Brunei set to introduce death by stoning for adultery and gay sex (telegraph, Mar 28, 2019)

“Adultery and gay sex will be punishable by stoning to death and the limbs of convicted thieves will be amputated under a new law set to come into effect from next week in the tiny southeast Asian kingdom of Brunei.
A new strict Sharia penal code is to be enforced from next Wednesday defying heavy criticism that has kept the brutal provisions on hold for the last four years.
Homosexuality is already illegal in the former British protectorate, but now it will become a capital offence. The law only applies to Muslims and punishment will also be “witnessed by a group of Muslims.”
Human rights groups who have lobbied against the enshrining of “cruel and inhuman punishments” reacted with horror at the decision to plough ahead with the extreme aspects of the penal code.
Amnesty International demanded an “immediate halt” to plans for vicious punishments so “heinous” that they allowed for the amputation of children’s limbs.
“The international community must urgently condemn Brunei’s move to put these cruel penalties into practice,” said Rachel Chhoa-Howard, Amnesty’s Brunei Researcher.
“To legalise such cruel and inhuman penalties is appalling of itself. Some of the potential ‘offences’ should not even be deemed crimes at all, including consensual sex between adults of the same gender,” she added.
The tiny, resource-rich sultanate has a population of just over 450,000 and is located on the island of Borneo, next to the more moderate Islamic nations of Indonesia and Malaysia.
In comparison to its neighbours, Brunei has grown conservative in recent years, including banning the sale of alcohol and introducing stiff penalties for open and excessive Christmas celebrations, for fear that its Muslim population could be led astray.
There was widespread international condemnation when Brunei first announced the roll-out of the Sharia penal code – an Islamic legal system which prescribes strict corporal punishments – in 2014.
The implementation of the law has since been delayed as officials work out the practical details under heavy opposition from rights groups.
A notice on Brunei’s Attorney General’s Chambers dated December 29 last year quietly announced that the provisions would take effect on April 3.
However, a religious affairs ministry spokesman said on Wednesday that Sultan Hassanal Bolkiah, Brunei’s leader, was expected to make an announcement on that date about the enforcement of Sharia.
“Only after the event we will know regarding the date of the implementation of the new laws,” he told AFP.”

A sword-wielding suspect was fatally shot by police and two officers were struck by gunfire during an incident at a Church of Scientology in Inglewood Wednesday afternoon, police said.

A man pulled up to the church in a white Bentley and entered with what police described as a samurai sword, then began making a scene, officials said.

According to the release, the new corps will be tasked with carrying out border control upon a request from EU member states and with fighting cross-border crime. It will also include a rapid reaction unit for urgent tasks.
The corps will be launched in 2021 and will have 5,000 operational staff, while it is set to become fully operational by 2027, and the staff number is expected to double by then.
The proposed reforms will enable Frontex, established in 2004, to support return procedures by identifying non-EU nationals illegally staying in EU states. Frontex will also strengthen its cooperation with the EU Asylum Agency and with non-EU countries.
Frontex is expected to have closer ties with the European Parliament and parliaments of EU member states.
The text of the proposal now has to be formally approved by the European Parliament’s Civil Liberties Committee, the European Parliament as a whole and the Council.”

“TWO boats carrying up to 19 migrants have been found off the coast of Kent a day after 14 people including two children were brought ashore.
A Border Force team spotted the vessels sailing towards Britain this morning and alerted Kent Police at around 4.15am. Police confirmed they were made aware of the discovery near the Port of Dover and added officers were not needed at the scene. The BBC reported the pair of boats in the English Channel were carrying 19 people. The Home Office has been contacted for comment.
The discovery comes after 11 men, one woman and two children were found trying to enter the UK illegally on Wednesday.
Authorities intercepted a small boat in the early hours of yesterday morning and brought a group of Iranian and Iraqi nationals ashore where they were assessed by medical personnel.
They were then passed to immigrations officials to be interviewed.
A Border Force cutter found the boat near Folkestone at around 1.20am.
The discovery was the fourth time in eight days that a group was caught trying to enter the UK illegally.
And it came as a campaign was launched by government agencies to encourage the public to report any suspicious boat activities.

