“A girl thought to be aged just 10 died after the suicide vest she was wearing exploded in northeast Nigeria, a civilian vigilante said on Tuesday, as another attack killed one at a mosque.
Musa Ahmad, who works with the military against Boko Haram Islamists, said the incident happened at about 11.30am (1030 GMT) in Banki, near the Cameroon border in Borno state.
“A girl of around 10 came by the military barracks and was trying to cross the road into the IDP (internally displaced persons) camp,” he said.
“She was asked to stop by soldiers. But she ignored them. They threatened to shoot her if she didn’t stop. She obeyed and she was asked to lift up her hijab.
“She did and explosives were found to be strapped on her. Suddenly she pulled on the trigger and exploded….”

“At least 20 loyalists of the Islamic State of Iraq and Syria (ISIS) terrorist group were killed in a premature bomb explosion in southern Zabul province of Afghanistan.
Local official said late Monday that the incident took place on Sunday evening in Arghandab district.
Provincial police chief Ghulam Jilani Farahi confirmed that the explosion took place in a training center of the ISIS loyalists in Khwarzangi area.
He said at least 10 ISIS loyalists were also wounded in the explosion as the militants were training the newly-recruited militants.
The anti-government armed militant groups including the loyalists of ISIS terrorist group have not commented regarding the incident so far.
Zabul is among the relatively volatile provinces in southern Afghanistan where the Taliban insurgents are actively operating in some of its districts.
Recently, the local tribal elders expressed concerns regarding the growing insurgency activities of the foreign insurgents in some districts of Zabul.
Militants believed to be affiliated with the Islamic State of Iraq and Syria (ISIS) terrorist group have reportedly shifted to this province in a bid to expand their insurgency in some restive districts.”

According to the local news agency PressTV, the Central Bank of Iran is seeking to replace the dollar with a new common foreign currency or use a basket of currencies in all official financial and foreign exchange reports.
The governor Valiollah Seif said it would come into force in the new financial year starting March 21, 2017.

Section 1. Purpose. The visa-issuance process plays a crucial role in detecting individuals with terrorist ties and stopping them from entering the United States. Perhaps in no instance was that more apparent than the terrorist attacks of September 11, 2001, when State Department policy prevented consular officers from properly scrutinizing the visa applications of several of the 19 foreign nationals who went on to murder nearly 3,000 Americans. And while the visa-issuance process was reviewed and amended after the September 11 attacks to better detect would-be terrorists from receiving visas, these measures did not stop attacks by foreign nationals who were admitted to the United States.
Numerous foreign-born individuals have been convicted or implicated in terrorism-related crimes since September 11, 2001, including foreign nationals who entered the United States after receiving visitor, student, or employment visas, or who entered through the United States refugee resettlement program. Deteriorating conditions in certain countries due to war, strife, disaster, and civil unrest increase the likelihood that terrorists will use any means possible to enter the United States.
