The Nonbinding Migration Pact That Was Too Much for Trump
Diplomats from around 180 countries will be gathering in Marrakech, Morocco for a ceremony on Monday to sign the U.N.’s Global Compact on Migration, a landmark agreement aimed at promoting international cooperation to manage the unprecedented population of migrants and refugees in the world. The United States will not be among them. The United States announced it was pulling out of talks over the pact in December, describing it as a threat to U.S. sovereignty.
The agreement has also proved controversial in Europe. Italy became the latest country to pull out of the agreement last week, following the lead of Austria, Bulgaria, the Czech Republic, Poland, Estonia, and Switzerland. Hungary, whose prime minister, Viktor Orban, has vocally opposed EU migrant quotas, quit while the agreement was still being negotiated. Belgium’s government is currently on the verge of collapse over disagreements about the compact; Prime Minister Charles Michel says he will be attending the meeting in Marrakech merely in a “personal capacity.”

By sunrise, another crowd has gathered at a corner near the shelter to wait for job offers. Just before 8 a.m. local time Dec. 7, 1941, Japanese warplanes shattered the Sunday quiet at Pearl Harbor in Hawaii. It was an attack on the United States that would soon thrust the country into World War II.
Despite a radiogram that was urgently pushed to all U.S. military in the area (“AIRRAID ON PEARLHARBOR X THIS IS NO DRILL”), the surprise attack destroyed or damaged more than a dozen American ships and hundreds of aircraft.
More than 2,400 Americans were killed. But the greatest loss of life occurred on the USS Arizona: Of the 1,512 on board at the time, only about 300 survived. The ship rests, sunken, at the bottom of the harbor — along with the remains of hundreds of victims.
Over the decades, survivors of the sinking of the Arizona have been a fixture at memorials and events marking the attack, a date which has indeed lived in infamy.
But on Friday, for the first time in more than seven decades, no Arizona survivors were present at Pearl Harbor when officials commemorated the 77th anniversary of the attack.
Only five Arizona survivors are still alive: Lauren Bruner, 98; Lou Conter, 97; Lonnie Cook, 98; Ken Potts, 97; and Don Stratton, 96.

Many U.S.-bound caravan migrants disperse as asylum process stalls
TIJUANA, Mexico (Reuters) – Thousands of Central American migrants spent weeks traveling north through Mexico in caravans, walking and hitching rides when possible, only for many to give up hope and turn back when they met resistance at the U.S. border.
Others hopped the border fence, often directly into the hands of immigration authorities on the U.S. side, while still others dug in at temporary lodgings in Tijuana for the long process of seeking asylum from a reluctant U.S. government.
As rain poured down on a former music venue in Tijuana that holds a diminished crowd of 2,500 migrants, Jessica, 18, grabbed her feverish 1-year-old daughter and took her inside to a friend while she figured out what to do with her broken tent.
Jessica had traveled from El Salvador, and said she and her husband were waiting in the Barretal camp for the right moment to try to cross the border illegally.
“Getting asylum is really difficult,” she said. “They ask you for a lot of evidence and it’s impossible. It’s not like they say it is.”
Other migrants face the same dilemma. Of 6,000 who arrived in Tijuana in the caravans last month, 1,000 have scrambled over border fences, and most of those were detained, the head of Mexico’s civil protection agency David Leon told local media on Wednesday. [more at link]

Los Remedios doesn’t have the feel of a political frontline. Rowers glide along the green waters of the Guadalquivir, a huge Christmas tree sits beneath a warm December sky and the nearby churrería is already bedecked with artificial poinsettias.

The president is reportedly urging South Korea to commit more funding for U.S. troops stationed in the Asian nation.
According to a report from the Wall Street Journal released Friday, the president is seeking to have South Korea pay up to $1.6 billion annually.
Currently under an agreement between the countries, which expires at the end of the year, South Korea gives the U.S. $830 million annually, in relation to the 28,000 soldiers deployed there.
The report also suggests South Korean president Moon Jae-In is not inclined to increase funding.
Representatives from both countries are set to meet next week.

