A Member State exiting the EU faces none of the dilemma that a territory faces when seeking to leave a State. The Member State, at least as a matter of the law as it stands, does not act under EU law when it exits. This is because to exit from the EU, unlike to exit from a State, is to act under international law. Declare you are exiting, in exercise of the international law right reflected under Article 50 of the Treaty on European Union, and 24 months to the day, you have exited. Famously, an option is available to make exit a process rather than an event. If a Member and the EU both wish to pursue the option, then they may fashion, as far as they agree, a partial or stepwise disengagement, including postponement(s), if they agree, of exit itself. However, pursuing the option of such a process, by its nature, is just that: optional. If the Member State prefers, it exits simply through the invocation of its right to do so. It is infelicitous that some in the UK, including in Government, have spoken of the EU ‘granting’ terms. Speaking that way suggests that exit is a procedure under EU law and control. “A group of Muslim parents have complained after a four-year-old child came home from school with a book about the lives of a gay couple and their son.
The book, called Daddy’s Roommate, includes everyday scenes of the men shaving together in their underwear and resting in bed – with the group saying the content is ‘inappropriate for young children, regardless of faith.’
The parents involved meet together in a children’s support group in Hounslow, West London and say that their only objection is the child’s age.
The row echoes a similar one in Birmingham where an estimated 600 Muslim children were withdrawn from a school in protest against lessons about homosexuality and gender equality.
A spokeswoman for LGBT Muslims slammed the statements from the parents as ‘traditional homophobia dressed up as a faith issue’.
The children support group, when interviewed by a BBC Local Democracy Reporter, used words and phrases like ‘sin’, ‘corrupt’ and ‘the proper way’ when discussing the book.
The parents all refused to be named or photographed and they claim that Daddy’s Roommate borders on indoctrination, teaching a practice they say their religion forbids.

One father compared Daddy’s Roomate to giving a child a book featuring smoking, gun use, or even terrorism.
He said: ‘The topic today is why the children are being influenced?
‘Just for the sake of LGBT rights – the vast majority of people who just want to live a normal life.
‘And a normal life is – outside any faith or any religion – normal life is to have a family, husband, wife, children, living in a family, without any influence on the children from an education they don’t need.
‘We need to stop brainwashing children.’
Although it is not clear how the book ended up in the child’s school bag and whether or not it was given to the child by a member of school staff, another mother asked why parents weren’t consulted on whether they wanted their children to receive the book, or learn about homosexuality.
The also mother asked why all children were being handed the book, when only a small percentage would grow up to be LGBT.
She said: ‘Why don’t they designate a special school for children who have gay and lesbian issues?
‘I want them to learn the proper way, and if they do change to be gay or lesbian when they’re older – the normal way of how people have actually come out – we will have to accept that.’

