At least four officers are dead and several others are injured in Paris after an individual armed with a knife attacked the city’s police headquarters. The attack reportedly took place Thursday in the center of Paris near the Notre Dame Cathedral.
An individual believed to be a staff member of the building began attacking officers with a ceramic blade. The attacker has reportedly been fatally shot, and the area has been closed off by emergency personnel.

HONG KONG (Reuters) – Hong Kong has loosened guidelines on the use of force by police as it struggles to stamp out anti-government protests that have rocked the Asian financial hub for nearly four months, according to documents seen by Reuters on Thursday.
The city is also expected to ban face masks under a colonial-era emergency law that has not been used in half a century, media reported.

The loosening of restrictions on the use of force came into effect shortly before some of the most violent turmoil seen in the protests on Tuesday, with police firing about 1,400 rounds of tear gas, 900 rubber bullets and six live rounds, as protesters threw petrol bombs and wielded sticks.
More than 100 people were wounded, including a teenaged secondary school student who was shot in the chest and wounded. It was the first time a demonstrator had been shot by live fire.
In the documents seen by Reuters, the police manual changed some guidelines on how officers could act when considering force. It also removed a line that stated officers should be accountable for their actions.

On Wednesday, the New York Times revealed that before going to Congress the unknown CIA officer had a colleague convey the accusations to the agency’s top lawyer. Concerned that nothing was happening, the whistleblower himself then approached a House Intelligence Committee aide.

This sounds rather audacious and pointed, actually. On Tuesday, a somewhat mysterious announcement circulated in Washington that the State Department’s inspector general, Steve Linick, had asked to brief members of Congress on an “urgent” matter, and that he would be doing so in a session on Wednesday, 2 October.
The timing appeared to link IG Linick’s request to House Democrats’ demand for documents from Mike Pompeo, and interviews with State Department officials, on his dealings with Ukraine. The Democrats are seeking the materials from Pompeo on the theory that the intelligence community “whistleblower” has identified improprieties that justify the impeachment of President Trump.
Steve Linick was appointed by Obama in 2013, and, in fact, took over as IG after a long hiatus in which there was no formally appointed IG for the State Department. The hiatus covered Hillary Clinton’s entire tenure as secretary of state. That gaping vacancy had troubled Ted Cruz, who finally got Obama to fill it by holding up Senate confirmations until action was taken, and a State Department IG was installed.

Nine Maori, including a local leader, were killed in the days after Cook landed in New Zealand in 1769.

EDMONTON – ‘He was trying to kill them’: Crown opens case against accused in attacks on police officer, pedestrians
A trial began Wednesday for the man accused of using a car, a U-Haul truck and a knife in attacks on multiple people including an Edmonton police officer.
On Sept. 30, 2017, EPS Const. Mike Chernyk was hit by a car while manning a barricade outside an Edmonton Eskimos Game. Shortly after, he was stabbed multiple times.
Later that night, police chased a U-Haul truck through the downtown area. The truck hit and seriously injured four people. They, and Const. Chernyk, all survived.
Abdulahi Hasan Sharif, now 32, was pulled from the truck and arrested. He faces 11 charges, including five counts of attempted murder.
In her opening statement, Crown Prosecutor Elizabeth Wheaton told the jury, “he drove into these people intentionally because he was trying to kill them.”
Monday, the crown examined two EPS crime scene investigators. Both detailed a series of photos taken of the various crime scenes.
Sharif has gone through several lawyers, and has now made the unusual decision to represent himself in court. The accused is listening in on proceedings with the help of a Somali translator.
The court has appointed lawyer Greg Lazin the role of “amicus” which is Latin for “friend.” He will assist the court in ensuring Sharif gets a fair trial, but he is not representing, or taking instruction, from the accused.
Several weeks have been set aside for the trial.