China says U.S. should withdraw arrest warrant for Huawei executive
BEIJING (Reuters) – China’s foreign ministry called in the U.S. ambassador on Sunday to lodge a “strong protest” over the arrest in Canada of Huawei Technologies Co Ltd’s [HWT.UL] chief financial officer, and said the United States should withdraw its arrest warrant.
Meng Wanzhou, Huawei’s global chief financial officer, was arrested in Canada on Dec. 1 and faces extradition to the United States, which alleges that she covered up her company’s links to a firm that tried to sell equipment to Iran despite sanctions.
The executive is also the daughter of the founder of Huawei.
Chinese Vice Foreign Minister Le Yucheng told U.S. ambassador Terry Branstad that the United States had made an “unreasonable demand” on Canada to detain Meng while she was passing through Vancouver, China’s Foreign Ministry said.
“The actions of the U.S. seriously violated the lawful and legitimate rights of the Chinese citizen, and by their nature were extremely nasty,” Le told Branstad, comments similar to those he made to Canada’s ambassador the night before.
China strongly urges the United States to pay attention to China’s solemn and just position and withdraw the arrest warrant on Meng, Le added.
“China will respond further depending on U.S. actions,” he said, without elaborating.
Le also told the Canadian ambassador on Saturday that there would be severe consequences if it did not immediately release Meng.

For those who missed it, Alexandria Ocasio-Cortez reminded her constituents in November of how out of her depth she is by referring to her “inaguration” on Jan. 3. Since that time, she has suffered near-daily lapses of foot-in-mouth disease, public attention to which evidently got under her skin, prompting a snide tone in her attempts to defend herself from her detractors. When someone of this intellectual persuasion goes from being clueless to condescending, her remarks rise to the level of an unfunny joke.
This unflattering trait was on display again in a tweet she posted on Dec. 7, but this time she didn’t stop at trading barbs. She threatened her interlocutor, Donald Trump, Jr., with the threat of subpoena, which many are insisting is an ethics violation.

In Britain, the rage over Muslim rape gangs and Theresa May’s Brexit foul-up is spreading. In Germany, anger about Merkel’s recklessly transformative refugee policies is mounting. In France, the growing cost of immigrant freeloaders to taxpayers has sparked the most sensational public demonstrations since 1968. In Italy and Austria, opponents of the Islamization of Europe now hold the reins of power. Elsewhere in Western Europe, more and more citizens are standing up to their masters’ open-borders dhimmitude.
Yet much of this principled and patriotic resistance may turn out to be for naught, thanks to the so-called Global Compact for Safe, Orderly and Regular Migration, which is scheduled to be signed by representatives of the UN member states at a December 10-11 conference. Supporters of the compact are quick to reassure its critics that it is not a binding treaty and that it reaffirms the concept of national sovereignty. Nevertheless, when you come right down to it, it is nothing more or less than a dangerous effort to weaken national borders, to normalize mass migration, to blur the line between legal and illegal immigration, and to bolster the idea that people claiming to be refugees enjoy a panoply of rights in countries where they have never before set foot.

The ongoing and bitter dispute between the EU and its Eastern European member states — countries such as Hungary, Poland and the Czech Republic — that have refused to take in migrants as part of the EU’s quota system, might be approaching some sort of compromise. In an internal document circulated to EU interior ministers in Brussels in early December, Reuters reported, EU member states that refuse to host migrants in their countries could be exempted from doing so, if instead they show “alternative measures of solidarity.” According to diplomats, these “alternative measures” are apparently EU code for “paying into the EU budget or paying toward development projects in Africa”.
“The document,” Reuters noted, “said the European Union would need a proper mechanism to avoid a situation in which all EU governments opted to pay their way out of any hosting responsibilities and would set an eight-year period for any arrangements”.
Already in October, European Parliament President Antonio Tajani had said that EU countries who refused to host refugees could instead pay more for EU migration and development projects in Africa. “No relocation – (then) more money for Africa,” Tajani said.