“Snacking on a handful of grapes as he emerges into the spring sunshine, the casually dressed man leaves the neat end-of-terrace house, climbs into a silver Mercedes and roars off down the road.
This is 29-year-old Turkish-born Tolga Binbuga, a convicted criminal who, as the Mail reported this week, has been allowed to stay in Britain because a judge ruled that his membership of a notorious North London gang meant he was a ‘home-grown criminal’ who had integrated well into UK society.
This week, we found him emerging at 2pm from the home he shares with his mother and father after what a family member said was a ‘lie-in’.
Binbuga, who came to Britain at the age of nine, but has never applied for British citizenship, has been convicted of robbery, burglary, assault, criminal damage and shoplifting. He has been fighting the Government against his deportation to Turkey for nearly five years — but thanks to a string of successful appeals to immigration tribunals, costing thousands of pounds apiece, he has succeeded in staying.
The Binbuga saga is scandalous enough. It is, however, only one in a shocking array of similar cases.
Day after day in our immigration courts, foreigners who have made their home in the UK, then abused our welcome by committing criminal acts, even serial rape and murder, game the overwhelmed system with the help of well-paid lawyers to wriggle out of being deported — sometimes for years, sometimes for ever because the system seems to forget them.
The problem is huge. In England and Wales, one prisoner in nine is now a foreign national. Many are from Africa and Asia, but among the total prison population of 83,000 there are also EU nationals who have committed a crime in the UK. If these jailbirds, who like other prisoners cost £22,000 a year each to keep behind bars, are from outside the EU and serving a sentence of a year or more, they can be earmarked for deportation on release if the Home Secretary deems it conducive to the public good — as he invariably does.
According to the Government rulebook, they should go from their cell to a detention centre and be held there until they can be flown out of the UK. EU-born criminals who commit serious crimes or are a threat to public security are also put on deportation lists.
But as Binbuga’s case shows, this is far from the reality. The Home Office is now trying again to deport him after the Court of Appeal this month overturned the first judge’s controversial decision that the Turk’s links to the Get Money Gang (GMG) should mean he is allowed to stay.
Incredibly, the first judge declared in 2016: ‘It is a sad and unpleasant fact that, in various parts of London, gang culture is an accepted and widespread part of life for many young people.’
He added that Binbuga’s association with GMG was ‘a good example of his integration into one of the less savoury aspects of UK life’.
GMG, which even has a Facebook page, has a reputation for drug-dealing that stretches into the Home Counties, Wales and Scotland. It is No 2 on a police list of Britain’s most dangerous gangs.
In 2013, four GMG thugs were found guilty of murdering Negus McLean, 15, from a rival gang. In 2016, the gang’s leader Jamal Mahmoud, 21, was stabbed to death in Pentonville Prison in a drugs dispute.
Binbuga has, apparently, no connection to these two dark events (he has committed no offence since 2013, when he bought a crowbar from B&Q to break into a house in Enfield, North London, where he stole the keys to a Mercedes and £3,000 of electrical items). But his lawyers have argued in court papers that he has mixed with the wrong people since shoplifting at 13.
Government sources have told the Mail the authorities are doing all they can to get him ‘out of the country’.
Binbuga, a butcher, has argued he has no life in Turkey, where his sole relative is his 73-year-old grandmother. Although he speaks Turkish with his parents at home, he communicates in English with his siblings and friends.
When we found him at the family house in Enfield, there were no signs his deportation was under way or that he was anything but a free man. A family member, who did not give his name, said: ‘It’s really stressful for him at the moment. He doesn’t want to talk about it.’
Binbuga is one of thousands of foreign-born criminals convicted in this country whom the Government is struggling to deport. To appeal, offenders must show they have compelling reasons — such as a British-born child or partner in the UK — to stay.
The Home Office said this year that 45,800 foreigners have been removed from Britain after serving a prison sentence since 2010. But, in truth, wily immigration lawyers use every ruse to stop foreigners who’ve committed crimes here being sent packing.
Latest figures show that between 2014 and 2016 a total of 494 foreign national offenders ‘absconded’ while they were listed for deportation after serving sentences here. They included people with convictions for violence, rape and other sexual crimes, fraud, money laundering, possession of weapons, burglary, forgery and handling stolen goods.
The Mail has investigated the litany of appeals made by foreign criminals to independent immigration tribunals against deportation over the past six months. The offenders come from countries including Lithuania, China, Albania, the Democratic Republic of the Congo, Pakistan, India, Vietnam and some Caribbean nations.
One Sri Lankan man challenging deportation in January was told by the judge that he could remain because he faced political persecution in his home country, even though he has been a persistent offender.
Between March 2003 and August 2017, he accrued 41 convictions for 53 offences including drink-driving, driving a vehicle while uninsured, being drunk and disorderly, theft, using threatening, abusive or insulting words, causing harassment, committing battery and destroying property…”
“… In another case, a 40-year-old Albanian who arrived here illegally 20 years ago and has since been deported six times, appealed to stay. His request was turned down last September when he was found to have used nine false identities and four bogus nationalities during a crime spree in Britain that resulted in seven convictions for 19 offences, including burglary and motor vehicle theft. Yet the chances are he’s still here.
