“BRITAIN, France and Germany have raised concerns over the recent law passed by the Iranian Parliament, sparking fears of a World War 3 outbreak.
The Iranian Parliament recently passed a law which if implement would expand Tehran’s nuclear programme and limit the monitoring access of the International Atomic Energy Agency (IAEA). This comes amid growing tensions across the globe.
The three powers said in a joint statement: “If Iran is serious about preserving a space for diplomacy, it must not implement these steps.”
This comes after Iran told the United Nations’ nuclear watchdog it plans to install three more clusters of advanced IR-2m centrifuges at its underground uranium enrichment plant at Natanz.
The agency wrote: “Iran informed the Agency that the operator of the Fuel Enrichment Plant (FEP) at Natanz ‘intends to start the installation of three cascades of IR-2m centrifuge machines’ at FEP.”
They added these were in addition to one of IR-2m machines already used for enrichment there.
But under Iran’s nuclear deal with major powers, Tehran can only use first-generation IR-1 centrifuges at the underground plant.
These are also the only machines Iran can accumulate enriched uranium with.
This latest move comes as Iranian Foreign Minister Mohammad Javad Zarif said his country will not agree to renegotiate elements of the international accord limiting its nuclear programme.
He said: “It will never be renegotiated. Period.”
The Minister also admitted Tehran will not agree to any curbs on its missile programme unless Western countries stop their “malign behaviour” in the Middle East.
He added: “As long as they’re not able to out up, they have to shut up.”
Under the Trump administration, the US imposed crippling sanctions on Iran after Donald Trump withdrew from the nuclear agreement in 2018.
Iran began publicly exceeding enrichment limits set by the agreement saying it would return to compliance if the US did the same.
Mr Zarif continued: “The US has been in grave breach of that resolution because the Trump administration has been a rogue regime.
“Now if President-elect [Joe] Biden wants to continue to be a rogue regime, then he can continue to be asking for negotiations to implement its commitments.
“The United States must stop, the United States must cease its violations of international law.
“It doesn’t require any negotiations.”
Mr Biden – who beat Mr Trump in the US election last month – has hinted the US will return to the deal…”

CBC – Quebec to start COVID-19 vaccinations next week, health minister says
Province’s first doses of Pfizer vaccine to be deployed at 2 unspecified long-term care homes
Quebec expects to begin vaccinating residents of long-term care homes against COVID-19 next week, Health Minister Christian Dubé said.
By next Monday, Dubé said, the province should receive four boxes of the Pfizer vaccine, which will allow for 2,000 people at two unspecified long-term care homes to be vaccinated.
Between 22,000 and 28,000 Quebecers will be immunized against COVID-19 by Jan. 4, as the province receives more doses of the vaccine, he said.
Prime Minister Justin Trudeau announced earlier Monday that up to 249,000 doses of the two-dose Pfizer COVID-19 vaccine will be available in Canada this month.
Trudeau said the first shots should arrive next week, if Health Canada gives the product the green light. Dr. Supriya Sharma, the chief medical adviser at Health Canada, has said her department could approve the Pfizer product as soon as this week.
Dubé cautioned that all the Quebec-specific targets depend on whether the vaccine gets that approval.
He also said Quebecers must still make sacrifices until a good proportion of people are vaccinated, because the vaccine doesn’t cure COVID-19.
“Yes, today’s news is good news, but let’s not let it distract us. We have to stay focused.”
Quebec, along with Ontario, Manitoba and Alberta, has been experiencing a surge in COVID-19 cases of late.
A Quebec Health Ministry spokesperson said the surge in the province can be explained by an increase in community transmission as well as outbreaks in schools, workplaces and in some long-term care homes.
Who gets the vaccination first?
Residents of long-term care homes and health-care workers will be the first to be vaccinated against COVID-19 in Quebec.
People living in private seniors’ residences and those in isolated communities, including Indigenous communities, will be next, provincial public health officials revealed during a technical briefing Monday.
Those four groups represent about 547,000 people living in Quebec, which has a population of about 8.5 million.
The strategy aims to directly protect the most vulnerable members of the population, instead of betting that they will be indirectly protected if those around them are immunized, officials said.
The next groups of people to receive the vaccine will be organized by age group, starting with those 80 and up, then 70 to 79, and 60 to 69, followed by those who are 60 and under and have other risk factors.
20 vaccination sites in Quebec
There will be 20 vaccination sites, developed in conjunction with Pfizer, across Quebec, Dubé said — four in Montreal, two in the Montérégie region, and one each in 14 other regions.
Provinces and territories will receive Pfizer vaccine doses in numbers proportionate to their share of the population.
Trudeau said these doses will be delivered by the company directly to 14 distribution centres across the country that are equipped with the cold storage needed to keep the vaccine at the required –80 C.

