Syria countdown: Maneuvers around Deir ez-Zor as rebels try to plant a flag east of Euphrates

All over social media, drive-by pundits are trying to turn the fight for Deir ez-Zor, ISIS’ last stronghold in eastern Syria, into a showdown between Russia and the U.S.
I don’t think it’s going to work, as signs are not propitious for either the U.S.-backed rebel fighters, or the appetite for long-term engagement by the U.S. What the Kurdish YPG and the SDF fighters can’t hold on their own, they’re probably going to lose eventually. Once there is no way to justify U.S. combat support as “attacking ISIS,” the support will dry up.
That said, a brief tour of the tactical situation. A week ago, I summarized the Iran-backed Syrian regime push toward Deir ez-Zor that started 1 September. The push moved quickly, and has continued its rapid success in the past seven days. Key positions on the west side of Deir ez-Zor have been secured by the regime coalition, including the airbase on the southern edge of the city.
In the last day, videos have been posted on social media showing convoys of vehicles “pouring into” Deir ez-Zor City under regime auspices. The city is not fully under Syrian army control, but the momentum is with the regime coalition.
Russian media report that Russian sappers are deploying to Deir ez-Zor to begin the systematic search for mines.

How far ahead is Xi thinking? Huang Shike was arrested in 2016 in Xinjiang province, three months after he formed a discussion group about Muslim worship on the messaging app WeChat, according to the official website China Judgments Online. Huang, 49, taught about the Quran, Islam’s holy book, in another WeChat discussion group. More than 100 people were members of each group, the website said.

“Russia’s military said Tuesday that Syrian troops have liberated about 85 percent of the war-torn country’s territory from militants, a major turn-around two years after Moscow intervened to lend a hand to its embattled long-time ally.
Russia has been providing air cover for President Bashar Assad’s troops since 2015, changing the tide of the war and giving Syrian and allied troops an advantage over opposition fighters and Islamic State group militants.
Speaking to reporters at the Hemeimeem air base in Syria’s province of Latakia, Lt. Gen. Alexander Lapin said the Syrian government still must clear the militants who hold approximately 27,000 square kilometers (10,425 square miles), the remaining 15 percent.
The reporters were later flown to Aleppo city, which opposition fighters lost to the Syrian government in late 2016, and where Russian military police patrol parts of the city.
Syrian troops, along with strong support from Iranian-backed ground fighters, have in recent weeks pushed IS militants out of central Homs province, near the border with Lebanon, and are now fighting them in the oil-rich Deir el-Zour province in the east.
Deir el-Zour is the last major IS holdout in Syria and the Syrian campaign, backed by Russian air power, broke a nearly three-year-old siege on the provincial capital where troops had been encircled by IS militants.
But activists said civilians are bearing the brunt of the offensive amid intensive airstrikes and IS taking them as human shields. An overnight airstrike hit recently displaced Syrians from Deir el-Zour on the western side of the Euphrates River, killing at least eight civilians.
The Britain-based Syrian Observatory for Human Rights and Omar Abu Laila, who runs a group that monitors developments in Deir el-Zour, said the airstrikes were suspected to be from Russian aircraft.

“The European Union’s counter-terrorism coordinator says the Islamic State group still has about 2,500 fighters from Europe among its dwindling ranks.
Gilles de Kerchove told German daily Welt in an interview published Tuesday that the extremist group used to have about 5,000 European fighters in Iraq and Syria.
De Kerchove says about 1,500 fighters have since returned home and 1,000 have been killed. He says many of those remaining are likely to die fighting or at the hands of IS if they desert, while some may move to other conflict areas such as Somalia or Yemen.
According to official U.S. estimates, IS has up to 13,000 fighters overall left in Syria and Iraq.

“The extremist Islamic State group says it used a suicide car bomb in its deadly attack on a police convoy in the turbulent north of Egypt’s Sinai Peninsula.
The account given by Egypt’s Interior Ministry of Monday’s attack only says that a car that rushed toward the convoy exploded when policemen in the convoy shot at it.
Egyptian security and military officials say four armored vehicles and a fifth one carrying signal-jamming equipment were destroyed in the attack and a police pickup was commandeered0 by the militants. They say 18 police were killed and another seven wounded in the attack.
The late Monday IS statement says the attack left a total of 35 dead or wounded and identifies the suicide bomber by his alias, Abu Suleiman al-Masri.”