No wonder Tory MP Tim Loughton, a member of the Commons’ Home Affairs Committee, says: ‘It is extraordinary that the Home Office has allowed so many convicted foreign offenders to roam free. There should be a fast-track deportation system from the prison to the plane.’
It sounds a good idea. But routinely lawyers for foreign criminals who are about to be deported make a last-ditch appeal so their clients are turned around at the airport or even taken off a plane as it is ready to fly, so they can try their luck again in the immigration courts.
Take the case of Yaqub Ahmed, who was jailed for nine years in 2008 for his role in the brutal gang rape of a teenage girl.
Ahmed, then 18, and three friends, preyed on the 16-year-old on a night out in the West End and lured her back to a flat in North London, where they assaulted her.
The Home Office told Ahmed in May 2010 that he was liable for deportation after his release because of the seriousness of his offence. Yet it was five years later that he was finally issued with a deportation order. A series of immigration hearings then took place, at which his lawyers apparently fought successfully to stop him being removed. Ahmed’s case became high-profile when he was at last put on a plane back to his native Somalia last October — eight years after the deportation order was first issued.
The passengers took his side and staged a protest, not knowing his criminal history.
Ahmed thanked them for their help as he was taken off the plane. Last month, he was listed to appear at yet another immigration tribunal. The Home Office has refused to reveal the outcome of that hearing.
In few places is it more clear that the deportation system is broken than in Rochdale, Greater Manchester, one of the many northern towns to be rocked by sex-grooming scandals.
Abdul Rauf, 50, goes about his daily business here as though he hasn’t a care in the world. The married father-of-five lives in a three-bedroom house with a small garden on a respectable street and drives his Toyota car to the nearby mosque, shops for groceries and pays visits to his friends.
He is often dressed in pale green Islamic robes and the traditional taqiyah head-covering of a devout Muslim (he used to be a preacher). There is nothing to mark him out as a convicted criminal who is unwelcome in Britain.
Yet Rauf was a member of a gang, some of whose members committed the most hideous crime imaginable: multiple rape and sexual abuse of underage girls.
He himself was convicted of trafficking and conspiracy to engage in sexual activity with a child. He was put on the sex offenders’ register and jailed for six years at his 2012 trial, during which he wept in the dock, claiming one of his victims ‘looked maybe 30’ and saying he made a mistake.
Rauf was part of a nine-strong sex-grooming gang convicted for targeting 47 girls as young as 13 between 2005 and 2008, in what the trial judge said were ‘callous, vicious and violent’ attacks motivated by ‘lust and greed’.
The sordid and cruel details of their depravity make it almost impossible to believe they are still in the UK.
They plied the girl victims with drugs and alcohol and passed them around for sex. The youngsters were assaulted and raped by as many as five men, one after the other, often multiple times a week.
One member of the gang, Adil Khan, started having sex with one victim just a few weeks after the birth of his son. She was persuaded, at first, to think the then 42-year-old taxi driver was her boyfriend. She became pregnant by him, but had an abortion.
In his case to stay, Khan argued that he wanted to be reunited with his seven-year-old son and social workers were preventing him seeing the boy, who was upset at being parted from his father.
As a ringleader of the Rochdale gang, Abdul Aziz ferried girls from Rochdale to orgies as far away as Leeds and Bradford, and was paid for introducing them to other men.
After the trial, three of the gang with dual British and Pakistani nationalities — Rauf, Khan and Aziz — were stripped of their British citizenship as a prelude to deportation to Pakistan. Yet the Mail can reveal that nearly six years after their imprisonment, these sexual predators are still living in the same region where they abused the girls. Rauf even has a house very near where some of the attacks took place.
Rauf was once a part-time preacher at a nearby mosque, the Bilal Masjid, but was sacked for bad timekeeping before the trial. However, he is still a regular worshipper and travels by car to pray at Islamic services in and around Rochdale. Although Rauf is listed on public records as still living with his wife at the house with a small garden, she — following the shame of her husband’s conviction — is rarely seen going out these days.
Meanwhile, an appeal by him, Khan and Aziz against being stripped of their British citizenship in August last year was rejected. They argued unsuccessfully that their family life would be harmed if they were thrown out of Britain.
But they have still not left the country and Rauf this week showed no signs of preparing to do so.
Asked about the failure to deport Binbuga and Rauf, a Home Office spokesman said: ‘Foreign nationals who abuse our hospitality by committing crimes in the UK should be in no doubt of our determination to deport them and we have removed nearly 47,000 since 2010. It would be inappropriate to comment while legal proceedings are ongoing.’
Last night, Nazir Afzal, the former Crown Prosecution lawyer who oversaw the Rochdale sex-trafficking case, said he was appalled the trio were still in the UK.
‘The judicial system did its job in a fair way. The Home Office’s inability to carry out the deportation of these three men is a scandal.’
It is indeed a travesty that convicted sex-groomer Rauf is still in Britain, living among his traumatised victims, who could today turn any corner and find themselves facing the criminal who ruined their childhoods.
And today, with our deportation system creaking, you can be sure there are other criminals like him roaming our streets when they should have left Britain years ago.”