MONTREAL — As provincial leaders decide whether a COVID-19 vaccine should or should not be mandatory, a new poll suggests Canadians want the federal government to make that call.
Over half of Canadians Leger and the Association for Canadian Studies polled (57 per cent) said they felt the Justin Trudeau Liberal government should make the call to determine whether a potential vaccine is mandatory or not.
Alberta and the Atlantic provinces (59 per cent) felt most strongly, while 54 per cent of Quebecers felt the feds should make the call.
Just 15 per cent of Quebecers felt Francois Legault’s provincial government should have the authority.
At the same time, 55 per cent of those surveyed felt the vaccine should be voluntary, and 17 per cent said they would not take the vaccine. Forty-one per cent said it should be mandatory.
On that note, over four-in-10 surveyed (41 per cent) said they would contest a mandatory vaccination as a rights violation with 52 per cent between 25 and 34 years of age agreeing it would be a violation of rights.
More with children (47 per cent) than without (39 per cent) agree that a mandatory vaccination order would be worth contesting.
When it comes to the border, the poll’s numbers are clear: no crossing the 49th parallel without a vaccine.
Seventy-eight per cent of those asked said they either strongly agree (48 per cent) or somewhat agree (30 per cent) that cross-border travel should be prevented to people that refuse to take the vaccine for the novel coronavirus.
In addition, 83 per cent agreed with barring people from the US and elsewhere from entering Canada without vaccination.
The study was conducted online between Nov. 27 and Nov. 29 and included 1,566 adult Canadians.

On March 12 of this year, I wrote for these pages a piece entitled “China and the Coronavirus — A Reckoning.” While the origins of COVID-19 were at that time murky (and remain so), what has become increasingly clear is the culpability of the Chinese Communist Party (CCP) in obfuscating the extent and severity of the initial outbreak in Hubei province. A report from CNN last week (“The Wuhan files”) extensively details from leaked primary sources the inconsistencies between what local and national authorities in China believed to be occurring and what was reported publicly, which significantly downplayed the outbreak’s severity.

The Election Day incident in Atlanta’s State Farm Arena that was first reported as a burst pipe was an overflowing urinal, a state investigator said Sunday.
Officials in Fulton County said late Nov. 3 that a pipe burst in the arena around 6:07 a.m., causing a delay of several hours in counting absentee ballots. They also referred to the incident as “a water leak.”
Georgia Secretary of State Brad Raffensperger’s office opened an investigation into the incident.
Frances Watson, the chief investigator for the office, said in a court filing Sunday that the investigation revealed the water leak “was actually a urinal that had overflowed.”
The overflowing “did not affect the counting of votes by Fulton County later that evening,” she wrote.
Gabriel Sterling, voting implementation systems manager for Raffensperger’s office, told reporters last month that what happened “wasn’t a water main break.”

Europe has once again been targeted with Islamist terror attacks.
On October 16, Samuel Paty, a history teacher, was beheaded in Paris by an 18-year-old Chechen Muslim who acquired refugee status in France this past March. The teacher was murdered after showing cartoons from Charlie Hebdo depicting Islam’s prophet Muhammad to his students, during a discussion on freedom of expression.
On October 29, three people were murdered and several others wounded in an Islamist knife attack in the Basilica of Notre-Dame-de-l’Assomption in Nice, France; one victim was decapitated.
After the attack in Nice, France raised its nationwide terror alert status to the “maximum emergency” level. Approximately 4,000 military personnel were deployed to guard schools, churches, and other places of worship.
In Vienna, on November 2, four more people were murdered and 22 injured (including a police officer) in another Islamist terror attack that took place in six locations across the Austrian capital.