Taiwan mulls death penalty for drunk driving
Taiwan plans to ramp up punishments for those who cause a fatal accident while drunk driving, including the death penalty for the most egregious cases, sparking an outcry from abolition and rights groups.
The cabinet on Thursday approved a draft amendment to the Criminal Code that would make death by drunk driving an indictable murder offence, potentially punishable by death if the deed is deemed “intentional”, officials said.
The proposal needs parliamentary approval but comes after a spate of high profile deaths that have generated widespread outrage.
Currently the maximum sentence in Taiwan for causing a death while drunk behind the wheel is 10 years.
The new proposal would increase jail sentences for repeat offenders who commit a new offence within five years of their first conviction.

Maltese soldiers seize small tanker hijacked by migrants, vessel docks at Valletta
VALLETTA (Reuters) – A small tanker that was hijacked by migrants off Libya docked in Malta’s port of Valletta on Thursday after Maltese special forces took control of the vessel, Reuters witnesses said.
Cargo ship Elhiblu 1 had picked up 108 migrants stranded at sea on Wednesday, some of whom then hijacked the vessel when it became clear that it planned to take them back to Libya.

Daniel Akpan, 29, a Nigerian national, faces the same charges except he is accused of two counts of rape.
Both men were remanded in custody in Ghana.

“Maltese armed forces have boarded a merchant vessel that was allegedly hijacked by migrants after they were rescued off the coast of Libya.
Five of the migrants have now been arrested, accused of forcing the captain of the oil tanker to cede control “through coercive action” and ordering it to alter course, Maltese government sources said.
The 108 migrants consist of 77 men, 19 women and 12 children.
Maltese authorities established communications with the captain of the oil tanker El Hiblu 1 when it was about 30 nautical miles away from Malta and proceeding towards the island.
“The captain repeatedly stated that he was not in control of the vessel and that he and his crew were being forced and threatened by a number of migrants to proceed to Malta.”
A Maltese patrol vessel stopped the tanker from entering Maltese waters. A special forces unit was then dispatched to board the tanker and hand over control of the ship to the captain.
The special operations unit was backed up by a patrol vessel, two fast interceptor craft and a helicopter.
“The tanker, her crew and all migrants are being escorted by the Armed Forces of Malta to Boiler Wharf (in Valletta) to be handed over to the police for further investigations,” Maltese authorities said.
The intervention came after migrants hijacked a merchant ship that rescued them off the coast of Libya and ordered it to head towards Italy, the Italian government said on Wednesday.
Matteo Salvini, the country’s hardline interior minister, condemned the asylum seekers as “pirates”.
But human rights groups said they were trying to escape the “hell” of detention camps in Libya and should be directed towards a safe port.
The El Hiblu 1 rescued the migrants from a sinking boat north of Libya and intended to take them back there, according to the Italian interior minister.
The Turkish-owned vessel was six nautical miles from the port of Tripoli when the migrants reportedly forced the 12-man crew to turn around and start sailing north.
“They are not shipwrecked migrants but pirates. They should know that they will only see Italy with a telescope”, said Mr Salvini, who is also deputy prime minister and head of the anti-immigration League party. “I tell the pirates, forget Italy.”

“Busloads of leftist agitators are descending on the northern Italian city of Verona to protest the year’s largest international pro-family event, scheduled to take place March 29-31.
The 13th annual World Congress of Families is predicted to be the largest in its history, and over a thousand journalists from around the world have already been accredited to cover the event, which is conceived as a celebration of traditional marriage, the family, and the right to life from conception to natural death.

