“Turkey has arrested a Turkish lawyer hired by the German Embassy in Ankara, a diplomat at the Foreign Ministry said on Wednesday, a measure that could further raise tensions between the NATO partners.
Relations between the two countries have been strained over German criticism of President Tayyip Erdogan’s crackdown on suspected opponents after a failed coup in 2016 and Turkey’s military offensive last month against Kurdish militia in Syria.
“We are intensively trying to find out what the accusations are and to lift the remand,” said the German official, declining to be named. “The detention is incomprehensible.”
The lawyer was arrested in mid-September, the official said.
The lawyer had been hired by the German Embassy to provide documents related to Turkish citizens who had applied for asylum in Germany, German media reported.
The number of Turks seeking asylum in Germany has risen since the 2016 failed coup that Erdogan says was planned by supporters of U.S.-based cleric Fethullah Gulen who were deeply embedded in Turkey’s institutions.
Between January and October this year some 9,500 Turks applied for asylum in Germany, up 8% from the same period last year, official figures show, making Turks the third-largest group of asylum seekers after Syrians and Iraqis.”

“Islamist militiamen killed at least 19 people overnight in eastern Democratic Republic of Congo, stepping up attacks on civilians in response to a military campaign against them in border areas with Uganda, local officials said on Wednesday.
The assailants, who the officials said belong to the Allied Democratic Forces (ADF), a Ugandan Islamist group, also kidnapped several people and torched a Catholic church during two separate attacks about 35 km (22 miles) apart.
The Congolese army began an offensive three weeks ago near the Ugandan border. The ADF has been operating there for more than two decades and is one of dozens of rebel groups active in the mineral-rich areas where civil wars resulted in millions of deaths around the turn of the century.
Several previous ADF attacks have been claimed by Islamic State, but the extent of their relationship remains unclear…”

“The UAE has adopted a tough regime of penalties for sexual harassment as the President His Highness Sheikh Khalifa Bin Zayed Al Nahyan amended the Penal Code to the address the offence.
“Whoever commits the offense of sexual harassment shall be punished by a jail term of at least one year, a fine of not less than Dh10,000 or both,” according to article 359 repeated of the Penal Code.
The new article says sexual harassment is all about harassment of others by repeating acts, sayings or signals that would prejudice their modesty in order to get them to respond to the offender’s sexual desires or those of others.
“The penalty shall be imprisonment for a period of not less than two years and a fine of not less than fifty thousand dirhams or one of these penalties if the perpetrators are multiple or the perpetrator carries a weapon or the perpetrator has a functional, family or study authority over the victim,” the article said.
The decree authorises the Cabinet to set a date for enforcement of the new rule…”

“The Minister Delegate for the National Defense Abdellatif Loudiyi has stated that Morocco is seeking to develop its own military equipment manufacturing and maintenance capabilities, according to a report by the committee of foreign affairs and national defense.
The report added that Morocco needs its arms suppliers to share their manufacturing technology and know-how in the field of military equipment with the Royal Armed Forces (FAR).
The north African country also aims to start construction on weapons manufacturing plants on its own soil.
Morocco is currently the second biggest arms exporter and 7th military power in Africa behind Algeria’s 2nd position, according to the 2019 military strength ranking. Algeria is the fifth largest exporter of arms in the world spending nearly three times Morocco’s annual defense budget for the military every year, according to the 2018 Trends in World Military Expenditure report.