A U.S. voter rights group informed the Department of Justice on Dec. 3 of a link between the Nevada election emails system and a Pakistani company with ties to military and intelligence.
True the Vote requested the Nevada voter file from the secretary of state after the Nov. 3 election. The state responded with a voter file in an email, but the message was copied to Waqas Butt, CEO of Pakistani-based Kavtech Solutions Ltd.
In a letter (pdf) to Assistant Attorney General for National Security John Demers, Catherine Engelbrecht, president of True the Vote, wrote that she was shocked to discover the Pakistani address in the carbon copy field of the email.
“The fact that this company was cc’d on an email containing access to the Nevada voter registration database appears to be evidence of a breach within the Nevada Secretary of State’s email system,” Engelbrecht wrote.

An overwhelming majority of congressional Republicans won’t acknowledge Joe Biden as the President-Elect, according to a Washington Post survey.
The survey was taken the morning after President Donald Trump posted a 46-minute video claiming he’d won the election and alleged “corrupt forces” were trying to steal his victory. Just 25 out of 222 Republicans acknowledged Biden’s win.
Ninety percent of Senate and House GOP members have yet to say who the winner is. President Donald Trump’s lawyer Rudy Giuliani said Sunday that the legislatures in Arizona, Georgia, and Michigan might end up deciding what electors are sent to the Electoral College, suggesting it could end up in the U.S. Supreme Court.
Giuliani said that the GOP-controlled legislatures in the three states could vote on sending their own slate of electors, noting that such a move is supported in the U.S. Constitution. Both Giuliani and fellow Trump lawyer Jenna Ellis have lobbied state legislatures in recent days to reaffirm their power to choose their own electors due to evidence of fraud during the Nov. 3 election.
The former New York mayor told Fox Business on Sunday that Georgia lawmakers “started a petition to hold their own session, which they’re allowed to do under the Constitution,” adding the GOP members are “disgusted” by the evidence that was shown during a hearing last week.
On the program, Giuliani made reference to the State Farm Arena surveillance video in Atlanta that showed election officials pulling black containers on wheels from underneath a table after poll observers and election workers were sent home. While state elections officials have said the process was not unusual, they have not yet answered key questions raised by Trump’s team when presenting the video.

A group of Georgia senators are pushing for a special session of the legislature to consider choosing electors for President Donald Trump because of alleged election fraud.
“What we’re seeing in Georgia is a violation of the law, there’s fraud,” state Sen. William Ligon, a Republican, told The Epoch Times on Monday, pointing to ballots being counted after poll watchers were effectively told to leave and a water leak that halted the counting of ballots for four hours on Election Day, as well as a consent order that was entered into by state election officials and Democrat activists.
“We’re saying that there were votes from felons and others that weren’t qualified to vote that were counted, the laws regarding verifying signatures on absentee ballots were not followed, instead a consent order was followed which was not approved by the legislature, and that’s contrary to law and the Federal Constitution,” Ligon added.

President Donald Trump told reporters Monday that people can expect to “see a lot of big things” over the coming days.
On alleged election fraud, “I think the case has been made,” Trump told reporters at the White House. “And now we find out what we can do about it. But you’ll see a lot of big things happening over the next couple of days.”

Director of National Intelligence John Ratcliffe on Sunday said the Chinese Communist Party (CCP) is using “gene editing” to boost its military.

LNA general Ahmed al-Mismari said the vessel was sailing under a Jamaican flag and heading to the western city of Misrata – hundreds of miles from where it was captured.

Mismari said the ship did not respond to calls inquiring about its identity as it entered a military restricted area of Libyan territorial waters.
“The ship’s crew is made of nine Turks, seven Indians and one Azerbaijani sailor. It is being investigated for its violations of maritime laws and regulations,” Mismari added in a statement.
He did not reveal what the ship was carrying. In a Facebook post, Mismari showed photos of crew members in blue and orange overalls having their passports inspected by LNA members.