“An Indian Catholic priest who was kidnapped by militants from a home for the aged in Yemen has been rescued after 18 months of captivity, an Indian official said Tuesday.
External Affairs Minister Sushma Swaraj said on Twitter that Tom Uzhunnalil had been rescued but gave no details.
Uzhunnalil had worked for more than four years as a chaplain at the home in Aden in southern Yemen established by Mother Teresa’s Missionaries of Charity.
He was abducted by militants in March last year when they attacked the home, killing 16 people including four nuns. The militants also destroyed the chapel and the center.
There were about 80 residents at the home at the time of the attack. Missionaries of Charity nuns also came under attack in Yemen in 1998, when gunmen killed three nuns in the Red Sea port city of Hodeida.
The Hindustan Times newspaper said the priest was flown from Yemen to Muscat, the capital of Oman, after his release.
“Our prayers were finally heard. We thank all who stood with us in trying times,” the newspaper quoted the priest’s older brother, Mathew, as saying.
Uzhunnalil comes from Ramapuram in the southern Indian state of Kerala.”

“Iraq’s parliament voted on Tuesday to reject a controversial referendum on independence for Iraqi Kurds set for later this month, saying it is “unconstitutional” and a “threat” to the country’s unity.
Iraq’s Kurds plan to hold the referendum on Sept. 25 in three governorates that make up their self-ruled region as well as disputed areas that are controlled by Kurdish forces but claimed by Baghdad, including the oil-rich province of Kirkuk.
The parliament decision states that the referendum is a “threat to Iraq’s integrity which is guaranteed by the constitution…. in addition to the civil peace and the regional security,” according to the assembly’s website.
The ruling considers the polls “unconstitutional.” It also requires that the central government “shoulder its responsibly to protect the unity of Iraq and to take all necessary measures to preserve that unity,” he added.
All Kurdish lawmakers boycotted Tuesday’s session, while Arab lawmakers voted in favor, said lawmaker Mahmoud al-Mashhadani, who attended the session. A breakdown for the vote was not immediately available.
Turkey and Iran, concerned about separatist leanings among their own Kurdish populations, are also opposed to the referendum, and the U.N. mission to Iraq has said it will not be “engaged in any way or form” in the vote.
Late last month, the ethnically-mixed Kirkuk province voted to join the Kurdish independence vote in a meeting boycotted by Arab and Turkmen councilmen.
Kurdish regional President Masoud Barzani, who is spearheading the independence vote, visited Kirkuk on Tuesday.

Islamist Recruitment in German Prisons: How to Identify Radicalization (sputniknews, Sep 12, 2017)

“The problem of radicalization in German prisons is getting more and more serious due to a large number of radicals returning to Germany from Syria, an expert on Islam and Islamism, Sigrid Herrmann-Marschall, said, commenting on a recent German police report on recruitment attempts in the country’s prisons.
Islamists will try to recruit a growing number of prisoners in their ranks, convincing them of the rectitude of Islamist ideology, a German political and religious expert, Sigrid Herrmann-Marschall, told Sputnik Germany.
“I think that the problem with the radicalization of prisoners will only worsen,” Herrmann-Marshall said.
“After all, there are new criminal cases that have been recently launched against Islamists, including those radicals who were detained a while ago. In particular, it concerns those who returned from Syria and face criminal charges… as well as those who have been sentenced to a long-term imprisonment. These people pose the most serious challenge to prisons, since they have combat experience. And only a small part of them cooperate with the authorities,” the expert added.
According to the analyst, only 25 percent of imprisoned Islamists cooperate with the German state.
“The rest, the overwhelming majority, are people who remain advocates of Islamist ideology and can convince others of its rectitude,” he stated.
Germany’s Federal Criminal Police Office (BKA) has recently released an internal report on radicalization and recruitment attempts in German prisons. The document is supposed to help prison officials recognize suspicious activities among detainees.
Hermann-Marshall revealed certain signals and identification signs that might speak of radicalization among prisoners.
In particular, suspicions may arise based on the content of their conversations and changes in their way of life, he noted.
“Prisoners suddenly start demanding their food to be made only from halal products, which are consistent with the requirements of Islam. They might also demand a possibility to follow namaz,” Hermann-Marshall said, referring to the document.
“One of the indicators is a drastic change in the way of life and… significant changes in appearance. Also, pay attention to a name change [for example, from Martin to Muhammad],” the document said.
Role of Imams
An important role in the radicalization of prisoners is played by prison imams who come to visit detainees every Friday, according to Hermann-Marshall.
In the expert’s opinion, the state authorities must ensure that imams come from serious Muslim communities, but this requirement has not always been met.
As an example, the expert cited a recent incident in the federal state of Hessen.
“We had a case there when the local Ministry of Justice dismissed an imam who had paid visits to Hessen’s prisons. And it had good reasons to do so: the dismissal took place because this person was in contact with the Muslim Brotherhood,” the expert noted, stressing that the state should be especially careful in order to avoid similar incidents in the future.
Lacking Staff in Prisons
The shortage of prison employees plays into the hands of extremists as well, said René Müller, chairman of the Union of Prison Employees in Germany.
“The lack of prison employees definitely plays into the hands of the Islamists,” Müller told Sputnik Germany.
According to the union’s recent assessment, German prisons lack at least 2,000 people in order to properly fulfill their duties.
“Our colleagues are completely overloaded. One employee sometimes has to deal with about 70 prisoners. Imagine, when 70 prisoners walk in the prison yard… anything can happen. A prison officer is incapable of controlling them all. In a crowd, you can recruit someone or arrange something…. Something might happen that will go unnoticed for the prison’s leadership,” the expert concluded.”

