This appears to be a variation on “Give me the boy until he is seven and I will give you the man. attributed to Ignatius Loyola the founder of the Jesuit Order (although the Order now vehemently denies this attribution).
I have long felt that it explains much about the atavistic mind-set of Muslim males and, if changed to read “Give me the girl until he is seven and I will give you the slave“. about Muslimas as well.

A more likely Muslim phrase:
“Give me a child until he or she is seven to fiddle with as I please, and then give the child to someone else as I need to replace them with a younger model.”
That sounds about right.
