The Court May Remain Stuck at Eight
[…] The work of the Court can go on with only eight members or even fewer if necessary. Though an odd number would seem to be an obvious requirement, the Constitution does not state how many justices should sit on the court. Initially, there were only six. It is only since the Civil War that nine became enshrined, surviving Franklin Roosevelt’s attempt to increase it so as to pack it with liberals who would do his bidding. While the prospect of a growing number of 4-4 ties does prevent the Court from providing clear answers to the country about controversial legal issues, what’s at stake in this dispute is a matter of raw political power; not the judicial workload.
Perhaps in a less partisan era, the idea of an indefinite stall on court nominees would be unthinkable. But as unprecedented as leaving court seats vacant for years would be, there is also no modern precedent for a Senate controlled by one party to allow a president of the other party to alter entirely the ideological balance of the Supreme Court. With the future of free speech, religious liberty, abortion, and gun rights hanging in the balance, Republicans are not going to throw away their beliefs and betray their voters merely for the sake of being considered good sports. Neither would the Democrats if the positions of the two parties were reversed.
The next Senate will hold in its hands the future of American law. Under those circumstances, surrender is never going to be an option for either side. That means that if the Democrats can’t get to at least 50 in November, the Supreme Court will remain stuck at eight until further notice.

Ex-FBI official: Clintons are a ‘crime family’
A former FBI official said Sunday that Bill and Hillary Clinton are part of a “crime family” and argued top officials hindered the investigation into Hillary Clinton’s private email server.
During a radio interview with John Catsimatidis, former assistant FBI director James Kallstrom heaped praise on Donald Trump before taking aim at the Clintons.
“The Clintons, that’s a crime family, basically,” Kallstrom said. “It’s like organized crime. I mean the Clinton Foundation is a cesspool.”
Kallstrom, best known for leading the investigation into the explosion of TWA flight 800 in the late 90s, said that Hillary Clinton was a “pathological liar.”
He also blasted Attorney General Loretta Lynch, claiming that she impeded the investigation into Clinton’s private server.
“The problem here is this investigation was never a real investigation,” he said. “That’s the problem. They never had a grand jury empanelled, and the reason they never had a grand jury empanelled, I’m sure, is Loretta Lynch would not go a long with that.”

Syrian state media say militants fired poison gas in Aleppo
BEIRUT (Reuters) – Syrian state media said militants fired poison gas at a government-held area of Aleppo on Sunday, causing 35 people to choke, a report that a rebel official called a lie.
The Syrian Observatory for Human Rights, a UK-based organization that reports on the war, said it had confirmed reports of suffocation among government fighters in two frontline areas shelled by rebels, but it did not know if chlorine gas was the cause.
State news agency SANA said “shells containing poison gases” had been fired at the residential district of al-Hamdaniya. It did not report any deaths. State TV quoted the director of an Aleppo hospital as saying 36 people – civilians and soldiers – had choked as a result of the shelling with chlorine gas.
The head of the political office of the Aleppo-based rebel group Fastaqim denied the report. “This is a lie,” said Zakaria Malahifjim of Fastaqim.
Rebels launched a major counter-attack against government forces in Aleppo on Friday, aiming to break a siege on the insurgent-held eastern sector of the city. An array of rebels are taking part in the attack, including groups fighting under the Free Syrian army banner and Islamist militants.

The Simple Phishing Attack That May Have Unleashed Clinton’s Email Troubles

A new batch of purported Clinton campaign emails released Friday by Wikilieaks include one apparently showing campaign chairman John Podesta and a Clinton campaign IT staffer falling victim to a password-phishing email disguised as a Google security warning. Observers say this may have been the moment that exposed a huge batch of Clinton campaign emails to the world. At the very least, it represents the type of attack likely involved.
The email, received by Podesta on March 19th of this year, superficially resembled a warning from Google of a suspicious login to Podesta’s account originating in the Ukraine. But it encouraged Podesta to reset his password by clicking on a shortened bit.ly link, rather than on a transparent link to Google itself.
Most remarkably, the email was forwarded to a Clinton IT staffer, Charles Delavan, who failed to spot the trickery.
“This is a legitimate email,” Delavan wrote. “John needs to change his password immediately, and ensure that two-factor authentication is turned on [for] his account.”
In Delavan’s defense, he then provided a link to the real Gmail security-management page. If Podesta had followed that link, and taken the advice to turn on two-factor authentication, the ensuing hack might have been prevented.
Instead, according to an earlier report by Motherboard, the suspicious bit.ly link was clicked twice. It would have taken Podesta not to a Google page, but to a page associated with a Russian hacker known as Fancy Bear, where he may have unwittingly handed over his password. The Fancy Bear bit.ly account has been associated with thousands of attempted and successful hacks, including of Colin Powell and other Clinton staffers.
It may come as a surprise that a mundane (though well-crafted) phishing attack could lie at the root of perhaps the Clinton campaign’s biggest ongoing political headache. The information hackers gleaned from Podesta’s account have triggered a succession of major and minor scandals, including regarding Clinton’s paid speeches to Wall Street banks and possible mishandling of classified information.