“Far-left extremists vandalised a monument to former Polish King Jan III Sobieski who broke the Turkish siege of Vienna in 1683 ahead of an event put on by the hipster-right Identitarian movement to celebrate the anniversary of the battle.
The left-extremists wrote “no nazi!” and crossed out the date, ’12th of September 1683?, on the monument to the Polish King who, along with his elite troops, the Hussars, broke the Turkish siege of Vienna.
The defacement has provoked outrage amongst many and the Polish Foreign Ministry has said they are looking into the incident, Polish broadcaster RFM24 reports.
The police in Vienna say they arrested two individuals on Saturday they believe to be connected with the graffiti as well as several other incidents of vandalism on the same day. The pair, a 24-year-old and a 27-year-old, were said to be in possession of around 17 spray paint canisters and could be responsible for as many as 10 instances of vandalism in the area.
The monument itself is incomplete as the base is the only part which has been built. On top of the base sits a sign which shows the future monument of Jan III Sobieski on a horse which is slated to be built in the coming years.
The Polish Ministry of Foreign Affairs released a statement Sunday saying: “The inscriptions from the painted boards and plinth of the future monument of Jan III Sobieski in Kahlenberg in Vienna have already been partially removed.”…”

Kamran Sabir Hussain, 40, allegedly told up to 15 children and about 25 adults at the mosque in Tunstall, Stoke-on-Trent, that martyrdom was the “supreme success”, greater than achievements at school or college, The Times reports.
He was caught after the mosque was infiltrated by an undercover police officer, who recorded 17 of the alleged hate preacher’s sermons, starting in June last year.
A jury at the Old Baily heard that Mr. Hussain told one congregation: “Stand up and be ready to sacrifice, be ready to stand in the face of the elements of shaytan [Satan], be ready to spill blood and have your blood spilt.”

Immigration Service’s department for asylum seekers director Tirsa Forssell told national Finnish broadcaster Yle Novosti that cases of asylum seekers converting to Christianity has “increased significantly” – notably after the migrants are denied refugee status.
“Amongst the converts [to Christianity] there are now Afghans and Iraqis. The change of religion occurs after receiving a denial of asylum – that is, during the appeals period,” said Forssell.
According to Forssell, 70 per cent of asylum decision appeals cite ‘conversion to Christianity’. As the penalty for apostasy (leaving Islam) in many Muslim-majority countries is death, appeals are more likely to be successful as human rights laws prevent governments from returning failed asylum seekers to countries where they are likely to be tortured or executed…”

