    “Iraqi federal and Kurdish regional judiciaries are violating the rights of Islamic State suspects with flawed trials, arbitrary detentions under harsh conditions, and broad prosecutions, Human Rights Watch said on Tuesday.

    As the Sunni militant group’s self-proclaimed caliphate crumbles following defeats in Iraq and Syria, thousands suspected of joining it have been captured, detained, and put on trial.

    At least 200 have been sentenced, Human Rights Watch said, and at least 92 executed.

    Iraq’s government faces the task of exacting justice on Islamic State members while preventing revenge attacks on people associated with the group which could only undermine efforts to create long-term stability.

    The New York-based rights group said that an 80-page report it released early on Tuesday “finds serious legal shortcomings that undermine efforts to bring (Islamic State) fighters, members, and affiliates to justice.”

    A spokesman for Iraq’s Supreme Judicial Council, which supervises the federal judiciary, declined to comment on the contents of the report ahead of its release.

    Issues highlighted by the HRW report:

    – It is too easy to accuse someone of belonging to Islamic State and have them detained. Wanted lists or community accusations without evidence can result in the detention of suspects for months even if wrongly accused.

    – Detention centres are overcrowded and authorities fail to separate children from adult detainees. Iraqi law states detainees should be brought to a judge within 24 hours of capture but this does not happen.

    – Detainees are often subject to torture, not granted access to lawyers, and their families are not informed of their whereabouts. Iraqi authorities say they have investigated these allegations but have not released any findings.

    – The reliance of Iraqi and Kurdish courts on counter terrorism laws to prosecute suspects rather than using other laws in the criminal code means crimes are not prioritised by seriousness and victims are not included in the process as suspects are not tried for individual acts of murder, rape, torture or slavery.

    – Proving guilt under counter-terrorism laws is easier as a judge only needs proof that a defendant was a member of Islamic State to find them guilty. This means that anyone from cooks and doctors serving under the group to actual fighters is subject to the same sentences which range from life in prison to death.

    This stretches Iraq’s resources thin as casting such a wide net means the courts would not have enough time or manpower to go through all cases, the report says, and prevents victims from getting personal justice.

    HRW said that when it raised concerns over prosecutors not charging suspects with crimes under the criminal code, judicial authorities said there was no need.

    “Genocide and terrorism are the same crime, why would we need a separate charge for genocide?” the report quoted one counter-terrorism judge as saying.”

    “Nine media outlets have been registered as foreign agents by Russia’s Justice Ministry, in accordance with a recently passed law. The law comes in response to the US Congress’s moves towards RT America.

    On Tuesday, Voice of America and Radio Free Europe / Radio Liberty, including its regional branch Radio Azatliq, along with six other outlets were recognized as foreign agents, according to the website of Russia’s Ministry of Justice.

    The list also includes the Kavkaz.Realii, Krym Realii and Sibir Realii websites, the Current Time TV channel – a joint project of Voice of America and Radio Free Europe / Radio Liberty – the Radio Liberty-owned factograph.info website and IdelRealii project.

    Journalists working for the enlisted outlets may get banned from visiting the Federation Council, the upper house of the Russian parliament, sources told Ria Novosti. A decision on that is expected to be taken next week. Earlier, the head of the State Duma Regulations Committee, Olga Savastyanova, called to ban access to all US reporters to the State Duma, the lower chamber.”

      Pilots across Germany are stopping planned deportations of rejected asylum seekers. At the same time, refugees are appealing their deportation orders in record numbers – and winning.

      Many pilots in Germany are refusing to participate in deportations, local media reported on Monday.

      Following an information request from the Left party, the government said that 222 planned flights were stopped by pilots who wanted no part in the controversial return of refugees to Afghanistan, which has been deemed a “safe country of origin” in some cases, despite ongoing violence and repression in parts of the country.

      According to Lamberty, Lufthansa pilots sometimes talk personally to passengers who are about to be deported prior to the flight. In general, these people are treated like normal passengers, “they have a valid ticket after all.”