After migrants pay smugglers for a dangerous Atlantic crossing to reach Europe, especially Spain, December nights in Las Palmas can dip to temperatures of 15 degrees Celsius and are often humid.
Language often presents a barrier for migrants and “hinders their communication with the police and health workers.”
Approximately 10 kilometers from Las Palmas’ city center, the Barranco Seco camp was an army munitions warehouse before it turned into a camp to receive irregular migrants. Arrivals spend a maximum of three days at the facility before transfer.
Beyond struggling to meet standard basic needs, the COVID-19 situation in the camp poses another difficulty. Poor hygiene conditions could lead to a speedy spread of the virus.
On November 20, Spanish Interior Minister Fernando Grande-Marlaska commented during a Moroccan visit about a surge in arrivals of irregular migrants in the Canary Islands.
The minister highlighted the intensified bilateral efforts Morocco and Spain have set to counter irregular migration.
According to UN Migration (IOM), more than 16,000 irregular migrants had arrived in the Canaries as of mid-November, a “substantial increase” compared to 2019. In addition to conflict, IOM identified the pandemic’s impact, climate change, and food insecurity as major drivers of the phenomenon.”

“The home ministry on Monday ordered provincial governments to take effective measures against armed wings of political and religious parties.
A letter issued to the provinces by the home ministry maintained that various political and religious parties have formed their own militias, wearing uniforms like the armed forces, in violation of Article 256 of the Constitution and the third point of the National Action Plan (NAP).
The letter further started that the security situation may worsen if action is not taken, adding that these organisations are setting a wrong example and will create a negative image of the country.
The home ministry directed that the provincial governments should take immediate notice of the situation, and the federal government offered all possible assistance in this matter.
Addressing a seminar in July this year, Interior Minister Brig (retd) Ijaz Shah said the implementation of the NAP against terrorism was among the government’s top priorities.
“The graph of terrorist activities has witnessed a gradual decline,” he told the participants of the Command and Leadership Programme 2020 at the National Defence University, Islamabad.
“This allowed the government to embark upon initiatives to curb radical tendencies, extremism and intolerance in the society through people-to-people and people-to-state initiatives,” he added.

Primary Schoolchildren In Afghanistan To Be Educated At Mosques
KABUL — All Afghan primary schoolchildren in the first three years are to be educated at mosques to give students a “powerful Islamic identity,” in an unprecedented move that has drawn widespread public criticism.
Under the Education Ministry plan, students from grades one to three would attend their nearest mosque, according to a ministry statement published late on December 5.
After completing their third year at a mosque, the students would continue their education at regular secular schools, the statement said.
The plan is aimed at giving Islam a more central role in education, the statement said.
The announcement has already sparked widespread criticism, as many believe the move would further encourage extremism in the country.
Prominent Afghan writer Yaqoob Yasna wrote on Facebook that the mosques did not have a proper teaching environment, and sending children there would be a misuse of education and religion.
A well-known Afghan journalist, Mukhtar Wafayee, said the policy was a move toward the Talibanization of society. While normal schools operated during the Taliban regime in the 1990s, madrasahs or religious schools were common.
Even now, the Taliban asks students in areas under their control to regularly attend religious schools, in addition to their secular education.
Afghanistan has one of the worst records for school attendance in the world. According to a United Nations report, an estimated 3.7 million children cannot attend school due to war, poverty, and cultural barriers, 60 percent of those are girls.

“The Czech Public Prosecutor’s Office filed charges against an Iraqi citizen with permanent residence in the Czech Republic for flying from Prague to his homeland and participating in the combat and propaganda activities of the Islamic State (iS). The man faces from 12 to 20 years in prison and possibly forfeiture of his property.
The man, a native of Baghdad who had a permanent residence in the Czech Republic, traveled from Václav Havel Airport to Istanbul in January 2015. According to the public prosecutor, he left to join the IS fighters, which he succeeded in doing.
He came from Turkey to the territory of northern Iraq, which was then controlled by the IS. In April 2015, he allegedly took part in a combat offensive at Iraq’s main oil refinery in Bajji, and according to the indictment, he was “intending to inflict injury or death on opponents of the Islamic State“.
The prosecutor further stated that the man attacked the Iraqi army and coalition forces and was injured in a raid by a US guided missile.
The indictment reports that he subsequently appeared in an IS propaganda video where he said in Arabic “after the wind brought us your ammunition, this ammunition returns to suffocate you with its smoke with the permission of Allah, and we are now in the middle of the refinery”.
According to the indictment, the man also cooked food for other IS members at the scene of the fighting and later participated in the propaganda of the terrorist organization in Mosul, for which he received a salary at least from February 2016 to May 2017.
Furthermore, he allegedly worked as a teacher, in the department of aerial photography, in the department of daily press releases, and in the department of mujaheddin affairs.
