  1. Xi’s campaign to draw people back to graying rural China faces uphill battle

    SHUANGFENG COUNTY, China (Reuters) – Liu Deke, 73, puffed away on a roll-up as he threshed stalks of dried rapeseed on a large canvas sheet. Nearby, plumes of billowy smoke from burning stalks drifted across the rice fields.

    It was a normal day’s work for Liu and his wife, farmers in Dongfeng village in China’s southern Hunan province. And like many others in rural China, their offspring have long ago moved to cities where wages far outstrip farming income.

    China’s greying rural economies – many composed of small farm holdings and low-end industries – have seen slumping productivity with no alternative engine of economic growth in sight.

    The brain drain is so advanced that President Xi Jinping is now calling for the return of talent to the countryside – once unthinkable for a nation that sees urbanization as a ticket to prosperity.

    It reflects the ruling Communist Party’s desire to elevate the status of rural areas – places that 577 million still live or call home – to fend off risks of social unrest while boosting consumption, as well as controlling growth in big cities.

  2. Syria’s Assad set to recover Golan frontier as surrender deal agreed: sources

    BEIRUT/AMMAN (Reuters) – President Bashar al-Assad is set to recover control of the Syrian frontier with the Israeli-occupied Golan Heights in a major victory over rebels who have agreed to surrender terms, sources on both sides said on Thursday.

    Backed by Russian air power and unopposed by Assad’s foreign adversaries, government forces have swept through southwestern Syria in the last month in one of the swiftest campaigns of the war, forcing surrender on massively outgunned rebels.

    The campaign, which has already restored Assad’s control over a critical portion of the frontier with Jordan, marks another milestone in his efforts to recover control of the country fractured by more than seven years of conflict.

    There was no government confirmation of the Quneitra agreement. State media cited “reports” a deal had been reached. It was not clear when implementation would begin.

    A copy of the agreement sent to Reuters by a rebel source said insurgents had negotiated the deal with Russia.

    Echoing surrender terms imposed on rebels elsewhere, opposition fighters agreed to give up heavy and medium-sized weapons. Those wishing to stay in the area will “settle” their status with the state, meaning accepting a return of its rule.

    Those who reject the deal will be given safe passage out to the opposition-held province of Idlib in the northwest, according to terms that were also reported by a military news outlet run by Lebanon’s Hezbollah. The Iran-backed group Hezbollah is fighting in Syria in support of Assad.

  3. Hmm: Putin’s ‘bombshell’ on $400m to Hillary calls attention to Fusion GPS working for … Russia

    I mentioned in the first post on the Helsinki meeting that I don’t trust Putin any further than I could throw him.

    That continues to be the case. Putin’s claim during the Helsinki press conference that associates of Magnitsky advocate William Browder sent $400,000,000 — *the Russians corrected that afterward to $400,000 (h/t: Truth Doctor) — to Hillary Clinton’s campaign is as dubious as it gets.

    I’ll quote the passage below so you can get the full effect. But the key point to turn to immediately is that Putin’s reference to Browder – and indeed to any link between Browder and Clinton – serves to highlight a rather extraordinary thing.

    It highlights that Fusion GPS was working to represent the Putin regime (i.e., in its anti-Magnitsky lobbying against Browder’s crusade), at the same time Fusion GPS was working to obtain Russian-sourced dirt on Donald Trump in the Steele dossier.

    By bringing up Browder out of the blue, Putin is thus basically turning a klieg light on himself, and on the common Fusion GPS connection of the Steele dossier and the Russian government’s anti-Magnitsky lobbying effort.

  5. EUROPEAN UNION ( press release ) Migration and Asylum: Commission takes further steps in infringement procedures against Hungary

    Brussels, 19 July 2018

    The European Commission has today decided to refer Hungary to the Court of Justice of the European Union (CJEU) for non-compliance of its asylum and return legislation with EU law.

    The Commission has also today sent a letter of formal notice to Hungary concerning new Hungarian legislation which criminalises activities that support asylum and residence applications and further restricts the right to request asylum.

