The Taliban has dismissed responsibility for the incident after some media outlets accused it for the attack.
At the same time, a local health department said that, so far, four dead bodies had been taken to a hospital.

“Five former heads of Scotland Yard have called for a public inquiry into the state of policing in Britain as they warned the drug and knife crime epidemic has plunged the country into lawlessness.
In a letter to The Times, the former commissioners said forces’ resources have been “drained to dangerously low levels” meaning that victims of crime now have “perilously low expectations”.
They wrote: “The reduction of police and support staff by more than 30,000, the virtual destruction of neighbourhood policing and the inadvisable undermining of lawful police powers such as stop and search have taken their toll.”
Theresa May is heavily criticised in the letter, and the five former senior officers each condemned the “emasculation of British policing” under her watch as home secretary.
Sir Mark Rowley, former head of counter-terrorism, is one of the five to have signed the letter. He told BBC Radio 4’s Today programme that Police and Crime Commissioners should be abolished and the 43 police forces in England and Wales should be merged.
The letter was also signed by the former commissioners Lord Condon, Lord Stevens of Kirkwhelpington, Lord Blair of Boughton, Sir Paul Stephenson and Lord Hogan-Howe and Sir Hugh Orde, former head of the Association of Chief Police Officers, according to The Times.

Amid a rise in county lines drug gangs and the plague of knife crime on British streets, Boris Johnson has pledged to recruit 20,000 police officers if he was to become the next prime minister.
The letter added: “Common sense suggests that these factors have contributed to the feeling of lawlessness generated by knife murders and ‘county lines’ drugs.”
“Police and crime commissioners, however well motivated, do not have the skills or resources to address the emasculation of British policing experienced in recent years. If they become victims of crime, the public have perilously low expectations of the police today.
“This cannot be acceptable in our modern, diverse democracy. It is the first duty of any government to protect its citizens from harm.
“The responses to terrorism, cyber-crime and the restoration of police resources and confidence cannot be provided by a fragmented system comprising more than 40 territorial police forces.”
As well as increased resources, they called for a royal commission on policing to restore public confidence in the service.
The letter came just a day after the chief inspector of constabulary warned public safety could be put at risk unless “profound and far-reaching” police reforms are urgently introduced.
Sir Mark Rowley told the BBC that “eight years of policy misdirection” and the “parochialism of cutting resources” has led to the need of policing in England and Wales to be “joined up”.
The former head of Scotland Yard said that the technology police officers have to cope with advances of online crime “has not moved on”.
He said: “Parochial police and crime commissioners is not the way to deal with it
“Scotland has successfully merged eight forces into one, and I’m not saying all 43 of our forces should become one force, but with issues such as county lines… those cry out for national solutions.”
“I think having one person overseeing complex operation… in any other business you usually have a board. But this bizarre policy they brought in, they elect one local person with fairly unchecked powers.”
In his annual assessment of policing in England and Wales published on Thursday, Sir Thomas Winsor said if changes are not made, forces “face unacceptable compromises in quality of service levels of public safety”.
Sir Thomas called on police chiefs and politicians to make “bold and long-term decisions” to improve policing in his report for Her Majesty’s Inspectorate of Constabulary and Fire and Rescue Services (HMICFRS).
He said: “There are indications that some forces are straining under significant pressure as they try to meet growing complex and high-risk demand with weakened resources.”
In the report, which looked at the state of policing between April 2018 and May 2019, Sir Thomas said: “I believe some profound and far-reaching aspects of police reforms are called for.
“For these reforms to take place, leaders in central government, police and crime commissioners and chief constables will all need to make bold, long-term decisions.
“If they don’t, the wind-speed of police reform will fall to a flutter, leaving the police service increasingly unable to meet the demands it faces.
“The inevitable legacy of such an approach would be unacceptable compromises in both the quality of service the police can offer the public and the level of public safety and security the police can uphold.””