BEIRUT/MOSCOW (Reuters) – The Lebanese Shi‘ite group Hezbollah has declared victory in the Syrian war while Russia said government forces had driven militants from much of the country where President Bashar al-Assad’s rule seemed in danger two years ago.
The comments from two Syrian government allies mark the most confident assessments yet of Assad’s position in the war, though significant parts of the country remain outside the government’s control. Russia’s assertion that the army had won back 85 percent of Syria was dismissed by the Syrian Observatory for Human Rights. It said the government held 48 percent of Syria.
The government’s most recent advances have recovered swathes of territory in eastern Syria from Islamic State, which is being targeted in the same region in a campaign waged by U.S.-backed Kurdish and Arab militias.
Hezbollah leader Sayyed Hassan Nasrallah, whose group has sent thousands of fighters to Syria, dismissed the fighting left to be done in Syria as “scattered battles”.
“We have won in the war (in Syria),” he said in comments reported by the Lebanese newspaper al-Akhbar.
Referring to Assad’s opponents, Nasrallah said “the path of the other project has failed and wants to negotiate for some gains”. The comments, made at a religious gathering, were confirmed to Reuters by a source familiar with the speech.
Hundreds of thousands of people have been killed in the conflict, which has fractured Syria into a patchwork of areas and generated a refugee crisis of historic proportions, forcing millions of people into neighbouring states and Europe.
Military backing from Iran and Russia has proven critical to Assad in the war with insurgents including rebels who have been backed by Gulf Arab states, Turkey and the United States, which has decided to end a programme of covert support to rebels.
Rebel groups were making steady advances against Assad as recently as 2015, when the deployment of the Russian air force to Syria turned the tide in his favour.

Terror trial: Potential jurors asked about impartiality toward Muslim suspects
Superior Court Justice Marc David told 150 potential jurors to expect the trial, of Sabrine Djermane and El Mahdi Jamali, to last 10 weeks.
Jury selection has begun at the Montreal courthouse in the trial of a young couple who face terror-related charges, including an accusation they planned to leave Canada to commit a terrorist act.
Early Tuesday morning, Superior Court Justice Marc David, the judge who will preside over the case, told the pool of roughly 150 potential jurors to expect the trial of Sabrine Djermane and El Mahdi Jamali to last 10 weeks. He also said they will hear from at least 31 witnesses.
Djermane and Jamali, both now 20, were arrested in 2015 and have been detained since then. The two accused watched the jury selection from behind a specially-designed prisoner’s dock that keeps the accused sealed off from the rest of the room behind thick windows.
The pair are charged with attempting to leave Canada with the goal of committing a crime in another country, being in possession of an explosive substance, facilitating a terrorist activity and committing a criminal act for the benefit or under the direction of a terrorist group by having an explosive substance under their control.
Before the selection process began, Judge David announced he wants to choose 14 jurors as opposed to the standard 12.
David is asking potential jurors an unusual question before they are put through the standard procedures for jury selection: “Considering that Mr. Jamali and Mrs. Djermane are charged with terrorist offences, is your capacity to judge the evidence without taking a side, prejudice and partiality affected by the fact the accused are Arabic and of the Muslim religion?”
The first three potential jurors said they would have no trouble being impartial and, within a matter of minutes, one of the three was selected to be part of the jury.
The fourth candidate asked to be exempt from the trial for health, professional and religious reasons. He said he is a Muslim “and I might know people who know the accused. This makes me anxious,” the man said while his voice shook. David agreed to exempt the man.
A woman who asked to be exempted trembled as she explained that she was not comfortable with the trial itself.
“I don’t feel well,” the woman whispered twice before David excused her.
One candidate asked to be exempt because his uncle was killed in Afghanistan by a terrorist group. “Hearing today what the accused are charged with brought back bad memories,” the man said. David also agreed to exempt the man.
Another candidate was exempted after he said he would have difficulty being impartial because he worked at the same school as the accused before they were arrested.
“I have seen what it is done to the college,” the man told David.
In another somewhat unusual step in the jury selection process, David selected two women from the jury pool and asked them to size up the answers other candidates had given, and to say whether those other candidates seemed to be partial or impartial. The judge has already rejected two candidates that the two women deemed to be partial.
Despite this unconventional approach to jury selection, the process went smoothly Tuesday morning. Five people were selected to be on the jury before noon.