“Migrant crime in Germany is on the rise, with Germans being far more likely to be victims of migrant criminals than the other way around.
The police crime statistics report, which focuses on “crime in the context of immigration”, looked at several types of crimes including murder, sex attacks, assaults, and robberies, and found that one in ten of the cases saw a migrant as the perpetrator in 2018, Die Welt reports.
According to the Federal Criminal Police Office (BKA), “in the area of murder and manslaughter, 230 Germans fell victim to a criminal offence in which at least one suspected immigrant was involved” — a 105 percent increase from 2017.
Thirty-three asylum seekers were victims of murder or manslaughter involving a suspect with German citizenship during the same period.
“In the area of offences against sexual self-determination, 3,261 Germans became a victim of criminal offences with at least one suspected immigrant and thus 21 percent more than in the previous year,” the report said.
The number of cases of sex assaults with asylum seekers as victims and Germans as suspects totalled 89.
Of the total 101,956 victims of crimes that involved immigrants, 46,336 were Germans, an increase of 19 per cent, while in cases where asylum seekers and refugees were victims only 18 per cent of the suspects were Germans.
The statistics come after years of reports showing migrants making up disproportionate numbers of criminal suspects in many areas of Germany and in many specific crimes.

The northern city lies at a strategic crossroads in the heart of a major agricultural region, with easy access to much of northern Afghanistan as well as the capital, Kabul. The insurgents also attacked a district headquarters in the eastern Nangarhar province late Friday, killing two police, said Attahullah Khogyani, the governor’s spokesman.

Trump weighs sending ‘unlimited supply’ of immigrants to sanctuary cities
WASHINGTON, April 12 (Reuters) – President Donald Trump said on Friday he was considering sending illegal immigrants in the country to so-called sanctuary cities, prompting U.S. mayors to accept such an offer as the battle over border security raged.
Frustrated by rising numbers of undocumented immigrants arriving at the southern border and a failure to get Congress to fully fund a U.S.-Mexico border wall, Trump taunted Democrats by dangling the possibility of an influx of illegal immigrants into their communities.
“Due to the fact that Democrats are unwilling to change our very dangerous immigration laws, we are indeed, as reported, giving strong considerations to placing Illegal Immigrants in Sanctuary Cities only,” Trump wrote on Twitter.
Philadelphia Mayor Jim Kenney responded in a statement: “While the Trump administration’s proposal shows their disdain to basic human dignity, the City (Philadelphia) would be prepared to welcome these immigrants just as we have embraced our immigrant communities for decades.”

Migrants break border gate, force their way into Mexico
MEXICO CITY (AP) — Mexican authorities said a group of about 350 migrants broke the locks on a gate at the Guatemalan border Friday and forced their way into southern Mexico to join a larger group of migrants trying to make their way toward the United States.
The National Immigration Institute did not identify the nationalities of the migrants, but they are usually from Central America.
A similar confrontation occurred on the same border bridge between Mexico and Guatemala last year.
The institute said the migrants were acting in a “hostile” and “aggressive” way, and accused them of also attacking local police in Metapa, a Mexican village that lies between the border and the nearby city of Tapachula.

