Li is the newly-appointed leader of a task force that will coordinate efforts to combat the outbreak.
The meeting called for strict implementation of President Xi Jinping’s orders on containing the virus.
President Xi emphasized the need to strengthen measures in Wuhan and to ensure the city has enough medical supplies and personnel.
Premier Li called for accelerated efforts to develop a vaccine.
And he stressed the need for transparent disclosure of information.
He also proposed that the Spring Festival holiday be extended.

China’s Agriculture Ministry has banned trade in wildlife nationwide to curb the outbreak of the deadly coronavirus. Wild animals consumed for food are believed to be the source of the outbreak.
The ministry banned trade in wild animals – alive or dead – in markets, supermarkets, restaurants, and e-commerce platforms, as well as the transportation of wildlife.
It also ordered a quarantine of all places where such animals are bred, it said in a joint statement with the Forestry Department.
Two seafood markets in the big industrial city of Wuhan are believed to have been the starting point of the 2019-nCoV virus outbreak, which has already claimed more than 50 lives in China.
The virus causes flu-like symptoms and is transmittable between humans. The exact animal species that transmitted the infection to humans is yet to be identified, with bats and snakes mentioned as possible candidates.
Earlier on Tuesday, the ministry ordered stricter control of wildlife with a focus on Wuhan, but stopped short of banning it altogether nationwide. Dishes incorporating wildlife are considered gourmet in many parts of China. They have been slowly going out of favor in larger cities like Beijing, but the demand remains relatively high in certain provinces.
Preservation activists say the taste for wild animals is a bane for biodiversity as it encourages poaching. There are also law enforcement issues, since rules on licensing, prohibition of trade in live animals, and other restrictions are reportedly often ignored or avoided by traders.
Beijing was criticized over its failure to curb the practice after the 2002-2003 SARS epidemics, which was traced to consumption of wild animals in the southern city of Guangzhou. That infection spread to more than 8,000 people in 17 nations and killed almost 800 of them.
The Chinese government is undertaking some drastic measures to contain the spread of the new virus. Wuhan, a city of 11 million people, has been quarantined, while travel restrictions have been imposed in the entire Hubei Province.

Libya: Hundreds protest against LNA forces’ advancement towards Tripoli
Hundreds of people protested at Martyr square in Tripoli on Friday against the Libyan National Army led by Khalifa Haftar advancing towards Tripoli.
Footage shot on Friday shows people waving flags and anti-Haftar banners at the Martyr square where public prayers were also held.
Fighting has been taking place around the Libyan capital since the LNA which controls much of Libya’s east and parts of the south, first launched an offensive to gain control of Tripoli from the GNA in April.
The conflict eventually settled into a stalemate.
At the Berlin conference on January 19, world leaders agreed on upholding a UN arms embargo and implementing a ceasefire in Libya.

Hong Kong declares citywide virus emergency over coronavirus
Hong Kong has declared a citywide emergency in response to five confirmed coronavirus cases in the region. While speaking at a news conference on Saturday, Chief Executive Carrie Lam said the “impact on the population will be high and imminent.”
Lam explained that schools will be closed until next month in an attempt to limit the spread of the deadly virus. Major events, flights and trains in Wuhan and Hong Kong have been cancelled as local authorities step up screening procedures at major ports of entry.

