France military chief’s clarion call to boost defence spending (france24, Dec 22, 2016)

“France’s military chief on Wednesday took the unusual step of urging the country’s next president to raise defence spending in a rare public appeal.
Chief of Defence General Pierre de Villiers called on France to boost its defence budget to two percent of GDP before the end of the next presidential term, in 2022. It is an effort that can be “neither considered lightly nor delayed”, he warns. “Time is of the essence.”
De Villiers’s call comes four months before the first round of France’s 2017 presidential election and spurred a spate of reactions across the political spectrum.
France has raised defence spending twice in the wake of the January 2015 terrorist attacks in Paris and Saint-Denis and currently spends 1.78 percent of its GDP on defence. The budget rose by 600 million euros to reach 32 billion euros in 2016 and will increase by 700 million more for 2017. Alongside fellow European Union member states, France has committed to reaching the two-percent target in 2024, a goal reaffirmed at July’s NATO summit in Warsaw.
But for De Villiers, 2024 won’t cut it.
“One must understand that the slightest discrepancy in coherency between threats, missions and means is akin to the grain of sand that seizes up the system and leads to defeat,” wrote the chief of defence, typically a discreet figure, in the French business daily Les Echos. “That’s the danger we will expose ourselves to if nothing is done. Everyone has understood: We do not win a war without a war effort.”
Although the op-ed was published Wednesday, the newspaper specifies it was written before Monday’s apparent Islamist terrorist attack on a Berlin Christmas market.
States rearming
Indeed, the general notes that, with radical Islamist terrorism, “We are fighting an enemy very far from classical patterns. We are confronted with an enemy that attacks us more for what we are, than for what we have.”
But De Villiers says one must take care not to be blinded by that “immediate and concrete” threat alone.
“The return of state powers is no longer in doubt. At the gates of Europe, in Asia, in the Near and Middle East, more and more states are implementing strategies that rest on the balance of power, even the fait accompli; all are rearming.”
Political reaction to the general’s comments was, by and large, swift.
“Today, we have the resources necessary with regard to our objectives, but further efforts will need to be made in the coming years,” President François Hollande said Wednesday, noting the defence budget has been raised throughout his term.
De Villiers’s appeal appeared to applaud the current administration’s initiative to stabilise funding, thereby “putting an unprecedented end to the downward trend of the past 35 years”.
Hollande announced earlier this month that he would not be standing for re-election next spring. Manuel Valls, Hollande’s prime minister until recently and now candidate for the Socialist Party‘s 2017 nomination, agreed with the general’s two-percent figure, but not his short timeframe.
“We have a duty to prepare ourselves for a long war,” Valls said. “We need to give ourselves this objective of reaching two percent… passing from 32.7 billion euros today, to a little more than 40 billion by 2025.”
For her part, National Front leader Marine Le Pen, touted to make it to the presidential run-off on current polling data, is keen to give far more than what the general asks. She called on her blog Wednesday for the budget to be raised immediately to the two-percent level – the “minimum acceptable”, in her estimation – and for it to reach three percent by 2022. Le Pen also wrote that acquiring a second aircraft carrier for France will be one of her first orders of business as president, if elected next year.
‘It’s clear, the message is addressed to Fillon’
François Fillon, the conservative nominee for 2017 who leads the presidential race on current polling, has yet to address De Villiers’s plea and left his online platform to do the talking instead. Fillon’s website has him pledging to meet the two percent target “progressively” by 2025.
Right-wing critic Yves Thréard opines that Fillon was De Villiers’s real target.
“It’s clear, the message is addressed to Fillon, whose program doesn’t foresee reaching such an objective before 2025. The message is all the more harsh for the right-wing candidate, whom De Villiers doesn’t name, because Villiers was Fillon’s military chief when he was at Matignon [the French prime minister’s residence],” Thréard said in his Europe 1 radio editorial on Thursday.
“The two men know one another well, appreciate one another. But it is well known behind the scenes that De Villiers is worried about Fillon’s defence projections while the terrorist threat is at its peak and France is committed on several fronts abroad.”
In a television interview with FRANCE 24 General Dominique Trinquand said that “as ever, military personnel think in terms of the long run”.
“To renew equipment, one needs ten or 20 years and today the equipment is worn out because it is old and it has been used a lot on operations,” he said.
The former chief of France’s mission to the UN in Central African Republic continued, “Villiers thinks one must say so, loud and clear, before the political battle truly gets underway.”