    Court referral for non-compliance with EU asylum and return legislation

    The Commission first launched an infringement procedure against Hungary concerning its asylum laws in December 2015. Following a series of exchanges on both administrative and political levels and a complementary letter of formal notice, the Commission sent a reasoned opinion in December 2017. After analysing the reply provided by the Hungarian authorities, the Commission considers that the majority of the concerns raised have still not been addressed and has therefore now decided to refer Hungary to the Court of Justice of the European Union – the last stage of the infringement procedure. Specifically, the Commission finds that Hungarian legislation is incompatible with EU law in the following respects:

    Asylum procedures: Whilst EU legislation provides the possibility for Member States to establish transit zones at the external borders, the Hungarian legislation falls short of the requirements of the Asylum Procedures Directive as it only allows asylum applications to be submitted within such transit zones where access is granted only to a limited number of persons and after excessively long waiting periods. The border procedure implemented by Hungary is not in compliance with EU law as it does not respect the maximum duration of 4 weeks in which someone can be held in a transit centre and fails to provide special guarantees for vulnerable applicants. Within its territory, Hungary fails to provide effective access to asylum procedures as irregular migrants are escorted back across the border, even if they wish to apply for asylum.

    Reception conditions: The Commission considers that the indefinite detention of asylum seekers in transit zones without respecting the applicable procedural guarantees is in breach of EU rules as set out in the Reception Conditions Directive.

    Return: The Hungarian law does not comply with the EU’s Return Directive as it fails to ensure that return decisions are issued individually and include information on legal remedies. As a result, migrants risk being returned without the appropriate safeguards and in breach of the non-refoulement principle.

    Letter of formal notice concerning new Hungarian legislation criminalising activities in support of asylum and residence applications

    The new legislation – so-called “Stop Soros” by the Hungarian authorities – criminalises any assistance offered by any person on behalf of national, international and non-governmental organisations to people wishing to apply for asylum or for a residence permit in Hungary. The laws also include measures which restrict individual freedoms, by preventing anyone who is subject to a criminal procedure under these laws from approaching the transit zones at Hungary’s borders, where asylum seekers are held. Sanctions range from temporary confinement to imprisonment of up to 1 year and expulsion from the country. In addition, the new law and a constitutional amendment have introduced new grounds for declaring an asylum application non-admissible, restricting the right to asylum only to people arriving in Hungary directly from a place where their life or freedom are at risk.

    The European Commission finds that the new Hungarian legislation raises concerns as regards its compatibility with EU law in the following respects:

    Criminalisation of activities in support of asylum and residence applications: The criminalisation of support for asylum and residence applications and the related restraining measures curtail asylum applicants’ right to communicate with and be assisted by relevant national, international and non-governmental organisations. This is in violation of the Asylum Procedures Directive and the Reception Conditions Directive. This law also unduly restricts the exercise of free movement rights of EU citizens without due regard for procedural guarantees or for the rights of the people affected. This is in violation of Articles 20 and 21(1) of the Treaty on the Functioning of the EU (TFEU) and the Free Movement Directive, as well as the EU Charter of Fundamental Rights.

    Non-admissibility of asylum applications: The introduction of a new non-admissibility ground for asylum applications, not provided for by EU law, is a violation of the EU Asylum Procedures Directive. In addition, while EU law provides for the possibility to introduce non-admissibility grounds under the “safe third country” and the “first country of asylum” concepts, the new law and the constitutional amendment on asylum curtail the right to asylum in a way which is incompatible with the Asylum Qualifications Directive and the EU Charter of Fundamental Rights.

    The Commission has therefore concluded that Hungary is failing to fulfil its obligations under the EU Treaties, EU laws and the Charter of Fundamental Rights of the European Union. A letter of formal notice is the first step in an infringement procedure for breach of EU law. The Hungarian authorities have 2 months to respond to the Commission’s concerns. The Commission stands ready to support and assist the Hungarian authorities in addressing this issue.

    The Council of Europe’s Commission for Democracy Through Law (the ‘Venice Commission’) and the OSCE Office for Democratic Institutions and Human Rights (OSCE/ODIHR) published their Joint Opinion on the new legislation and the constitutional amendment on 25 June 2018. Their analysis concluded that the provisions examined infringe upon the right to freedom of association and expression and should be repealed.

    Belgium: EU to take Hungary to court over migration rules

      The Hungarian government is in breach of the EU’s charter of fundamental rights over a law that criminalises people who help asylum seekers, the European commission has said.

      The commission, the guardian of EU law, announced on Thursday it had sent the Hungarian government a letter of formal notice over the “Stop Soros” law. The letter is the first step in a legal process that could lead to Hungary being taken to the European court of justice (ECJ) and told to change the law.

