  2. Police uncover YouTube link to London terror attack

    Counter-terrorism officers secretly recorded an alleged Isil-inspired terror cell in Barking last month discussing how to use YouTube to plot a van and knife attack in London, The Daily Telegraph can reveal.

    The investigators were monitoring the alleged extremist cell in the east London borough weeks before Saturday night’s attack in the capital, which left seven dead and 48 injured. The Islamic State group has claimed responsibility for the attack.

    On Sunday police arrested 12 people, among them seven women – all of them in Barking and other parts of east London, where at least one of Saturday’s killers was believed to have lived. Those arrested were aged from 19 to 60.

        The jihadi in an Arsenal shirt was ‘euphoric’ and asking about how to hire a van just hours before the London Bridge atrocity, it was claimed last night.

        He could not contain his excitement during a conversation with a neighbour on Saturday afternoon. The neighbour said he wandered over and asked about his van and how much it would cost to hire one.

        Hours later, the father of two, who had worked at KFC and for the Transport for London which is responsible for the Tube and buses in the capital, went on a bloody rampage with two twisted extremists which left seven people dead and scores more injured. The three terrorists were shot dead by police.

        Iketina Chigbo, who lives in the block of flats raided in Barking, said he saw the Arsenal-supporting jihadi just a few hours before the terror attack.

        He said: ‘It was around 3pm and I was in the process of moving so was loading stuff into a van. He came over and seemed quite excitable. He was wearing his Arsenal shirt and was asking about the van.

  3. LA mayor: Immigration arrests could cause a ‘tinderbox’

    Los Angeles Mayor Eric Garcetti (D) in a recent radio interview said he is concerned that increased Immigration & Customs Enforcement (ICE) raids under the Trump administration could cause already high tensions in his city to boil over.

    “If something goes wrong, I fear a tinderbox out there, you know where people will suddenly say ‘no’ and try to defend. You know, keep that person from being taken,” Garcetti told Latino USA.

    “That’s a very dangerous situation. That’s dangerous for those officers. That’s dangerous for those agents. And we’re going to have to respond.”

    Saudi, Egypt lead Arab states cutting Qatar ties, Iran blames Trump

    DUBAI (Reuters) – Saudi Arabia, Egypt, the United Arab Emirates and Bahrain severed their ties with Qatar on Monday, accusing it of supporting terrorism and opening up the worst rift in years among some of the most powerful states in the Arab world.

    Iran — long at odds with Saudi Arabia and a behind-the-scenes target of the move — immediately blamed U.S. President Donald Trump for setting the stage during his recent trip to Riyadh.

    Gulf Arab states and Egypt have already long resented Qatar’s support for Islamists, especially the Muslim Brotherhood which they regard as a dangerous political enemy.

    The coordinated move, with Yemen and Libya’s eastern-based government joining in later, created a dramatic rift among the Arab nations, many of which are in OPEC.

    Announcing the closure of transport ties with Qatar, the three Gulf states gave Qatari visitors and residents two weeks to leave. Qatar was also expelled from the Saudi-led coalition fighting in Yemen.

    Oil giant Saudi Arabia accused Qatar of backing militant groups — some backed by regional arch-rival Iran — and broadcasting their ideology, an apparent reference to Qatar’s influential state-owned satellite channel al Jazeera.

      Emboldened by U.S. backing Saudi Arabia launched a campaign to finally subjugate Qatar into client state status. The plan has now reached a high point. A few hours ago Bahrain, Egypt, the United Arab Emirates and Saudi Arabia severed all ties with Qatar.

      All sea- and airspace have been closed for Qatari traffic and the land-routes severed. All Qataris will have to leave those countries within 14 days. Qatari diplomats were given just 48 hours.