      German pilots have reportedly grounded more than 200 flights after refusing to be involved in the deportations of failed asylum-seekers.

      Flight crews said they did not want to participate in sending people back to Afghanistan, where violence is still rife following years of war and occupation by Western forces.

      Between January and September 222 flights were cancelled, according to German government figures, with most – 140 – coming at Frankfurt airport.

    • Very good, keep up the work to educate people in the true reasons that the left hates the idea of individuals owning gold.

      Gold and other precious metals give the public independence from the government and takes away the governments power to meddle in what the businesses are doing. One of the tactics the left usis is pushing the idea that greed for money is evil, but the politicians and bureaucrats are greedy for power to order us around. Why is greed for money (precious metals) bad and greed for power is good?

      One of the reasons that the left hates Trump so much is that he made himself a billionaire by finding ways around the regulations that the left has put into place to prevent people from getting rich and gaining independence from the government.

    Special prosecutor Robert Mueller zeroed in on President Donald Trump’s business dealings with Deutsche Bank AG as his investigation into alleged Russian meddling in U.S. elections widens.

    Mueller issued a subpoena to Germany’s largest lender several weeks ago, forcing the bank to submit documents on its relationship with Trump and his family, according to a person briefed on the matter, who asked not to be identified because the action has not been announced.

    “Deutsche Bank always cooperates with investigating authorities in all countries,” the lender said in a statement to Bloomberg Tuesday, declining to provide additional information.

    • Fox News – Mueller’s team has not subpoenaed Deutsche Bank on Trump’s finances, legal team says

      President Trump’s legal team is pushing back against reports that Special Counsel Robert Mueller has called on Deutsche Bank to submit data pertaining to its client relationship with President Trump as part of his investigation into alleged Russian election meddling.

      “We have confirmed that the news reports that the special counsel had subpoenaed financial records relating to the president are false,” said Jay Sekulow, a member of Trump’s legal team. “No subpoena has been issued or received. We have confirmed this with the bank and other sources.”

      Bloomberg, citing an unnamed source, reported that Mueller is seeking information on the German lender and its relationship with Trump and his family. Trump reportedly owes the bank $300 million.

      Democrats have said Trump’s relationship with the bank is crucial in the Russia investigation. The Washington Post reported in August that Democrats have pushed for an investigation into the bank’s internal review of the loans to see if there is any link with Russia.

      Deutsche rejected demands by Democratic lawmakers back in June for details of Trump’s finances, Reuters reported. The bank cited privacy laws.

      The bank, Trump’s primary lender, also approved a $285 million refinancing loan for Trump’s son-in-law Jared Kushner’s company a month before the election, The Post reported.

      Trump, who spoke to reporters Monday as he left the White House to head to Utah, unleashed a string of tweets over the weekend in which he criticized the FBI and raised questions about the federal investigation.

      In one of his messages, Trump again denied that he directed the former FBI director James Comey to stop investigating his former national secuirty adviser Michael Flynn.

      Trump questioned the direction of the federal law enforcement agency and wrote that after Comey, whom Trump fired in May, the FBI’s reputation is “in Tatters — worst in History!” He vowed to “bring it back to greatness.” The president also retweeted a post saying new FBI Director Chris Wray “needs to clean house.”

      Trump seized on reports that a veteran FBI counterintelligence agent was removed from Mueller’s team last summer after the discovery of an exchange of text messages that were viewed as potentially anti-Trump. The agent, Peter Strzok, had also worked on the investigation of Clinton’s use of a private email server.

      Peter Carr, a spokesman for Mueller, said Mueller removed Strzok from the team “immediately upon learning of the allegations.” He would not elaborate on the nature of the accusations.

      Trump tweeted Sunday: “Tainted (no, very dishonest?) FBI ‘agent’s role in Clinton probe under review.’ Led Clinton Email probe.” In a separate tweet, he wrote: “Report: ‘ANTI-TRUMP FBI AGENT LED CLINTON EMAIL PROBE’ Now it all starts to make sense!”