Mediterranea Saving Humans tweeted that its ship was off Italy’s southernmost island of Lampedusa, just outside Italian territorial waters, and that it has been banned from entering Italian jurisdiction by ministerial decree. The migrants were rescued from a rubber dinghy Thursday off Libya.
The NGO said the decree is illegitimate because it can’t be applied to a ship carrying people rescued at sea, and because Italy can’t ban an Italian-flagged ship from entering its waters.
Malta says it will take the migrants in a deal with Italy to take an equal number already in Malta. LONDON/DUBAI (Reuters) – An Iranian Revolutionary Guards commander threatened on Friday to seize a British ship in retaliation for the capture of an Iranian supertanker in Gibraltar by Royal Marines.
“If Britain does not release the Iranian oil tanker, it is the authorities duty to seize a British oil tanker,” Mohsen Rezai said on Twitter.
The Gibraltar government said the crew on board the supertanker Grace 1 were being interviewed as witnesses, not criminal suspects, in an effort to establish the nature of the cargo and its ultimate destination.
British Royal Marines abseiled onto the ship off the coast of the British territory on Thursday and seized it. They landed a helicopter on the moving vessel in pitch darkness.
The move escalates a confrontation between Iran and the West just weeks after the United States called off air strikes minutes before impact, and draws Washington’s close ally into a crisis in which European powers had striven to appear neutral.

And when local authorities recently tried to rush through a waste-to-energy plant to incinerate garbage, they provoked days of furious protests, in a nation where authorities are swift to crush dissent.

Wuhan’s protests unfolded as unrelated demonstrations in Hong Kong shook Beijing authorities and images of Hong Kong riot police pepper-spraying young protesters gripped the world.
But both protests tell a story of the problems Chinese authorities face — containing discontent on the mainland over hot-button issues such as environmental desecration, scandals over food or medical standards and rising prices, while facing a new generation of Hong Kong protesters who feel alienated from China and its increasingly heavy-handed authoritarian model.
News of the protest in Wuhan in Hubei province trickled out on Chinese social media, but was largely censored once the story gained some traction as local authorities failed to gain immediate control of the march.
It also underscores the often clumsy approach of local authorities in China, rushing to implement projects with scant regard for transparency or popular concern.

Si tratta di un’organizzazione che – come si legge sul suo sito ufficiale – “all’inizio era dedicata alla preghiera e all’incontro degli immigrati”, per poi “offrire vari servizi tra cui servizi sociali e istruzione […] e fornire soluzioni ai problemi di integrazione nel modo più sano e senza contribuire alla degenerazione culturale e morale”. Insomma, un gruppo di persone dedite a nobili attività.
Sotto le quali, però, si celano alcune ombre. Questa associazione, nata in Turchia e presente oggi in molti Paesi d’Europa tra cui Germania, Francia e Italia, è stata spesso accusata di avere simpatie per l’islam radicale. A Milano la conoscono bene, dal momento che tra le prime moschee abusive spuntate nel capoluogo lombardo – e oggetto da tempo di una complessa trattativa con il Comune per la regolarizzazione – c’è proprio quella fondata in via Maderna da Milli Gorus, che in turco significa “punto di vista nazionale”. Si tratta di una delle 512 tra moschee e centri culturali esistenti in tutta Europa. A former fisheries minister was convicted of abusing his position as county governor and exploiting the vulnerable situations of three young men, one of whom has a mild mental disability.
A former Norwegian government minister has been sentenced to five years in jail for sexually abusing three asylum seekers over several years, prosecutors said on Thursday.
Svein Ludvigsen, 72, a former fisheries minister, was convicted of abusing his position as county governor and exploiting the vulnerable situations of three young men, one of whom has a mild mental disability.
The sentence was handed down on Wednesday but made public a day later.
The abuse of the men, now aged between 25 and 34, occurred between 2011 and 2017, according to court documents seen by AFP.
Victims told the court that Ludvigsen, who is now retired, had offered them housing and jobs in exchange for sexual favours.
Two of the three men had also been concerned that their residency permits could have been withdrawn if they didn’t comply.
Ludvigsen has always denied doing anything illegal.
During his trial, he admitted to having consensual sex with one of the victims on three occasions in Oslo.
Before becoming county governor, the former conservative politician held several senior national positions.
He was first arrested early last year and charged in November.
Ludvigsen’s lawyer, Kai Vaag, told Norwegian media on Thursday that his client intended to appeal.