      The immediate consequences are huge. Some 37 million passengers cross through Doha each year. But Qatar Airways now has to fly through Iranian, Iraqi and Turkish airspace to reach Europe. (If the situation persists the UAE owned Emirates Airways will likely order a huge bunch of new planes.) Half of the food in Qatar comes via Saudi Arabia through Qatar’s only land border. 600-800 trucks per day can no longer pass. The 19 flights per day between Doha and Dubai are called off. Oil prices rose some 1.6% and the Qatari stock exchange tanked.

      The reasons for the immediate spat are manifold. It has only little to do with Iran.

      The Saudis accuse Qatar of supporting terrorists. That is like Britain accusing the U.S. of imperialism, or the mafia cutting ties with the mob over gangsterism. As Joe Biden remarked (vid) when still Vice President, both Wahhabi countries, Qatar and Saudi Arabia, have been funding and fueling terrorism in Syria, Iraq and elsewhere. But the Saudi view is that the more “liberal” Qatar is simply supporting the “wrong” kind of terrorists.

      This is an interesting and inevitable development.

      A look at the players. Qatar is to Sunni Jihad what Iran is to Shiite Jihad. Saudi Arabia has been pretty bad, but Qatar is actually worse. They’ve had their hand in everything from 9/11 to the Arab Spring. They’re big backers of the Muslim Brotherhood and they’ve been providing weapons and training to Islamist rebels across the region. They’re also behind Al Jazeera.

      The UAE was the first to break with Qatar over concerns about the Muslim Brotherhood. And things have been slowly escalating from there.

      The FT has unveiled what its believes is the key trigger behind the shocking overnight collapse in diplomatic relations between Qatar and its Gulf neighbors. According to the FT, the catalyst that forced the Saudis and their allies to unveil the cut in diplomatic and economic ties, is that Qatar allegedly paid up to $1 billion to Iran and al-Qaeda affiliates “to release members of the Gulf state’s royal family who were kidnapped in Iraq while on a hunting trip, according to people involved in the hostage deal”; the secret deal was allegedly one of the triggers behind Gulf states’ dramatic decision to cut ties with Doha.

      The details of the payoff: “around $700m was paid both to Iranian figures and the regional Shia militias they support, according to regional government officials. They added that $200m to $300m went to Islamist groups in Syria, most of that to Tahrir al-Sham, a group with links to al-Qaeda.”

      A regional Arab official said the total paid to jihadi groups was closer to $300m. “So, if you add that up to the other $700m they paid to Iran and its proxies, that means Qatar actually spent about a billion dollars on this crazy deal,” he said.

      The Iraqi Shia militia commanders in Iraq, all from hardline Iranian-backed groups, said that, to their knowledge, Iran had obtained around $400m after giving them a payment they would not disclose. They agreed to share some details because they were unhappy about their share of the payment.

      “They [the Iranians] took the lion’s share,” said a member of one of the Iranian-backed Shia militias in Iraq. “That’s caused some of us to be frustrated, because that was not the deal.”

      The “ransom payments are the straw that broke the camel’s back,” said one Gulf observer.

      Not to be confused with the Obama administration secretly airlifting crates full of $1.7 billion in cash to Tehran to release five US hostages held by Iran, the FT writes that commanders of militant groups and government officials in the region told the Financial Times that “Doha spent the money in a transaction that secured the release of 26 members of a Qatari hunting party in southern Iraq and about 50 militants captured by jihadis in Syria.”

      By their telling, Qatar paid off two of the most frequently blacklisted forces of the Middle East in one fell swoop: an al-Qaeda affiliate fighting in Syria and Iranian security officials.
      If nothing else, at least Qatar got a better bang for the physical buck, at $38 million per hostage, compared to the $340 million the Obama administration paid for the five US hostages released by Tehran.

      While there is no official evidence, the FT adds that the deal, which was concluded in April, heightened concerns among Qatar’s neighbours about the small gas-rich state’s role in a region plagued by conflict and bitter rivalries, which however is at least somewhat confusing: after all it was well-known since the Podesta emails that even the US state department had confirmed that both Saudi Arabia and Qatar were the two primary funders of the Islamic State and various Jihidaist groups in the region.

