The officials further added that an unmanned aerial vehicle fired missiles on a gathering of the Taliban insurgents.

“The CIA is pushing for expanded powers to carry out covert drone strikes in Afghanistan and other active war zones, a proposal that the White House appears to favour despite the misgivings of some at the Pentagon, according to current and former intelligence and military officials.
If approved by President Donald Trump, it would mark the first time the CIA has had such powers in Afghanistan, expanding beyond its existing authority to carry out covert strikes against Al Qaida and other terrorist targets across the border in Pakistan.
The changes are being weighed as part of a broader push inside the Trump White House to loosen Obama-era restraints on how the CIA and the military fight Islamist militants around the world. The Obama administration imposed the restrictions in part to limit civilian casualties, and the proposed shift has raised concerns among critics that the Trump administration would open the way for broader CIA strikes in such countries as Libya, Somalia and Yemen, where the United States is fighting Daesh (the self-proclaimed Islamic State of Iraq and the Levant), Al Qaida or both.
Until now, the Pentagon has had the lead role for conducting air strikes — with drones or other aircraft — against militants in Afghanistan and other conflict zones, such as Somalia and Libya and, to some extent, Yemen. The military publicly acknowledges its strikes, unlike the CIA, which for roughly a decade has carried out its own campaign of covert drone strikes in Pakistan that were not acknowledged by either country, a condition that Pakistan’s government has long insisted on.
But the CIA’s director, Mike Pompeo, has made a forceful case to Trump in recent weeks that the Obama-era arrangement needlessly limited the United States’ ability to conduct counterterrorism operations, according to the current and former officials, who would not be named discussing internal debates about sensitive information. He has publicly suggested that Trump favours granting the CIA greater authorities to go after militants, though he has been vague about specifics, nearly all of which are classified.
“When we’ve asked for more authorities, we’ve been given it. When we ask for more resources, we get it,” Pompeo said this week on Fox News.
He said that the agency was hunting “every day” for Al Qaida’s leaders, most of whom are believed to be sheltering in the remote mountains that straddle the border between Afghanistan and Pakistan.
“If I were them, I’d count my days,” Pompeo said.
Defence Secretary Jim Mattis has not resisted the CIA proposal, administration officials said, but other Pentagon officials question the expansion of CIA authorities in Afghanistan or elsewhere, asking what the agency can do that the military cannot. Some Pentagon officials also fear that US troops on the ground in Afghanistan could end up bearing the burden of any CIA strikes that accidentally kill civilians, because the agency will not publicly acknowledge those attacks. The military has also had to confront its own deadly mistakes in Afghanistan.
One senior Defence Department official said that the United States would gain little from having the CIA carry out drone strikes alongside the military, and that it raised the question of whether it was an appropriate use of covert action.
A former senior administration official familiar with Pompeo’s position said that he views a division of labour with the Defence Department as an abrogation of the CIA’s authorities.
Pompeo’s argument seems to be carrying the day with Trump, who has struck a bellicose tone in seeking to confront extremist groups in Afghanistan, including Al Qaida, Daesh and the Haqqani network, a faction of the Taliban.
In Trump’s speech last month outlining his policy for south Asia, including Afghanistan, the president promised that he would loosen restrictions on US soldiers to enable them to hunt down terrorists, whom he labelled “thugs and criminals and predators, and — that’s right — losers.”
“The killers need to know they have nowhere to hide, that no place is beyond the reach of American might and American arms,” the president said. “Retribution will be fast and powerful.”
Pompeo may have a potentially important ally: General John W. Nicholson Jr, the top commander in Afghanistan, who reportedly favours any approach to train more firepower on the array of foes of Afghan security forces and the 11,000 or so US troops advising and assisting them.
Trump has already authorised Mattis to deploy more troops to Afghanistan. Some 4,000 reinforcements will allow US officers to more closely advise Afghan brigades, train more Afghan Special Operations forces and call in American firepower.
Among the chief targets for the CIA in Afghanistan would be the Haqqani network, whose leader is now the No 2 in the Taliban and runs its military operations. The Haqqanis have been responsible for many of the deadliest attacks on Afghanistan’s capital, Kabul, in the war and are known for running a virtual factory in Pakistan that has steadily supplied suicide bombers since 2005.
Despite their objections, Defence Department officials say they are now somewhat resigned to the outcome and are working out arrangements with the CIA to ensure that US forces, including Special Operations advisers, are not accidentally targeted, officials said.
Beyond the military, critics see the proposal as another attempt to expand the CIA’s drone wars without answering long-standing questions about whether US spies should be running military-style operations in the shadows.
“One of the things we learnt early on in Afghanistan and Iraq was the importance of being as transparent as possible in discussing our military operations,” said Luke Hartig, a senior director for counterterrorism at the National Security Council during the Obama administration.
“Why we took the specific action, who all was killed or injured in the operation, what we were going to do if we had inadvertently killed civilians or damaged property,” he continued. “I don’t know what the Trump administration is specifically considering in Afghanistan, but if their new plans for the war decrease any of that transparency, that would be a big strategic and moral mistake.”
“We broke the back of Al Qaida,” Pompeo said at a public appearance in July, referring to the drone campaign inside Pakistan that decimated the militant network’s leadership ranks.
“We took down their entire network,” he said. “And that’s what we’re going to do again.””