Convicted terrorist and multi-millionaire Omar Khadr will be featured as a keynote speaker at a respected Canadian university.
Khadr is scheduled to speak at an event on children’s rights hosted by Dalhousie University on February 10, 2020.
The event is part of the university’s Open Dialogue series, in partnership with the Roméo Dallaire Child Soldiers Initiative. The talk will be hosted by the CBC’s Nahlah Ayed and will also feature former child soldier and author Ishmael Beah as a speaker.
For the past few years, Khadr has been seeking a way out of US war crimes charges he pleaded guilty to before being released on bail in Canada. A US civilian court has since turned down Khadr’s attempt to force a military court to hear an appeal on his conviction.
Khadr was convicted in the killing of US Sergeant Chris Speer while fighting as an armed militant for the terrorist group al-Qaeda in 2002. He was originally set to serve 40 years in prison but had his sentence reduced to 8 years as part of a plea bargain.
Since returning to Canada, Khadr sued the Canadian government and was awarded $10.5 million in taxpayer dollars by Justin Trudeau in 2017.
The CBC has hosted Khadr in the past as a featured guest on their French-language program “Tout le monde en parle,” where he stated that his $10.5 million settlement was for “all Canadians.” He has used $3 million of his wealth to invest in an Edmonton shopping mall.
In 2019, a Trudeau-appointed Alberta judge ruled that Khadr’s war crimes sentence had expired and that he was to be relieved of any bail conditions, including not being allowed to obtain a Canadian passport.
A Utah civil court awarded Sgt. Speer’s grieving family a $134 million claim against Khadr for the slaying of the US soldier and the family is currently trying to have the award enforced in Canada.
“What is important are Mr. Khadr’s actions that day and leading up to that day. The plaintiffs and the Utah court hold Mr. Khadr responsible,” said the Speers’ lawyer, Jamie Schacter.

Two years ago, US had warned China that the Wuhan facility was shoddily built and they will have escaped viruses (I posted the link a day or two ago).
So, both stories may be 100% correct: the virus escaped the facility, most likely got into a bat, then snake, then the food market.
Hong Kong declares citywide virus emergency over coronavirus
Hong Kong has declared a citywide emergency in response to five confirmed coronavirus cases in the region. While speaking at a news conference on Saturday, Chief Executive Carrie Lam said the “impact on the population will be high and imminent.”
Lam explained that schools will be closed until next month in an attempt to limit the spread of the deadly virus. Major events, flights and trains in Wuhan and Hong Kong have been cancelled as local authorities step up screening procedures at major ports of entry.
Lam reiterated the government will not “not be frugal” about resources “for the sake of public health and safety.”

Every Democratic 2020 frontrunner supports bill forcing male athletes into girls’ sports

Every Democratic presidential candidate polling above 1% supports a bill that would force schools to include male athletes who identify as transgender girls on female sports teams.
The Equality Act, which passed the House in May with unanimous Democratic support, amends the Civil Rights Act of 1964 to make “sexual orientation and gender identity” protected characteristics under federal anti-discrimination law.
The bill would force public schools to expand female athletic teams to include biological males who identify as transgender girls, as both critics and supporters of the bill have acknowledged. The bill comes as male athletes have racked up victories in female sports.

Moments after President Donald Trump tweeted on Sunday morning that lead House impeachment manager Rep. Adam Schiff (D-CA) hadn’t “paid the price yet” for his role in impeachment, Schiff said that the president’s post was “intended to be” a threat.
Towards the end of his appearance on NBC’s Meet the Press on Sunday, Schiff was asked by host Chuck Todd about the pushback he’s received from GOP senators for closing out his arguments on Friday by referencing a CBS News report that the White House had warned Republicans their heads would be on “pikes” if they crossed him and voted for additional witnesses.
“What do you make of the criticism that some Republican senators who you might want to see vote for witnesses didn’t like your ‘head on a pike’ comment,” Todd wondered. “[Lisa] Murkowski, [Susan] Collins and [Joni] Ernst, all three Republican senators who might be open to witnesses thought you got too personal.”
“I don’t think it was personal to refer to the CBS story,” the House Intelligence Committee chairman replied. “What may be personal, though, and I think I have to be very candid about this, is I made the argument that it’s going to require moral courage to stand up to this president. And this is a wrathful and vindictive president. Look at the president’s tweets about me today saying that I should pay a price.”

