Morocco Records Alarming Increase in Cases of Violence Against Women

“A 2018 report on gender-based violence recordst nearly 12,233 cases of violence against women in 2018 against 10,959 in 2017.
“Injad” or rescue and “Femmes solidaires” (Women in solidarity or female solidarity), two networks drop-in centers, recorded a notable increase in reported cases of gendered violence, according to a recent report on gender-based violence. The report was done in collaboration with the Federation of Women’s Rights League (FLDF).
The two networks presented the outcomes of the report at a recent conference held on November 22 in Rabat. The findings show that 48.95 % of the reported cases of violence were psychological, while 24.42% were socio-economic violence.
Meanwhile, sexual violence and physical violence represented 4.68% and 5.7 %, respectively.
The majority of women victims of violence, according to the report, were housewives with “little education.”
In the report, commissions in charge of women victims of violence spoke about the challenges they face to tackle gender-based issues.
The challenges include “poor communication, the impossibility of activating the protection and prevention measures provided for by Law No. 103-13 on violence against women, and delay in enacting laws governing the said commissions,” Maghreb Arab Press (MAP) reported.
Morocco officially enacted law 103-13 on fighting violence against women in September 2018. Women activists find the law insufficient, however. Most of them have described it as “not enough” to address Morocco’s lingering violence issues.
Stephannie Willman Bordat, an international human rights lawyer, told Morocco World News that because it only “has 17 articles.” The law “is really extremely short and it did not address any of the issues related to gender-based violence that Moroccan women and NGOs have been advocating for ten years,” she added.
For Bordat, the law is vague and does not put in place any specific measures to actually protect women subject to violence.
A government-sponsored survey indicated earlier this year that 93.4% of sexual violence victims have not reported their plight to authorities.
Fear of retribution, as well as entrenched or internalized patriarchal cultural codes and conventions, the study argued, prevent many Moroccan women from opening up about their daily, intimate struggles against sex-based violence.
This implies that the number of women who have suffered gendered violence is often far above the official figures. The findings of the government-sponsored survey indicate that domestic violence is more pervasive in urban settings, where it stands at 55.8%. The number was 51.6% for women in rural, remote zones.
Activists and feminists have long called on women subject of violence to speak up and report any sort of violence.”

“Security services in Oujda, eastern Morocco, arrested 11 sub-Saharan nationals for their alleged involvement in forming an undocumented migration and drug trafficking network.
The judicial police in Oujda carried out the arrest operation based on information provided by the General Directorate of Territorial Surveillance (DGST).
During the operation, security services raided five hoses as part of the fight against irregular migration, the General Directorate of National Security (DGSN) reported in a statement.
Police arrested 75 people from different sub-Saharan African countries, including 15 women and 6 minors.
Police seized 48 bottles of alcohol and 27 grams of cannabis resin meant for retail sale, the DGSN said.
Preliminary investigations identified five sub-Saharans who were active in irregular migration. They were planning to send some of the arrested migrants to Europe for money, the statement added.
Six other people were involved in the smuggling of alcohol, while the other arrested people were residing in Morocco illegally.
Police put the suspects in custody for further investigations.
The would be migrants were subject to legal and regulatory measures relating to the residence of foreigners in Morocco, the DGSN added.”