In Part 1 of our guide to spotting “fake news” online, we looked at different kinds of false or misleading online content.
Here, we discuss where you’re most likely to find disinformation, and we offer some tools to help you verify or debunk what you’re seeing.
Where am I likely to find disinformation?
You’re most likely to come across disinformation on social media, especially on Facebook and Twitter, but also on YouTube, Snapchat, Instagram and Reddit.
You may be sent disinformation or misinformation if you’re in groups on messaging apps like WhatsApp or WeChat.
Misleading information on social media led thousands of Haitian nationals living in the United States — who feared they were going to be deported back to Haiti — to cross the border into Canada in 2017.
That kind of misinformation can be hard to fight, because it often comes from trusted friends or family members and appears to offer advice the recipient wants.
You may see misinformation in mainstream media sources, or coming from official government accounts. In breaking news situations, media outlets might report something that later turns out to be false, or that ceases to be true because the situation has changed.
It’s always important to read critically and ask if the information you’re receiving matches up with other reports and with information you know to be true.
How do I know if it’s disinformation?
The tricky part of spotting disinformation is that it might not look fake at first. Here are a few things you should ask yourself while you’re reading or watching:
-Does the story seem too good (or bad) to be true?
-Does it seem to confirm stereotypes about a group of people?
-Does it seem to confirm my beliefs?
-Are the details in the story thin or unavailable?
-Does the body of the story match the headline or tweet?
-When was the story published? Is it new? If it’s a few years old, why is it circulating now?
-Does the story have a named writer or producer?
-Does the video have a named producer or editor?
-Does the person appearing in the video have a real name or a nickname?
-Have I heard of this organization before?
-What do I know about this organization?
-Does this organization have contact information? What happens when I try to contact it?
-Does this organization have reporters and writers who can be found on social media? -Can I see their bylines on the organization’s website?
-What is the domain name (web address) of the website? Have I heard of it before? Can I look it up? Does it sound like the address of a similar website with a different ending?
-Can I find another source that confirms this information? Can I find one that counters it?
A reputable news outlet has an interest in being reliable, reachable, transparent and clear. You should be able to reach out to an editor or reporter at a publication if you have questions or concerns.
If you can’t figure out who runs a site or a page, or who writes for it, be skeptical.
If you see something that you think is fake and misleading, you can report it on social media by using the “report” function on Twitter, Facebook and Instagram.
Are there tools for checking content?
Absolutely.
First, look for the story on fact-checking sites.
Many websites examine stories for accuracy. They’re good places to start if you’re seeing something pop up over and over.

Google Image Search
You can use the reverse image search function on Google to find the origin of a photo or image. The search results also can help identify a person in a photo, or show where a photo was first published. (Screenshot/Google)
It’s common for photos to be mislabelled or otherwise misidentified. One way to check the source of a photo is to use Google’s Image Search function. You can right-click on a photo to copy its internet address and then search for it in Google. You can even upload a photo to Google Image Search; it will try to approximate when and where the photo was first used.
At least this will give you more information about the photo and where else it has been displayed. This is especially helpful when an authentic photo is passed around with a different caption.
To access Google Image search, go to http://www.google(dot)com/images.
Click on the little camera icon on the right of the search bar, next to the microphone. You will be prompted either to enter the URL of a photo you’ve found online or to upload a photo from your computer. Then your results will appear.
Often you’ll be able to get additional information about when and where the photo first appeared, along with the people who appear in the photo, if they’re well-known.
Here’s an example of how to do a search:
Tracing video
Amnesty International has a tool called the YouTube Data Viewer.
It can tell you when a video was uploaded, and it can provide thumbnails so you can also do a reverse image search. Sometimes you may find older versions of the video. Once you’ve isolated the thumbnails, you can proceed as above to check the provenance of the image.
How do I avoid spreading misinformation?
Don’t just read the headline. Read the whole story before you share it — including the name of the author and the date it was published. If the story is fake, that’s where you’ll find your first clues — especially if the headline doesn’t match the content.
Check to see if other outlets are reporting on the same story. If only one outlet is reporting a story, there might be a good reason — it could be an exclusive, or something based on leaked information or sources who request anonymity. In such cases, other media outlets are usually quick to try to verify the story, or will cover reaction to the story, which gives you more confidence the story is true. But if no mainstream outlets have picked up on the story, and you’re only seeing it on blogs or niche outlets, wait to share the story or video.
Do a quick Google search. You may learn new details, or find out that the story was published five years ago, or that the headline is false.
When people tell you something or pass on something that seems like it could be false, ask them more about where they heard, saw or read it.
If in doubt, don’t share it. It never hurts to not share something, but it can be damaging to share something that isn’t true.