Hacker group posts hundreds of law officer records
BOSTON (AP) — A hacker group has posted online the personal information of hundreds of federal agents and police officers apparently stolen from websites affiliated with alumni of the FBI’s National Academy.
The Associated Press counted at least 1,400 unique records of employees of the FBI, Secret Service, Capital Police, and other federal agencies as well as police and sheriffs’ deputies in North Carolina and Florida.
The information appears to come from the websites of three local chapters of the FBI National Academy Associates, which claims 17,000 members nationwide.
The group’s executive director, Howard Cook, said it was looking into whether sites were breached.

As cashless stores grow, so does the backlash

o he was surprised to learn the dollar bills in his pocket were no good at Dos Toros Taqueria in Manhattan, one of a small but growing number of establishments across the U.S. where customers can only pay by card or smartphone.
Cash-free stores are generating a backlash among some activists and liberal-leaning policymakers who say the practice discriminates against people like Figueroa, who either lack bank accounts or rely on cash for many transactions.
Figueroa, an ironworker, had to stand to the side, holding his taco, until a sympathetic cashier helped him find another customer willing to pay for his meal with a card in exchange for cash.
“I had money and I couldn’t pay,” he said.
The issue got some high-profile attention this week when retail giant Amazon bowed to pressure from activists and agreed to accept cash at more than 30 cashless stores, including its Amazon Go convenience stores, which have no cashiers, and its book shops. Amazon declined to say when the change would happen.
There is no federal law that requires stores to accept cash, so lawmakers are working on the issue at the state and city level.
Earlier this year, Philadelphia became the first city to ban cashless stores, despite efforts by Amazon to dissuade it. New Jersey passed a statewide ban soon after, and a similar ban is working its way through the New York City Council. Before this year there was only one jurisdiction that required businesses to accept cash: Massachusetts, which passed a law nearly 40 years ago.

“POLICE were forced to open fire on a car after it repeatedly crashed into an ambassador’s car outside the Ukrainian embassy in Kensington, London this morning.
Embassy staff called police when the ambassador’s car, which was parked outside with nobody in it, was deliberately rammed. Armed officers arrived and surrounded the suspect’s car. They opened fire when he refused to surrender and instead began ramming the ambassador’s car again.
The suspect, who was driving a silver Mercedes, was then detained by officers.
His condition has not been confirmed.
The Metropolitan Police said in a statement: “Police were called at approximately 8.30am on Saturday, 13 April to reports of a car in collision with a number of parked vehicles near the Ukrainian Embassy in Holland Park, W11.
“As part of the protective security arrangements for London, armed and unarmed officers were deployed to this incident.
“On arrival at the scene, a vehicle was driven at police officers.
“Police firearms and Taser were discharged, the vehicle was stopped and a man, aged in his 40s, was arrested.
“He has been taken to a central London hospital as a precaution.
“He was not injured.”
A statement by the Ukrainian Embassy said: “Around 10am on Saturday 13 April, the official vehicle of the Ambassador of Ukraine to the United Kingdom was deliberately rammed as it sat parked in front of the Embassy of Ukraine’s building.
“The police were called immediately, and the suspect’s vehicle was blocked up. Nevertheless, despite the police actions, the attacker hit the Ambassador’s car again.
“In response, the police were forced to open fire on the perpetrator’s vehicle. The culprit was apprehended and taken to a police station.
“No one of the Embassy staff were injured.
“The police are investigating the suspect’s identity and motive for the attack.”
A woman who works at a nearby shop said she heard shots fired twice between 10am and 11am on Saturday.
The woman, who did not wish to be named, said officers arrived “very quick”, adding: “I saw many police cars coming.”
Witnesses said 10 or more gunshots had been fired.
Chief Superintendent Andy Walker, from the Met’s Specialist Firearms Command, said: “As is standard procedure, an investigation is now ongoing into the discharge of a police firearm during this incident. While this takes place, I would like to pay tribute to the officers involved this morning who responded swiftly to this incident and put themselves in harm’s way, as they do every day, to keep the people of London safe.”
The incident is not being treated as terrorist-related.