2nd night of violence in St. Louis after ex-cop acquitted
T. LOUIS (AP) — Protests near St. Louis turned violent for the second night Saturday in reaction to the acquittal of a white former police officer in the fatal shooting of a black man, as a small group of demonstrators refused to disperse, breaking windows at dozens of businesses and throwing objects at police, who moved in with hundreds of officers in riot gear to make arrests.
The confrontation took place in the Delmar Loop area of University City, a suburb about 10 miles (16 kilometers) west of St. Louis near Washington University. The area is known for concert venues, restaurants, shops and bars and includes the Blueberry Hill club where rock legend Chuck Berry played for many years.

Four American tourists have suffered an acid attack – two in their faces – outside a Marseille train station this morning, according to reports.
La Provence reports that the four victims in their early twenties were sprayed with hydrochloric acid by an unknown attacker.
They were travelling with two others between Marseilles and Paris when the incident is said to have occurred.

Defiant N. Korea leader says he will complete nuke program
SEOUL, South Korea (AP) — North Korean leader Kim Jong Un said his country is nearing its goal of “equilibrium” in military force with the United States, as the United Nations Security Council strongly condemned the North’s “highly provocative” ballistic missile launch over Japan on Friday.
The North’s official Korean Central News Agency carried Kim’s comments on Saturday – a day after U.S. and South Korean militaries detected the missile launch from the North Korean capital of Pyongyang.

Russia has begun its biggest war game in years on land, in the air, and on the sea bordering NATO’s smallest and weakest member states. No fewer than 12,000 troops, 70 warplanes, 250 tanks, and 10 warships are officially scheduled to wage mock warfare from Sept. 14 to Sept. 20 in Belarus and Russia and on the Baltic and Barents Seas.

A top commander of Iran’s Islamic Revolution Guards Corps (IRGC) claims that the country possesses the “father of all bombs” which overshadows the most powerful non-nuclear ordnance of the US.
The bomb was developed under a special request of the IRGC, the corps’ Aerospace Force commander, Brigadier General Amir Ali Hajizadeh, said in an interview on Friday.

Iran leader Khamenei warns U.S. against ‘wrong move’ on nuclear deal
DUBAI (Reuters) – Iran will not be bullied by the United States and will react strongly to any “wrong move” by Washington on Tehran’s nuclear deal, Supreme Leader Ayatollah Ali Khamenei said on Sunday.
His comments came after U.S. President Donald Trump said on Thursday that Iran was violating “the spirit” of the 2015 deal under which Tehran got sanctions relief in return for curbing its nuclear program.
“The Iranian nation is standing firm and any wrong move by the domineering regime regarding the (nuclear accord) will face the reaction of the Islamic Republic,” state television quoted Ayatollah Khamenei as saying.
Washington extended some sanctions relief for Iran on Thursday under the nuclear deal with world powers but said it had yet to decide whether to maintain the agreement.

South Korea says Moon and Trump agree on need for stronger North Korea sanctions
SEOUL (Reuters) – South Korea’s President Moon Jae-in and U.S. President Donald Trump agreed to exert stronger pressure through sanctions on North Korea following its nuclear and missile tests, South Korea’s presidential office said following a telephone call between the two leaders on Sunday.
“The two leaders agreed to strengthen cooperation, and exert stronger and practical sanctions on North Korea so that it realizes provocative actions leads to further diplomatic isolation and economic pressure,” Blue House spokesman Park Soo-hyun said in a televised briefing.
The Blue House said Moon and Trump had strongly condemned the latest missile launch by North Korea, and agreed that the two nations would work with the international community to implement the latest UN Security Council’s resolution 2375, Park said.

