Canada’s ‘Islamophobic’ Quebec City gets its first Muslim cemetery

“In the past, Muslim residents of Quebec City had to transport their dead for more than 160 miles if they wanted an Islamic burial, despite the city having its first mosque since the late 1970s.
Today, Quebec City, the capital of Canada’s only French-speaking province, has been given the go ahead for its first ever Islamic cemetery, coming at a very crucial time where the province has banned hijab wearers from holding public service jobs.
The mayor of Quebec City, Régis Labeaume, finally accented his signature to a deed of sale for a pocket of land that will become the city’s first ever Muslim cemetery later this year.
The cemetery will start conducting burials in spring after the Muslim Organization of Quebec and Levis (TCOM) alliance paid $270,000 ($US 206,000) to the city in July last year.
“This is a highly appreciated moment,” says Boufeldja Benabdallah, now head of the biggest mosque in Quebec City.
“In the past, we had to drive our dead 260km to bury them in the city of Montreal where there is a Muslim cemetery.” The mosque that Benabdallah heads is the site of the calamitous January 2017 hate attack when a gunman sprayed and mowed down six men inside the prayer hall.
“The land for the Muslim cemetery was finally promised in 2017 after events moved slowly for 20 years,” Benabdallah adds.
From 1999, Quebec’s first “Muslim cemetery committee” got to work, analysing some 30 lots in the metropolitan region and within a 50km radius. Several approaches and purchase offers were refused.
A plot in Saint-Apollinaire, a municipality lying 35km within Quebec City, was first mooted as a cemetery but local residents voted on a 19 to 16 council tally to refuse the establishment of a Muslim cemetery, reveals Mayor Régis Labeaume.
“How can it be that 19 (people) can stop a project by several thousand people? It doesn’t make sense!” stated Mohamed Kesri, the man who was mandated by the Quebec City mosque to lead the cemetery project.
After the referendum defeat, various other proposals were explored including an idea to have a Muslim section in Quebec City multi-faith cemeteries, Kesri said. But in June 2017 after the referendum, Quebec province’s parliament adopted a law that permitted municipalities to override referendums on land projects in order to give more power to local authorities and the gears shifted.
This gave power for the mayor of Quebec City to push ahead with allowing land for the cemetery.
“This cemetery will consolidate the will of the Muslim community of Quebec to practice the requirements and rituals of their faith, while being an integral part of their tolerant and legal society allowing everyone to live and die with dignity,” he says.
Muslim identity is a hotly divisive topic in Quebec, Canada’s only French-speaking province. A 2018 study in published in the Canada Review of Sociology found that 70 percent of respondents in the Quebec province had expressed “significant” anti-Muslim sentiment.
Islamophobia is widespread in the Quebec province and more prevalent here than any other province in Canada, concluded the study.
A 2017 CROP study also suggested that 34 percent of Quebec residents agreed that Muslim immigrants should outright be banned, compared with 23 percent in the rest of Canada.
Mohamed Labidi, former president of the city’s mosque, which is also known as the Quebec City Islamic Cultural Centre, had his car torched by hateful assailants in 2017.
Matters escalated in June last year, when Quebec province’s parliament voted a secularism law that bans public servants (teachers, prosecutors, nurses, policemen, bus drivers etc) from wearing religious symbols like hijab, cross etc on their work stations.
The edict formally called Bill21 is casually talked of as “anti-hijab law” because opponents says it will hit hard on Quebec’s Muslim minorities. Furious disputes over the law have sneaked all the way to Canada’s highest courts.
This January, the Canadian National Council of Muslims and other civil liberties associations have approached the country’s Supreme Court to strike down the bill.
Quebec province’s highest court rejected a challenge to the religious symbols ban on a 2-1 majority, although the justices acknowledged that banning religious symbols wearers from public jobs would do irreparable damages to careers of minorities.
However, new patterns of arrivals are transforming Quebec’s Muslim community as newer immigrants, largely fleeing the war in Syria, make Quebec City their home. So for many, the city’s first Muslim cemetery acts as a significant sign of inclusion.
“I invite citizens of Quebec to love each other,” says mayor Labeaume. “Quebec City is changing. The rest of the province is getting more diverse. We need to start thinking about what we can do, about the steps we can take in our community, so we can all live together in harmony.”
Quebec province is always an enigma, observes Nicholas Keung, an award-winning immigration and refugees staff writer at The Toronto Star.

“U.S. President Donald Trump issued an expanded version of his travel ban on Friday that targets prospective immigrants from Nigeria and five other countries, a move that could affect thousands of people and reignite debate on whether the policy is discriminatory.
Of the six countries added to the ban, four are African nations and three have Muslim-majority populations. Democrats and immigration advocates accuse the Trump administration of seeking to expand its original 2017 ban that targeted Muslim-majority countries and of disproportionately focusing on African countries.
Acting Homeland Security Secretary Chad Wolf said during a call with reporters that the six countries failed to meet U.S. security and information-sharing standards, which necessitated the new restrictions. The problems Wolf cited ranged from sub-par passport technology to a failure to sufficiently exchange information on terrorism suspects and criminals.
Belarus, which had been under consideration for inclusion, took steps to remedy deficiencies in recent months and will not face visa restrictions, Wolf said.
The United States will suspend the issuance of visas that can lead to permanent residency for nationals of Eritrea, Kyrgyzstan, Myanmar and Nigeria, a presidential proclamation said. Temporary visas for tourists, businesspeople, students and workers from those nations will not be affected, it said.