EGYPT – Prosecution investigating authenticity of video of tourists scaling, posing nude on pyramid: Minister tells MPs
Egypt’s Minister of Antiquities Khaled El-Anany told MPs on Sunday that the prosecution is currently investigating a video that was recently posted online reportedly showing a foreign couple scaling what appears to be the Great Pyramid of Giza.
El-Anany said that prosecution is investigating “how a Danish photographer and his girlfriend were able to scale the Pyramid of Khufu, and whether they really filmed an explicit pornographic video atop the Pyramid.”
The minister filed a memo on Friday with the prosecutor-general to investigate the short viral clip, which shows the couple illegally climbing to the top of the Great Pyramid of Giza and posing naked for a picture.
The video was uploaded on YouTube on 5 December by self-described photographer Andreas Hvid, who posts images on social media of different sites from high vantage points around the world, sometimes depicting nudity.
El-Anany, addressing the members of parliament’s media, culture and the antiquities committee on Sunday morning, said that “I demanded that experts be tasked with checking the video and determine whether they are real or fake.”
“The prosecution authorities will tell Egyptians how the two tourists were able to scale the Great Pyramid of Khufu, whether the video is real or fake, and negligent officials will be brought to justice,” El-Anany said.
“The explicit video has sparked fury and outrage among Egyptians in general, and the officials affiliated with the Ministry of Antiquities in particular.”
“I stress that scaling the pyramids is strictly forbidden,” said El-Anani.
El-Anany also stressed that the Ministry of Antiquities has rejected offers from some of the world’s most wealthy people who wished hold their wedding parties by the pyramids.
“It is strictly forbidden that any kind of celebrations be held around citadels, tombs and temples,” said El-Anany, adding that “when some alleged on social media that a wedding party was held at Luxor’s Karnak temple, I decided to refer this case to the prosecutor-general, but we discovered that it was just a dinner party that was organised in line with the rules.”
El-Anany said that “organising wedding parties is allowed at the front of some mosques and some ancient forts.”
“Some also alleged on social media that a wedding party was held at the temple of Philae in Aswan, but it was just a two-hour dinner party without belly dancing or alcoholic drinks,” said El-Anany.
“I urge all to exercise caution because what is published on social media mostly turns out to be untrue, and let prosecution authorities do their investigation on the explicit video.”

( AFP ) The French government on Sunday urged Donald Trump not to interfere in French politics after the US president posted tweets about the protests rocking the country and attacked the Paris climate agreement.
“We do not take domestic American politics into account and we want that to be reciprocated,” Foreign Minister Jean-Yves Le Drian told LCI television.
“I say this to Donald Trump and the French president says it too: leave our nation be.”
Trump had on Saturday posted two tweets referring to the “yellow vest” anti-government protests that have swept France since mid-November and sparked rioting in Paris.
“Very sad day & night in Paris. Maybe it’s time to end the ridiculous and extremely expensive Paris Agreement and return money back to the people in the form of lower taxes?” he suggested.
Trump had earlier posted: “The Paris Agreement isn’t working out so well for Paris. Protests and riots all over France.
“People do not want to pay large sums of money, much to third world countries (that are questionably run), in order to maybe protect the environment. Chanting ‘We Want Trump!’ Love France.”
Earlier this week Trump retweeted one of several posts falsely claiming that French protesters were chanting his name.
The videos that have been used to support this claim were in fact filmed at a far-right protest in London earlier this year.
The protests in France are not directly linked to the Paris climate agreement which was signed in 2015 and has since been abandoned by Trump, to the dismay of French President Emmanuel Macron and other Western leaders.
Spurred by rising fuel prices — in part due to tax hikes aimed at helping France shift to a lower-carbon economy — the “yellow vest” protests have grown into a broad movement against Macron’s policies and governing style.
Other French politicians have also responded angrily to Trump’s latest tweets, including a lawmaker from Macron’s party who dubbed the US leader “Donald the Senile”.
“DON’T INSULT MY COUNTRY DOTARD,” Joachim Son-Forget posted, employing an antiquated insult previously used against Trump by North Korean leader Kim Jong Un.
Trump had weighed in on the protests in previous tweets, deploring the “large and violent French protests”.
Despite their differences — Macron is a 40-year-old centrist and Trump a 72-year-old rightwinger — the French and US leaders initially enjoyed warm ties.
But relations have soured in recent months, not least over Trump’s rejection of the climate agreement and hard-fought Iran nuclear deal.
Last month a fresh row blew up after Macron gave an interview calling for a “European army” and arguing that Europe needed to be more independent from the US in its defence policy.
Macron is further thought to have riled the US president during commemorations marking the end of World War I when the French leader took aim at Trump-style nationalism in his speech.
Le Drian, like other members of the government, stressed that Macron wanted a dialogue with the protesters and would offer solutions when he addresses the nation early next week.
“I think his remarks will be strong enough for the movement to halt, or at least for the hooligans to be put off,” the foreign minister said.
He expressed concern over remarks among some protesters calling for an “insurrection” in France.
“As foreign minister I travel around the world and I know — you can witness it in certain countries — how fragile democracy is,” Le Drian said.
“I hear people saying, ‘This is an insurrection’. That is not the republic I know.”

