A rare copy of the Declaration of Independence has been found — in England
A rare second parchment copy of the Declaration of Independence has been found — in England.
The discovery was made by Harvard University researchers Emily Sneff and Danielle Allen, according to a university news release published Friday. The pair located the rare document in a records office in Chichester, a city near England’s southern coast.
The first clue that the document existed came in 2015, when Sneff spotted an unusual listing from a catalogue for the West Sussex Record Office: “Manuscript copy, on parchment, of the Declaration in Congress of the thirteen United States of America.”
Sneff and Allen, who work with Harvard’s Declaration Resources Project, had been searching the catalogue for unrelated reasons. At the time, no one knew there was any other parchment copy of the Declaration of Independence besides the original one signed in 1776, kept at the National Archives in Washington.
“We had no reason to expect a document like this to exist at all,” Sneff told The Washington Post.
At first, she didn’t think much of the catalogue entry. “I’d found vague descriptions of other copies of the Declaration that turned out to be 19th-century reproductions of the signed parchment in the National Archives, so that was what I was expecting,” Sneff told the Harvard Gazette. “What struck me as significant was that it said manuscript on parchment.”
The West Sussex Record Office sent over photos of the actual document, which Sneff and Allen pored over.
“When I looked at it closely, I started to see details, like names that weren’t in the right order — John Hancock isn’t listed first, there’s a mark at the top that looks like an erasure, the text has very little punctuation in it — and it’s in a handwriting I hadn’t seen before,” Sneff told the Gazette. “As those details started adding up, I brought it to Danielle’s attention, and we realized this was different from any other copy we had seen.”
Over nearly two years, Sneff and Allen analyzed multiple aspects of the Sussex version of the Declaration of Independence, including the handwriting, the parchment itself and the signatories. They credit modern digitization projects for allowing them to authenticate the document as quickly as they did, which would not have been possible the last century.
“In 20 months … we were able to assemble a vast body of evidence,” Allen told The Post.
They have concluded that the “Sussex Declaration” likely dates to the 1780s and was made in New York or Philadelphia. It may have belonged to the Duke of Richmond — also known as the “Radical Duke” for his support of the American Revolution – though how and when the document arrived in England remains to be solved, Allen said.
What sets the Sussex copy apart from the National Archives copy is that the signatures are not grouped by state and that it is in relatively good condition. The original parchment copy of the Declaration of Independence in the National Archives is, alas, severely faded to the point that it’s nearly illegible. It also may have even defaced, according to experts who have studied it.
Last August, the Harvard researchers traveled to England to examine the Sussex Declaration in person for the first time. Photos of the newly discovered Declaration show crease marks indicating that it had been folded multiple times. There also was evidence that rodents had bitten the edge of the parchment, Sneff told The Post.
Beyond that, however, it was quite legible. “By comparison [to the National Archives document], it’s in tremendous shape in that we can read every single letter of the text,” Sneff said. “It was a completely unique experience to be able to see it in person.”
That the copy was made on a full piece of parchment paper — it measures about 24 by 30 inches — sets it apart from other copies of the Declaration of Independence that were made immediately after the document’s signing in 1776. Those copies, reproduced in broadsides, books, newspapers and manuscripts, were made to help spread the news that the colonies were claiming independence. At the time, parchment was for formal legal documents.
“This one stands out because it’s a full piece of parchment,” Allen said. “The large format of this makes it a ceremonial document.”
Sneff and Allen said they were trying to determine who commissioned the Sussex Declaration and why. They hypothesize that James Wilson, a Federalist Founding Father who argued for a strong central government, commissioned the parchment copy sometime in the 1780s, when the United States was still a fragile young nation. The scrambled signatures at the bottom of the Sussex Declaration would have supported Wilson’s argument that the country’s authority rested on the people rather than on the authority of 13 states, Allen said.
Though it is not legally binding like the U.S. Constitution, the Declaration of Independence is one of the most important documents in American history. The second sentence of its weighty preamble is often quoted: “We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.”
The researchers do not know who actually made the copy or how the Sussex Declaration arrived in England. They do know that it was deposited at the West Sussex Records Office in 1956, along with a few hundred other documents, by a law firm that had handled the affairs of the Duke of Richmond.
And there the centuries-old document remained for nearly six more decades before Sneff and Allen rediscovered it.