“A Muslim migrant from the Balkans has been charged with uttering threats after an exchange with anti-mass migration MP Hanif Bali, whom he allegedly called a “dirty Arab”.
The 34-year-old accused Bali, who is originally from Iran and serves as an MP for the Moderate Party, of insulting Islam following an appearance on Swedish broadcaster SVT in February. He allegedly insulted and threatened Bali 30 times, Nyheter Idag reports.
According to Bali, who is well-known for speaking out against mass migration, the Muslim man called him a number of names and said, “I’m going to fuck you, you Arabic bastard, your mother and your sister, you’ve insulted Islam, if you were here I would break you.”
After being arrested, the man told police that he was not reacting to Bali’s SVT appearance but to a YouTube video and that he did not even know who Bali was, saying he did not know he was a politician and thought he was just an “idiot”.
A police memo that was brought before the court hearing at Gothenburg district court also revealed that the 34-year-old was uncooperative with police, saying he did not “intend to come to any fucking questioning.”

The man has reportedly been convicted of crimes in the past including money laundering.

“A proposal to ban many public employees from wearing religious clothing is creating a fiery debate in the Canadian province of Quebec, where people are fighting to freely practice their religion — or to be free of it.
The measure introduced late last month would prohibit civil servants, teachers, nurses, bus drivers, lawyers and other people who interact with the public from wearing symbols of religion while at work.
It would apply to Sikh turbans, Christian jewelry and Jewish yarmulkes, but the focus of the controversy has been over hijabs worn by many Muslim women in Quebec.
“The proposed legislation will affect Muslims more than other groups as they are the fastest growing religious group,” said Nelson Wiseman, a political science professor at the University of Toronto. Muslims represent about 3% of Quebec’s 8.3 million people.
Thousands of demonstrators attended a recent march in Montreal to protest the measure, with some holding signs saying, “No one tells women what they can wear” and “It’s what’s in my head, not on my head, that matters.”
Even Prime Minister Justin Trudeau, who is from Montreal, has spoken ill of Bill 21: “It’s unthinkable to me that in a free society we would legitimize discrimination against citizens based on their religion,” he said.
Christian, Jewish, Muslim and even secular groups across the province have denounced the measure, as have school boards, political parties and some municipal leaders.
However, on Friday Montreal Mayor Valérie Plante said that while she personally opposes the bill, Montreal would not disobey it if it is passed.
That said, next week city councilors will vote on a bipartisan declaration that argues Quebec is already secular and doesn’t require additional legislation.
Earlier this month, Quebec Premier Francois Legault told reporters that the bill would reinforce gender equality in the province. The new measure would also help him make good on an electoral promise.
“I think at this point in Quebec in 2019, people who are in an authority position, which includes teachers (shouldn’t wear religious symbols), I think it’s reasonable. It’s fair,” he said. “We have to think about what’s best for our children.”
The history behind the measure is rooted in Quebec’s “Quiet Revolution” of the 1960s, a movement that weaned the province away from political and cultural domination by the Catholic Church. But critics also say it’s motivated by more recent growing anti-Muslim sentiment.
The debate also pits two ideas of secularism against one another: A stricter European interpretation and a North American version that embraces the idea of religious freedom.
Quebec is torn because it shares a long history and language with France — which along with Denmark, Belgium and Austria has banned face-covering garments — but it’s also heavily influenced by North American culture, said Bertrand Lavoie, a researcher at the University of Sherbrooke who in 2018 published a book on the relationship between Islam, religious freedom and public institutions in Quebec.
“What’s unique to Quebec is that these two concepts of secularism are facing off in the public sphere, among politicians, academics, lawyers and even judges,” Lavoie told The Associated Press.
Many who support Bill 21 say that even if women choose to wear the hijab, the garment is rooted in the idea of women’s inferiority. Prohibiting it, they say, would help promote gender equality.
“The hijab is a symbol of oppression. It’s an invention by Islamists to control women,” said Ameni Ben Ammar, an accountant in Montreal who immigrated from Tunisia, a majority-Muslim country, in 2013.
“They convinced women it would protect them from sexual assault. For me, it’s an insult to both men and women,” she said, referring to the hijab’s resurgence in the 1970s.
The debate has tangled issues of gender, race and religion, with Muslim women caught in the crosshairs, said Saaz Taher, a doctoral candidate at the University of Montreal who is studying ethnicity and citizenship.
“Racialized women’s bodies are constantly a topic of public discourse. We feel (authorized) to judge the best way for women to be free and emancipated,” said Taher, who added that Muslim women should be allowed to wear the hijab by choice.
Lavoie said anti-minority sentiment in the province has grown since 2001, when a Sikh boy brought a kirpan — a ceremonial dagger — to school. The incident caused a debate over how far the province should go to accommodate religion.
In 2007, a provincial commission studied the issue and suggested that only people yielding coercive power, such as judges, police officers and prison guards, should abstain from wearing religious symbols.
Bill 21 is Quebec’s fourth legislative attempt since 2011 to regulate the wearing of religious symbols for people working in the public sphere, and for the first time it invokes a constitutional clause allowing local governments to override some constitutional rights.
Lavoie said that’s a clear sign backers know the measure is discriminatory.
“The public’s perception is that there’s a problem (with Islam), and if there’s a problem, we have to fix it,” Lavoie said.
The province was stunned in 2017 when a gunman opened fire in a Quebec City mosque, killing six and wounding 19, and racist groups appear to still be growing.
“I’ve never seen it like this,” said Salam Elmenyawi, president of the Montreal Council of Muslims, who immigrated to Quebec from Egypt in 1972 and believes Bill 21 is an outcropping of anti-Muslim sentiment.