The Meet the Press host then inquired whether or not Schiff felt that the president’s tweet represented a threat against him.
“I think it’s intended to be,” Schiff stated. “But look, it is going to be very difficult for some of these senators to stand up to this president. It really is. There’s just no question about it.”
“And I want to acknowledge that,” he continued. “And I don’t want to acknowledge it in a way that is offensive to them. But I do want to speak candidly about it. And if this weren’t an issue, there wouldn’t be an issue about calling witnesses. If we can’t even get the senators to agree to call witnesses in a trial, it shows you just how difficult that moral courage is.”
Senate Republicans, meanwhile, were confronted on the Sunday news shows over whether or not they felt the president’s tweet could be construed as a threat. On CNN’s State of the Union, for instance, anchor Jake Tapper told Sen. James Lankford (R-OK) that they’ve learned that Schiff is now getting death threats while referencing Trump’s tweet.
“Is that a price?” Tapper asked.
“No, that is not what the president is trying to do,” Lankford insisted, “and the people will hold him accountable for that, and Nancy Pelosi the same way, and both are saying that the American people will speak on this.”
Tapper, for his part, would go on to press Lankford on why he and his colleagues were acting deeply offended by Schiff quoting a CBS report but not offended by the president saying Schiff needs to “pay a price.”
“I don’t think it’s a death threat,” Lankford answered. “I don’t think he’s encouraging death threats.”

There are no immediate reports of casualties.
The attack follows another launch of three missiles that hit the “green zone” in the Iraqi capital on 22 January but which resulted in no casualties. The country’s security services also found one fully loaded launcher. The green zone occasionally suffers from rocket attacks on account of it being the location where government facilities and foreign embassies are situated.

Rehana Mora, head teacher at Birchfield Independent Girls School, said she was very disappointed with the agency’s rating, which she said was based on a negative attitude towards religious schools.
An Islamic school in Britain has filed a lawsuit against the government education agency Ofsted saying that it was inadequately rated by the watchdog over a 26-year-old leaflet. The school was expected to receive a good rating until inspectors found a 1994 leaflet that spoke about Muslim supremacy in the world. According to Ofsted officials, the leaflet read: “Today we find that the sons and daughters of Islam are under continuous attack by the forces of non-Islam”. It also spoke of the Khalifah, “the total rulership of Muslims over the world”.
Ofsted said that Birchfield Independent Girls School provided good education to its pupils, but that the educational institution safeguarding it was ineffective and thus the school was given an inadequate rating. The inspectors stressed that they were confident that the views described in the leaflet do not reflect those of the pupils, but the presence of the leaflet in the library is a sign that school authorities are not protecting the students.
Ofsted’s report said: “Leaders have not made sure that pupils are protected from inflammatory and unsuitable literature. Therefore, pupils are not safe from potential radicalization. The arrangements for safeguarding are not effective”.
In response, the school mounted a legal challenge against the government watchdog, saying it had become the victim of “draconian and inconsistent inspection practices” against faith-based schools.
“The leaflet identified has no place in our teachings, curriculum or ethos. We work hard to promote fundamental British values and the rule of law at our school. It is simply unacceptable for Ofsted to undermine all of the hard work put in by staff and pupils when coming to wholly inaccurate judgments of schools”, the school said in a statement.
Ofsted said that school officials couldn’t explain how the leaflet got into the library or why it was openly displayed on a shelf, or why no one had removed it. “A French parliamentary report has suggested that mass migration into France does not actually help boost the economy, as frequently claimed, but is only net neutral.
The report, released by Pierre-Henri Dumont of the Republicans and Stéphanie Do of President Emmanuel Macron’s Le Republique En Marche! (LREM) party, has concluded that due to the low skill level of so many migrants, mass migration has not benefited the French economy, Le Figaro reports.
“43 per cent of our immigration is family, against 13 per cent for working immigration. Work immigration should be encouraged in relation to family immigration,” Pierre-Henri Dumont explained.
“The immigrant population in France is traditionally low-skilled,” the report said, indicating that as many as 43 per cent of immigrants in France do not hold any sort of diploma or college certificate, compared to 20 per cent for native French at the same low education level.
“The cost of immigration is neutral in France because the immigrant population is low-skilled,” Dumont said on social media.
The report also compares other studies that have claimed mass migration is good for economic growth but stated, “immigration to France being characterized by both low qualifications and a low employment rate, its impact on long-term growth is less positive than in certain countries which have targeted their policies on most qualified profiles.”
“The impact of immigration on public finances is a little more negative in France than on average in the OECD, in particular, due to the low employment rate of immigrants and the redistributive scope of the French socio-fiscal system for the benefit of low-income households, among which there are many immigrants,” the report adds.
The authors suggest that France should work to focus immigration policies around skilled workers and make France more attractive to small business owners and entrepreneurs, and said more work needs to be done to integrate immigrant women, many of whom do not work at all.
Last year, France saw a record number of new asylum claims, with 140,000 migrants attempting to claim asylum.
Senator François-Noël Buffet said there has been a quadrupling of such claims since 2010.
According to a report from the Organisation for Economic Cooperation and Development (OECD), mass migration costs the French state around 10 billion euros per year.
National Rally leader Marine Le Pen has said the number could be as high as 70 billion when other costs are factored in.”