      Recall from our October 2016 post:

      In a leaked email sent on August 17, 2014 by Hillary Clinton to her current campaign manager, John Podesta, who back then was counselor to Barack Obama, she admitted that Qatar and Saudi Arabia “are providing clandestine financial and logistic support to ISIL and other radical Sunni groups in the region.”

      The email, which was sent just days after the US launched it “temporary” air campaign in Syria, which has now extended over two years, represents an eight-point plan laying out ideas how to defeat ISIS in Iraq and Syria. Clinton’s email said that the United States should engage in “military operations against these very irregular but determined forces” by “making proper use of clandestine/special operations resources, in coordination with airpower, and established local allies” such as Kurdish forces.

      Having confirmed the role of Qatar and Saudi Arabia, Hillary then states that “we need to use our diplomatic and more traditional intelligence assets to bring pressure on the governments of Qatar and Saudi Arabia” and recommends to step up US commitment to the Kurdish Regional Government or KRG. “The Qataris and Saudis will be put in a position of balancing policy between their ongoing competition to dominate the Sunni world and the consequences of serious U.S. pressure. By the same token, the threat of similar, realistic U.S. operations will serve to assist moderate forces in Libya, Lebanon, and even Jordan, where insurgents are increasingly fascinated by the ISIL success in Iraq.”
      In any case, last year’s revalation appears to have been “news” to Saudi Arabia – the other named source of funding to ISIS, and on Monday, Saudi Arabia, Egypt, the United Arab Emirates and Bahrain took the extraordinary step of cutting off diplomatic ties and transport links to Qatar, alleging the country fuels extremism and terrorism.“

      The FT further notes that “Doha denies it backs terrorist groups and dismissed the blockade by its neighbours as “founded on allegations that have no basis in fact”. It said it could not immediately respond to a request for comment on the hostage deal. But a person close to the Qatari government acknowledged that “payments” were made. The person was unaware of the amounts or where the money went.”

      Doha has a history of reaching out to all kinds of controversial groups, from rebels in Sudan’s Darfur region to the Taliban in Afghanistan and Hamas in Gaza. Qatar touts itself as a neutral player that can act as an intermediary in regional conflicts. But its critics, notably Saudi Arabia and the UAE, allege it also uses such interventions to play both sides and fund radical Islamist groups, most recently in Libya and Syria. And to Doha’s critics, the hostage deal was further evidence of that role.

      In an amusing twist, one FT source – a Syrian opposition figure who has worked with an al-Qaeda mediator on hostage swaps in Syria. – adds that “if you want to know how Qatar funds jihadis, look no further than the hostage deal…. And this isn’t the first — it is one of a series since the beginning of the war.”

      Those who spoke to the FT said the deal highlighted how Qatar has allegedly used hostage payments to bankroll jihadis in Syria. But to its Gulf neighbours, the biggest issue is likely to be the fact that Doha could have paid off their main regional rival, Iran, which they accuse of fuelling conflicts in the Arab world.

      This particular saga began when an Iranian-backed Iraqi Shia militia, known as Kata’eb Hizbollah, kidnapped the Qataris in December 2015. Three Iraqi militia leaders say the hostages were held in Iran.

      Kata’eb Hizbollah is an Iraqi group but it is seen as having links with Iran’s main regional proxy, Hizbollah, the Lebanese militant group. The latter is helping Iran back Bashar al-Assad, the Syrian president, in his country’s six-year conflict.

      It gets better: the hostage transaction was also linked to a separate agreement to facilitate the evacuation of four towns in Syria — two surrounded by jihadi forces and two besieged by Shia militias — say Syrian rebels and diplomats. One western diplomat said the arrangement provided Qatar the “cover” to finance the hostage deal. “Iran and Qatar had long been looking for a cover to do this [hostage] deal, and they finally found it,” he said.

      According to two opposition figures with close contact with the groups paid, Qatar used the evacuation arrangement to pay $120-$140m to Tahrir al-Sham. Another $80m, they said, went to the Islamist group Ahrar al-Sham.