Tunisia: Friends of Amir Anis’ family offer condolences following his death
Neighbours and friends of Amir Anis’ relatives gave their condolences to the family in Oueslatia, Tunisia, on Friday. The 24-year old, who was the main suspect in the Christmas market attack in Berlin, was shot dead in Milan on Friday.
The family said they were “shocked” and “sickened” by the attack. A brother of Amir, Abdul Kader Amri, said, “We are sorry for the death of Anis, but he did not die today, he died the day after he swore allegiance to Daesh [IS].”
According to the Italian Interior Minister, Amri was killed after he was stopped by police wanting to check his identity. He allegedly took out a gun from his backpack and opened fire before police shot and killed him. One officer was injured during the shooting.

“CHRISTMAS treats have been taken off a menu and replaced with ‘winter delicacies’ over fears the phrase would offend Muslims.
A function held at the Austrian embassy in Germany still served traditional festive fare such as Lebkuchen but rebranded them as ‘winter delicacies’.
The event was a presentation by the Chairman of the Central Council of Muslims in Germany, Aiman Mazyek, who has written the book What Do Muslims Do at Christmas?: Islamic Faith in Everyday Life in Germany.
The invitation to guests, from ambassador Nikolaus Marschik, was described as a “cosy get-together with winter delicacies.”
A reporter attending the event wanted to know exactly what the Austrians suddenly considered “winter delicacies” and asked the embassy for a clarification.
The ambassador then admitted that the traditional Christmas foods had been rebranded out of respect for Islam.
The Austrian embassy said the description was meant to include Lebkuchen, the local name for gingerbread usually served at Christmas, as well as Kipferln, a type of croissant, and beer and wine, and that the term had been chosen out of consideration for Islam.
Journalist Gunnar Schupelius said: “It is advent season, we are on the territory of the Austrian Republic, they invite Christians and Muslims for a talk about Christmas and offer Christmas delicacies that cannot be called Christmas delicacies.”
Ambassador Marschik admitted it was “a foolish mistake.”
He said: “I have talked to the people in question and made sure that it will not happen again. Of course we adhere to our Christmas traditions. This is why our events include Christmas biscuits and other delicacies.””

Berlin truck terrorist Anis Amri has been shot dead after a gunfight with police in Milan in the early hours of this morning.
The Tunisian pulled a gun from his backpack, screamed ‘Allahu Akbar’ and opened fire on two officers – hitting one in the shoulder – before being shot dead after getting off a train from France.
Hours later, a suicide video emerged online where Amri pledged allegiance to ISIS.
Amri had been on the run for four days after ploughing a lorry into crowds of revellers enjoying a Christmas market in Berlin on Monday night, killing 12 and maiming dozens of others.
The 24-year-old ISIS fanatic was stopped by a routine police patrol in the suburb of Sesto San Giovanni in the northern Italian city of Milan at about 3am local time.

Putin says Democrats sore losers, praises Trump
Vladimir Putin praised U.S. President-elect Donald Trump on Friday, saying he had his finger on the pulse of U.S. society, and launched a scathing attack on the Democrats, saying they had forgotten the meaning of their own name and were sore losers.
Speaking at his annual news conference in Moscow, Russia’s president said that only Russia had believed that Trump would become the next president of the United States, but that did not mean the Democrats had the right to blame him for their defeat.
“The current administration and the leadership of the Democratic Party are trying to blame all their failures on external factors,” Putin told reporters.
“(We are talking about) a party which has clearly forgotten the original meaning of its own name,” Putin said, accusing the Democrats of “shamelessly” abusing their status as the ruling party to try to influence public opinion.