“Earlier this month an apartment in Östermalm was rocked by a large explosion. Now investigators claim the residence was used as a centre to distribute illegal drugs to wealthy clients.
The apartment, which is located in an expensive and fashionable area, is said to be one of many such “exclusive addresses” used to sell drugs to more elite clients, Swedish newspaper Expressen reports.
The newspaper spoke to an individual who claimed to have bought drugs from the address, who said: “I remember it so clearly because it was such a sick arrangement. I got a gate code, went in and down the basement where someone made a drop-off and put the stuff there. There was something unpleasant about the whole thing so I only bought there once.”
The unnamed man added that the address was used by a network of drug dealers who specialise in delivering drugs to upper-class areas.
The paper also revealed that a man with links to the apartment had already been arrested in October of 2018 and sentenced last year to five years and six months for possession of various drugs, including a kilo of cocaine and two kilos of cannabis.
Police announced the arrest of a 35-year-old man in connection with the bombing of the apartment on Friday afternoon, saying that the man had been taken into custody on Wednesday.
The suspect in the case is well-known to police and has been involved in motorcycle gangs, including the Bandidos outlaw motorcycle club — described as the second-most dangerous motorcycle gang in the United States behind the notorious Hells Angels.
The suspect’s last serious conviction occurred in late 2013 when the 35-year-old was sentenced to seven years in prison for attempted murder. He was released in the spring of 2018 but found himself behind bars again last year for driving offences.
Just a week after the bombing, Stockholm saw two more bombings –one in the no-go suburb of Husby, and another just 500 metres away on the same evening.
Police say they are investigating a possible link between all three explosions.”

“ONE OF Albania’s most wanted murderers has been arrested in the UK after more than 22 years on the run. Defrim Iseberi, 45, was number two on an Albanian Police “top 10″ list of most wanted fugitives thought to be in hiding in the UK until he was captured by the Met Police last month following a lengthy manhunt.
We can today reveal the names on the top 10 list, including three other men convicted of or suspected of murder, a former intelligence chief accused of kidnap and torture and a prostitution and human trafficking kingpin. Also on the list are four former special commandos from the Albanian army wanted for desertion after they allegedly disappeared during a training mission to Britain in 2017. The captured man, Iseberi, is now fighting extradition.
He fled his homeland after gunning down a security guard at the Gjallica Hotel in the lakeside city of Kukës on October 16, 1997. His victim died in hospital several months later.
Iseberi fled to Britain using the false name Agim Mema and went on to claim asylum in the UK as a bogus Kosovan, claiming to be fleeing the war.
He is also understood to have applied for a British passport and claimed benefits.
In 2000 he was sentenced to 20 years in jail in his absence.
Despite disappearing in 1997, an Interpol red notice was not issued until 2004. A warrant for his arrest in Britain was not issued until six years later in 2010. In February 2013 police appealed for information about his whereabouts on the BBC1 Crimewatch programme and he was finally caught last month.
Figures show that as many as 1,758 fugitives from Albania could be in the UK, with only a fraction of those being sought so far arrested, it has emerged.
According to the National Crime Agency, Albania issued 1,758 warrants for its fugitives “wanted from the UK” between 2009 and 2018. But the data shows that only 44 have been arrested in that period.
The NCA claimed not all of the suspects would be in the UK and said its statistics had been badly worded by saying wanted “from the UK”.
He said: “These requests are misleadingly named, really, as they say fugitives are ‘wanted from the UK’, but they actually apply to all EU nations and are not specific to the UK. It doesn’t mean the subject is, or is even suspected to be, in the UK.”
Yet Ahmet Prenci, a former Albanian police chief, claimed many convicted Albanian murderers, such as Iseberi, had hoodwinked British authorities into granting asylum in the UK, by claiming to be Kosovan refugees in the late 1990s.
He said: “Many Albanians hidden in the UK are wanted for murder and have been convicted in absentia. They have been given British citizenship despite our efforts to extradite them to serve prison sentences in our country.
“Unfortunately, many have British passports obtained after they claimed asylum by pretending to be Kosovans.”
David Spencer, research director for the Centre for Crime Prevention think tank, said: “It is deeply concerning that so many wanted Albanians remain on the loose in the UK despite authorities here being aware of their presence.
“This troubling figure shows the risk that freedom of movement has posed to the British people. It is to be hoped once we have left the EU and freedom of movement has ended, law enforcement agencies will be able to start getting a grip.
A former Met Police DS, who tweets under the name of Frank Mat-thews, said: “This tells me that the police haven’t got the resources to deal with fugitives from another country.
“But this is shortsighted because they are probably committing crimes in the UK. It also tells me that there are probably not very good criminal and other intelligence sources in relation to the Albanian criminal world in the UK.”
The man died. An Albanian police source said: “He is a very dangerous person due to his military background.”