      “The Qataris pay anyone and everyone, to what end? They have only brought about our ruin,” said a Syrian rebel commander, who gave details about the payments but asked not to be identified.

      Going back to our analogy of Obama dumping crates of cash – anywhere between $400 million and $1.7 billion – in Iran, it appears this time was not that different:

      Another confusing chapter of the deal is that Haidar al-Abadi, Iraqi prime minister, said in April his government had seized hundreds of millions of dollars, which Iraqi officials said arrived on Qatari planes “illegally”. It is not clear if this is money is part of the sums mentioned above, or an additional amount.

      The punchline: “The money all came in suitcases, can you imagine this?” said one senior official.

      And while Qatar has now been scapegoated for funding Al-Qaeda and ISIS, something most have known for years, a question emerges: does this mean that Saudi Arabia – another chronic supporter of terrorism in the region and around the globe – is now off the hook?

    The heinous nature of the New York Times’ action – naming a senior CIA official in a 2 June article about a new CIA cell focused on Iran – isn’t about whether the officer in question has been named publicly before (although more on that in a moment). It lies in the fact that the CIA official has been assigned to a new task, and has now had a target painted on his back because of his association with that task.

    The CIA official led the hunt for Osama bin Laden, and was outed in that regard in 2015 (along with his involvement in the drone-hunting program). NYT played a role in that outing, as described by Gawker at the time:

    • This article details what is nothing less then treason by the New York Times and whoever is leaking classified data to them. We know there are large numbers Iranians in the US and some of them are working for Iran, there are also many credible reports of large numbers of Iranian commando types that have crossed the southern border. This means that the patriotic man and his family are at grave risk because the NYT owners and editors are opposed to the current administration. I don’t know if there is enough evidence to bring criminal charges on them but I doubt if there is, the leaker on the other hand should be identified and then sped the rest of his or her life in maximum security pens.

  6. Enviros sue DHS to stop prototype phase of border wall

    Liberals have complained that a border wall between the U.S. and Mexico would engender hard feelings among Mexicans seeking to sneak into the country.

    If that argument leaves you scratching your head, try this alternative rationale for opposing such a wall. It was cooked up by an Arizona-based environmental group that plans to sue the Department of Homeland Security (DHS) to block the Trump administration from moving forward on the testing of prototypes for its proposed border wall.

    The Center For Biological Diversity, a nonprofit dedicated to the protection of native species, sent a formal notice of intent Thursday to DHS Secretary John Kelly and Secretary of the Interior Ryan Zinke. The group claims the border wall will destroy sensitive natural habitats and that proceeding with construction without an environmental impact review is a violation of the Endangered Species Act (ESA).

    Center spokesman Brian Segee says the Trump administration hasn’t even paid “lip service” to protecting the environment, which would suffer “widespread damage” as a result of the wall’s construction.

  7. Two men are dead, three police officers were shot and a woman was taken hostage in a dramatic siege in the Melbourne bayside suburb of Brighton in Australia.

    The officers killed the gunman during the shootout. Two were later take to hospital with gunshot wounds, while the other officer was treated at the scene.

    Police had not confirmed the identity of the gunman last night but a man reportedly called Channel Seven newsroom during the standoff and said “This is for IS. This is for al-Qaeda”.

    • AUSTRALIA – Brighton hostage drama: police investigate terror link to deadly siege

      THE GUNMAN at the centre of a deadly Melbourne hostage drama was known to counter-terrorism investigators and was on parole.

      He was last night shot dead by police and another man found murdered after two horrific hours which plunged Brighton into lock-down.

      Three police from the special operations group were injured in a gunfight which ended with the suspect’s death at a Bay St apartment complex.

      Senior law enforcement sources said the suspect at the centre of bloody events – in which a woman was held hostage – may have come to the notice of counter-terror officers after an incident at an Army barracks.