He added, “The FBI made the determination that the investigation would go forward as a comprehensive unified case and be coordinated, so that investigation is ongoing and Huma Abedin and her role and activities concerning secretary of state in the nature of the foundation and possible pay to play, that’s still being looked at and now.”

CNN – Justice Department, Abedin lawyers in talks to permit email search
The Justice Department and the FBI are in discussions with lawyers for Hillary Clinton aide Huma Abedin to secure approval that would allow the FBI to conduct a full search of her newly discovered emails, sources familiar with the discussions told CNN.
Authorities have not yet sought a search warrant for the emails, law enforcement sources told CNN. Government lawyers hope to secure a search warrant to permit investigators to review thousands of emails on a computer Abedin shared with her estranged husband, Anthony Weiner, officials said.
The new search warrant is needed because the existing authorization, covered by a subpoena, related only to the ongoing investigation of Weiner, who is accused of having sexually explicit communications with an underage girl.
Investigators from the FBI’s New York field office who are conducting the Weiner investigation stumbled on the Abedin emails while they were reviewing emails and other communications on the computer, which was considered to belong to Weiner, the officials said. They stopped their work and called in the team of investigators from FBI headquarters who conducted the probe of Clinton’s private email server.
Abedin’s lawyers didn’t respond to requests for comment.
The investigators saw enough of the emails to determine that they appeared pertinent to the previously completed investigation and that they may be emails not previously reviewed.
Because they don’t have a warrant specific to Abedin’s emails, officials have not been able to further examine them. Justice Department and FBI officials view Abedin as cooperative with the investigation.
FBI officials yet don’t know how many of the emails are duplicates of emails they already have reviewed as part of the Clinton email server investigation and whether any of them may contain classified information.
Investigators believe it’s likely the newly recovered trove will include emails that were deleted from the Clinton server before the FBI took possession of it as part of that earlier investigation.

Anthony Weiner cooperating with FBI on email probe
Former Democratic congressman Anthony Weiner is cooperating with authorities in the FBI investigation of his laptop that contains emails that prompted the Federal Bureau of Investigation to reopen its probe into Hillary Clinton’s use of an unauthorized email server.
The news that Weiner is cooperating, reported by Fox News’ Bret Baier on Sunday, would help law enforcement with the investigation, since officials didn’t yet have a warrant to read through the material found on the device.
Though FBI Director James Comey told lawmakers Friday his agency found emails related to Hillary Clinton’s private email server, he didn’t yet have a warrant to read them.
As of Saturday night, the FBI had not received a search warrant from the Justice Department, an unnamed agency official told Yahoo News, but the agency was in talks to get one. When Comey wrote the letter, “he had no idea what was in the content of the emails,” said one official.
Neither the Justice Department nor the FBI immediately returned a request for comment.
Comey has begun participating in briefings with the Republican chairman and Democratic ranking members of congressional committees, according to Bill House, a congressional correspondent for Bloomberg News, citing unnamed sources.
Comey wrote a letter to eight lawmakers Friday to inform them that he was reopening the FBI case into Clinton’s unauthorized email server after the agency found emails in a laptop obtained from Weiner as part of a separate investigation into a sexting scandal. Weiner reportedly shared the laptop with his estranged wife Huma Abedin, a top Clinton aide.
Abedin claimed ignorance on how at least 10,000 emails of interest to the FBI’s investigation ended up on the laptop, the Washington Post reported. Her lawyers also did not search the computer for work-related material over the summer when she agreed to provide emails to the State Department.
Late Sunday morning, news broke that the Justice Department and the FBI were taking part in discussions with Abedin’s lawyers to conduct a full search of the new emails, according to CNN.
In his letter, Comey admitted he did not yet have the authority to assess the emails, but said the material “may be significant.”
Reports came out Saturday that Attorney General Loretta Lynch’s department disapproved of Comey’s decision to inform the lawmakers, as it deviated from agency policy not to comment on ongoing investigations.
Officials told CNN that the Justice Department could do little to stop Comey after the controversy that resulted from Lynch’s private meeting with former President Bill Clinton during the summer.
Comey has been hit by backlash for sending the letter to lawmakers just under two weeks before the Nov. 8 election. Democrats in particular have lashed out, adopting Republican nominee Donald Trump’s refrain that the election is “rigged.”
The Clinton campaign, including the candidate herself, has called on the FBI to release all “relevant facts” they have on the emails.