? Double killer Kadri Hoxha, thought to be hidden in the Albanian community in the north of England or London. He may have been given asylum as a Kosovan after fleeing here with an accomplice in 1998. The pair, from a mafia-style gang that ruled a mountain community, were convicted in their absence. First victim was security guard Kadri Xhetani, who stopped them robbing a flour factory. Hoxha bribed his way out of jail pre-trial and fled. After two Kola gang bosses were shot in the street, the pair shot the guard’s chef father.
? Hektor Mahmutaj, 44, bailed by magistrates while fighting extradition despite committing a firearms offence in the UK. Six months later he absconded before then-home secretary Sajid Javid could rule on his case. He was sentenced in his absence to 25 years for shooting dead a farmer in 1997. He fled to the UK and used 13 aliases to avoid detection and extradition.
? Four Albanian special commandos, wanted after absconding on a 2017 UK training mission. Renild Ajazi, 27, Klevis Lamkaj, 23, Ylber Kotri and Aleksander Shkulaku, are thought to be shielded by the Albanian community. Three have been sentenced to jail in their absence. Our Albanian police source said: “Their skills can be used by organised crime, even terrorists.”
? Albanian intelligence chief Ilir Nazmi Kumbaro, 66, on the run since failing to appear at a 2011 extradition hearing over torture and kidnapping. He had claimed asylum and lived on benefits as a refugee. Albania lists a catalogue of offences.
? Hysni Sokolaj, 47, sought for forcing an Albanian woman into prostitution in Belgium and the UK.

The Swedish government has said it wants to greatly expand the number of police across the country but a recent report has suggested hundreds of recruitment places remain unfilled.
The government has promised to increase the size of the police force by 10,000 by 2024 but is already running into problems with 400 places remaining empty this semester in the country’s police training courses, broadcaster Sveriges Radio reports.
The police authority has also been commissioned by the government to hire new police for different backgrounds, primarily women and ethnic minorities, in order to make the police force more diverse, but many frontline officers are sceptical of the probability of fulfilling the request.

Patient Tests Positive For Coronavirus in Orange County in Third Known Case in US
A patient has tested positive for the Wuhan coronavirus in Orange County, California, in the third known case in the United States.
The patient recently traveled from Wuhan, China, where the outbreak of the virus began, according to the Orange County Health Care Agency.
KTLA reported the patient was transferred to a “local hospital”. However it is unclear which part of Orange County the patient lives in, or which hospital the patient was sent to for treatment.
“There is no evidence that person-to-person transmission has occurred in Orange County,” according to the OCHCA statement. “The current risk of local transmission remains low.”
The other two cases of coronavirus were confirmed in Chicago and Washington state.