In April, Breitbart London reported on the camp and how many of the neighbours of the family were expressing concern about the presence of the migrants, some going so far as demanding that the police remove them altogether.
Améline, the woman behind the camp, expressed positivity about the site at the time, arguing that while she respected the police they would not be allowed on her private property where up to 100 migrants were staying — although she did note she felt “exhausted”.
Violence in migrant camps is not a new phenomenon. The infamous Calais migrant camp was well-known for violent activity, which included the murder of a 37-year-old Eritrean who was stabbed in the chest in July 2016 and was the eighth person to be killed in the camp that year.
A year later, despite the Jungle having been cleared by French authorities, the violence remained, with Eritreans clashing with Ethiopians and leaving 16 people injured, one in serious condition.
Many of the migrants from the Calais Jungle either headed to Belgium or to Paris where makeshift migrant camps have sprouted in various areas in the French capital including in the 18th arrondissement where residents say they feel “abandoned” by authorities as crime and drugs surge.”

In 1988, a new program was created that would, unwillingly, give its name to an entire field of fake pictures. At the end of the eighties, Adobe Photoshop was not associated with faked photos. But the popularization of the graphics software made it possible for people to produce plausible fake pictures.
And, the world is still here.
Deepfakes, what can be called “Photoshopping for video,” has set off an hysterical overreaction by Dems and the media that’s usually reserved for discovering that their flaming pants were made in Moscow.
Rep. Yvette Clarke, a politician no one had previously accused of understanding technology, has proposed the DEEPFAKES Accountability Act. The bill exists for no other reason than to remind people outside her miserable Brooklyn district of her existence and for the Supreme Court to strike it down.
The bill mandates a digital watermark for any “advanced technological false personation record” created “with the intent to distribute such record over the internet”.
It comes with a 5-year prison sentence for malicious intent.

When I wrote Plagues of the Mind: The New Epidemic of False Knowledge twenty years ago, I focused on the bad ideas underlying many of our social, cultural, and political dysfunctions. I was particularly concerned with the universities, where most of these ideas had been born and nurtured. Though aware of the larger malign effects of the intellectual and political corruption of higher education, I never imagined that the “higher nonsense,” as one critic called it, produced in universities would so pervasively infect the larger culture and lead to policies, politics, and cultural mores so absurdly irrational.
At the heart of these bad ideas lay a strange hybrid of technocratic hubris and the therapeutic imperative. The former is a species of scientism founded on the category error of believing that human beings with minds, cultures, languages, and free will, can be understood and manipulated the way hard science understands and manipulates the material natural world.
The latter is the obsession with individual feelings and subjective perceptions of personal well-being and happiness, accompanied by demands that environmental, historical, or social impediments to both be corrected or eliminated with rational techniques developed by the “human sciences” like psychology, sociology, economics, and especially political science.