Both pleaded not guilty today through their lawyers.
Quebec Superior Court Justice Marc David asked some 150 prospective jurors whether, given the terrorism charges, their ability to judge the case impartially would be affected by the fact the accused are of Arab descent and practise the Muslim faith.
Jamali and Djermane are charged with attempting to leave Canada to commit a terror act abroad; possession of an explosive substance; facilitating a terrorist act; and committing an act under the direction or for the profit of a terrorist organization.
The trial is expected to last 10 weeks.
The federal prosecutor trying the case rattled off the names of 31 Crown witnesses who will testify.
David said the trial could hear from its first witnesses as soon as the selection is completed.

After DACA was announced in June of 2012, the Obama DHS made one crucial mistake: it forgot to promise DACA aliens that the agency wouldn’t consider their long history of social security fraud. After the open-borders lobby raised concerns about this issue, the White House stated that they were “not interested in using [DACA] as a way to identify one-off cases where some individual may have violated some federal law in an employment relationship.” After official guidance was released from DHS’s Citizenship and Immigration Services, the Soros-funded open-borders law firm, the National Immigration Law Center, stated in a notice to clients:

As California’s legislative session winds down, Democrats are pushing hard for approval of SB 54, the “sanctuary state” bill authored by the senator formerly known as Kevin Alexander Leon. The Los Angeles Democrat now calls himself Kevin de León, claiming that his Guatemalan-born father was “a quarter, or as much as half-Chinese.” He’s not quite sure about that but as his hagiographers in the Sacramento Bee explain, he “identifies strongly with Mexican culture.”
Under the Democrat’s sanctuary state bill, police can only transfer someone to federal immigration authorities if they produce a warrant signed by a federal judge or a probable-cause determination. For state law enforcement to transfer a violent felon to ICE, they must be stopped for a legal reason and must have been previously deported.
On Monday, the senate boss struck a deal that supposedly makes the bill more acceptable to governor Jerry Brown. According to a Sacramento Bee report, the changes give local police discretion to hold for federal authorities those convicted of a serious or violent felony, a misdemeanor punishable as a felony, and other crimes. Federal immigration acts will supposedly have access to those in jail, and state law enforcement will be able to share information from databases.

Japanese thought to be among suspected IS fighters’ foreign wives, children held in Iraq
MOSUL, IRAQ – Iraqi forces are holding more than 1,300 foreign women and children, the families of Islamic State fighters — including people from Japan — at a camp for displaced people in northern Iraq.
The 1,333 individuals, from 14 countries, surrendered to Kurdish forces at the end of August after an Iraqi offensive drove the extremist group from the northern town of Tal Afar, near Mosul, Iraqi security officials said. The officials spoke on condition of anonymity in keeping with military protocol.
They say the women and children will not be charged with crimes and will likely be repatriated to their home countries. Most hail from Central Asia, Russia and Turkey, but the group also includes people from as far away as Japan and South Korea.
A Japanese Foreign Ministry official said the ministry is aware of reports concerning Japanese nationals being among those in the camp. The official said the ministry has already contacted the foreign and defense ministries of Iraq through the Japanese Embassy in Baghdad, but no details have been confirmed, according to the official.
“We believe it will take a while” to get a full picture of the situation, the official said.
Tens of thousands of foreigners traveled to Iraq and Syria to live in the IS group’s self-styled Islamic caliphate. The territory under their control has rapidly shrunk over the past two years as Iraqi and Syrian forces have retaken several cities and towns.
“We couldn’t practice our religion in Azerbaijan. We couldn’t wear the niqab (a veil that covers the face) because there were intelligence officers everywhere,” said Feyruza, who is originally from Dagestan in Russia.
“We were told that in Iraq they had implemented Islam and we came here and it was true. We lived our lives as Muslims and we were very happy until the warplanes came and destroyed everything,” she said.
She and other women said they had been living in Tal Afar since early 2015. They said they knew nothing about the group’s widely publicized atrocities.
“We didn’t see any killings. It didn’t happen. Everything was according to the Quran and the Sunna (teachings of the Prophet Muhammad). What we saw was the implementation of Islamic rule,” said another woman named Aybenis, also from Azerbaijan. The women declined to give their last names out of security concerns.
The women said they lived well up until August, when Iraqi forces launched the operation to retake the town. Their account of life under the militants is in sharp contrast to that offered by other residents of Tal Afar, who fled by the thousands in the months leading up to the operation because of severe shortages of food and other supplies.
The women and children are now living in tents and receiving aid from humanitarian groups. They are among hundreds of thousands of Iraqis displaced by fighting over the past year. Iraqi forces recaptured Mosul, the country’s second largest city, in July following a grueling, nine-month campaign.
The women said they didn’t know the fate of their husbands, who surrendered to Kurdish forces separately. Brig. Gen. Kamel Harki, a Kurdish commander, said some of the captured fighters were handed over to Iraqi authorities while others were killed after faking their surrender and then attacking their captors.