“A day after lodging a diplomatic protest with the Norwegian government over the desecration of the Holy Quran by an Islamophobic and anti-Muslim group, Pakistan announced on Sunday that it would raise the matter at the international forums.
The decision was taken by the core committee of the ruling Pakistan Tehreek-e-Insaf (PTI) at a meeting chaired by Prime Minister Imran Khan. The sacrilegious act, meanwhile, whipped up nationwide anger as protest rallies were staged in different towns and cities of the country.
“The core committee unanimously condemned the desecration of the Holy Quran and decided to take up the matter in the Organisation of Islamic Conference (OIC) and the European Union (EU),” said Firdous Ashiq Awan, the special assistant to the prime minister on information and broadcasting, while briefing the media after the meeting.
The head of the extreme right-wing group – Stop the Islamisation of Norway (SION) – last week staged a protest against Islam in the Norwegian city of Kristiansand where the group’s head attempted to burn a copy of the Holy Scripture.
A young man, identified as Umer Ilyas, prevented Lars Thorson from committing the blasphemous act, but the latter threw it in a waste container in the presence of a police contingent. Ilyas, who is being hailed as hero by Muslims worldwide, was taken into custody by the police.
Firdous said the core committee has also passed a resolution on the issue which “will be submitted in the OIC and the EU”.
The public desecration of the Holy Quran has shocked and angered 1.3 billion Muslims around the world, including those in Pakistan, with Islamic scholars and clerics denouncing the blasphemous act which was allowed to be staged by Norwegian authorities in the name of “freedom of expression.”
Pakistan’s foreign ministry on Saturday summoned Norway’s ambassador to lodge a diplomatic protest. Oslo was urged to bring those responsible for the sacrilegious act to justice and prevent recurrence of such an incident in the future. Pakistan’s ambassador in Oslo was also directed to convey Pakistan’s protest and deep concern to Norwegian authorities.
On the streets, meanwhile, protest rallies were staged in different towns and cities of the country against the desecration of the Holy Quran. Protesters called upon the government to snap trade relations with Norway.
Dozens of activists of the politico-religious Jamaat-i-Islami party staged a demonstration outside Peshwar Press Club where they demanded that the Pakistan government use diplomatic channels to press Western countries to ban such blasphemous acts.
The Khyber-Pakhtunkhwa Bar Council also denounced the incident and decided to boycott courts across the province on Nov 25 in protest against the sacrilegious act. Similar rallies were also staged in other cities.
Meanwhile, a Norwegian police commissioner has warned people that desecrating the Holy Quran and making hate speeches can result in a violation of the criminal code of conduct, according to a foreign news agency.

“Leaked documents released on Sunday detailed how China controls everything from the frequency of haircuts to when the doors are locked in the mass detention camps of its Xinjiang region.
The documents, obtained by the International Consortium of Investigative Journalists (ICIJ) and published by 17 media outlets worldwide, show the strict protocols governing life in the network of camps in the far-western region, which rights groups and outside experts say house more than one million Uighurs and other mostly Muslim minorities.
The leak comes one week after The New York Times reported, based on more than 400 pages of internal papers it had obtained, that Chinese President Xi Jinping ordered officials to act with “absolutely no mercy” against separatism and extremism in a 2014 speech following a Uighur militant attack on a train station.
The latest leak consists of a list of guidelines Xinjiang’s security chief approved in 2017 for running the detention camps, along with intelligence briefings that show how police use data collection and artificial intelligence to select residents for detention.
Referring to detainees as “students” who must “graduate” from the camps, the guidelines lay out how staff should manage their day-to-day lives, such as by ensuring “timely haircuts and shaves,” while also emphasizing that detainees are barred from having cellphones, according to an English translation of the memo posted by ICIJ.
– ‘Full video surveillance’ –
“Students… may not contact the outside world apart from during prescribed activities,” the memo reads, adding that staff should “Strictly manage students requesting time off.”
If indeed the so-called students “really need to leave the training center due to illness or other special circumstances, they must have someone specially accompany, monitor and control them.”
The memo says inmates should be judged based on a points system that measures “ideological transformation, study and training, and compliance with discipline.”
“Strictly manage door locks and keys — dormitory doors, corridor doors and floor doors must be double locked, and must be locked immediately after being opened and closed,” the guidelines continue.
“There must be full video surveillance coverage of dormitories and classrooms free of blind spots, ensuring that guards on duty can monitor in real time, record things in detail, and report suspicious circumstances immediately.”
According to the memo, students must stay in detention for at least one year, though that is not always enforced, former inmates told ICIJ.
The Chinese embassy in London rejected the documents, telling The Guardian, one of the partners in publishing the memos, that they were “pure fabrication and fake news.”
“There are no such documents or orders for the so-called ‘detention camps.’ Vocational education and training centers have been established for the prevention of terrorism,” the statement read.”

Ray McGovern has constructed a time line of developments in Ukraine which demolishes the establishment view on display in Congress relating to the alleged Russian threat. First of all, Ukraine was no American ally in 2014 and is no “critical ally” today. Also, the Russian reaction to western supported rioting in Kiev, a vital interest, only came about after the United States spent $5 billion destabilizing and then replacing the pro-Kremlin government. Since that time Moscow has resumed control of the Crimea, which is historically part of Russia, and is active in the Donbas region which has a largely Russian population. It should really be quite simple. The national security state should actually be engaged in national security. Its size and budget should be commensurate with what it actually does, nothing more. It should not be roaming the world looking for trouble and should instead only respond to actual threats. And it should operate with oversight. If Congress is afraid to do it, set up a separate body that is non-partisan and actually has the teeth to do the job.