Thursday, Ivanka Trump and her family were accosted by Dan Goldstein, a lawyer from Brooklyn, who yelled at her that her father, who has yet to take office, was “ruining the country.” It wasn’t a spontaneous outburst. Goldstein’s husband had tweeted from the JetBlue terminal at JFK Airport that Goldstein was “chasing” Ivanka and her family to “harass” them.
“Why is she on our flight? She should be flying private,” Goldstein reportedly shouted when he saw them on the plane and allegedly engaged with her children as well. Goldstein and his husband were removed from the plane, with Goldstein complaining that he was merely “expressing his opinion.”

Over the weekend, armed activists affiliated with the Revolutionary Black Panther Party marched in Milwaukee to protest what they claim is police “genocide” against black people, chanting, among other things, “free us or you die, cracker,” and “f*ck Trump.”

“A PAKISTANI migrant who travelled across Europe to get to Germany has defended himself against five counts of sex assault by declaring “it’s hard to get a girlfriend if you are a refugee”.
Asif M, 26, appeared in Berlin Regional Court, where he read out a statement trying to explain the attacks.
The prosecution accuses him of having raped a young woman and committed five more sexual assaults. Asif M confirms most of the attacks between April 29 and July 25.
Prosecutors say he approached lone women in the street and told them it was his birthday.
When the women rejected him he pounced, it is alleged.
He pulled his first victim to the ground, kissed her, grabbed her chest.
The prosecution said: ”After he briefly let go of her and the witness tried to leave.
“The accused asked her to stay and undressed the witness, which she endured for fear of further violence.
“Then the accused performed unprotected vaginal sexual intercourse against the will of the witness.”
Other women Asif M was said to have attacked, defended themselves and screamed, causing him to flee.
In Asif M’s statement, he apologised, saying he did not attack anyone on his journey through Europe.
It added: ”But in Germany, it somehow came out of me.
“It is hard to get a girlfriend if you are a refugee and have nothing to offer.
“I wanted to have sex.”
He said he had drunk excessively before the attacks, included when he worked before the bar at a restaurant.
He also smoked a marijuana joint before the rape.
But he claims when he pulled the woman to the ground and had sex with her she “did not resist”.
However, the victim claims he apologised to her and said “are you mad at me?” after the incident.
For the defence, Ralph Schaefer told the judge: “I asked (Asif M) if there were exchanges of affection coming from witness J. He says no, she did not do anything. And that he did not realise his mistake until she said she did not like it.”
At first, the court had considered agreeing with the defence on a sentence of three years and three months to three years and nine months, in order to spare the women to have to make a public statement.
But due to contradictory statements of the defendant, the chairman now wants to question some of the victims.
On January 2, the court will hear the first victims.”

“AN ILLEGAL immigrant has been expelled from Italy after punching and kicking his teenage daughter to death.
Mohammed Lhasni, from Morocco, has been kicked out of the southern European country after serving a five year prison sentence for bearing his 19-year-old daughter to death in September 2004.
The 64-year-old devout Muslim became furious after his daughter, Kaoutar, had fallen in love with a man who he disapproved of.
He beat her with his fists and a stick and kicked her so severely he broke several of her bones.
Kaoutar died in agony an hour after the assault, choking on her own vomit.
Mr Lhasni was initially sentenced to 15 years for the crime but 10 years were discounted and he was released in late 2014.
The Moroccan man was living in Grantorto illegally and had his residence permit cancelled on 27 June this year.
The authorities then picked him up a few days ago and he was escorted to the local Marco Polo airport and deported back to Morocco.
According to local media reports Mr Lhasni was often drunk and had previously beaten his wife.