Black Widows: The Chechen Female Suicide Terrorists

Chechnya’s notorious “Black Widows” have been active since June 7, 2000 when the first Chechen female suicide bombers…drove a truck filled with explosives into the temporary headquarters of an elite OMON (Russian Special Forces) detachment in the village of Alkhan Yurt in Chechnya. The attack resulted in two dead and five wounded.
Since then Chechen female terrorists have been involved in 22 of the 27 suicide attacks [81%] attributed to Chechen rebels.
There were a total of 110 bombers 1 in the period reviewed, 47 of whom were women [43%].
Chechen women bombers were named Black Widows by the Russian and international press when it became clear that many were acting in revenge for the deaths of their husbands, sons, and brothers.
Since the Dubrovka Theater takeover in October 2002, in which 19 female bombers appeared in black mourning clothes with bombs strapped to their bodies, we have engaged in a particular multi-dimensional means of studying these terrorists.
The first avenue involved interviewing surviving hostages who had the opportunity to observe and converse with the bomb-girded women, which provides a singular perspective on suicide terrorists.
The second measure involved interviewing the women’s family members and close associates in Chechnya after the death or arrest of the bombers, to construct a type of psychological post-mortem of the bomber.
The third measure was studying news reports and talking to Russian security officials involved in the investigations of such cases.
To date we have a sample of 45 interviews with family members, close associates, or former hostages of 34 suicide bombers, twenty-six of them Chechen female suicide terrorists.

reuters Exclusive: Iraq holding 1,400 foreign wives, children of suspected Islamic State fighters
SOUTH OF MOSUL, Iraq (Reuters) – Iraqi authorities are holding 1,400 foreign wives and children of suspected Islamic State fighters after government forces expelled the jihadist group from one of its last remaining strongholds in Iraq, security and aid officials said.
Most came from Turkey. Many others were from former Soviet states, such as Tajikistan, Azerbaijan and Russia, Iraqi army and intelligence officers said. Other Asians and a “very few” French and Germans were also among them.
The wives and children are being held at an Iraqi camp south of Mosul. Most had arrived since Aug. 30, when Iraqi troops drove Islamic State out of Mosul.
One intelligence officer said that they were still in verifying their nationalities with their home countries, since many of the women no longer had their original documents.
It is the largest group of foreigners linked to Islamic State to be held by Iraqi forces since they began driving the militants from Mosul and other areas in northern Iraq last year, an aid official said. Thousands of foreigners have been fighting for Islamic State, or Daesh, in Iraq and Syria.
“We are holding the Daesh families under tight security measures and waiting for government orders on how to deal with them,” said Army Colonel Ahmed al-Taie from Mosul’s Nineveh operation command.
“We treat them well. They are families of tough criminals who killed innocents in cold blood, but when we interrogated them we discovered that almost all of them were mislead by a vicious Daesh propaganda,” he said.
Reuters reporters saw hundreds of the women and children sitting on mattresses crawling with bugs in tents without air-conditioning in what aid workers called a “militarized site”. Turkish, French and Russian were among the languages spoken.
“I want to go back (to France) but don’t know how,” said a French-speaking veiled woman of Chechen origin who said she had lived in Paris before. She said she did not know what had happened to her husband, who had brought her to Iraq when he joined Islamic State.
A security officer said the women and children had mostly surrendered to the Kurdish peshmerga near the northern city of Tal Afar, along with their husbands. The Kurds handed the women and children over to Iraqi forces but kept the men – all presumed to be fighters – in their custody.
Many of the families had fled to Tal Afar after Iraqi troops pushed Islamic State out of Mosul.
Iraqi forces retook Tal Afar, a city of predominantly ethnic Turkmen that produced some of Islamic State’s senior commanders, last month. Most of its pre-war population of 200,000 have fled.
An interior ministry official said Iraq wanted to negotiate with embassies the return of the women and children. “We can’t keep this number in our custody for a long time,” he said.
Officials had counted so far at least 13 nationalities, said Army Lieutenant Colonel Salah Kareem.
TENSION
Aid workers and the authorities are worried about tensions between Iraqis, who lost their homes and are also living in the camp, and the new arrivals.
Many Iraqis want revenge for the harsh treatment they received under the extremists’ interpretation of Sunni Islam, which they imposed in Mosul and the other areas they seized in 2014.
“The families are being kept to one side (of the camp) for their own safety,” an Iraqi military intelligence officer said.
The Norwegian Refugee Council (NRC), which is supporting the 541 women and their children, said Iraq “must swiftly move to clarify its future plans for these individuals”.
“Like all those fleeing conflict, it is imperative that these individuals are able to access protection, assistance, and information,” NRC said in a statement. “They are in de-facto detention.”
Western officials are worried about radicalized fighters and their relatives coming home after the collapse of Islamic State’s “caliphate”.
French officials have indicated a preference for citizens found to be affiliated with IS to be prosecuted in Iraq.
“The general philosophy is that adults should go on trial in Iraq,” a French diplomatic source told Reuters last month, of those found to have been fighters. “We think children would benefit from judicial and social services in France.”
“TRICKED”
The women in the camp were cooking noodles or lying on mattresses with their babies in the hot tents. Many were still wearing the black abayas and face veils, which were mandatory in areas the militants controlled.
“My mother doesn’t even know where I am,” said a 27-year-old French woman of Algerian descent. She said she had been tricked by her husband into coming with him through Turkey into Syria and then Iraq when he joined Islamic State last year.
“I had just given birth to this little girl three months before,” she said holding the infant and asking not to be named.
“He said ‘let’s go for a week’s holiday in Turkey.’ He had already bought the plane tickets and the hotel.”
After four months in Mosul, she ran away from her husband to Tal Afar in February. She was hoping to make it back to France but he found her and would not let her leave.
She tearfully recounted how her five-year-old son was killed in June by a rocket while playing in the streets.