      He was on parole for a criminal offence and rated as a low-risk figure of interest to counter-terror authorities.

      The Herald Sun understands the State Government is treating the incident as a terrorism episode.

      A Victoria Police statement said: “Police are investigating whether the incident is terrorism-related.”

      A male caller to the Channel Seven newsroom in Melbourne reportedly said during the siege: “This is for IS (Islamic State)” and ‘’This is for al qaeda’’.

      The station said a woman could be heard screaming in the background.

  8. Maldives has announced it is severing diplomatic ties with Qatar over its alleged support for Islamist groups.

    It joined Bahrain, Egypt, Saudi Arabia and the United Arab Emirates in cutting diplomatic ties with Qatar on Monday and began withdrawing its diplomatic staff.

    The foreign ministry said in a statement that Maldives has pursued a policy of promoting peace and stability in the Middle East, and the decision was made because of its firm opposition to activities that encourage terrorism and extremism.

  9. A scientist working for ExxonMobil in Papua New Guinea was held hostage last week by armed tribesmen in Hela Province who wanted police to release a local warlord.

    The men, who were carrying home-made firearms, abducted the woman from the vicinity of the Komo airfield on Friday as they were on their way to the Tari police station to demand the release of their kinsman.

      Neighbors say he was the attacker who wore the fake suicide vest during the vehicle and stabbing attack that killed seven people in London on Saturday night.

      He was a member of Al Muhajiroun, a small group of men led by Anjem Choudary and Siddartha Dhar who openly preached for the need for Sharia law.

      The group was closely monitored by authorities. Police know the man’s name but have not yet publicly announced it.

      According to Alexander Meleagrou-Hitchens, research director of George Washington University’s Program on Extremism, Choudary’s network of extremist followers has numbered in the hundreds, and many have been charged with terrorism offenses in the U.K. or fought and died in Syria with ISIS.

      “So the potential for more of them to mobilize is still there,” said Meleagrou-Hitchens, who has interviewed several members of the group. “Almost all would be known to authorities though … There are hundreds of members but only small fraction will act. Knowing which ones will is hard and not an exact science.”

      Another British expert said Al-Muhajiroun has proven time and again that many of those involved with it are truly “dangerous individuals,” justifying the British government’s 2010 ban on Choudary’s group…”

      “What I support is police officers having the powers and it being entirely clear that they, of course, must always make a safe… and if that means killing someone in order to stop more people being killed, of course, that is the case, and, of course, that is what Jeremy believes in.””

    The only way to protect Poland from terrorist attacks is by not allowing Islamic migrants into the country, Polish European Parliament deputy Ryszard Czarnecki has said.

    His comments follow an attack in London on Saturday which killed ten, including three suspects, and injured at least 48 others.

    Czarnecki, who hails from Poland’s conservative Law and Justice (PiS) party, said terrorist attacks were often carried out by children of “Islamic migrants” – many of them citizens of European countries – who were trained by the so-called Islamic State.

    “Other countries have led to a situation in which those trained on Islamic State territory in Syria, Iraq – young people with French, Belgian, Dutch, British, German citizenship – return to Europe … and somehow [the authorities] were incapable of monitoring them,” Czarnecki said.
    “We, Poland, are learning from the mistakes of others … and we will not open our doors to Islamic migrants,” he added.

    Czarnecki also said that recent attacks in the UK aimed to influence the result of British parliamentary elections, which will be held on 8 June.
    Saturday’s attack was the third in the UK in recent months.

    On 22 May, a suicide bomber killed 22 and injured dozens of others as they streamed out of a concert in Manchester, northwest England.
    In March, a lone attacker drove his car into a crowd near Westminster in London, killing four and injuring 50.

In 2008, Sylvain Gouguenheim, a French medievalist, published Aristotle at Mont Saint-Michel, arguing that the West is not in debt to Islam for awareness of Ancient Greek texts; most of those texts were preserved, translated, passed on and used by Christians. For that rather modest claim, Gouguenheim was subjected to an “academic exorcism.”