“The European Parliament has demanded bloc-wide action including “reparations” to fight “structural racism” which manifests in people of African descent in Europe getting lower school grades and increased police scrutiny, according to Brussels.
In what was described as a “landmark” resolution passed on Tuesday with 535 in favour to 80 votes against, and 44 abstentions, EU member states were ordered “to develop anti-racism policies and stop discrimination in the fields of education, housing, health, criminal justice, political participation and migration”.
“In light of increasing afrophobic attacks, MEPs call on the European Commission and EU member states to acknowledge the racist, discriminatory and xenophobic suffering of Afro-Europeans, and offer proper protection against these inequalities to ensure that hate crimes are suitably investigated, prosecuted and sanctioned,” EU Parliament said in a statement.
“MEPs condemn the mistreatment of people of African descent in police custody, citing the numerous violent incidents and deaths that have occurred while in custody. They also note the frequent use of racial and ethnic profiling in criminal law enforcement, counter-terrorism measures and immigration control, and urge member states to end this practice.”
Calling on Brussels to establish a dedicated team of officials focused on combating ‘Afrophobia’, and to adopt “a workforce diversity and inclusion strategy” to boost the proportion of staff with an African background in its workforce, the resolution also orders the Commission to raise spending on taxpayer-funded programmes dedicated to helping EU residents with African origins.
In addition, it demands reparations, and that countries across Europe ensure every child receives “comprehensive” schooling on slavery and colonialism, in the context of Africa.
“The resolution encourages EU institutions and member states to address and rectify past injustices and crimes against humanity, perpetrated in the name of European colonialism. These historic crimes still have present-day negative consequences for people of African descent,” alleges the statement.
“MEPs suggest carrying out reparations, such as apologising publicly and return stolen artefacts to their countries of origin. Parliament also calls on EU countries to declassify their colonial archives, as well as to present a comprehensive perspective on colonialism and slavery in the educational curricula.”
It adds: “Approximately 15 million people of African descent currently live in Europe. They face persistent discrimination and are subject to deeply rooted negative stereotyping.
“Evidence suggests that Afro-European children receive lower grades at school than their white counterparts, and their rate of early school leaving is markedly higher.”
The resolution was drawn up by Congolese-born MEP and pro-mass migration activist, Cécile Kyenge, who last year argued that racism in Europe must be combated by “assisting” native EU citizens to come to terms with “the change of population” she claimed would be an inevitable part of globalisation.
MEPs’ signing of the resolution came shortly after institutions including the EU Agency for Fundamental Rights (FRA) issued a statement instructing countries in the bloc to establish new rules favouring ethnic minorities in the workplace.
According to the self-styled human rights organisations, it is vital that EU countries engineer equality of outcome between migrant populations and natives in the continent’s jobs market in order to ensure the bloc is equipped with “the diversity Europe needs to remain relevant” in a global economy.”

“Afghanistan will remain dependent on international donors and foreign help even after a peace deal with the Taliban is reached, a U.S. watchdog said Thursday.
The warning by Washington’s Special Inspector General for Afghan Reconstruction, or SIGAR, which monitors billions of dollars in U.S. aid to the country, came in a new report identifying main high-risk areas for Afghanistan.
John F. Sopko, head of SIGAR, urged policymakers to plan for the “day after,” saying a peace agreement won’t automatically resolve Afghanistan’s many crises.
“Should peace come, if that peace is to be sustainable, it will come at an additional price that only external donors can afford,” Sopko said, according to a statement emailed to The Associated Press ahead of the report’s release.
The report said main points of concern include widespread insecurity, underdeveloped civil policing capability, endemic corruption, sluggish economy, the Taliban-run narcotics trade and threats to women’s rights.
Over the past months, the Trump administration has stepped up efforts to resolve Afghanistan’s 17-year war — America’s longest conflict — and U.S. special envoy Zalmay Khalilzad has held several rounds of peace talks with the Taliban, with both sides citing progress in the negotiations.
But despite the talks, the Taliban stage near-daily attacks on Afghan forces, inflicting staggering casualties, and now hold sway over half of the country. Also, the insurgents refuse to talk directly with the government in Kabul, considering it a U.S. puppet.
If a peace deal is struck, SIGAR said another concern would be the reintegration of as many as 60,000 heavily armed Taliban fighters and their families back into Afghan society.
Donor countries are expected to finance approximately 51 percent of Afghanistan’s 2019 government spending of $5 billion. Yet the Afghan government’s capabilities are generally weak and it often lacks the capacity to manage and account for donor funds, the report said.”