    President Donald Trump unveiled a plan Monday in Utah to dramatically scale back two national monuments – calling it an important move for ‘states’ rights.’

    ‘Some people think that the natural resources of Utah should be controlled by a small handful of very distant bureaucrats located in Washington. And guess what? They’re wrong,’ he said in the cavernous Utah Capitol Rotunda in Salt Lake City.

    ‘The families and communities of Utah know and love this land the best. And you know the best how to take care of your land. You know how to protect it, and you know best how to conserve this land for many, many generations to come,’ he said.

    SAN LEANDRO (KPIX 5) — Two East Bay teenagers have been arrested for killing a man over an iPhone X.

    The victim: Danny Carlos, a 32-year-old father from Redwood City.

    The deal started on the ‘letgo’ app. What was supposed to be a quick sale turned into a robbery and eventually murder.

    “Danny was doing everything right in regards to using the app,” said Alameda County Sheriff’s Department Sgt. Ray Kelly.

    Perhaps you’ve seen the commercials for the letgo app, where people can list items for sale similarly to Craigslist.

  12. ‘The threat is very real’: Millions in Tokyo to take part in North Korean nuclear attack exercise

    Millions of residents of Tokyo are to take part in evacuation drills simulating a North Korean nuclear attack on the Japanese capital.

    The national and city governments are to carry out a series of exercises between January and March to prepare for a potential attack on Tokyo, the Sankei Shimbun newspaper reported, the first time that a major Japanese city will have carried out responses to a simulated attack.

    Towns facing the Korean Peninsula have in recent months conducted similar drills, with residents instructed to seek shelter in response to sirens warning of an imminent missile strike.

    But the Japanese government has until now resisted calls for major cities to carry out similar exercises on the grounds that they would alarm the public.

    Shinzo Abe, the prime minister, has also called in local governments throughout the country to identify underground facilities or buildings that are sufficiently sturdy to withstand a missile attack and to designate those facilities as shelters.

  13. Exiled son of slain Yemen ex-leader calls for revenge: Saudi-owned TV

    ADEN/DUBAI (Reuters) – The son of Yemen’s ex-president Ali Abdullah Saleh has called for revenge against the armed Houthi movement that killed the veteran leader after he switched sides in the civil war, a Saudi-owned TV station reported on Tuesday.

    The intervention by the exiled Ahmed Ali Saleh, if confirmed, could shift the balance of power yet again after a dramatic week that saw the elder Saleh abandon his Houthi allies, who responded by killing him and routing his supporters from the capital Sanaa in street battles.

    Yemen’s war, pitting the Iran-allied Houthis who control Sanaa against a Saudi-led military alliance backing a government based in the south, has led to what the United Nations calls the world’s worst humanitarian crisis. The world body says millions of people may die in one of the worst famines of modern times, caused by warring parties blocking food supplies.

    Yemen’s capital Sanaa was quiet on Tuesday after five days of fighting and 25 air strikes overnight, and U.N. and Red Cross aid flights had landed at the airport, U.N. humanitarian coordinator in Yemen Jamie McGoldrick said. The funeral of Saleh was expected later on Tuesday.

  14. The incredible shifting rationale for ‘investigating Trump’

    Any post on this topic must start with the observation – one that remains valid after nearly a year and a half of U.S. law enforcement and intelligence agencies trying to find dirt on Trump – that nothing prosecutable has turned up. Nothing, that is, that relates to Trump, his campaign, or his presidency.

    I pointed that out in September, in relation to the history of “unmasking” and even actual wiretapping of Trump associates in 2016.

    Now there have been three excellent posts in the last 24 hours that really bring into focus how the effort to nail Trump has changed its spots over time. Apparently, the purpose of this has been to “get” him on something – anything – and to call the pursuit of Trump whatever is necessary to justify using the tools available to the executive branch of the federal government.