    And follow the agenda. The Middle Ages matter to propagandists for one reason only: today’s projects. Al-Andalus proves that “Islam can effectively navigate a pluralistic world.” Al-Andalus proves that there are no “essential differences” between Islam and the West. Al-Andalus proves that Israel can be replaced with a “Palestinian model in which Jews, Christians, and Muslims can live again under [Islam’s] protection.” And of course the Ground Zero Mosque was dubbed “Cordoba House” after a caliphate in Muslim Spain.

    What tactics do the propagandists use in their publications?

    They smear Christians. In one Oxford University Press book, Christians are “a fanatical fringe” resistant to “benefitting” from the great good fortune of living in Muslim Spain. How do the propagandists deal with the forty-eight Christian Martyrs of Cordoba? They mock them, pathologize them, and blame them for their own deaths. These dead were “troublemakers,” “self-immolators,” guilty of “extremism” for preferring death as Christians to life as Muslims. They were masochists who really wanted to be tortured and killed.

    Pelagius was a young Christian boy desired by Abd-al-Rahman III. Pelagius, aka Pelayo, resisted. Islam’s scholarly apologists don’t condemn the caliph’s desire to rape a child. They waste no time respecting the boy’s pain – a pain that is representational of countless other kuffar boys raped, castrated, and killed, all in line with the rules of jihad. Rather they condemn Christians for “demonizing Muslims” and having hang-ups about man-boy sodomy. In this academic deflection, one hears echoes of the blame-the-victim response to the mass sexual assaults in Cologne on New Year’s, 2016, or the 2015 order to US soldiers to ignore “boy play” in Afghanistan – a “boy play” that in one instance involved a child sex slave chained to a bed. “We can hear them screaming,” one Marine reported. Respect their culture, he was told.

    Another scholarly method of obeying Saudi paymasters and distorting the past: leave out significant details. One book, published by an Ivy League University Press, “makes no mention of stoning, female circumcision, crucifixion, beheadings, or sexual slavery.”

    Muslims called Christians “pigs.” The peddlers of the Andalusian Paradise myth omit mention of that telling tidbit. They mention “delightful Andalusian love poetry” without mentioning that it was written about non-Muslim sexual slave girls, not about love between free, adult, Muslim men and women. They leave out the market price of slaves; these numbers speak volumes. A male black slave commanded a much lower sum than a white girl – obviously a man can do more labor than a girl. If these slaves were bought primarily for labor the prices would be reversed. Muslim rulers stockpiled thousands of such slaves in their harems. “Kiz,” a Turkish word used for a sexual slave girl, came to mean “Christian woman.” “Sakaliba,” in Arabic, is from the word for “Slav,” commonly the ethnicity of enslaved persons. “All the Slav eunuchs that one finds on the face of the earth come from Spain,” a Muslim wrote. Blacks were held in similar contempt. A Muslim in Toledo wrote, “They lack self-control and steadiness of mind and are overcome by fickleness, foolishness, and ignorance.”

    Islam’s apologists leave out the ethnic cleansing of Christians, including, in one event, the mass deportation of twenty thousand families to Africa. They omit mention of how hierarchical and stratified Muslim Spain was, with Arab Muslim males at the top and their various victims occupying lower ranks. Non-Arabs who converted to Islam were not equal, nor were their children. Three hundred such Muslims with Christian ancestors were crucified. Five thousand were beheaded. After one such expression of “tolerance,” an Andalusian poet celebrated the “massacre” of “sons of slaves. They had as relatives only slaves and sons of slaves.” Remember – the dead were Muslim. But their ancestors were Christian non-Arabs – thus the epithet, “Sons of slaves.”

    Another method of airbrushing the past: simply ignore inconvenient material. Ignore material published by a military historian. Ignore material in any language but English. Especially ignore material written in Spanish. And ignore contemporaneous Christian accounts.