ISIS has claimed responsibility for the deadly December 19th truck assault on an outdoor Christmas market near a landmark church in Berlin, which killed 12 people and injured nearly 50 other victims. ISIS called the attacker “a soldier of the Islamic State.” The “soldier,” ISIS claimed in its self-congratulatory statement, “carried out the attack in response to calls for targeting citizens of the Crusader coalition.”
The prime suspect, who managed to escape from the scene of the carnage and is being pursued by the police, is said to be a 24-year-old Tunisian man named Anis Amri. The suspect had traveled to Italy from Tunisia in 2011 and spent time in an Italian jail before arriving in Germany in 2015.
Anis Amri is not a so-called “lone wolf.” He has connected with members of the ISIS jihadist network. Once in Germany, he was reportedly investigated in Berlin for his possible involvement in preparations for a terrorist attack, but the case was dropped. He also is said to have been in contact with a jihadist preacher, Abu Walaa, who recruited for ISIS and was arrested by German authorities last month. In mid-2016, Amri reportedly spoke to two ISIS fighters. Denying Mr. Amri the asylum he was seeking was a no-brainer. And right on cue, Keith Ellison begins distorting his own history. He cites the 1991 Rodney King case.
But Ellison was praising “Minister Farrakhan” and defending the Nation of Islam in 1989. Writing as “Keith Hakim”, he whined that the “sensational” news media smears the Nation of Islam as the “black Klu Klux Klan” so it never gets credit for “all of its laudable work.”

Citing revered Islamic texts including the Koran, Dr. Naqib explained that the open display of shirk—the greatest sin in Islam, associating someone else with God, which the Koran accuses Christians of doing via the Trinity—“is the worst form of fitna, worse than murder and bloodshed.”

Muslims are also well aware that Obama refuses to mention Islam in connection with terrorism. If Muslims know that the President of the United States, the most powerful man in the world, will hold their religion blameless, that could easily encourage violence against non-Muslims.

Every year around this time, Ibrahim Hooper, the spokesperson for the Council on American-Islamic Relations (CAIR), sends out a Christmas message to Christians. The gist of the message is that Christians and Muslims have much in common because “Muslims also love and revere Jesus as one of God’s greatest messengers to mankind.” And to prove it he quotes from chapter 3, verse 45 of the Koran:

Christians would do well, however, not to take too much comfort in these apparent similarities. Although Christians and Muslims share some similar texts and similar practices, the two faiths are separated by a wide gulf.

Security officials say Mahmoud Hussein is accused of attempting to overthrow President Abdel Fatah el-Sisi’s government.
An Al Jazeera news producer has been arrested in Egypt over accusations of attempting to overthrow the government and being a member of the banned Muslim Brotherhood.
Mahmoud Hussein was arrested at his Cairo home on Friday, Al Jazeera Media Network said, but it was not known where he was being held.
“Al Jazeera holds Egyptian authorities responsible for the safety of Hussein and is calling for his immediate release,” the Qatar-based network said in a statement.
Hussein, who lives in the capital Doha, used to work in Egypt before Al Jazeera closed its office there in 2013.

Trump was Right to Try to Stop Obama from Tying his Hands on Israel

The Egyptian decision to withdraw the one-sided anti-Israel Security Council resolution should not mask the sad reality that it is the Obama administration that has been pushing for the resolution to be enacted. The United States was trying to hide its active ‘behind the scenes’ roll by preparing to abstain rather than voting for the resolution. But in the context of the Security Council where only an American veto can prevent anti-Israel resolutions from automatically passing, an abstention is a vote for the resolution. And because of this automatic majority, an anti-Israel resolution like this one cannot be reversed by a future American president. A veto once cast cannot be cast retroactively.
The effect, therefore of the Obama decision to push for, and abstain from, a vote on this resolution is to deliberately tie the hands of President Obama’s successors, most particularly President elect Trump. That is why Trump did the right thing in reaction to Obama’s provocation. Had the lame duck president not tried to tie the incoming president’s hands, Trump would not have intervened at this time. But if he had not urged the Egyptians to withdraw the resolution, he would have made it far more difficult for himself to try to bring about a negotiated resolution to the Israeli-Palestinian conflict.
The “Hidden Reason” Leftists Hate the Electoral College
According to Fox News host Bill O’Reilly, American liberals have a “hidden reason” for wanting to see the Electoral College abolished. In his “Talking Points Memo” segment this week, the conservative star said anti-white racism was a big part of the movement.
“If the Electoral College were abolished, presidential candidates could simply campaign in the nation’s largest states and cities, New York, L.A., Chicago, Houston, and rack up enough votes to pretty much win any election,” O’Reilly said. “That’s what the left wants. Because in the large urban areas and blue states like New York and California, minorities are substantial.”
O’Reilly said that liberals were highly interested in taking power away from “the largely white rural areas in the Midwest and the South” so that Democrats would have a breezy waltz into the federal government.
“The left sees white privilege in America as an oppressive force that must be done away with,” he said. “Very few commentators will tell you that the heart of liberalism in America today is based on race. It permeates almost every issue.”