“Police on Wednesday claimed to have arrested an alleged MQM-London target killer in Karachi.
Law enforcers also claimed the ‘target killer’ has links with former MQM-Pakistan leader Dr Farooq Sattar.
Yusuf alias ‘thelay wala’, was recently taken into custody during an operation, said a police official.
“During the investigation, the target killer has confessed to having connections with Dr Sattar. Yusuf has also revealed that he killed at least 96 people,” claimed SSP East in a press conference.
“The accused joined MQM in 1995 and was arrested for the first time in 1996 by Sindh Rangers. However, he was released after a year. Those murdered by the accused also include forces’ personnel,” further claimed the senior police official.
The police also alleged that the ‘target killer’ was in communication with senior party leaders, including Dr Farooq Sattar and his first meeting with the senior party leader took place at Nine Zero – the then MQM headquarters.
“The meeting was arranged by sector in-charge Khalid Siddiqui and Nadeem alias ‘Marble’”.
The accused allegedly admitted to carrying out violent activities and murders at the behest of the MQM leadership.
“We used to get instructions from the [MQM] leaders. I also used to take bodies in a thela [cart] and dispose of them,” SSP East quoted Yusuf as saying during the media talk.
Police presented the accused in court on Wednesday and acquired his physical remand till November 23.”

“The number of operations carried out within the scope of the fight against the illegal PKK has increased by 150 percent in the last three years, from the level of 10,000 to 40,000, Interior Minister Süleyman Soylu said on Nov. 20.
“Three-hundred-and-sixty-three terrorists this year, and 1,144 terrorists in total, were neutralized after identification of their locations by unmanned aerial vehicles,” Soylu told members of the Turkish Parliament’s planning and budget commission.
Turkish authorities often use the term “neutralized” to imply the terrorists in question surrendered or were killed or captured.
In the first 10 months of the year, 289 PKK members surrendered to security forces by persuasion efforts, Soylu said.
Turkey’s anti-terror Operation K?ran in the country’s southeast has “neutralized a total of 121 PKK members and destroyed nearly 229 caves, shelters and warehouses,” where they sheltered, he stated.
“The number of domestic terrorists has been in a decreasing trend since 2016 and has decreased from the 2,500 level to the 550s as of this month. Participation in the organization decreased from 5,558 level in 2014 to 108 as of 2019,” Soylu said.
On Aug. 17, Turkey launched Operation K?ran in the country’s southeast against PKK in Van, Hakkari and ??rnak provinces, followed by the launch of Operation K?ran-2 on Aug. 27 in Mardin, ??rnak and Batman provinces.
Four more iterations of the operation followed, including Operation K?ran-6, launched on Nov. 13.
In its more than 30-year terror campaign against Turkey, the PKK – listed as a terrorist organization by Turkey, the United States and the European Union – has been responsible for the deaths of over 40,000 people, including women, children and infants. The YPG is the PKK’s Syrian offshoot

As of November, 559,064 people were subject to judicial proceedings, 261,700 people were detained and 91, 287 arrests were made due to FETÖ-linked crimes, the interior minister said.”

“A would-be Moroccan jihadi suicide bomber on Wednesday got five years and 10 months in jail for terror crimes in a fast-track appeals trial.
Nabil Benamir was arrested in December 2017 after it was discovered that he was ready to blow himself and others up.

Prosecutors had asked for an eight-year and eight-month term for the man.

“The supreme Court of Cassation on Wednesday upheld a nine-year sentence for Italy’s first woman foreign fighter, who went to join ISIS in 2014 and never returned.
A terror conviction this became definitive for Maria Giulia ‘Fatima’ Sergio.
The high court of appeal rejected appeals for her and another four defendants.
These included her Albanian husband, Aldo Kobuzi, who got 10 years again.
They also included a Canadian-born ‘indoctrinator’, Haik Bushra, who got nine years also.
Sergio was tried in absentia after going to Syria to be a combatant for the so-called Islamic State (ISIS) extremist group in 2014.
Her father Sergio Sergio was sentenced to four years in jail in the first-instance trial.
Sergio’s sister was tried separately and sentenced to five years four months in prison.
The family, all of whom were converts to Islam, were arrested in July 2015 when prosecutors said they and seven other suspects had joined ISIS and were on the verge of leaving to fight in Syria. The mother, Assunta Buonfiglio, died of cardiac arrest aged 60 in October 2015, on the eve of her release into house arrest.”