    Referring to the general effort as a “Trump-Russia probe” papers over the shifting of the rationale in law, as opposed to the rationale for bumper-sticker political chatter. That’s presumably why the mainstream media give little coverage to the justifications being enunciated by public officials.

    But the officials have been enunciating those justifications. Each one has been paper-thin, but they’ve been there.

    • Why is Robert Mueller even investigating the presidential transition?

      The Order appointing Mueller concerns election interference, not post-election political decisions of the winning candidate.

      Michael Flynn pleaded guilty last week to lying to FBI investigators regarding conversations Flynn had with the Russian Ambassador in late December 2016, barely three weeks before the Trump administration was sworn into office.

      Such transitions contact with foreigners are routine, and took place during prior administrations, including the Obama administration. That makes perfect sense, since an incoming administration needs to hit the ground running with its foreign policy. Certainly there would have been howls of outrage from the media and Democrats had the incoming Trump administration waited until after the inauguration to make contact with our primary geo-political foes; it would have been portrayed as a sign of incompetence and amateurishness.

      There was nothing illegal about Flynn speaking with the Russian ambassador and others. But he ran afoul of the law when he lied about it to the FBI.

      Richard: Why is Mueller looking at the transition perios? This is easy to answer, the Mueller witch hunt investigation is a soft coup trying to twist use the US legal system to reverse the decision of the voters. The left is trying to carry out a coup against the man that the voters selected to be President. I suppose that after 8 years of Third World Dictator tactics by Obama we should have expected this from the left, should have expected but most of us didn’t.       In Europe the EU bureaucrats are in charge and according to the courts can’t be fired even when they steal from the EU Treasury, the US bureaucrats (The Deep State) are trying to create the same type of situtation here in the US, only they want to install a President For Life from the far left Democrats. The self proclaimed elite think they are the ones who own the nation and every thing in it, Trump’s election is the people, the true owners of this nation, fighting back. If he wins we have a real good chance of crippling the Deep State for several generation, possibly even as long as a Century. We can never permanently defeat the wanna be dictators self proclaimed elite, new ones will arise every generation and will start scheming to gain enough power to take over the nation. This is part of human nature and we can’t remove it without becoming something other then human. As Jefferson said liberty requires eternal vigilance. Too many people have been ignoring their duty to keep a close eye on the people we hire to govern us, the Civil Servants have decided that they are instead our Masters. We have massive amounts of evidence from South America about what happens when we let them self proclaimed elite get away with declaring themselves our masters, we can’t let them succeed in the US and Canada.

    Hollywood giveth and Hollywood taketh away. Last month Tinseltown was racked with shame over the accusations that actor Kevin Spacey had forced his attentions on an underage victim. This month, Gomorrah is giving high marks to a film that deals with that very topic.

    “Call Me By Your Name,” a movie about an adult man’s sexual relationship with an underage boy, is 2017’s best picture, according to the Los Angeles Film Critics Association.

    The group of America’s top film critics met Sunday to vote on their annual rankings. Their top pick was “Call Me By Your Name,” which follows a 17-year-old Italian boy who develops a sexual relationship with his father’s 24-year-old American intern. Directed by Luca Guadagnino, the movie is a film adaptation of André Aciman’s romantic novel of the same name. It has been hailed as “an erotic triumph” by the New York Post, “a romantic marvel” by The Atlantic, and “a gorgeous gay love story” in The Guardian.

    Turkish President Recep Tayyip Erdogan warned US President Donald Trump that recognising Jerusalem as the capital of Israel is a red line for Muslims during a speech to the Turkish parliament on Tuesday.

    The Turkish President warned of a backlash against such a move.

    “This could go as far as cutting our diplomatic relations with Israel. You cannot take such a step,” Erdogan told a parliamentary group meeting of his ruling Justice and Development Party (AKP).