Philippines’ Duterte asks head of human rights agency: ‘Are you a pedophile?’
MANILA (Reuters) – Philippine President Rodrigo Duterte taunted the head of the Commission on Human Rights (CHR) on Saturday, asking if he was a pedophile because of his focus on the killing of teenagers in the government’s bloody war on drugs.
Duterte also suggested to lawmakers that the CHR’s proposed 678 million Philippine peso ($13.2 million) budget could be used to equip police with body cameras if the legislators preferred not to restore funding for the agency, with which he has repeatedly clashed over his anti-drugs campaign.
The CHR requested a budget of 1.72 billion pesos for 2018, but the government proposed 678 million instead. Duterte’s allies in the lower house of Congress then voted to allocate it just 1,000 pesos ($20), in what critics of the drugs war said was retaliation for its efforts to investigate thousands of killings in the past 15 months, including those of two teenagers in August.

Syrian army and allies close in on Islamic State in Deir al-Zor
BEIRUT (Reuters) – Syrian troops seized a suburb of the eastern city of Deir al-Zor on Sunday, tightening the noose around Islamic State, a Syrian military source said.
The army pushed into the city this month with the help of Russian air power and Iran-backed militias, breaking an Islamic State siege of an enclave there that had lasted three years.
On Sunday, the Syrian army and allied forces captured al-Jafra district on the western bank of the Euphrates river, the military source said.
“They have no outlet except crossing the Euphrates towards the eastern bank and fleeing towards the desert, or (the towns) al-Bukamal and al-Mayadin,” the source told Reuters.
Moscow and Washington are backing separate offensives in the oil-rich province of Deir al-Zor bordering Iraq. Both have advanced from opposite sides of the Euphrates which bisects the province, Islamic State’s last major foothold in Syria.