She and a few other families had walked for days to surrender at a Kurdish peshmerga checkpoint beyond al-Ayadiyah, a town near Tal Afar where the militants made their last stand.
“We were getting bombed, shelled and shot at,” she said.
Kurdish officials said dozens of fighters surrendered after the fall of Tal Afar but gave no details. One Tal Afar resident said he had seen between 70 and 80 fighters fleeing the town in the final days of the battle.

“Germany has put all big arms exports requests from Turkey on hold, German Foreign Minister Sigmar Gabriel said, amid the bitter dispute with Ankara. Turkey said the decision weakens Turkey’s fight against terrorism.
Gabriel’s comments came after German media revealed that Berlin still sells sophisticated weapons and ammunition worth millions of euros to its long-standing NATO ally.
“We have put on hold all big requests [for arms exports] that Turkey has sent to us, and these are really not a few,” Gabriel said during a panel discussion organized by ‘Handelsblatt’ newspaper, as cited by Reuters.
Berlin is aware of its obligation to send arms to its NATO ally if requested, Gabriel said. However, he added, this was currently not possible, with some exceptions such as exports of vehicles.

Jan Fleischhauer, a journalist of the weekly magazine Der Spiegel, coined an expression to define the free fall of German Christianity: Selbstsäkularisierung (“self-secularization”). It is the Church being liquidated?
The German Bishops’ Conference just released the data on the decline of Catholicism in Germany for 2016. In one year, the German Catholic Church lost 162,093 faithful and closed 537 parishes. From 1996 to today, one quarter of the Catholic communities have been closed. “The faith has evaporated,” said Cardinal Friedrich Wetter, the Archbishop of Munich and Freising from 1982 to 2007.
Christians in Germany will become a minority in the next 20 years, according to Die Welt. Around 60% of the country is currently Christian, with 24 million Catholics and 23 million Protestants. But that number is falling by 500,000 a year through deaths alone. “Those statistics are embodied by what visitors observe in German cities on Sunday: largely empty churches”, the Catholic theologian George Weigel wrote.
German Protestantism is facing the same crisis. Die Zeit revealed that in 2016, 340,000 Protestants passed away, and there were just 180,000 baptisms. Some 190,000 people left the church and just 25,000 people chose to join it.
In his most famous lecture, Pope Benedict XVI famously said that the West, including those who do not accept transcendence, should act “etsi Deus daretur”, as if God does exist. The old-fashioned Christian society will never come back, but it is critical for even a secular West to stay based on — and profoundly inspired by — its Judeo-Christian values.

