In our opinion, this is an indicator of a serious problem with the state of democracy in Ontario. The Freedom of Information Request, denied for a government business, is serious.

I think the base of the problem is that liquor is sold by the State and not private business. If a private owner was being stolen from one of two things would happen. The owner would beef up security and inform police that he was having a significant theft problem and intended to call the police in on shop lifting or, the store would go out of business.
What incentive does a State employee have to confront a thief?
That is the problem in a nutshell, government owned businesses don’t have to worry about making a profit so they waste the tax payer money in many ways. Private industry will always be more efficient and usually have the safety of their customers in mind, after all if the customers don’t come back you don’t get repeat sales.