Brazil protesters, police clash in first general strike in decades
SAO PAULO/BRASILIA (Reuters) – Brazilian protesters torched buses, clashed with police in several cities and marched on President Michel Temer’s Sao Paulo residence on Friday amid the nation’s first general strike in more than two decades.
Unions called the strike to voice anger over Temer’s efforts to push austerity measures through congress, bills that would weaken labor laws and trim a generous pension system.
The blackened hulls of at least eight burned commuter buses littered central Rio de Janeiro as police launched rounds of tear gas and rubber bullets at masked protesters.
Despite the protests, Temer and members of his center-right government denounced the strike as a failure. They said that the unions’ targeting of public transport meant that people who wanted to go to work were unable to.
Unions said the strike was a success and pointed to adherence by millions of workers in key sectors like automakers, petroleum, schools and even banking. Strikes hit all 26 states and the Federal District.

A peaceful protest by several thousand people in central Rio in the afternoon turned violent, with small groups smashing bank windows, erecting barricades and setting fires, including torching at least eight buses.
Police responded with barrages of rubber bullets and tear gas, which floated through the avenues and up into the high windows of office buildings.
There were similar disturbances in Sao Paulo, the country’s economic powerhouse. A crowd attempted to march to the private residence of President Michel Temer and clashed with police, who fired rubber bullets and stun grenades.
As they retreated, the protesters hurled rocks, set fires, smashed street lamps and threw concrete blocks into the center of the avenue.

Creveld: What you call “overbearing” is very easy to prove. Even quantitative verification is possible. The percentage of children who come to school on foot or by bicycle and are not driven by school bus or by car is declining. The average distance that our children are allowed to leave from their homes without adult supervision is becoming shorter and shorter. The average age at which young people leave the school or the university and take the step into “real life”, however, increases. The age at which they become employed, getting married and getting children also increases. The result is a society whose members are not capable and often unwilling to defend themselves.
PAZ: Would a form of “anarchic harshness” as a pedagogical premise be more meaningful?
Creveld: The thought has never occurred to me. But “anarchic harshness” is a rather striking description of the way young Israelis grew up between 1948 and 1982, precisely at the time when the Israeli forces were admired for their bravery and considered the best army in the world .

Turkey has blocked Wikipedia – the online encyclopedia – for articles and comments that suggested the country was in cooperation with “terror groups”.
Turkish officials had been in contact with the website various times and requested the content in question be removed, state-run Anadolu Agency quoted the ministry of transport, maritime and communications as saying.
The report said the site refused to remove the content in question, however.
Wikipedia “has started acting as part of the circles who carry out a smear campaign against Turkey in the international arena, rather than being cooperative in fight against terror”, ministry officials were quoted as saying.
The website tried to show Turkey “at the same level and in cooperation with terror groups”, the report said.
A block affecting all language editions of Wikipedia in Turkey was detected at about 05:00GMT after an administrative order by Turkish authorities, the Turkey Blocks monitoring group, which watches internet restrictions in the country, said in a statement.
Wikipedia’s founder vowed on Saturday to stand with Turks after the encyclopedia ban.

Access to Wikipedia has been blocked in Turkey because of content presenting the country as supporting terror.
Turkey’s official news agency, quoting the Ministry of Transport, Maritime Affairs and Communications, said Saturday the free online encyclopedia was blocked for “becoming an information source acting with groups conducting a smear campaign against Turkey in the international arena.”
Turkey Blocks, an internet censorship monitor, said users in Turkey have been unable to access all language editions of Wikipedia since 8 a.m. Saturday. “The loss of availability is consistent with internet filters used to censor content in the country,” the monitor said.
The site has been blocked under a provisional administrative measure without a court order, but Turkey Blocks said an order is expected in the coming days. The measure has been implemented by the country’s Information and Communication Technologies Authority.
Anadolu news agency said officials have warned Wikipedia to remove content likening Turkey to terror groups, but the site “persistently” did not.
The agency said Turkey demanded Wikipedia open an office in the country, act in line with international law and abide by court decisions and not be part of a “blackout operation against Turkey.”
If these demands are met and the content removed, the site would be reopened, according to Anadolu.
‘In line with North Korea’
Opposition lawmakers have criticized the move. Republican People’s Party parliamentarian Eren Erdem tweeted the ban puts Turkey “in line with North Korea,” and Baris Yarkadas called it “censorship and a violation of the right to access information.”
Turkey’s status is listed as “not free” on the 2016 Freedom on the Net index by independent rights watchdog Freedom House. It says over 111,000 websites were blocked as of May last year.
When attempting to access Wikipedia without the use of a virtual private network (VPN), connections time out and browsers alert “This site can’t be reached.”
Wikipedia, a collaborative online reference work that allows anyone to write or edit entries, is ranked among the 10 most popular websites.