If you have not been paying attention, the last thing you heard was that Syria had used sarin gas attack on civilians in 2013. President Obama’s “red line” was washed pink in an agreement with Russia to remove the weapons and destroy them at sea. The U.N. Organization for the Prevention of Chemical Weapons (OPCW) special coordinator Sigrid Kaang, in a remarkably precise statement, said 96% percent of Syria’s declared chemical weapons were destroyed. Not 95% or 87% or 43.5%, but 96% on the nose. Secretary of State Kerry said: “In record time, even amid a civil war, we removed and have now destroyed the most dangerous chemicals in the regime’s declared stockpiles.”
It was good PR, but as a solution to a deadly violation of international law, it was a huge, gaping failure. The word “declared” is the giveaway — Syria was allowed to tell inspectors what it had and where, and the inspectors were allowed only to touch those sites. It you think they cheated, you are right.
This week, the Israel Air Force destroyed a “research center” in Syria, one that “researched” chemical weapons. The attack came the morning after U.N. investigators said the Syrian government was responsible for a sarin gas attack in April 2017. Israel has conducted approximately 100 strikes inside Syria in the six years of civil war, not to change the course of battle or support one side over the other, but to eliminate weapons and facilities deemed unacceptable threats to Israel — including missile factories, a nuclear reactor and now a chemical weapons factory.
Iran Deal Devotees Try in Vain to Save a Sinking Ship

Supporters of Barack Obama’s 2015 Iran nuclear agreement have, over the past two years, tried almost everything to sustain it.
Nonetheless, weaknesses in its terms, structure, implementation and basic strategic fallacy — i.e., that Iran’s international behavior would “moderate” once it was adopted — are all increasingly apparent. For the deal’s acolytes, however, continuing U.S. adherence has become a near-theological imperative.
At the most basic level, the agreement’s adherents ignore how ambiguous and badly worded it is, allowing Iran enormous latitude to continue advancing its nuclear-weapons and ballistic-missile programs without being even “technically” in violation.
The adherents ignore Iran’s actual violations (exceeding limits on uranium enrichment, heavy-water production and advanced-centrifuge capacity, among others). Having first argued strenuously there were no violations, they now plead that the violations are “not significant.”
The adherents ignore the “truth-that-dare-not-speak-its-name”: America does not know with confidence where all of Tehran’s nuclear and missile work is being done.
Unfortunately, both the International Atomic Energy Agency (IAEA) and our national intelligence assets are likely missing significant Iranian facilities (perhaps operated jointly in North Korea) that continue to pursue threatening activities.

SPAIN – Barcelona’s Sagrada Familia evacuated for anti-terrorism operation
Catalan police said on Tuesday they were evacuating Barcelona‘s Sagrada Familia church and nearby businesses as part of an anti-terrorism operation.
Officials said they had sent a bomb squad to check a van parked by the church, which is a famous tourist site.
Police said earlier on Twitter they had cordoned off the site.

Armed police officers were also seen patrolling the area.

Rep. Franks Predicts Awans Will Get Immunity For “Significant, Disturbing Story” About Wasserman Schultz
Last week the Washington Examiner reported that Hina Alvi, the wife of Debbie Wasserman Schultz’s now-infamous former IT staffer Imran Awan, had struck a deal with federal prosecutors to return to the U.S. where she currently faces charges of conspiracy and bank fraud. The deal with prosecutors mandates a return to the U.S. during the “last week of September 2017” and is structured so that she will not be arrested in front of her children.
Now, if you’re the cynical type, then it might have struck you as somewhat odd that Alvi would agree to return from Pakistan, the place to which she successfully fled specifically to avoid the charges she now seems to be embracing.
But, at least according to Congressman Trent Franks (R-AZ) who appeared on Fox News recently, there may be more to Alvi’s return than meets the eye as he predicts that the Awans could be working on a broader immunity deal with prosecutors in return for a “significant” and “pretty disturbing” story about Debbie Wasserman Schultz.