    Erdogan’s warning comes ahead of Trump’s decision which is expected any day.

    The 218-year-old Logan Act is receiving heightened attention lately as a possible club to use in bringing down the Trump administration. This archaic criminal statute prohibits U.S. citizens from communicating with any foreign government or its officers, in the absence of authorization by the U.S. government, “with intent to influence the measures or conduct of any foreign government or of any officer or agent thereof, in relation to any disputes or controversies with the United States, or to defeat the measures of the United States.”

    In a New York Times op-ed article by two University of Chicago Law School professors, Daniel Hemel and Eric Posner, entitled “Why the Trump Team Should Fear the Logan Act,” the professors argue that Michael Flynn’s communications in December 2016 with the Russian ambassador to the United States during the transition period leading up to the inauguration of President Trump violates the Logan Act. Moreover, they claim that Mr. Flynn’s filings as part of his guilty plea to one count of making materially false statements to the FBI “further reveal that a ‘very senior member’ of the Trump transition team almost certainly violated the Logan Act, too” by directing Mr. Flynn to convey certain messages to the Russian ambassador. Professors Hemel and Posner appear to be already envisioning a perp walk by one or more high level officials of the Trump administration and even the possible indictment of President Trump himself. “Whoever it was, Robert Mueller, the special counsel, can make out a powerful criminal case against that person,” they wrote.

    Neither of the Clinton associates, Cheryl Mills and Huma Abedin, faced legal consequences for their misleading statements, which they made in interviews last year with former FBI section chief Peter Strzok

    But another Strzok interview subject was not so lucky.

    Michael Flynn, the former national security adviser, pleaded guilty last week to lying during an interview he gave on Jan. 24 to Strzok and another FBI agent.

It lays out the evidence to show that the goal of the left (and most career politicians) is power, not money power to boss people around. That power accumulating in a group of people who don’t believe in such old fashion ideas of ethics and honor are easily corrupted by the power. This corruption shows in many different ways, from the criminal actions of the Clinton’s, Obama’s and many other politicians to the sexual abuse of the Clinton’s and others. This abuse is not limited to the men but at times originates from the powerful women on the left.

      The left controlling the media and the entertainment industry limited the amount of publicity that the abuses of power got. The Printing press originally allowed opposing viewpoints to be published with the various papers and publishers keeping the other papers and publishers in line and both sides reporting on the crimes of the politicians. Then in the middle 20th Century the left started to gather the ownership of the various media companies and instead of policing each other they started to protect the others. This led to the election to the rapist Clinton and then to the election of the Islamic communist Obama. It also led to the sexual abuse of the interns, lower ranking members of the companies and in general just about anyone they wanted to molest.

      These abuses of power are close to what was being done by the French Nobility just before the French Revolution. The number of victims isn’t close to being equal but the severity of the abuses is the same, They range from sexual abuse through theft then murder and ending in treason.

      I doubt if these abuses are limited to the US and pray that those in other nations will become public in time to help tho other nations remain free or regain their freedom.

      “There is no room, there is no solution with this policy,” said Galinos. “If we don’t react now … the problem will continue to grow. At some point, the bubble will burst and things will be completely unmanageable.”

      Human rights groups have also repeatedly voiced concerns over the conditions on the islands, especially in winter.

      Authorities have been moving hundreds of migrants deemed to be vulnerable from the island to camps on the mainland. But with more people arriving, the move has not relieved pressure on the overcrowded facilities on the islands.

      Michalis Angelopoulos, mayor of the small island of Samos, whose permanent population numbers roughly 6,500, described the situation as “critical.” He said there were 3,172 refugees or migrants on Samos, which has facilities for 800.

      The Greek government says it cannot move all those who arrive on the eastern Aegean islands because to do so would violate the EU-Turkey deal. But the mayors reject the argument.

      Greece and the EU must “take real measures and enforce real policies,” said Chios mayor Manolis Vournous. “If a policy is not operating or it is working only at the expense of the island and at the expense of the refugees, it is not a real policy.””

