Man, 30, ‘shot dead by police after he’s caught defying Dominican Republic coronavirus lockdown’
A man was shot dead during a confrontation with the police in the Dominican Republic on Monday night after he defied a curfew imposed for the outbreak of coronavirus.
Edwin Cespedes was outside his home when he was approached by a National Police unit that was enforcing a nationwide evening lockdown order.
A witness told local press that the 30-year-old tussled with at least four officers who attempted to placed him under arrest.

A second coronavirus outbreak in China is ‘highly likely’ and ‘even inevitable’ as the pandemic escalates, China’s state newspaper has warned.
Loopholes in the health screening process and inadequate quarantine measures for people arriving from abroad are the main factors for the looming new crisis, according to state-run Global Times.
The stark warning comes as former epicentre Hubei Province, apart from its capital Wuhan, is set to lift travel restrictions tonight after being locked down for two months.
It also comes as Wuhan has registered its first native infection, a doctor, after reporting zero cases for five consecutive days.

CBC – Canada ‘urgently’ discussing asylum seeker deportation issue with U.S.
U.S. official says it plans to send asylum seekers back to their home countries
Deputy Prime Minister Chrystia Freeland says Canada is seeking assurances from the United States that it won’t deport asylum-seekers turned back by Canada at its borders through temporary pandemic containment measures.
As part of the temporary agreement to halt the spread of the novel coronavirus across the shared border, Canada agreed last week to return asylum-seekers attempting to enter the country outside of official border points —a stark departure from Canada’s former policy of allowing them to stay and file refugee claims.
A U.S. Customs and Border Protection spokesperson said it plans to send those returned migrants back to their countries of origin.
“CBP is taking steps to prevent the further introduction of COVID-19 by the individuals it encounters,” said spokesperson Michael Niezgoda in an email.
“In the event an alien cannot be returned to Mexico or Canada, CBP will work with interagency partners to secure return to the alien’s country of origin and hold the alien for the shortest time possible.”
Niezgoda said border officials are following advice from the Department of Health and Human Services.
“That is an issue which we are currently discussing urgently with our American partners,” Freeland said during a news conference on Parliament Hill today.
“It is very important to Canada to abide by our international commitments … including when it comes to refugees.”
“We are aware of the problems of refoulement,” Freeland said, referring to the forcible return of refugees to countries where they might face violence or persecution.
“And it was and continues to be important for Canada to have assurances that that would not happen to people returning to the United States.
Justin Mohammed, human rights law and policy campaigner at Amnesty International Canada, said the Canadian government needs to rethink the policy.
“At this time, the situation facing refugee protection claimants seeking to enter Canada from the U.S. is extremely unclear. If the U.S. is planning to deport such claimants without considering their refugee claims, Canada could be complicit in refoulement,” he said
“By denying people the right to make a claim in Canada, the government has put us in breach of our international legal obligation.”
When asked if Canada would rethink the temporary measue in light of the United States’s stance, Freeland said she would not negotiate in public.
“But let me be clear about Canada’s position, which is it is important for us to abide by our international commitments when it comes to the treatment of refugees,” she said.
The issue of cross-border migrants isn’t the only one the federal government wants to resolve with Washington right now.
Trudeau says talks continue with U.S. about border troops
Prime Minister Justin Trudeau said today his government is still in talks with the United States about a proposal to station American troops near the shared border.
Canadian officials voiced their opposition on Thursday after sources began leaking information about the proposal. Later that day, a Wall Street Journal report, citing a source, said Trump was going to drop the proposal.
When asked about the newspaper article during his daily news briefing outside his home Friday morning, Trudeau would only say that talks continue.
“When we have more information, we’ll share it,” he said. “We continue to to engage closely in back-and-forths with the American administration on many, many issues around the border.”
President Donald Trump was asked about the possibility of sending reinforcements to the northern border during a press conference Thursday evening.
“We have very strong deployments on the southern border, with Mexico. We had some troops up in Canada. But I’ll find out about that,” he said, before suddenly launching into a tangent on steel tariffs.
When contacted on Friday, an official with the the Department of Homeland Security repeated a statement given the day before.
“We will continue to consider additional actions to ensure federal law enforcement personnel at our borders have the resources and operational support needed to address the profound public health threat of uncontrolled cross-border movement during a pandemic,” they said.
The two countries already have a mutual ban in place on non-essential travel across the border, which includes trips for recreational purposes.