French Foreign Minister Jean-Yves Le Drian dismissed Donald Trump’s comments on the Yellow Vests protests in Paris, saying the U.S. president shouldn’t meddle in France’s affairs.
On Saturday, Trump sought to tie the violent protests across France triggered by higher fuel taxes with the Paris climate accord treaty he’s denounced. He said protesters were chanting his name in the streets, a claim Le Drian disputed.
“The protesters didn’t protest in English!” Le Drian said in a radio interview with RTL. “We don’t participate in America’s domestic politics and we would like that to be reciprocal.”
He said President Emmanuel Macron already told the U.S. president to stay out of French political life.
Sunday was quieter in Paris, with museums and shops reopening and protesters — most wearing yellow safety vests — gone from the streets. About 1,700 people were arrested nationwide in skirmishes late Saturday, and an estimated 179 were hurt in the French capital as extreme-right, extreme-left and anarchist elements defied riot forces, according to the police prefecture.

France knife attack: Three women stabbed by knifeman at train station
Mulhouse station in the east of France witnessed the violent attack today, with two of the victims believed to be in a critical condition
Three women have been stabbed in a knife attack at a busy train station in France, according to reports.
The attack took place at the main train station in the eastern city of Mulhouse – close to the Swiss and German border.
It is believed the unidentified perpetrator, a young male, has been arrested and put in custody by police having fled the scene.
Described by onlookers as ‘unbalanced’, he is said to have stabbed one victim in the back in the station waiting room.
She sustained serious chest injures- and local authorities say she was a German woman with her 10-year-old daughter.
FranceInfo report that a second woman was stabbed in the stomach on the station forecourt, while the third woman is unhurt with the attackers clothes becoming torn.
There was a doctor reportedly on hand to provide crucial first-aid treatment to the victims, two of whom are in a critical condition in hospital.
The French capital Paris has seen violent protests for a fourth consecutive weekend, with thousands demonstrating over fuel tax rises – setting fire to cars and clashing with police.

