saeed vowed that government forces would “harshly confront” Houthi militias, which he accused of trying to “prolong the war and relieve the pressure and international isolation of Iran.”
The Houthi offensives signal “their explicit rejection of peace efforts,” he said.
For months, back-channel negotiations in Oman between Saudi Arabia and the Houthis stirred modest hopes for reconciliation. But sharply escalating violence has put the political process on shaky ground. The talks in Oman are expected to resume next week.
Peter Salisbury, Yemen expert at the International Crisis Group, said the rebel Houthis may use their military successes to gain leverage in any future political negotiations.
“Both sides seem to want some sort of truce,” Salisbury said. “But the danger is that if the Houthis feel they’re on the front foot, they’ll keep pressing advances and that will make these negotiations very difficult.”
Yemen, the Arab world’s poorest country, has been convulsed by war since Houthi rebels seized the capital and ousted Hadi’s government in 2014. The conflict set off one of the world’s worst humanitarian crises, killing over 10,000 people, displacing more than 3 million and pushing the country to the brink of famine.
Potentially fatal diseases, such as cholera, spread as the country’s public health and sanitation systems collapsed. Following intense international pressure on the Saudi-led coalition, the foreign ministry announced on Monday that for the first time in years, Yemen would start direct flights for seriously ill patients seeking medical treatment in Egypt and Jordan.
To weaken the Houthis, the coalition imposes a blockade on the Sanaa international airport, along with other ports in rebel-held areas. The closure has hindered the delivery of humanitarian aid and barred thousands of sick Yemenis from traveling abroad for urgent care.
“This humanitarian step aims to alleviate the suffering of citizens unable to endure the hardship of traveling by road to other airports,” the ministry said of the medical flights, adding that the flights would begin next month.”

“Six soldiers are dead and seven others are missing after their vehicle struck a roadside bomb in eastern Burkina Faso, authorities said.
The violence Tuesday came as authorities confirmed that 39 people had been killed over the weekend in an attack on a marketplace in the West African nation. Earlier reports had said more than 30 were thought to have died but details were unclear because communication had been cut in the town ahead of the attack.
In other violence, a nurse died Monday while traveling with three others on her way to her post in Kelbo. Gunmen on motorcycles attacked their vehicle, according to a statement from Col. Salfo Kabore, the governor of Sahel region.
Extremist attacks are dramatically escalating in Burkina Faso, with deaths rising from about 80 in 2016 to over 1,800 in 2019, according to the United Nations. Burkina Faso’s military has struggled to contain the violence despite training and aid from the French and U.S. militaries in recent years.
Burkina Faso’s defense ministry is trying to recruit 2,000 more soldiers, and parliament has approved the use of civilian volunteers in the fight against extremism, a move that has concerned human rights groups.
The Norwegian Refugee Council warned this week that as many as 900,000 people could be displaced in the country by April, up from current estimates of 560,000.”

The Trump administration is looking at a variety of measures to contain the fast-spreading virus, U.S. health officials told reporters on a conference call Tuesday.
White House officials called executives at major U.S. carriers on Tuesday, telling them that a temporary ban on China flights is on the table, according to people familiar with those conversations.
As of Tuesday evening, the Trump administration had not taken that step and there was no guarantee that it would do so.

The climate activist Greta Thunberg has said she has applied to register her name and that of the Fridays For Future movement she founded in 2018, which has gone global and catapulted her to international fame.
The move would allow legal action against persons or companies trying to use her name which are not in line with her values or that of her movement, she said.
“I assure you, I and the other school strikers have absolutely no interests in trademarks. But unfortunately it needs to be done,” she said on Instagram on Wednesday.
Thunberg said she had also applied to trademark Skolstrejk for klimatet (school strike for the climate in Swedish) – the wording on the placard she has held since she started her protest outside the Swedish parliament in 2018.
“My name and the #FridaysForFuture movement are constantly being used for commercial purposes without any consent whatsoever. It happens for instance in marketing, selling of products and people collecting money in my and the movement’s name,” she wrote on the social network.
Thunberg, who took centre stage at the World Economic Forum in Davos this month, and her fellow young activists in the movement want politicians to listen to climate scientists and take action to tackle global heating.