Turkey: 180 sheep sacrificed to “appease” coronavirus outbreak
People from the Semdinli district of Turkish city Hakkari slaughtered 180 sheep in sacrifice, prayed and donated the meat to local families in need on Thursday, hoping the act will keep them safe from the deadly coronavirus global outbreak.
People slaughtered and skinned the sheep, before cutting them into pieces.
Locals can be seen gathering by the sacrificed animals and collecting some of the meat.
The slaughter took two days to complete.
In a bid to curb the spread of coronavirus, Turkish authorities announced additional restrictions on movement and public gatherings to contain the spread of the virus on Tuesday, as the number of confirmed cases mounted rapidly to over 3,600, while the death toll reached 75.

“Libyan National Army (LNA) spokesman Ahmed al-Mismari announced on Friday that the military has cleansed regions in western Libya from militias loyal to the Government of National Accord (GNA) and affiliated Syrian mercenaries.
In a statement on his official Facebook page, he declared that the LNA, commanded by Khalifa Haftar, cleared the regions of al-Assah, Riqdalin and Zliten of GNA militias and Syrian mercenaries, “who fled from the advance of our brave forces.”
He thanked the residents for helping secure this victory and restoring their freedom from the clutches of terrorist and criminal groups.

Hami Aksoy, a spokesman for the Turkish Foreign Ministry, dubbed the Greek statement “unfortunate and misleading.”
“At the core of the Eastern Mediterranean issue lies the maximalist maritime jurisdiction area claims of the Greek/Greek Cypriot duo as well as the disregard of the Turkish Cypriots and their rights as the co-owners of the Island by both Greece and the EU,” Aksoy said in a written statement.
The Turkish official said the attempts to legitimize such claims through the European Union and “maps published within this union carry no legal value whatsoever.”
“The maritime jurisdiction area claims brought forward by Greece as if she was an archipelagic state, disregarding the principle of just and equitable delimitation, which is the primary rule in maritime boundary delimitation, are indeed the violation of international law. “Authorities have admitted that large numbers of refugees continue to be attacked in and outside of shelters — many by right-wing extremists. One politician said the newcomers can “expect to be attacked at any time.”
German authorities recorded more than 1,600 attacks on refugees and asylum-seekers in 2019, Germany’s Funke Media Group reported on Friday.
The government responded to a request for figures by the socialist Left party which were then published by the country’s third-largest media group.
The figures showed that 1,620 refugees and asylum-seekers — including children — were attacked last year. In 128 cases, the target of an attack was the refugee shelter itself. Right-wing extremists were found to be responsible for 118 incidents.
According to the report, 229 refugees were injured during the attacks.
Refugees ‘can expect to be attacked’
During the attacks on refugees the perpetrators used explosives, set fire or deployed other weapons that can lead to dangerous bodily harm in 260 of the incidents, the Interior Ministry said.
The figures have fallen slightly from the previous year. In 2018, authorities reported 1,775 attacks on refugees and asylum-seekers and 173 attacks aimed at asylum shelters. Most of the attacks were carried out by right-wing extremists.
Germany saw an increase in attacks on migrants and refugees when the European migrant crisis peaked in 2016. That year, more than 2,500 refugees were victims of violence, and there were almost 1,000 attacks on refugee centers.
Left party MP Ulla Jelpke told Funke of “a social climate in which refugees can expect to be attacked verbally and physically at any time.”
Remembering the Hanau shootings in February, when a gunman killed nine people of foreign origin in a racially motivated attack, she said: “The deadly danger of right-wing extremism and racism … is, unfortunately, part of everyday life for many people in this country.”
She said that “a cabinet committee against right-wing extremism was welcome” but that it would be “even better if permanent counseling and prevention projects for the victims of racism were finally cemented by legislation.””
