Spain Grants Morocco €32 Million to Support Morocco’s Efforts to Curb Irregular Migration (mwn, Aug 24, 2019)

“The Spanish acting government approved on Friday, August 23, €32 Million to back Morocco’s efforts to curb irregular migration.
Maghreb Arab Press (MAP) reported that the latest grant seeks to “support efforts made by the Moroccan authorities to fight against irregular immigration, smuggling of migrants, and human trafficking.”
Spain, added MAP, believes that shared responsibility is necessary to fight the irregular migration flows.
The aid is on top of another grant of €26 Million approved by the Spanish government on July 5.
Spanish activism in favor of Morocco’s government at the European Union also led to the approval of a €140 million grant.
Khalid Zerouali, director of immigration and border surveillance at the Moroccan Ministry of the Interior believes that “the €140 million is a start; it will not fix the problem, but it is a welcome gesture.”
“We also intend to work bilaterally with Spain and Europe in a long-term program,” he added in an interview published earlier this month by Eldiario.es.
Both countries faced pressure due to the border crisis. The migration surge also urged Spain to supply Morocco with equipment such as radars, vehicles, and 15 drones to help improve migration control, reported Malaga Hoy on August 12.
In July, Zerouali said that Morocco has foiled more than 40,300 irregular migration attempts since January 2019.
Zerouali said that the number of foiled irregular migration attempts represent a 25% increase from the same period of 2018.”

“Turkish government rejects the allegation that Syrian refugees face deportation in Turkey, wrote Turkey’s presidential communications director in a recent article published by the Foreign Policy magazine.
“The idea that Turkey, which has granted citizenship to some 102,000 Syrians and delivered $40 billion worth of goods and services to the Syrian civil war’s victims, would deport Syrian refugees is preposterous,” Fahrettin Altun wrote Friday in an article about Turkey’s policy on the Syrian refugees.
Altun rejected the claims that Turkey is attempting to “sidestep international obligations to protect” Syrian refugees and is deporting Syrians and described them as “compelling” and “misleading.”
“Doing so would run counter to international agreements and national laws,” Altun said.
Underlining that no fewer than 70,000 new refugees have been admitted in 2019 alone, Altun said: “Turkey remains committed to its open-door policy.”
Altun also reminded that Turkey has admitted approximately 3.6 million Syrian refugees—compared with 1.4 million in Jordan and just 18,000 in the U.S.
“Once registered with the authorities, those individuals are entitled to public services, including free health care and education,” Altun said.
However, to facilitate the delivery of such services, Turkey has required all refugees to reside in the province where they initially registered, Altun stressed.
“Because some Syrians relocated within the country without notifying the authorities, the Turkish government launched an initiative in early 2017 to update records and achieve a more balanced distribution of asylum-seekers across the country,” he said.
Turkey’s “new action” on illegal migration
On the ongoing action in Istanbul against irregular migration, Altun said: “This measure is intended to ensure the uninterrupted delivery of public services to the refugee community and enforce the long-existing rules that have enabled Turkey’s extraordinary response to the Syrian civil war.”
Altun’s article came as Turkey extended a deadline until Oct. 30 for unregistered Syrians in Istanbul to leave the city and to go to the provinces, where they were first registered.
Turkish Interior Minister Suleyman Soylu underlined on July 24 that Turkey had “new action” plans in place for migration-related issues, including the Migration Strategy Document, Harmonization Strategy Document and Strategy Document on Combating Irregular Migration.
Those under the temporary protection “must be settled” in cities where they were officially registered, Soylu said.
Refugees who resided in Istanbul despite not being registered there, on the other hand, will be referred to camps if they failed to leave the province by Aug. 30, Soylu added.
International community’s failure
Reiterating Turkey’s “firm” commitment, Altun criticized recent allegations against Turkey and international community’s failure to focus on the “real issues”.
“Instead of assigning blame to those who are not at fault, governments and human rights organizations should be promoting international cooperation to find a political solution and address the root causes of irregular migration,” he said.
Syria has been locked in a vicious civil war since early 2011, when the Bashar al-Assad regime cracked down on pro-democracy protests.
Since then, hundreds of thousands of people have been killed and more than 10 million others displaced, according to UN officials.
Turkey has been the main route for refugees trying to cross to Europe since 2011, when the civil war in Syria began.”

“Police responding to an alert in Nyköbing were on Friday night attacked by a group of youths who threw stones and other objects.
After responding to reports of vandalism just after midnight, police were attacked at the location by youths who threw objects including stones, newspaper Expressen reports.
“Between 15 and 20 people attacked the police together,” senior officer Joel Gerdin told the newspaper.
Nobody was injured in the incident although a patrol car sustained minor damage. After calling for reinforcements, police managed to disperse the group. No arrests were made.
A preliminary investigation into violent unrest has been initiated.
“We will be at the location during the day (on Saturday) to try and get hold of the culprits,” Gerdin told Expressen.
The incident is not the first occasion law enforcement has been attacked in the area. On Wednesday, police posted on Facebook that several incidences of stone-throwing had occurred targeting police officers and security guards.

Siddiqui and Velentzas, who are both U.S. citizens residing in Queens, admitted in court that they looked up recipes for homemade explosives and went shopping at Home Depot with the intent to build bombs that would go off at government targets between 2013 and 2015.
They also mentioned that they corresponded with a third person by the name of “Mel,” who turned out to be an undercover officer who caught them on tape discussing their plans for mass destruction.
“Noelle, Mel and I discussed the need to prepare for jihad,” Siddiqui told Brooklyn federal Judge Sterling Johnson Jr., reading from a prepared written statement.
Authorities arrested Velentzas and Siddiqui following a sting operation where an undercover officer used a wire to track their statements. Officers searching their homes recovered a pressure cooker, fertilizer, three gas tanks, handwritten notes for bomb recipes, and jihadist literature, according to court documents from 2015.
Both women face prison sentences of up to 20 years, but each of them could serve less time due to time served while awaiting trial for more than four years.