      Separately, the commission said it was referring Hungary to the ECJ for breaking other EU asylum rules, linked to the country’s detention camps for asylum seekers.

      The announcements are a sign of the deepening standoff between Brussels and Viktor Orbán, who was re-elected in April for a fourth term as Hungary’s prime minister, after a campaign dominated by charged rhetoric against migrants.

      Weeks after Orbán’s resounding victory, Hungary passed laws making it a criminal offence for individuals and non-governmental organisations to help asylum claimants and migrants. Known informally as the Stop Soros law, the government wants to draw a link between migrants and the Hungarian-born billionaire philanthropist George Soros, who is demonised by the ruling party, partly for his funding of NGOs.

      Last month the Council of Europe’s Venice committee of constitutional experts raised the alarm about the law, saying it lacked precision and meant organisations were at risk of prosecution “even if they acted in good faith” in line with international law.

      The law was also deemed contrary to the European convention on human rights on the grounds of freedom of expression, because of provisions that criminalise “preparing or distributing informational materials”.

      Following this negative opinion, the commission’s decision was a foregone conclusion. It found the law in breach of several EU laws and the EU’s charter of fundamental rights.

      Hungary’s government has two months to respond to the charge sheet and it could be referred to the ECJ if the dispute is unresolved.

      That outcome looks very likely, underlined by the commission’s announcement that it was referring Hungary to the court over a separate dispute on asylum law. It said the majority of its concerns had not been met.

      Hungary has built a steel fence along its southern borders and has kept asylum seekers in converted shipping containers while they wait for their cases to be heard.

      EU law does not ban such centres, but the commission said Hungary was breaching the EU’s maximum processing time of four weeks and failing to provide effective asylum procedures. Asylum seekers risk being returned to their country of origin even if they face persecution there, in breach of the non-refoulement principle of international law.

    A French court has rejected a case brought by survivors of the 2015 Bataclan terror attacks against the state – over its handling of the tragedy.

    The lawsuit looked at the actions of a group of soldiers ordered not to intervene, despite being armed and posted outside the Bataclan concert hall in Paris, as the assault unfolded.

    Hundreds of people protested against the administration of US President Donald Trump outside of the White House in Washington DC on Wednesday, holding a ‘Confront Corruption’ candlelight vigil.

    The event featured a number of Democrat lawmakers including Connecticut Senator Richard Blumenthal who said “how sad and ashamed and embarrassed we all were on Monday to see Donald Trump instead of putting America first, blaming America first. Blaming everyone except himself and Vladimir Putin.”

    “To Donald Trump we ought to say ‘you are not above the law,'” Blumenthal added.

    Similar anti-Trump protests were held in cities across the US on Wednesday.

    The migration debate playing out across Europe has taken another turn.
    Spain says it will take in a woman who was discovered stranded in the Mediterranean and the bodies of another woman and a young child found nearby.

    They were picked up by sea rescue charity Proactiva Open Arms.

    It accuses the Libyan Coast Guard of abandoning them and criticised Italy for shutting its ports. In response, Italy’s Interior Minister claimed the charity had lied about the circumstances in which they found the migrants at sea and denied any suggestion it had blocked the boat.

    “How did we get into this mess?” Obama asked Putin.

    It was the summer of ’09 and the two men, one a former community organizer and the other a former KGB officer, were sitting on the veranda of Putin’s dacha. While Obama noshed on three types of pricey caviar, Putin took a bite out of his junior colleague by delivering an extended denunciation of America.

    Obama listened without a word of protest to Putin’s attack on America. According to Michael McFaul, his point man on Russia who has been attacking Trump prominently in the media, “the history lesson was even rather helpful because it enabled him to emphasize to Putin: well, I’m different, I’m new.”

    Putin’s litany of American foreign policy crimes was cunningly fitted to the politics of the left. On that summer day, Russia wasn’t an enemy, but a victim of the Bush administration’s cowboy diplomacy. And Obama was seeking common ground with Russia, Iran and the Brotherhood against the Republicans.

    By different, Obama meant that he didn’t care about traditional alliances or national interest. Selling out American allies like Poland had gotten Barry a taste of Vladimir’s beluga. The cost of the caviar was missile defense for Eastern Europe. America wanted it there and the Russians didn’t.