Richard: Those who live by racism and division die by racism and division. The Dems has gone out of their way to court all minority groups but are willing to throw them under the bus when it is advantageous to do so. Look at how the Dems championed Israel until the Moslem immigrants became a higher percentage of population then the Jews, when this happened the Dems decided the Jews had to go and turned anti-Semitic. “A SWEDISH school has removed references to Christianity from a popular Christmas carol – to avoid offending children of other religions.
The school, in the area of Amal, has cut lines from ‘Now Light 1,000 Christmas Lights’ which make references to Jesus and God.
Even a line about “a star over Bethlehem” has been edited – and replaced with the phrase “the star over all of us”.
The move has provoked criticism, with one of the pupil’s grandfathers writing an angry letter to a local newspaper.
Calling for an end to “special treatment for newly arrived students”, he wrote: “Who took the decision to change the Christmas song?
“The idea was that [migrants] would be integrated into Swedish society and not vice versa.

Exclusive: Trump team seeks names of officials working to counter violent extremism
U.S. President-elect Donald Trump’s transition team has asked two Cabinet departments for the names of government officials working on programs to counter violent extremism, according to a document seen by Reuters and U.S. officials.
The requests to the State Department and the Department of Homeland Security involve a set of programs that seek to prevent violence by extremists of any stripe, including recruitment by militant Islamist groups within the United States and abroad.
Reuters could not determine why the Trump team asked for these names. The Trump team did not immediately respond to a request for comment.
Trump has frequently criticized President Barack Obama for not doing enough to battle Islamic militants and for his refusal to use the term “radical Islam” to describe Islamic State and other militant groups.
Some career officials said they feared the incoming administration may be looking to undo the work that the Obama administration has done on countering violent extremism.
“They’re picking a few issues to ask for people’s names,” said one government official who spoke on condition of anonymity, reflecting wider fears that those who worked on such issues could be marginalized by the new administration.
Earlier this month, Trump representatives had asked the U.S. Energy Department for the names of staffers who worked on climate change policy. The White House expressed concern that it may have been an attempt to target civil servants, including scientists and lawyers. The Energy Department balked at providing names and a Trump spokesman disavowed the request.
The State Department declined to comment on specific requests from the Trump transition team. The Department of Homeland Security did not immediately respond to emailed requests for comment.
In a Dec. 9 email seen by Reuters, Trump representatives at the State Department sought a list of positions in the counterterrorism bureau’s office of countering violent extremism.
“Please indicate names of people serving in those roles and status (political or career),” the email said, referring to political appointees and career civil servants.
Three U.S. officials, speaking on condition of anonymity, said a similar request had been made to the Department of Homeland Security (DHS). In that case, the Trump transition team asked for the names of members of an interagency task force on countering violent extremism that the Obama administration established in January, the officials said.
According to a Jan. 8 DHS statement, the task force falls under the leadership of DHS and the Department of Justice, and includes officials from the Federal Bureau of Investigation, the National Counterterrorism Center and other government agencies.
Several of Trump’s top national security advisers have cast the fight against Islamic militants as an existential conflict between civilizations, according to a review of their writings and public remarks.
Retired Lieutenant General Michael Flynn, Trump’s pick for White House national security adviser, said in a post on Twitter earlier this year, “Fear of Muslims is RATIONAL.”
Some counterterrorism experts say that such rhetoric can be used by militant groups to recruit, and will alienate Muslim communities whose help is needed to prevent violence.

State Department spokesman John Kirby told reporters on Thursday that the department would be cautious about providing names of employees associated with specific issues, but left open the possibility of providing names on an organizational basis.
It was unclear whether the State Department shared the names of the officials in the office on countering violent extremism or whether Homeland Security officials provided names.
“Without getting into the specifics of information either requested by the transition team or provided by the Department, I can tell you that … I know of no requests that have been denied,” a senior State Department official said.