The Importance of Politics in Preventing and Countering Violent Extremism in Fragile States
The EU is spending hundreds of millions of euros annually in Africa on countering terrorism and preventing violent extremism projects, but is that funding allocated appropriately or even the right kind of support? Evidence from the field suggests it is not. The problem is that while EU aid can improve the capacity of regional and local security services combating terrorist groups as well as other bodies and non-governmental groups countering radicalisation, often it has failed to generate the local political will to reform dysfunctional and corrupt administrations that undermine these programs (and drive support for extremist groups and their ideology). We fail to appreciate that many elites in fragile countries benefit from the status quo and resist any change that could jeopardise their position, actively undermining donor efforts to promote good governance. Unless the EU becomes more adept at understanding local political dynamics, as well as employing carrots and sticks, to mitigate these spoilers, its expensive technical assistance and training programmes may have only temporary and limited impact.
For more than a decade, the EU has supported various counter-terrorism efforts in Africa. The bulk of the support, at the request of African partners, has gone to large, and expensive, regional “peace enforcement” missions fighting armed extremist groups, such as Al-Shabaab, in Somalia, and Boko Haram, in the Lake Chad basin. Most of the rest has gone to much smaller technical support and capacity building programmes. For example, in 2016, the EU allocated more than 200 million euros to the African Union Mission in Somalia (AMISOM) and some 30 million to “State building and peace building”. In addition, the EU spent about 20 million on both the European Training Mission in Somalia (EUTM, training Somali troops) and the EU Capacity Building Mission in Somalia (training a coast guard). In total, the EU has contributed 1.3 billion euros to AMISOM since 2007.
On its face, the focus on security first makes sense. The intuition is that a government that is constantly concerned about security does not have the bandwidth to build its capacity and expand services. In Somalia, AMISOM would provide the “space” for the government to stand up and slowly expand its administrative footprint. At first AMISOM’s mandate was simply to protect the fledgling government, confined at the time to a small part of Mogadishu, Somalia’s capital. Several years later, the mission adopted a more aggressive peace enforcement posture. The now 22,000 troops slowly, and with many casualties, pushed Al-Shabaab out of Mogadishu and other urban areas. The plan was then for the Somali government and its security forces to secure and stabilise liberated areas. But despite much direct bilateral support and multiple military training missions, including a total of 5,000 troops trained by the EUTM, it has not been up to the task – most observers fear Al-Shabaab would take back most, if not all, its lost territory were AMISOM to leave abruptly.
The problem is that most Somali leaders, protected by donor-supported regional forces, have little incentive to spend the money or political capital to professionalise the security forces, particularly when they cannot be sure these forces will not be used by their rivals to deny them their “share” of the spoils of government. Corruption is rife, and most Somalia soldiers are rarely, if ever, paid and frequently resort to extortion. Needless to say, this does not endear them to the local population.
Similar dynamics apply to other branches of the Somali government. Short-sighted, corrupt officials are thus hobbling efforts to defeat Al-Shabaab and undermining EU and other donors’ efforts to erode support for the group. Poor governance, economic mismanagement and widespread corruption are some of the grievances cited by Al-Shabaab to justify its insurgency.
Some European officials recognise this challenge. The first EU Counter-Terrorism Strategy (2005) notes “we must promote even more vigorously good governance, human rights, democracy as well as education and economic prosperity, and engage in conflict resolution”. Similar language can be found in all subsequent EU strategies to counter radicalisation, including those on the Horn of Africa. Policies to advance good governance, however, have largely focused on technical projects to improve the democratic process and individual ministry’s capacities, which is important but insufficient. (The EU is also helpfully funding the long-stalled constitutional review process.) To be truly effective, the EU should use its potentially extensive leverage – it and its member states combined are by far the largest donors to the country – to nudge political leaders to govern well, respect the rules and move toward more inclusive and representative politics.
None of the EU’s programmes are sustainable unless the Somali government, and its federal member states, are truly committed to govern relatively inclusively and begin to tackle the pernicious corruption and clientalism that has undermined all efforts to rebuild an effective state. This is possible. To the north, in Somaliland, which is seeking independence, and to a lesser degree in Puntland, a semi-autonomous federal member state, the local governments developed, with far less external support, administrations seen as relatively legitimate by most of the population that have been able to largely contain Al-Shabaab. (Although this is recently also being undermined by growing political corruption and divisions.) They have been able to do so, because their political leaders appreciate that peace requires compromise and adherence to rules (both written and informal) about the distribution of power and resources among different communities. Commitment to these “institutions” (stable, valued, recurring patterns of behaviour) is a critical safeguard against radical groups, which emerge from and are sustained by communities marginalised and aggrieved by short-sighted politicians.
While the EU and other external actors cannot prevent the election of corrupt and self-serving politicians, they can develop the right incentives and demand the appropriate checks and balances to limit these impulses. To do so, senior officials, particularly the EU Special Envoy for the Horn of Africa, the EU heads of missions and member states ambassadors need to engage more politically with Somalia’s leaders and communicate consistently that good governance is a priority – because only through that can progress to defeat Al-Shabaab be sustained. This will be difficult given Europe’s still fragmented foreign policy mechanisms, as well as the tendency of DEVCO and other development agencies to not want to condition aid, but will be necessary if the EU’s multi-billion-euro investment in Somalia is not squandered.

Judicial Watch today released 1,617 new pages of documents from the U.S. Department of State revealing numerous additional examples of classified information being transmitted through the unsecure, non-state.gov account of Huma Abedin, former Secretary of State Hillary Clinton’s deputy chief of staff, as well as many instances of Hillary Clinton donors receiving special favors from the State Department.

A young British man was arrested in the UK after returning from Syria where he went to fight against Islamic State, The Guardian reported.
He was held for questioning under the UK Terrorism Act for suspicion of engaging “in the preparation to fight against Daesch [ISIS]” as well as possessing “articles for terrorist purposes in Iraq/Syria.”
Aiden Aslin, 23 and a former care worker, traveled to Syria twice before in 2015 and 2016 to join the U.S.-backed Kurdish People’s Protection Units (YPG).
The YPG, as well as other Kurdish forces, has garnered the most success to date against ISIS in Iraq. The group is not designated as a terrorist organization and no one has ever been convicted in the UK for association with the group.
When Aslin returned to the UK in 2015, he was arrested and subsequently released on bail.
When the bail was finally lifted and he was cleared of any charges, Aslin said at the time:

A popular activist and law student in the UK is apparently under investigation for committing a “hate crime” for a Facebook post he made against ISIS.
Robbie Travers, a 21-year-old third-year student at the University of Edinburgh in Scotland, says he is now the subject of an investigation by the university after a fellow student complained his post put “minority students at risk and in a state of panic and fear.”
After the U.S. air force dropped a massive ordnance air blast (MOAB, or “mother of all bombs”) on a network of ISIS tunnels in Afghanistan last April, Travers wrote: “Excellent news that the US administration and Trump ordered an accurate strike on an Isis network of tunnels in Afghanistan. I’m glad we could bring these barbarians a step closer to collecting their 72 virgins.”
The complaint against him was filed by Esme Allman, a second-year history student, who accused Travers of “blatant Islamophobia.”
The university confirmed that Travers was being investigated but denied the probe was due to his comments about ISIS, saying the university “would not consider bringing charges of misconduct against any student for mocking ISIS.”

The U.S. State Department has backed away from a demand that Israel return $75 million in military aid which was allocated to it by the U.S. Congress.
The repayment demand, championed by U.S. Secretary of State Rex Tillerson, was described as an underhanded attempt by the State Department to derail a campaign pledge by U.S. President Donald J. Trump to improve relations with the Jewish state.
The dispute is the just the latest example of what appears to be a growing power struggle between the State Department and the White House over the future direction of American foreign policy.
The controversy goes back to the Obama administration’s September 2016 Memorandum of Understanding (MOU) with Israel, which pledged $38 billion in military assistance to Jerusalem over the next decade. The MOU expressly prohibits Israel from requesting additional financial aid from Congress.
Congressional leaders, who said the MOU violates the constitutional right of lawmakers to allocate U.S. aid, awarded Israel an additional $75 million in assistance in the final appropriations bill for fiscal year 2017.

London Mayor Sadiq Khan, who is also chairman of Transport for London (TfL), has issued a belated apology for depicting — in an advertisement launched by the Children’s Traffic Club London (created by TfL to promote traffic safety) — a small girl in a headscarf as representative of a Muslim minor. In Islam, headscarves are not usually worn until a girl has reach puberty. The Independent reported: “TfL apologised for any offence caused and said the images will be removed from the campaign. London Mayor Sadiq Khan, chair of TfL, also apologised for the campaign”.
The apology, however, sounds more like just lip service: none of the British authorities has bothered to notice the escalating trend of making Muslim baby girls wear a veil.
It took a campaign advertisement to make them realize how a headscarf, the hijab, a symbol of modesty, might be abusive to the minor girls by seemingly sexualizing them at an early age.

For the past week or so, Iranian official media and social networks have been abuzz with anecdotes woven around a football match in Tehran between Iran and Syria and the light it might shed on a complicated relationship.
According to most accounts, a group of Syrians flown in by special charter to cheer their national squad in its bid for a place in the World Cup in Moscow staged an anti-Iran demonstration in the stadium. The Syrian contingent included young ladies who refused to wear the Iranian-style hijab.
Their presence in the stadium highlighted the fact that no Iranian woman is allowed to attend a football match after a fatwa by the “Supreme Guide” that women watching young men running around with bare legs might cause “undue excitement”
He may be right about Iran’s chances in the long run but the short and at least part of the medium run don’t look good for peace in the Middle East and Don’t look good for any type of peace for Israel.

“A Danish Muslim woman has been deported to Tunisia for refusing to remove her religious veil while going through security at Brussels Airport, Belgium’s State Secretary for Asylum and Migration has said.
The woman landed at Brussels Zaventem Airport on Wednesday on a flight from Tunis, Tunisia.
In a post on Facebook, immigration minister Theo Francken said that the woman had refused to show her face in Tunis and again refused to do so in Belgium.
“After she refused to make her face visible in Tunis, she refused to do so in Zaventem. Our border police then refused her access to the Schengen area. Without identity checks, no access to our territory,” he said.

They should be armed, and they (along with the European Police) should be given the right to use their weapons when they (the police on the street) think it is necessary to stop the terrorists or save the lives of innocents or police. I don’t expect any leftist government to let the police off their short lease, that might make them think they can do something about the corruption of the politicians.

Let’s hope they stay on long enough to be in the first ranks of the citizens’ militias. Their skills will be invaluable.
They will be invaluable even if they are no longer police, their skills will remain and those who leave the force because of being forced to not do their jobs will be more trustworthy then those who remained.