The Supreme Court has taken up a case from Washington state on “faithless electors,” that is, electors who pledge to vote for somebody then vote for somebody else. Many states have laws against doing that and prescribe fines for going rogue. The case is about whether states are permitted to do that.
In order to answer that constitutional question, we first must understand how the Electoral College is supposed to work in the first place. Most Americans don’t have clue one.
The electoral process designed by the Founders reflects the fundamental character of America’s republican form of government, in which the vast majority of decisions are not made directly by the people but rather by the people we have chosen to make these decisions for us. America is a republic, not a democracy.
Donald Trump is president because he won the Electoral College by trouncing Hillary Clinton 304-227. At the same time, Trump lost the popular vote by 2.8 million votes – Hillary received almost 65.8 million votes to Trump’s 63.0 million. This, of course, has led to screeching from the left that Hillary was robbed and that any system which would deprive the winner of the popular vote of an election victory must be a fundamentally unfair system.
But here’s something that many Americans do not understand because of the abject failure of our educational system and what we used to quaintly call “social studies.” What students should be taught is the Founders set up our system for choosing a president by putting the responsibility to pick a president in the hands of the states, not individual voters.

China is devastated by coronavirus. The government is shutting down most of the country. Major cities look like ghost towns.
Cathay Pacific, the major airline in Hong Kong, announced a few days ago that it would allow its flight attendants to wear protective masks in flight. Now there are rumors that more severe actions on flights to the mainland are soon to be announced. The airline reportedly has up to half its fleet already grounded due to lack of transportation in and out of China.
British Airways announced the cancellation of all direct flights in and out of China. Other airlines have instituted similar actions.
The border with Mongolia is now closed and the border with Hong Kong is expected to be totally closed soon. Currently travel between Hong Kong and China is limited.
As much as the localities have tried to create barriers for individuals to leave or enter certain areas, we can report that there are gaps in these actions. For example, all flights, buses and trains were cancelled in and out of Wuhan a week ago. But this hasn’t stopped the more energetic.

China and Viruses: The Case of Dr. Xiangguo Qiu
EXECUTIVE SUMMARY: In July 2019, a rare event occurred in Canada. Suspected of espionage for China, a group of Chinese virologists was forcibly evicted from the Canadian National Microbiology Laboratory (NML) in Winnipeg, where they had been running parts of the Special Pathogen Program of Canada’s public health agency. One of the procedures conducted by the team was the infection of monkeys with the most lethal viruses found on Earth. Four months prior to the Chinese team’s eviction, a shipment containing two exceptionally virulent viruses—Ebola and Nipah—was sent from the NML to China. When the shipment was traced, it was held to be improper and a “possible policy breach.”
The scope of the 2019 incident involving the discovery of a possibly serious security breach at Canada’s National Microbiology Laboratory (NML) in Winnipeg is much broader than the group of Chinese virologists who were summarily evicted from the lab. The main culprit behind the breach seems to have been Dr. Xiangguo Qiu, an outstanding Chinese scientist born in Tianjin.
Until recently the head of the Vaccine Development and Antiviral Therapies section of the Special Pathogens Program, Qiu received her MD degree from Hebei Medical University in China in 1985 and came to Canada for graduate studies in 1996. She was later affiliated with the Institute of Cell Biology and the Department of Pediatrics and Child Health at the University of Manitoba, Winnipeg. She was not engaged in the study of pathogens while at that institute.

YUKON – Three Muslims charged following Hay River drug trafficking investigation
Three people are facing trucking trafficking-related charges after an investigation led by Hay River RCMP turned up illicit drugs and cash.
Hay River RCMP, along with members of the Yellowknife RCMP, arrested nine people in Hay River on Jan. 23, according to a news release issued by RCMP Monday.
Cash and “illicit street drugs” were seized as a result, states the news release.
Six of the nine individuals arrested have since been released as police continue to investigate, say RCMP.
Police are not identifying the type of drug seized as to not compromise the ongoing investigation, media spokesperson Julie Plourde later told NNSL Media.
A number of Yellowknife RCMP divisions, including major crimes and federal investigation units, and police dog services aided in the investigation.
NWT RCMP and Yukon RCMP emergency response teams also assisted.
Farhan Hussein, 30, Zuhayr Maie, 26, and Liban Abdi, 26, all from Edmonton, have each been charged with one count of trafficking a controlled substance. They also face one count each of possessing property obtained by crime.
Hussein and Maie have both been remanded into custody and due to appear in a Yellowknife court Tuesday.
Abdi was released on bail and is scheduled to make a court appearance in Hay River on Feb.24.