    The various Arab and Islamic groups have declared that Wednesday, Thursday and Friday will be ‘Days of Rage’. They made their announcement ahead of President Trump’s final decision to move the US embassy to Jerusalem.

    They called for violence and riots throughout Israel and specifically in front of the US Consulate.

  32. Italy: 4 from skinhead group ID’d for anti-migrant manifesto

    MILAN – Police in the Italian city of Como say authorities have identified four people as right-wing extremists who interrupted a meeting on housing migrants to read an anti-migrant manifesto.

    Police said Thursday that the four were being investigated on suspicion of private violence, a crime that involves forcing others to tolerate the reading of a political statement against their will.

    A video of the Tuesday evening incident shows a dozen people, most with shaved heads, standing around a conference table that humanitarian group representatives were using. One read a statement on behalf of Veneto Fronte Skinheads, an extremist group, railing against an “invasion” of migrants.

    It was the second time in recent weeks that Veneto Fronte Skinheads members have protested groups that are trying to help migrants in northern Italy.

    A Republican congressman will introduce a bill Monday that would punish any elected official who shelters illegal immigrant criminals from deportation

    Rep. Todd Rokita, R-Ind., will introduce the “Stopping Lawless Actions of Politicians (SLAP) Act,” a bill that would impose criminal penalties for elected officials who obstruct federal immigration enforcement officers. Anyone convicted under Rokita’s proposed law would be subject to a $1 million fine and up to five years of prison.

    “The American people are rightfully infuriated watching politicians put their open-borders ideology before the rule of law, and the safety of the people they represent. Politicians don’t get to pick and choose what laws to comply with. Americans are dying because politicians sworn to uphold the law refuse to do so,” Rokita said in an email press release. “It’s time the federal government gets serious about enforcing immigration laws and holding politicians accountable who conspire to break them.”

    The official statement came after a BBC Panorama investigation claimed a UK-backed scheme to support a civilian police force in Syria had put cash into the hands of Nour alDin al-Zinki jihadists.

    Last night’s expose alleged some of the money was taken by extremist groups, while police have been working with courts accused of torture and summary executions.

    The report claimed that in one case, officers from the British funded Free Syrian Police were present when two women were stoned to death, while documents suggest dead and fictitious people were on the police payroll.

    Some 70,000 have sent in coupons, while more than 17,000 have signed an online petition urging a change in the law.

    They agree that instead of a commitment to spend 0.7 per cent of UK income on Official Development Assistance (ODA) the target should be lowered with more money ploughed into the NHS and social care.

    The petition was set up by Express reader Robert Barnes, 52, of Oldham, Lancs, who said: “The Government’s response is disappointing and fails to address the underlying concerns that many people in our country have about how their money is being spent.

    The Panorama expose told how Britain is one of six countries funding a community-led policing scheme in opposition-held regions of Syria.

    Money to the flagship British foreign aid project, run by Adam Smith International (ASI), has now been suspended just months after Foreign Secretary Boris Johnson announced the UK would commit a further £4million in addition to the £8million awarded since 2014. ASI has received £462million from the taxpayer in the past five years, including £103million last year alone.

    Until there is a change in the law the UK will continue to spend 0.7 per cent of national income on ODA.

    Last year Pakistan received £463million in taxpayer funded handouts, despite having space and nuclear weapons programmes.

    UK aid to the Continent has rocketed from £32million in 2012 and £55million in 2015.

    Responding for the first time to the online petition calling for the ODA target to be abolished the Department for International Development (DFID) said: “Investing less than one per cent of our national income in aid is creating a safer, healthier and more prosperous world.

    “It is firmly in the UK’s and humanity’s interests.

    “DFID is committed to spending every single penny of its aid budget wisely and without waste.”

    “The African Union and member states will repatriate more than 15,000 migrants stranded in Libya by the end of the year amid outrage over recent footage that showed migrants being auctioned off as slaves, the AU’s deputy chairman said Tuesday.