    Keith Ellison was formerly a member of the Nation of Islam, a racist black nationalist hate group. He has allegedly met with Farrakhan more recently and has worked with anti-Semitic and pro-terrorist Islamic organizations such as CAIR and ISNA.

    Despite that, as Robert Spencer at Jihad Watch reports, he’s demanding that Amazon censor books and other materials produced by organizations listed by the Southern Poverty Law Center as hate groups.

    As Spencer notes, “The far-Left Bezos likely also thinks that the SPLC is a reliable authority, and so it is entirely possible that he will comply with Ellison’s demands and purge Amazon of all materials by people that the SPLC has smeared and defamed. Given Amazon’s dominance of the book market, that would be a serious blow to the freedom of speech, as the SPLC is making an all-out attempt to delegitimize the full spectrum of opinion that dissents from the Leftist agenda — on Islam, immigration, social issues and more. If Amazon drops SPLC-designated “hate” material, there should ensue a national discussion about whether the SPLC is really a reliable authority, and whether only one viewpoint should be allowed in the public square. If not, this will just be another nail in the coffin of the freedom of speech in the U.S.”

  13. DOUBLE STANDARD: Obama Defended Russia in South Africa Speech

    The media may have left its heart in San Francisco, but it lost its mind in Helsinki.

    The varied accusations of treason all hinge on Trump not being sufficiently critical of Russia. Meanwhile Obama had delivered a speech in South Africa which was widely praised for its supposed covert attacks on Trump. But here’s a part of the speech that the media chose not to emphasize because it would only reveal the double standard of Russiagate.

    “Which is why, at the end of the 20th century, while some Western commentators were declaring the end of history and the inevitable triumph of liberal democracy and the virtues of the global supply chain, so many missed signs of a brewing backlash — a backlash that arrived in so many forms,” Obama says. Then he goes on to list various examples of the backlash to modernity.

    They include Islamic terrorism… and Russia.

    “Russia, already humiliated by its reduced influence since the collapse of the Soviet Union, feeling threatened by democratic movements along its borders, suddenly started reasserting authoritarian control and in some cases meddling with its neighbors,” Obama says.

  14. Russia: Putin goes ‘off-script,’ slams US ‘forces’ undermining Russian-American relations

    Russian President Vladimir Putin went “off-script” while addressing a meeting of ambassadors and permanent representatives of the Russian Federation at the Ministry of Foreign affairs in Moscow on Thursday, severely criticising “forces” in the United States seeking to undermine Russian-American relations at their own expense.

    “Going off script and speaking personally, I’d like to say a few words,” the Russian president said.

    “We see that there are forces in the US which are prepared at the drop of a hat to sacrifice Russian-American relations for the sake of their internal political ambitions in America,” he said.

    China, rather than Russia, is the “most significant” long-term threat to the United States, FBI Director Christopher Wray said Wednesday.

    During an interview with NBC’s Lester Holt at the Aspen Ideas Forum, Wray said that the FBI has economic espionage investigations in all 50 states that trace back to Chinese activity.

    GOP legislators wrapped the unpopular “Abolish ICE!” campaign around House Democrats on Wednesday, by forcing a floor vote where 167 Democrats abstained or voted against a resolution praising the Immigration and Customs Enforcement agency.

    An article in the Guardian last week provides more confirmation that John Brennan was the American progenitor of political espionage aimed at defeating Donald Trump. One side did collude with foreign powers to tip the election — Hillary’s.

    Seeking to retain his position as CIA director under Hillary, Brennan teamed up with British spies and Estonian spies to cripple Trump’s candidacy. He used their phony intelligence as a pretext for a multi-agency investigation into Trump, which led the FBI to probe a computer server connected to Trump Tower and gave cover to Susan Rice, among other Hillary supporters, to spy on Trump and his people.

    John Brennan’s CIA operated like a branch office of the Hillary campaign, leaking out mentions of this bogus investigation to the press in the hopes of inflicting maximum political damage on Trump. An official in the intelligence community tells TAS that Brennan’s retinue of political radicals didn’t even bother to hide their activism, decorating offices with “Hillary for president cups” and other campaign paraphernalia.

    A supporter of the American Communist Party at the height of the Cold War, Brennan brought into the CIA a raft of subversives and gave them plum positions from which to gather and leak political espionage on Trump. He bastardized standards so that these left-wing activists could burrow in and take career positions. Under the patina of that phony professionalism, they could then present their politicized judgments as “non-partisan.”