Now, according to the WSJ, it appears that Federal agents are preparing to scour roughly 650,000 emails that, as we reported moments ago were discovered weeks ago on the laptop of Anthony Weiner, to see how many relate to a prior probe of Hillary Clinton’s email use, as metadata on the device suggests there may be thousands sent to or from the private server that the Democratic nominee used while she was secretary of state, according to people familiar with the matter.
As the WSJ adds, the review will take weeks at a minimum to determine whether those messages are work-related emails between Huma Abedin, a close Clinton aide and the estranged wife of Mr. Weiner, and State Department officials; how many are duplicates of emails already reviewed by the Federal Bureau of Investigation; and whether they include either classified information or important new evidence in the Clinton email probe, which FBI officials call “Midyear.”
And, as we further reported earlier today, the FBI has had to await a court order to begin reviewing the emails, because they were uncovered in an unrelated probe of Mr. Weiner, and that order was delayed for reasons that remain unclear.
More stunning is just how many emails were found on Weiner’s computer. And while one can only imagine the content of some of the more persona ones, the WSJ writes that the latest development began in early October when New York-based FBI officials notified Andrew McCabe, the bureau’s second-in-command, that while investigating Mr. Weiner for possibly sending sexually charged messages to a minor, they had recovered a laptop with 650,000 emails. Many, they said, were from the accounts of Ms. Abedin, according to people familiar with the matter.
Those emails stretched back years, these people said, and were on a laptop that both Mr. Weiner and Ms. Abedin used and that hadn’t previously come up in the Clinton email probe. Ms. Abedin said in late August that the couple were separating.
The FBI had searched the computer while looking for child pornography, people familiar with the matter said, but the warrant they used didn’t give them authority to search for matters related to Mrs. Clinton’s email arrangement at the State Department. Mr. Weiner has denied sending explicit or indecent messages to the teenager.
As reported yesterday, it appears that there are potentially tens of thousands of Abedin linked emails on Weiner’s computer:
In their initial review of the laptop, the metadata showed many messages, apparently in the thousands, that were either sent to or from the private email server at Mrs. Clinton’s home that had been the focus of so much investigative effort for the FBI. Senior FBI officials decided to let the Weiner investigators proceed with a closer examination of the metadata on the computer, and report back to them.
The WSJ then connects the dots between how the Weiner emails were linked to the Clinton reopening of the Clinton probe, despite Loretta Lynch’s and the DOJ’s vocal urges not to do so:
At a meeting early last week of senior Justice Department and FBI officials, a member of the department’s senior national-security staff asked for an update on the Weiner laptop, the people familiar with the matter said. At that point, officials realized that no one had acted to obtain a warrant, these people said.
Mr. McCabe then instructed the email investigators to talk to the Weiner investigators and see whether the laptop’s contents could be relevant to the Clinton email probe, these people said. After the investigators spoke, the agents agreed it was potentially relevant.
Mr. Comey was given an update, decided to go forward with the case and notified Congress on Friday, with explosive results. Senior Justice Department officials had warned Mr. Comey that telling Congress would violate well-established policies against overt actions that could affect an election, and some within the FBI have been unhappy at Mr. Comey’s repeated public statements on the probe, going back to his first press conference on the subject in July.
While much of the latest developments are known, the punchline is that the weeks if not months of upcoming work means that if Clinton wins the White House, she will likely do so amid at least one ongoing investigation into her inner circle being handled by law-enforcement officials who are deeply divided over how to manage such cases. It also means that Trump will be hounding HIllary for the remainder of the campaign as being the only presidential candidate to seek election with a recently reopened criminal probe hanging over her head.

Comey had to do what he did or he would have been on a one way train to prison. He is already completely disgraced and hundreds of FBI personnel are furious. This is a hail Mary to save himself and prevent criminal charges against him.