London terrorism suspect was on Gaza flotilla ship in 2010: sources
LONDON/WASHINGTON: A man arrested on suspicion of planning a terrorist act on Thursday, carrying knives near Prime Minister Theresa May’s office, was on a ship raided by Israeli soldiers in 2010, sources familiar with the investigation have told Reuters.
The 27-year-old man was arrested by armed counterterrorism officers during a stop-and-search as part of an ongoing security operation, British police said.
No one was injured in the incident and police said knives had been recovered from the man, who was being monitored by British intelligence agents and counter-terrorism officers. He remains in custody on suspicion of terrorism offences and possession of an offensive weapon.
Sources told Reuters on Friday the suspect was Khalid Omar Ali from London.
Ali was on board the Mavi Marmara, part of a flotilla which was challenging an Israeli naval blockade of Gaza when it was intercepted by Israeli forces in May 2010, the sources, speaking on condition of anonymity, said.
Nine Turkish activists were killed in the raid.
However, one source close to the current investigation said that investigators believed that Ali’s involvement in the boat protest was ENTIRELY SEPARATE from whatever might have led up to Thursday’s incident.
A man who is identified as Ali also features on a video on an activist’s website from 2010.
In the footage, he states he was among a group who said they were held against their will by the captain of the Greek-managed ship Strofades IV when they tried to take aid by sea from Libya to Gaza some months after the Mavi Marmara incident.
He also talks about joining the Road to Hope convoy which sought to take aid to Gaza in Nov. 2010 via Egypt.

RUSSIA – Military court sentences Moscow mosque imam charged with justifying terrorism to 3 years’ imprisonment
Moscow, April 28, Interfax – The Moscow District Military Court has found Makhmud Velitov, the imam of Moscow’s Yardyam Mosque, guilty in the case of publicly justifying terrorism and sentenced him to three years in a general regime penal colony on Friday, an Interfax correspondent reported.
“The court is coming to the conclusion that the defendant’s guilt has been proved. [The court ruled] to find the defendant guilty of justifying terrorism, to sentence Velitov to three years in a general regime penal colony,” the judge said in a ruling.
Only the introductory and the operative parts of the court’s decision were read today, the court’s reasoning behind it will be disclosed later.
Investigators believe that on September 23, 2013, during prayers at the mosque located on Khachaturyan Street, Velitov, who holds the posts of the Council’s chairman and the imam of the religious organization, delivered a speech justifying the activity of one of the members of the terrorist organization Hizb ut-Tahrir al-Islami (banned in Russia).
As reported, during arguments in the court, prosecutor Yekaterina Rozanova sought to find Velitov guilty, sentence him to three years and six months in a general regime penal colony and deprive him of the right to engage in religious activity for three years.
The imam himself insists he is innocent.