Tunisian Prime Minister Youssef Chahed has banned the wearing of the niqab – a full-face veil – in public institutions with immediate effect, citing security reasons.
“Chahed signed a government decree that bars any person with an undisclosed face from access to public headquarters, administrations, institutions for security reasons,” an official source told Reuters News Agency on Friday.
The decision, which was reported on state media, comes at a time of heightened security in the country following a double suicide bombing in the capital, Tunis, on June 27 that left two people dead and seven wounded.
Witnesses said one of the bombers was disguised in a niqab. The Interior Ministry denied this and said the mastermind of the bombings blew himself up on Tuesday to evade capture.
The attack was the third such incident within a week and came at the peak of tourist season as Tunisia prepared for an autumn parliamentary election. The Islamic State of Iraq and the Levant (also known as ISIL or ISIS) claimed responsibility for all three attacks.
In 2011, women were allowed to wear the hijab and niqab in Tunisia after a decades-long ban under secular presidents Zine El Abidine Ben Ali and Habib Bourguiba, who rejected all forms of Islamic dress.
In February 2014, the interior minister instructed police to step up supervision of the wearing of the niqab as part of “anti-terrorism” measures to prevent its use as a disguise.
Several European, African and Asian countries have issued full or partial bans on the wearing of veils over concerns about security and the garment’s perceived encroachment on the freedoms of the wearer.
Tunisia had been battling armed groups operating in remote areas near its border with Algeria since an uprising overthrew Ben Ali in 2011.
Tunisia is one of the few countries in the Middle East where Islamic and secular parties share rule. It is considered the sole democratic success story of the Arab Spring uprisings, but has struggled with an economic slowdown and social unrest.

Une jeune femme de 18 ans reposait toujours à l’hôpital dans un état grave, hier soir, après avoir été étranglée par son hidjab qui s’est coincé dans la roue d’un go-kart qu’elle pilotait sur un circuit récréatif, à Montréal.
« Quand on a coupé le hidjab, elle s’est remise à respirer. C’était comme dans un film », a relaté au Journal Detroyt Pereira, un employé du Parc d’Amusement Anjou, rencontré hier soir sur son lieu de travail.
L’accident est survenu peu avant minuit, mardi. La victime prenait part à une course amicale avec son frère et deux amis, qui ont été témoins de la scène d’horreur.
Dans une courbe à quelques mètres du drapeau à damier marquant la fin du dernier tour, la jeune femme se serait trouvée en difficulté.
Alertés, des employés postés près du circuit illuminé par de puissants lampadaires se sont portés à son secours. Ils ont rapidement réussi à couper la pièce de tissu et à la dégager de sa fâcheuse position.
Peu après, les ambulanciers ont pris en charge la victime, qui a été transportée à l’hôpital dans un état inquiétant, a confirmé la police de Montréal.
« Pendant la nuit, l’état de santé de la victime s’est aggravé », a d’ailleurs indiqué Raphaël Bergeron, porte-parole pour le Service de police de la Ville de Montréal.
Son état était toujours jugé sérieux hier en soirée, a précisé le policier.

Par souci de sécurité, le propriétaire avoue envisager d’interdire aux femmes qui portent un foulard de parcourir le circuit, même s’il conçoit qu’il s’agit d’une « question assez délicate ».

Intelligence and security service AIVD underestimated the social impact its official report earlier this year on Amsterdam Islamic high school Cornelius Haga Lyceum would have, AIVD director Dick Schoof said to the Volkskrant. The service warned Amsterdam that the school wanted to devote half of its curriculum to Salafist doctrine, causing an uproar.
“We have to conclude that we did not sufficiently control, contain, the social dynamics. That we did not sufficiently take the feelings in the Muslim community into account”, Schoof said to the newspaper.
According to Schoof, the AIVD did not insist that the information in the official report be made public. “We do no benefit from the disclosure of confidential communications”, he said. But the national coordinator for counter-terrorism NCTV and the municipality of Amsterdam were allowed to disclose the information, he added.
Schoof understands why the NCTV and Amsterdam decided to go public with the information “in the political-administrative constellation that emerged”, he said to the newspaper. “But I would have preferred that we could have continued our work in peace. Our aim was not to elicit a discussion about this school.”
On Wednesday it was announced that the supervisory committee on the intelligence services CTIVD will investigate how the AIVD provided information about the school to other government agencies.
The Cornelius Haga Lyceum denies teaching Salafist doctrine as part of its curriculum. An investigation by the Education Inspectorate found no indications that the school’s lessons had a Salafist character, though did find indications of financial mismanagement at the school. The Inspectorate concluded that the school does not encourage intolerance, and also does not impede integration into society.
The school received threats after the AIVD warning.