“The Italian island of Lampedusa is under enormous strain and struggling to cope with new migrant arrivals, with its reception centre already at double capacity according to reports.
The Mediterranean island, located to the south of Sicily, has seen a new wave of landings from Tunisia in recent weeks. On Tuesday night alone, 53 illegals landed on the island, Italian newspaper Il Giornale reports.
The paper adds that another 80 migrants from Tunisia had arrived only days before. In total, around 300 migrants have arrived in Lampedusa in the past week.
The local reception centre has the capacity for just 91 migrants. Now, with around 300 migrants, it is facing a crisis point. Approximately 75 of the migrants are expected to board a ferry to Agrigento, but that will still leave the reception facility with double the number of migrants it was designed for.
Matteo Salvini, leader of the populist League and former interior minister, slammed the new leftist coalition of the Five Star Movement and the Democratic Party over the surge in new illegals.
“In just three weeks, this leftist government has increased the landings by 152 per cent compared to the same last year,” Salvini said. He noted that there had only been 942 last year, compared to this year’s 2,400 during the same period.
The surge of migrants comes after the Democratic Party signalled they would be reversing some of Salvini’s policies, including the closure of ports to migrant transport NGOs.
Earlier this month, media reported that at least ten NGOs are now operating in the search and rescue (SAR) zone off of Libyan territorial waters.
One of the NGOs, Doctors Without Borders, has managed to pick up hundreds of migrants over the last few weeks, transporting 82 to Italy in one trip during the middle of last month.”

A female Isil supporter was killed and seven others injured during an exchange of gunfire over a secret Sharia court set up in a Syrian camp holding displaced women and children.
The row broke out when a group of female Isil supporters ordered that several other women in the foreigners’ section of al-Hol camp be given lashes for refusing to attend an informal Koranic studies class.
Guards from the Kurdish-led Syrian Democratic Forces, who run the camp, intervened and opened fire after one of the Isil members pulled out a pistol that had reportedly been smuggled into the camp.
The women claimed they had also taken hostage employees of Medecins Sans Frontieres, though this was denied by the aid agency, which said it had treated four women for gunshot wounds.
The incident has refocused attention on the need to find a workable legal solution for the 10,000 foreigners living in squalid conditions in the camp, which holds some 73,000 displaced from former Isil territory.
Several reports have said groups of women are attempting to impose Isil law on others in the camp.
“The situation in [al-Hol] camp is deteriorating sharply as Daesh militants have stepped up their regrouping efforts through women in the camp recently,” said SDF spokesman Mustafa Bali. “This is going to be very dangerous in future unless governments take responsibility for their citizens.”
Experts have repeatedly urged Western governments to repatriate their citizens and try them in their own courts, fearing a situation where the limited resources available to the authorities running the camps are overpowered.
“The lack of action on al-Hol will certainly come back to haunt us,” said former Syria adviser to the Pentagon Jasmine El-Gamal. “This is no longer a disaster in the making; it is a full blown security threat.”
“The longer these women are left to fester in these camps, the more difficult it will be find a durable solution for them,” Ms El-Gamal warned. “With every day comes an increasing risk of an internal prison break or external attack, meanwhile the SDF lacks the institutions and capacity to contain this mess.”
“Our doctors should not be treating women for gunshot wounds in a closed, camp setting,” said Robert Onus, MSF emergency manager for Syria. “If we find ourselves in such a situation, something has gone terribly wrong.”

Court: Univ. officials personally liable for religious discrimination
A federal court not only found a university guilty of treating a religious student group unfairly, it ordered a vice president and other officers to pay out of their own pockets for discriminating against the group.
“In a nutshell, the court said Start treating religious groups fairly – period,” says attorney Daniel Blomberg of Becket, the law firm representing InterVarsity. “That’s what the court had already told the University of Iowa to do – and that’s exactly what the University of Iowa didn’t do when it went after InterVarsity and kicked them and other religious student groups, including Muslim and Sikh groups, off campus because they had religious leadership standards.”
At the same time, says the attorney, the university allowed other groups such as political groups, fraternities, and sororities to select their leaders and members based upon all sorts of criteria.
“All that InterVarsity has ever asked for is a fair shake, to be treated equally,” Blomberg continues, “and that’s precisely what the court said the university now has to do.”
Blomberg adds that the penalty against university officials sends a strong message.
“I’ve sat in depositions where students have cried as they’ve been attacked by the university’s lawyers asking questions and demanding why they’re discriminators,” he explains. “You can see it in the briefing that these universities file in court, where they accuse these kids of asking for a ‘special dispensation to discriminate.’”

These are sales the Chinese aren’t going to get back and our finding other markets for our goods means that after the Trade War is over China is going to have to pay a higher price to get our goods.