A Canadian man’s Star Trek-inspired license plate has been revoked after his public insurance company received complaints that it was offensive to indigenous people. Manitoba local Nick Troller was informed by an agent from Manitoba Public Insurance on Wednesday that they had received complaints from two people about the word “assimilate,” which they claimed is offensive to minorities. He was then served a letter informing him that “it has been brought to the attention of this office that the personalized plate ASIMIL8 is considered offensive,” and was ordered to surrender it immediately.
REPORTS: US TROOPS DEPLOY ALONG SYRIA-TURKISH BORDER
U.S. armored vehicles are deploying in areas in northern Syria along the tense border with Turkey, a few days after a Turkish airstrike that killed 20 U.S.-backed Kurdish fighters, a Syrian war monitor and Kurdish activists said Friday.
Footage posted by Syrian activists online showed a convoy of U.S. armored vehicles driving on a rural road in the village of Darbasiyah, a few hundred meters from the Turkish border. Clashes in the area were reported between Turkish and Kurdish forces Wednesday a day after the Turkish airstrike which also destroyed a Kurdish command headquarters.
The Turkish airstrikes, which also wounded 18 members of the U.S.-backed People’s Protection Units, or YPG, in Syria were criticized by both the U.S. and Russia. The YPG is a close U.S. ally in the fight against the Islamic State group but is seen by Ankara as a terrorist group because of its ties to Turkey’s Kurdish rebels.
Further clashes between Turkish and Kurdish forces in Syria could potentially undermine the U.S.-led war on the Islamic State group.
A senior Kurdish official, Ilham Ahmad told The Associated Press that American forces began carrying out patrols along the border Thursday along with reconnaissance flights in the area. She said the deployment was in principle temporary, but may become more permanent.

Italian Minister Backs Prosecutor on NGO Migrant Trafficking Claims
Italian Foreign Minister Angelino Alfano on Saturday said he “agreed 100 percent” with a prosecutor’s repeated suggestions that some charity boats rescuing migrants in the Mediterranean are colluding with traffickers in Libya.
Sicily-based prosecutor Carmelo Zuccaro sparked a row last week after claims in La Stampa daily that some aid groups battling Europe’s worst migrant crisis since World War II may be in league with people smugglers.
“I am 100 percent in agreement with prosecutor Zuccaro as he asked a real question ….Those who become indignant at the drop of a hat are hypocrites,” Alfano told reporters in the Sicilian town of Taormina.
The city will host the G7 summit at the end of next month.
Zuccaro doubled down on his La Stampa comments Thursday when he said he regretted being unable to investigate his claim that some NGOs were “perhaps” financed by traffickers and were potentially seeking to “destabilise the Italian economy.”
Prime Minister Paolo Gentiloni said Saturday that “if magistrates have usable and credible information (regarding Zuccaro’s claim), the government will certainly not stand in the way” of its being investigated.
“That said, for us, the activities of charitable organisations is precious and welcome,” Gentiloni said in Brussels, where he was attending an EU summit to discuss Britain’s withdrawal from the European Union.
Justice Minister Andrea Orlando has called on Zuccaro to present evidence if he has any while Interior Minister Marco Minniti cautioned against making “generalisations” on the thorny migrant issue.
Around a dozen privately-financed charities including established groups such as Doctors without Borders and Save the Children have joined newer groups such as Malta-based MOAS to coordinate rescues with Italy’s coastguard.
The charities have firmly rejected Zuccaro’s allegation as a baseless slur, insisting their mission is simply to save lives in the absence of EU governments acting effectively to do so.
Zuccaro said in his La Stampa interview he had “proof” of his allegation some NGOs were in league with traffickers.
Over 1,000 migrants are feared to have died in waters between Libya and Italy so far this year, according to the UN’s refugee agency. Nearly 37,000 have been rescued and brought to Italy.
In contrast, the populist Five Star Movement — which last week alleged NGOs were offering a “taxi” service to migrants — and the anti-immigrant Northern League, saluted Zuccaro for his comments.

Across the US, the usual suspects are taking to the streets to march in protest of the thing today they are pretending is called “climate change” – but which, if they were honest, they would call by his proper name: President Donald J. Trump.
Make no mistake, these marches today are no more about global warming than last weekend’s were about defending science. They’re just an anti-Trump protest by the same people who in January this year were marching around dressed as vaginas, and who in Berkeley the last few weekends have been beating people up wearing facemasks.
It’s no coincidence that many of the organizations on the People’s Climate March steering committee are in receipt of millions from Democrat donor, arch-globalist, and Agent of Evil George Soros.
Mr. Soros, who heads the Open Society Foundations, contributed over $36 million between 2000 and 2014 to 18 of the 55 organizations on the march’s steering committee, according to an analysis released Friday by the conservative Media Research Center.
Six of the groups received during that time more than $1 million each: the Center for Community Change, the NAACP, the Natural Resources Defense Council, People’s Action, Public Citizen and the Union of Concerned Scientists.