    There’s another support for the Andalusian Paradise myth that Fernandez-Morera does not dwell on. Audiences tend to apply to medieval Spain the context of the twenty-first century West. European Christians in 711 were not former imperialists whose languages, English and Spanish, dominated entire continents. Jews were not powerless, nor were Muslims. Europe in this era was still a place where Christians were murdered for being Christian, by Pagans as well as Muslims. In 614, during a Persian invasion, Jews massacred Christians in Jerusalem. Jews were among the most prominent slave traders. At times, Jews allied with Muslims against Christians in Spain. Propagators of the myth dub Muslim institutions dedicated to memorization and study of the Koran “universities.” They weren’t universities. They are more properly labeled “madrassas.”

    One might ask, if all the best universities in the world insist that the Andalusian Paradise is truth, not myth, isn’t Fernandez-Morera the conspiracy theorist? In the same class as the guy who insists that the government is hiding alien bodies at Area 51?………..

    “An Isis-linked media agency has called on would-be extremists to carry out even more Ramadan attacks on members of the public in ‘low tech’ knife, gun and vehicle assaults.

    Nashir News Service, affiliated with Amaq, Isis’ official media wing operated on messaging app Telegram, implored wannabe jihadists to “kill the civilians of the crusaders… gain benefit from Ramadhan [sic].”

    The message from Nashir was posted Sunday, just before an official claim of responsibility was made by Isis for the London Bridge attack on Saturday night which killed seven people and injured 48.

    The sentiment was echoed by dozens of sympathisers on the app’s private messaging forums as pro-Isis accounts celebrated the latest atrocity as “the black days we’ve promised” and the “awakening of wolves”.

    “In the land of the warrior crusader their [sic] is nothing known as innocent and civilian and no guarding of their blood,” a statement from killed Isis spokesperson Abu Muhammad al-Adnani that was reshared on the platform read.

    Adnani, killed in a US air strike in Syria in July 2016, first put out a call for terror attacks marking the holy month in June 2015. According to the Quran, good deeds are “given manifold reward” during Ramadan – a sentiment twisted by Isis to include jihadist attacks.

    Since then, Ramadan has become increasingly bloody. The month of fasting and increased prayer began this year on 22 May; just eight days into the month, nearly 200 civilians have lost their lives in five extremist attacks around the world…”

    Some drivers tried to ram the killers. An unarmed police officer attacked the terrorists with a baton. An off-duty police officer tackled one of the Muslim terrorists. Both men were severely wounded.

    Other unarmed police officers ran away.

    Met counter-terrorism chief Mark Rowley sympathetically noted that, “If someone acts on instinct and perhaps decides to fight because they have no choice, we would never criticise them for that.”

    “The number of potential UK-based terrorists on the radar of the British security services is as high as 23,000, it has emerged.

    The figure is more than six times the figure previously released by the Home Office at the time of last month’s Manchester bombing.

    Then, it was revealed the security services had 500 live investigations into more than 3,000 suspected radical jihadis, including about 400 people who have remarkably been allowed to return to our shores after fighting with terror group Islamic State (ISIS) in Syria.

    But, it has since emerged a further 20,000 radical Islamists have been considered a “person of interest” to the security services at anyone time, according to a security services source.

    It is not clear over which timescale the figure relates to.

    But, the news has led to fears there are simply not enough resources for our security forces and counter terror police to monitor all their activities at anyone time.

    A Whitehall source said 18 terror plots in the UK have been foiled since 2013, including five since the London terror attack in March.

    But round-the-clock monitoring of terror suspects is only possible in a handful of cases due to limited resources, the priority of which are determined on factors including credibility of intelligence and the apparent seriousness of the individual’s intent, according to the source.

    But, Salman Abedi, who killed 22 people and injured 116 others at the Ariana Grande concert at Manchester Arena on May 22 was a “person of interest” who slipped the net and was allowed to travel from the UK to Libya and return in the run up to the atrocity.

    Investigations are underway into how this was able to happen.