    Between 400,000 and 700,000 African migrants are in dozens of camps across Libya, often under inhumane conditions, AU Commission chairman Moussa Faki Mahamat told a summit of European and African leaders last week. The International Organization for Migration says more than 423,000 migrants have been identified in the chaotic North African country, most of them from impoverished countries across sub-Saharan Africa.

    Libya’s modern-day slavery came to international attention after the CNN footage showed migrants being auctioned off for as little as $400. Thousands of migrants make their way to Libya in hopes of eventually reaching Europe via the Mediterranean, often facing desertion and inhumane treatment by smugglers.

    One Nigerian recently repatriated told The Associated Press about his ordeal.

    “I paid 500,000 naira ($1,600) to one Nigerian called Mr. Fix It in 2016 to facilitate my illegal journey to Europe through Libya across the Mediterranean Sea. But on getting to Libya, he abandoned all of us to our fate,” the man said, speaking on condition of anonymity because of fears for his security.

    He said he and others were detained by Libyan militia members and kept in a makeshift prison where they were tortured and starved. More than 10 Nigerians, including girls, were taken away and sold as slaves. He was lucky to be rescued by security forces, he said. He was repatriated in July.

    The man is among more than 5,000 Nigerians repatriated from Libya in the past two years, according to Abike Dabiri-Erewa, senior special assistant to Nigeria’s president on diaspora and foreign affairs. Another 250 Nigerians were on their way back from Libya on Tuesday, the government said.

    The voluntary evacuations from Libya of more than 15,000 migrants will take place in cooperation with the International Organization for Migration, African Union deputy chairman Kwesi Quartey said Tuesday on Twitter. The continental body will help to issue emergency travel documentation and facilitate travel, he said. He did not specify which countries’ migrants would be sent home.

    The African and European leaders last week drew up an emergency evacuation plan for migrants, agreeing to airlift at least 3,800 stranded in one of more than 40 detention centers in Libya. Morocco, France, and Germany will provide the air carriers, according to Gambian senior foreign affairs official Ebrima Jobe.

    Separately, nearly 200 Gambians were repatriated on Nov. 30, while between 4,000 and 5,000 are still in Libyan camps, Jobe said. He criticized the “African brothers” who act as middlemen for the smugglers.

    “Our criminal justice system should without delay initiate the prosecution of all those Africans involved,” he said.

    Other African countries are now joining in on repatriations, including Ivory Coast and Cameroon.

    Europe has struggled to stem the flow of tens of thousands of Africans making the dangerous crossing of the Mediterranean. But many Africans still make the journey, risking death and abuse, saying high unemployment and climate change leave them little choice.

    Amnesty International has criticized Europe, saying its primary aim is to close the Mediterranean route and leave hundreds of thousands of migrants trapped in Libya and facing horrific abuses.

    “Plans which overwhelmingly prioritize the ‘voluntary’ return of people now stuck in Libya to their country of origin without an effective system for assessing and meeting asylum needs or offering more resettlement places will end up as a mechanism for mass deportation,” said John Dalhuisen, Amnesty International’s Director for Europe.”

    “Saudi Arabia’s attorney general said Tuesday that most of the 159 individuals detained in a corruption sweep have agreed to pay a financial settlement a month after the kingdom’s powerful crown prince launched the unprecedented purge against high-level princes, businessmen, officials and military officers.

    A little more than a week ago, Crown Prince Mohammed bin Salman told the New York Times that 95 percent of detainees agreed to pay a settlement in cash or shares of their business. The high-level detainees have been held at the luxurious Ritz Carlton in the capital, Riyadh, since Nov. 4.

    Among those released after agreeing to pay an undisclosed sum is Prince Miteb bin Abdullah, who once headed the National Guard, according to someone close to the negotiations who spoke with The Associated Press on condition of anonymity because he was not authorized to discuss the case.