Police officers fired shots near the Ukrainian Embassy in London on Saturday, after a man rammed a vehicle into another belonging to the ambassador to the UK that was parked outside the building, the Embassy of Ukraine wrote in a statement. The suspect was apprehended and taken to hospital for treatment as a precaution, the London Metropolitan Police wrote in a separate statement.
Footage shows Holland Park street in London, where the Ukrainian Embassy is located, in the aftermath of the incident.
The Ukrainian mission to the UK published a statement on their website, saying that the ambassador’s vehicle was deliberately rammed.
“The police were called immediately, and the suspect’s vehicle was blocked up. Nevertheless, despite the police actions, the attacker hit the Ambassador’s car again,” reads the statement.
“In response, the police were forced to open fire on the perpetrator’s vehicle. The culprit was apprehended and taken to a police station,” it adds.
The London Metropolitan Police wrote in a separate statement that a vehicle was driven at police officers after they arrived at the scene. They then apprehended the man after the discharge of firearms and taser, the statement reads.
The consulates of Greece, Cameroon and Uzbekistan are also located along Holland Park.

“A West Midlands factory has been shut down after 15 suspected victims of slavery, including a child, were identified in a police raid.
The factory, in Anne Road, Smethwick, in the West Midlands, was closed down by police with a modern slavery warrant on Wednesday following reports of labour exploitation and trafficking.
Around 60 workers were interviewed by West Midlands Police together with Sandwell Council at the factory to check whether they were being exploited.
Officers identified 15 people they suspect were being exploited, including one child.
Since the raid, the child has been in the care of the council’s Children’s Services, while police try to establish their age and identify their parent or guardian.
The factory’s owners could now face a fine of up to £20,000 for each worker, £300,000 in total.
They also arrested 10 people for immigration matters, a West Midlands Police spokesman said.
Five have since been bailed, with the remaining five being dealt with by Her Majesty’s Revenue and Customs (HMRC).
A West Midlands Polcie spokesperson said the force could not comment further as the investigation is now being directed by HMRC.
The factory was also found to be using electricity diverted from the grid.
Inspector Colin Gallier, from West Midlands Police’s Sandwell Neighbourhood Team, said: ‘As a result of the hard work and ultimately the important information that has come from members of the public, we have successfully shut the business down indefinitely.’
Sandwell Council said: ‘Working together with partner organisations on operations like this is essential for tackling modern slavery and human trafficking.’
HMRC has been contacted for comment.”