“An Islamic State group sympathizer who rammed a car into pedestrians on a busy Australian city sidewalk, killing one person and injuring 16 others, was sentenced on Thursday to life in prison.
Victoria state Supreme Court Justice Elizabeth Hollingworth ordered Saeed Noori, 37, to serve 30 years behind bars before he is eligible for parole.
Hollingworth said it was “sheer good fortune” that more people were not killed or injured.
“Deliberately driving a vehicle into a crowd of people is a dreadful crime,” the judge said. “Your actions have horrified and traumatized many people.”
Noori drove his mother’s SUV into pedestrians on Dec. 21, 2017, outside a train station in downtown Melbourne, Australia’s second-largest city.
A woman identified as Noori’s mother collapsed in court as her son was sentenced.
He pleaded guilty in December to the murder of 83-year-old Antonios Crocaris, who died in a hospital eight days after he was struck. Murder carries a maximum sentence of life in prison.
He also pleaded guilty to 11 counts of recklessly causing serious injury, which carries a maximum of 15 years in prison, and five counts of conduct endangering life, which carries up to 10 years in prison.
He came to Australia from Afghanistan as a refugee in 2004 and is an Australian citizen.
His lawyers told the court he suffered from schizophrenia and had fasted for a week before the attack.
Noori’s computer and a USB stick contained images from international militant attacks and Islamic State movement videos.
Noori, who has three children, bowed his head during the entirety of his sentencing.
Hollingworth noted Noori’s mental health issues, years of heavy drug use and gambling addiction.
“What happened was not due to a drug-induced psychosis. There is nothing specific in the days leading up that seems to have triggered your particular actions that day,” she told Noori.
“The offending was entirely unprovoked, and displayed a callous disregard for the sanctity of human life,” she added.
It was the second use of a car to attack pedestrians in downtown Melbourne in 2017. In January, six people were killed and more than 30 were injured when a car was driven in a pedestrian mall a few blocks from Noori’s attack.
James Gargasoulas, 29, was sentenced last month to life in prison for what the judge described as “one of the worst examples of mass murder in Australian history.”
Gargasoulas will spend at least 46 years in prison before he is eligible for parole.”

The extremist group was chased out of the capital several years ago but continues to hold large parts of rural southern and central Somalia, taxing local people and travelers to fund its deadly quest to establish an Islamic state. It has thousands of fighters.

On Monday, Sellner’s home in Vienna was raided by Austrian police and his computers and cell phones seized on suspicion of “terrorism”, even though the Austrian Identitarian Movement just won a court case last year absolving them of charges of “forming a terrorist organization”.
The charges: In January 2018, Sellner received a donation of €1500 from the Christchurch killer Brenton Tarrant, and sent him a routine thank-you message. At that time, of course, Sellner had no way of knowing who Tarrant was or what he was going to do a year later. Tarrant was traveling through Europe and also sought to meet with Sellner, but the meeting never came about.”Maybe I should’ve met with him, then maybe I would’ve been able to talk him out of it”, Sellner says.
The Austrian Identitarians have searched all their E-mails and asked all their members if they met an Australian in 2018, and can say with great confidence they had no other contact with Tarrant, Sellner said yesterday on ServusTV.
The Identitarian Movement is strictly non-violent and rejects hatred and racism. They welcome cultural diversity (“ethno-pluralism”) while seeking to preserve European culuture and heritage, mainly opposing mass immigration and Islamization. They routinely evict radical neo-Nazis when they try to infiltrate the “right-wing hipster movement”. They are mostly known for peaceful, eye-catching Greenpeace-style protest actions, such as scaling the Brandenburg Gate in Berlin 2017.
Sellner is confident the charges will lead to nothing: “What crime am I charged with? What could I possibly have done differently, aside from being psychic? My lawyer says this case has absolutely no chance.” The scurrilous charges are mainly meant to tarnish his name and the reputation of the non-violent Identitarian Movement, which is so popular in Europe it continues to flourish despite being completely banned on Facebook, its original home.
Even right-wingers and conservatives scurried to abandon Sellner this week, however, as Austria’s conservative-populist coalition of Chancellor Sebastian Kurz (Austrian People’s Party) and Vice-Chancellor Heinz-Christian Strache (Freedom Party of Austria) announced yesterday they would examine whether to ban the most successful youth movement in Europe since the 1960s.
And the U.S. State Department seemingly joined in the pile-on, revoking Sellner’s electronic U.S. travel authorization (ESTA). “I called and they told me it was ‘based on my background’. Now, I can’t visit my fiancée or her family, or get married in the US as planned”, Sellner announced on Twitter.
Ironically, this all may be part of the ruthless killer Tarrant’s evil plan to sow discord and start a civil war. In his manifesto, Tarrant wrote about the necessity of “attacking or assassinating weak or less radical leaders/influencers on either side of social conflicts” in order to “destabilize society”. Since he says he began planning his attack two years ago, it is very possible the donation to the non-violent and non-racist Identitarians was part of a deliberate plan to frame them, just as Tarrant referenced moderate figures like Candace Owens and Felix “PewDiePie” Kjellberg on his rampage in order to smear them.