“Greece’s government has been heavily criticized by human rights groups such as Amnesty International as well as opposition party SYRIZA for their plans to build a floating sea wall to stop refugees and migrants getting to the Greek islands on boats from the Turkish coast.
This week, Greece’s Defense Ministry announced that it had launched a tender for private contractors to bid on building and supplying a 2.7-kilometer (1.7-mile) long floating fence within three months. The plan would be for the netted barrier to rise some 50 centimeters (20 inches) above water level and be designed to hold flashing lights.
The announcement came as part of Greece’s New Democracy-lead government’s plans to tighten border security amid the continuing refugee crisis. Over 80% of migrant arrivals in 2019 came from the sea, with the North East Aegean islands of Lesvos, Chios and Samos shoulding the largest burden.
And as expected, the project has attracted widespread disdain, with Amnesty International and SYRIZA leading the chorus of criticism.
“The plan raises serious issues about rescuers’ ability to continue providing life-saving assistance to people who are attempting the dangerous sea crossing to Lesvos,” said Amnesty’s research director for Europe, Massimo Moratti. He added: “This proposal marks a worrying escalation in the current efforts of the Greek government to make it as difficult as possible for asylum seekers and refugees to reach its shores, and it will lead to greater risks for those desperately seeking security. The government must urgently clarify the operational details and necessary safeguards to ensure that this system does not cost further lives.” Having already ridiculed the government for shutting down and then opening up once more a Migration Ministry recently, opposition party SYRIZA stated that the government’s latest idea was “an insult to humanitarian values and in violation of European and international regulations”.
SYRIZA said that installing any such floating fence or wall would provide a major navigational hazard. “It is an absurd, unenforceable and dangerous plan,” said the party in a statement.
New Democracy, Greece’s center-right government, has only been in power for six months but is struggling to cope with the migration crisis.
One of the key pledges of Kyriakos Mitsotakis’ election manifesto was about taking a tougher line on the refugee issue, but it seems that they are facing the same issues as the former SYRIZA-led government of Alexis Tsipras.
While Mitsotakis’ New Democracy have brought in several measures to combat the ongoing issues, such as those to speed up asylum application processes, transfers of people from the islands to the mainland, as well as tougher legislative measures and border security with the help of Frontex, the Greek state is still struggling under the weight of the problem.
Mitsotakis’ government did introduce stricter legislation on migration in December with the aim of limiting new arrivals as much as possible, increase deportations of failed asylum seekers, and announcing a plan to establish more restrictive “closed” holding centers.
However, the effect has hardly been felt, especially on the islands, where local authorities and business owners went on strike on Lesvos, Chios and Samos last week for two days in a demonstration to protest the situation.
In 2019 alone, a total of 60,000 people arrived in Greece by sea, almost double the number of sea arrivals compared to 2018.
Between January and October, the International Organization for Migration (IOM) also recorded 66 deaths on the eastern Mediterranean sea route.”

“One fourth of Italians polled by research institute Eurispes said they have a negative relationship with immigrants while one in three said they believe foreigners pose a threat to national identity. The ”Rapporto Italia 2020” report released by Eurispes on Friday also said that four in 10 (40.3%) called their relationship with immigrants ”normal”. Nearly one in five (19.4%) spoke about reciprocal indifference, 14.4% of reciprocal availability while one-tenth found immigrants hostile (10.1%), 8.1% said they couldn’t stand them and 7.7% feared them.
According to 45.7% of those surveyed, being diffident towards migrants is ”justifiable but only in some cases”. For nearly one-fourth (23.8%) looking with diffidence at migrants is ”dangerous”, for 17.1% (+6,7% compared to 2010) it is ”relatable” and for 13.4% it is ”deplorable” (-4,3% from 2010).
For the great majority of those polled by Eurispes (77,2%) immigrants in Italy are exploited by their Italian employers.
However, the idea that foreigners steal jobs from Italian workers has grown over the past 10 years by over 10 points, rising from 24.8% to 35.2%. The percentage of those who view immigrants as a threat to national cultural identity has increased from 29.9% to 33% and of those claiming that they have brought an increase in illnesses has grown from 35.6% to 38.3%.
On the other hand, the number of those thinking that foreigners bring more cultural richness fell by 17 percentage points compared to 2010: from 59.1% to 42%. Also, less people think immigrants contribute to the country’s economic growth, a percentage that has fallen from 60.4% to 46.9%.
In order to counter the phenomenon of illegal immigration, over one-fourth said they believe the government should provide funding to countries of origin (26.2%, +7,7% compared to 10 years ago), one-fourth that border controls should be tighter (24%, compared to 33.6% in 2010), while for 16% the priority is to legalize the situation of undocumented migrants (25.5% in 2010), and for 15.3% reducing entry visas from the main countries of provenance.