A new law — reviled by many Cuban artists as another layer of censorship and control over artistic expression but promoted by the government as a defense against vulgarity, poor taste, mediocrity and low-brow cultural influences — went into effect Friday.
The new measure comes as artists and performers on the island continue to protest, and perhaps in response to those critiques, government officials said Friday that Decree Law 349 will now be rolled out gradually.
Ever since Decree Law 349 was first published in July in the government’s Gaceta Oficial , there has been plenty of pushback on the island and abroad and a flurry of meetings between government cultural officials and artists, who are still hoping for modifications.
The law requires prior government approval for artists, musicians, writers and performers who want to present their work in any spaces open to the public, including private homes and businesses.
But beyond that, it also proposes fining painters and other artists who commercialize their art without government permission. Among the more chilling provisions is the prospect that “supervising inspectors” could review cultural events and shut them down if they don’t believe they meet government standards.
Individuals or businesses hiring artists who don’t have prior approval also can be sanctioned.
“No one can say you are an artist or you are not an artist,” fumed Luis Puerta Batista, a Havana artist who sells stylized paintings of jazz figures, mostly to foreigners and on the internet, and teaches art. “Artists are going to keep creating. They are not going to be able to bar creating, but they will restrict selling.”
And with a family to support, that has him worried.
Fellow artist Roberto Loeje, who has a studio on the same street as Puerta, calls the decree law “anti-artistic and crazy.”

Minister of Culture Alpidio Alonso Grau defended the breadth of artistic expression in Cuba, which he said is “scarcely found where the market is the censor.”
Alonso said the decree law would be applied gradually to both state and private sectors.

“More than 150 countries will join a United Nations conference to adopt a global pact to better handle migrant flows, a senior U.N. official said on Sunday, less than the number that initially worked on the plan.
In July, all 193 U.N. members except the United States finalized the so-called Global Compact for Safe, Orderly and Regular Migration to better handle migration.
Since then, the text has come under fire from European politicians who say it could increase immigration. At least six European Union members – mostly in formerly Communist Eastern Europe – have shunned the accord
U.N. Special Representative for International Migration Louise Arbour said more than 150 governments had registered for the event in the Moroccan city of Marrakesh set to adopt the accord on Monday, without giving details.
The pact is not legally binding but can provide very useful guidance for countries facing migration, she told a news conference.
“Many challenges will stand in the way of its implementation, not least the toxic and ill-informed narrative that too often persists when it comes to migrants,” she said.
In the latest political turmoil over the pact, Belgian Prime Minister Charles Michel relaunched his government on Sunday as a minority administration after the biggest party in his coalition quit in a dispute over signing the compact.
The right-wing N-VA pulled its ministers after Michel refused its demand that he not agree to the pact.
Also on Sunday, Chile’s Interior Ministry Subsecretary Rodrigo Ubilla told El Mercurio newspaper that the country’s representatives would not attend the event, saying: “We have said that migration is not a human right. Countries have a right to determine the entry requirements for foreign citizens.”
In November, Austria’s right-wing government, which holds the EU presidency, said it would also withdraw, saying the accord would blur the line between legal and illegal migration.
Australia also said in November would not sign up to the migration agreement because it would compromise its hardline immigration policy and endanger national security.
Among other leaders, German Chancellor Angela Merkel, whose 13-year chancellorship has been marked by her open-door migrant policy, will attend the event.
The Global Compact for Safe, Orderly and Regular Migration is a framework for cooperation and aims to reduce illegal migration, help integrate migrants and return them to their home countries.”

“A source told Morocco World News that on Saturday, members of Morocco’s General Directorate for National Security (DGSN) and Morocco’s General Directorate for Territorial Surveillance (DGST) dismantled irregular migration networks operating from the southern Atlantic side of Tangiers, between the points of Oued Taddart and Briyech, north Morocco.

The operation also led to the arrest of 68 irregular migrants, including 45 Moroccans and 3 sub-Saharan migrants.
Five members of the networks were arrested. Authorities also seized a vehicle used in the transport of migrants, and 2 zodiacs.
Earlier this week DGSN and Morocco’s National Criminal Judicial Brigade (BNPJ) dismantled a criminal network involved in irregular migration that operates from Casablanca, Oujda, and Berkane.
The police carried out the dismantling operation simultaneously and arrested 16 individuals.
Throughout the year, Moroccan officials have shared the number of aborted irregular migration attempts.
In October, governor and director of immigration and border surveillance Khalid Zerouali said that Morocco’s security forces aborted approximately 65,000 irregular migration attempts annually since 2016.
The number has more than doubled from an average of 32,000 annually between 2003 and 2015 to nearly 65,000 since 2016.”