A Peterborough Police investigation into the plastering of a white nationalist group’s posters in downtown Peterborough has determined that the “posters do not meet the threshold to be deemed a hate crime.”
The Examiner reported that ID Canada posters were posted in late December on bus shelters and electrical boxes. More of them were posted earlier this month, prompting city police to investigate, and others were then posted earlier this week along the Otonabee River Trail.
ID Canada is an identarianist group that seeks to protect Canada’s “identity” from migration and considers “diversity is in fact our greatest weakness.”
City police announced Thursday afternoon that while the posters are not a hate crime, people that see “potentially concerning content being posted” are urged to call city police immediately at 705-876-1122 or Crime Stoppers anonymously at 1-800-222-8477 or online at stopcrimehere.ca.

Democratic Michigan Rep. Rashida Tlaib retweeted a claim from a Palestinian politician that a Palestinian boy was “kidnapped and executed” by “a herd of violent Israeli settlers” and “thrown into a water well.”

U.S. state attorneys-general will meet with Justice Department attorneys to share information on their investigations into Alphabet Inc’s Google, that could eventually lead them to join forces, the Wall Street Journal reported on Sunday, citing people familiar with the matter.
The investigations have centred around monopolistic behaviour that may harm consumers through Google’s control of online advertising markets and search traffic.
The meeting between the parties is seen as the start of a periodic dialogue that could expand into more formal co-operation as the probes continue, according to the newspaper.
Discussions will likely include Google’s dominance in online search, possible anticompetitive behaviour in its Android mobile operating system, and the best division of labour as the probes move forward, the paper said, citing some of the people.

The 38-year-old Federalist Society reportedly faces “cancellation” of sorts from the federal judiciary’s Committee on Codes of Conduct.
The committee is tasked with publishing “formal advisory opinions on ethical issues that are frequently raised or have broad application.”
Released sometime this month, the committee’s latest draft opinion discourages federal judges from joining either the conservative-leaning Federalist Society or the left-wing American Constitution Society.
Never mind that Supreme Court Justices Brett Kavanaugh, Neil Gorsuch, and Clarence Thomas are reportedly members of the society.
“Official affiliation with either organization could convey to a reasonable person that the affiliated judge endorses the views and particular ideological perspectives advocated by the organization; call into question the affiliated judge’s impartiality on subjects as to which the organization has taken a position; and generally frustrate the public’s trust in the integrity and independence of the judiciary,” the opinion states.

Top British spy report: ‘Strong possibility’ that anti-Trump dossier was completely fabricated

A British author who specializes in espionage raised serious doubts about former MI6 officer Christopher Steele’s salacious dossier, which was included in the FBI’s counterintelligence investigation into President Trump’s 2016 campaign.
Rupert Allason, a former member of Parliament whose pen name is Nigel West, conducted a forensic analysis of Steele’s work, which made stunning allegations about coordination between Trump’s camp and Russia. He came away “stunned” by what he viewed to be a poor job by a former intelligence officer whom he once considered to be a friend.
“There is … a strong possibility that all Steele’s material has been fabricated,” Allason wrote in a report obtained by the British newspaper Sunday Times.
Allason, 68, was commissioned by a Republican law firm after the dossier, a series of reports that included details of a “pee tape” and an alleged video obtained by the Russians of Trump with prostitutes urinating on a bed in a Moscow hotel room, was published by BuzzFeed in January 2017.
Allason’s report comes in the wake of an assessment by Justice Department Inspector General Michael Horowitz, who condemned Steele, 55, and the FBI for its reliance on his dossier to obtain warrants for wiretapping onetime Trump campaign adviser Carter Page. Additionally, special counsel Robert Mueller concluded an investigation last year that found no criminal conspiracy between the Trump campaign and Russia.

ANKARA: More than 420 people working at a crucial military air base in southern Turkey have lost their jobs, with some analysts considering it symbolic of decreased cooperation levels with the US and as the Pentagon reconsiders Middle East deployments.
Incirlik Air Base is located in Turkey’s Adana province, near the Syrian border, and it has been a strategic element in ties between Ankara and Washington.