    And, it has emerged at least one of the three dead terrorists involved in Saturday’s London Bridge attack was on the radar over radical views.

    Security minister Ben Wallace said all 23,000 people were “in the mix and had to be looked at”, but could not say how this was possible.

    He said: “All of that is predominately underpinned by intelligence, which as I’m sure you will understand and the courts certainly understand, unfortunately the hardest part is we’ve got to get convert intelligence into evidence if we actually want to deprive people of their liberty or take certain steps.”

    After the Westminster and Manchester strikes, Express.co.uk exclusively revealed powers available to the authorities to question terror suspects were used less last year than in 2015.

    This comes at the same time the number of people arrested on suspicion of plotting terror strikes on British soil has grown by eight per cent.

    In 2016 there were 260 terror-related arrests, a drop of eight per cent on the 282 people held in 2015.

    The figures were revealed in a quarterly Home Office report on the use of police powers under the Terrorism Act 2000, which was released in March.

    Last year 13 per cent (35) of arrests were of people suspected of plotting terror attacks on British soil, a sharp rise on the five per cent (15) of such arrests in 2015.

    The report said: “Of the 260 arrests for terrorism-related offences in the year ending 31 December 2016, 96 had resulted in a charge by January 16 2017 (79 terrorism-related and 17 non-terrorism-related).

    “In 68 cases, the individual had been released without charge; in a further 90 cases, the arrestee was released on bail pending further investigation.”

    The use of a power for officers to question people entering or leaving the country at ports, airports, international rail stations and in border areas fell dramatically by 30 per cent in 2016 compared to 2015.

    In 2015, the power was used around 27,800 times, but this fell to 19,355 last year.

    Under the power, people can be detained for up to nine hours, with DNA samples and fingerprints taken, without the need for any reasonable suspicion.

    The report said: “When necessary they may also detain and search individuals. “The aim is to determine whether that person appears to be someone who is or has been concerned in the commission, preparation or instigation of acts of terrorism.

    “In the year ending 31 December 2016, a total of 19,355 persons were examined under this power in Great Britain, a fall of 30 per cent on the previous year.

    “This has continued the decline in the use of the power in recent years.”

    It does not explain in the report why the number has dropped, but there has been pressure from groups like Stop Watch, which argues they infringe the human rights of Muslims and other communities.

    But, independent peer Lord Carlile called for the reintroduction of tougher control orders banned in 2012 over human right fears.

    He said it was a “grave mistake” to abolish the orders that allow security services to monitor terror suspects.

    The QC said the sweeping powers – which restricted suspects’ movement, use of phones and computers – “may have saved dozens of lives” between 2005 and 2011.

    Last night UKIP leader Paul Nuttall called for their return saying “the safety of UK citizens is more important than the human rights of jihadis”.

    He even proposed the possible use of waterboarding to interrogate suspects saying with threat levels as they are he could not “take anything off the table”.

    The quarterly report also showed the number of people detained after being examined under the powers fell in 2016 by 16 per cent.

    There were 1,828 detained in 2015 and 1,539 last year.

    The amount of stop and searches of suspected terrorists anywhere in the UK, when reasonable suspicion does exist, fell by seven per cent in 2016.

    There were 483 uses of the power in 2016, a fall from the 521 in 2015.

    The report said a high number of arrests and use of stop and search in the last quarter of 2015 was the reason for the decline.

    It said: “This fall is driven by a particularly large number in the October to December 2015 quarter in the previous year, rather than a particularly low number in the most recent quarters.”

    Last month also revealed how the Home Office was refusing to say if a single returning ISIS fighter had been questioned or detained.

    It later emerged powers introduced by former Prime Minister David Cameron to ban British jihadists from returning to the country after fighting with Islamic State have only been used once.

    In November 2015 MI5 boss Andrew Parker spoke of the increased threat of the Syrian crisis.

    He said: “It represents a threat which is continuing to grow, largely because of the situation in Syria and how that affects our security.””