    However, Prince Miteb’s brother, Prince Turki bin Abdullah, remains imprisoned, as does billionaire Prince Alwaleed bin Talal, among other royals, former ministers and several titans of the Saudi business world, such as Bakr Binladin, who runs the Saudi Binladin Group.

    Attorney General Saud al-Mojeb said in a statement that 320 people have been subpoenaed since the start of the crackdown and that 376 bank accounts belonging to individuals have been frozen “as a precautionary measure.”

    “Most detainees faced with corruption allegations by the committee agreed to a settlement. The necessary arrangements are being finalized to conclude such agreements,” al-Mojeb said.

    The crown prince heads the newly-formed anti-corruption committee, which has carried out the orders of arrest, investigations and negotiations.

    International investors have been spooked by the arrests, while critics and analysts have said the purge was also aimed at sidelining and silencing the crown prince’s rivals and critics both within and outside the royal family.

    Al-Mojeb said that settlement agreements help to recoup state funds and assets and eliminate the need for prolonged litigation. He said settlement negotiations could be completed within a few weeks.

    The committee has previously said that investigators uncovered at least $100 billion in corruption.

    If detainees admit to the allegations, then an agreement is reached for a settlement in exchange for a pardon from the committee, the attorney general said. If an agreement cannot be reached, the detainee will be prosecuted, investigated further and could face six months or more imprisonment.”

    “An FBI agent began presenting the case Tuesday against a Guantanamo Bay prisoner charged with aiding the Sept. 11 terror attack, outlining the first steps in an investigation that eventually led to a complex legal proceeding that has now dragged on for more than six years.

    Special Agent James M. Fitzgerald took the witness stand as prosecutors challenged a defense motion to dismiss the case against Mustafa Ahmed al-Hawsawi on the grounds that he does not meet the criteria under international law to be charged by a military commission at the U.S. base in Cuba.

    It was a pre-trial hearing but it provided the most detailed look to date at the prosecution’s case against al-Hawsawi, a 49-year-old Saudi portrayed by his lawyer as, at most, only a minor participant in the plot that killed nearly 3,000 people in New York, Washington and Pennsylvania.

    Fitzgerald went through the initial steps in the investigation as prosecutors showed video of the attacks and al-Qaida propaganda films to spectators who included a handful of relatives of people killed in the attacks, some of whom appeared to choke up with emotion. His presentation was matter-of-fact but it nonetheless contained harrowing details such as a reference to the cockpit voice recording of the plane that crashed into a field near Shanksville, Pennsylvania, after the passengers rose up against the hijackers.

    “It sounded like a life and death struggle,” he said.

    Al-Hawsawi and his four co-defendants are accused of providing logistical and financial aid to the hijackers. They were arraigned in May 2011 on charges that include nearly 3,000 counts of murder in violation of the law of war, terrorism and hijacking and could get the death penalty if convicted. They will eventually face trial before a jury of military officers but a date has not been set.

    Prosecutors are now trying to show that al-Hawsawi meets the definition of an “alien unprivileged enemy belligerent” as defined by the Military Commission Act of 2009. The four co-defendants, who include Khalid Shaikh Mohammad, who has portrayed himself as the mastermind of the attack, are not raising the same challenge at this time but may do so later.

    All five signed a joint statement in 2009 in which they asked God to “accept our contributions to the great attack” and praised the hijackers as martyrs, which was introduced by prosecutors and Fitzgerald in the hearing.

    There have been 26 rounds of pretrial hearings at the base amid ongoing legal disputes over what evidence can be used against the defendants in the commission, which combines elements of civilian and military law. The five prisoners were held in clandestine CIA detention facilities around the world before the U.S. announced in September 2006 that they were being held at Guantanamo and would face trial by military commission, which combines elements of military and civilian law.

    Defense lawyers say statements the men made to the FBI were tainted by treatment they endured in CIA custody under a brutal interrogation program that is now widely viewed as amounting to torture.