Top Clinton aides discussed Bob Creamer and his grassroots/netroots’ operation
Robert Creamer, the operative behind sending provocateurs to Donald Trump rallies, was close to Robby Mook, Hillary Clinton’s campaign manager, according to new emails released by WikiLeaks.
Creamer, who allegedly spearheaded the dirty tricks for the Democrats, wasn’t just consulting for the Democratic National Committee, according to videos made by Project Veritas. He was sending people to provoke Trump at events.
Creamer has thus become a red-hot issue in the campaign. And now it’s apparent he is close to Mook. That surprising detail came out Sunday morning when WikiLeaks posted hundreds more emails from John Podesta’s Gmail account. Podesta is Clinton’s campaign chairman whose account was hacked in March.
In one email, a Creamer ally writes to Podesta friend Neera Tanden and expresses concern about the fall campaign. He casually mentions how close Mook is to Creamer. Tanden sent the email to Podesta.
Creamer recently resigned from the Democratic National Committee and stepped back from his role with Democracy Partners. It followed conservative journalist James O’Keefe III and his Project Veritas recording Creamer and an ally discussing several unsavory campaign tactics aimed at Trump.
The fallout was quick. Donna Brazile, interim DNC chair, would only say Creamer was a “temporary regional sub-contractor.” But Creamer, the husband of a Democratic congresswoman from Illinois, has visited the White House 340 times.
Creamer’s tactics were entirely provocative. One tactic the group used was to send people dressed up as “Donald Duck” to Trump events.
But the more controversial tactic that Creamer was accused of plotting was to send provocateurs to Trump rallies to provoke fights, violence, and outbursts. Creamer’s subordinate, Scott Foval, is seen on O’Keefe’s videos boasting of paying homeless and mentally ill people to disrupt Trump rallies.
“You can message to draw them out, and draw them to punch you,” said Foval.
The DNC would only admit that Creamer was paid to “bracket,” or set up alternative rallies and press conferences where Trump was having them.
Yet in an email to Podesta’s top aide, Neera Tanden of the Center for American Progress, an activist official named Michael Lux of Progressive Strategies discusses how close Creamer is to Mook.
“Hey Neera, just wanted to pass along this note I sent to Bob Creamer, who as you may know is consulting for the DNC and is close to Robby Mook,” Lux wrote to Tanden on Dec. 17, 2015. “Wanted to pass it along to you as well, hoping you won’t take offense because I feel some urgency about this. You and Podesta are a great bridge to the DC, more establishment-oriented progressive world, but I just feel like the campaign is making a mistake not doing stronger outreach to grassroots/netroots progressives. And while I don’t think it will cause them to lost [sic] the primary, I do worry it makes everything tougher in that process, and it makes bringing everyone in (and getting them excited) after Bernie loses that much harder. Am worried and frustrated, so take it with a grain of salt.”
Lux is the co-founder of Democracy Partners, an organization at which he worked with Creamer.
A Huffington Post bio shows Lux worked with Creamer at several organizations: “Michael Lux is the co-founder [of] Democracy Partners, a political consulting firm whose mission is building the progressive movement. Previously, he was Senior Vice President for Political Action at People For the American Way (PFAW), and the PFAW Foundation, and served in the Clinton White House from January 1993 to mid-1995 as a Special Assistant to the President for Public Liaison. While at Progressive Strategies, Lux founded, and currently chairs American Family Voices.”
Until Sunday, it was unclear how close Creamer was to the actual Clinton operation or to Mook. Now, thanks to Lux’s email, people know: Very close.

Clinton Campaign Asks Ex-Prosecutors to Criticize FBI Director James Comey
A letter drafted by Hillary’s team is being sent to former federal prosecutors in the hopes that they will sign on to criticize the FBI director’s unprecedented moves.
Hillary Clinton’s presidential campaign ratcheted up its attack on the director of the FBI on Sunday, circulating a draft letter critical of James Comey to former federal prosecutors.
The letter was sent on the same day that Clinton campaign chairman John Podesta called Comey’s letter to Congress “long on innuendo, short on facts.” Comey told Congress on Friday that emails discovered in a separate investigation into Anthony Weiner’s sexting may be “pertinent” to the closed investigation of Clinton’s private server.
“It is out of our respect for such settled tenets of the United States Department of Justice that we are moved to express our concern with the recent letter issued by FBI Director James Comey to eight Congressional Committees,” the Clinton campaign’s letter speaking for prosecutors said.
The letter was signed and provided to The Daily Beast by Elkan Abramowitz, a former chief of the criminal division of the U.S. Attorney for the Southern District of New York. It is expected to be released Sunday evening.
Speaking for prosecutors, the letter said Comey’s “unprecedented decision to publicly comment on evidence in what may be an ongoing inquiry just eleven days before a presidential election leaves us both astonished and perplexed.”
The letter goes on to allege Comey violated “longstanding Justice Department guidelines” about making public statements on investigative matters, especially concerning political figures within 60 days of an election.
“Director Comey’s letter is inconsistent with the prevailing Department policy, and it breaks with longstanding practices followed by officials of both parties during past elections,” the letter said.
Abramowitz said what Comey did was “outrageous.”
“His letter gives away the fact that he doesn’t know what’s in the emails or if it is significant or not. If he doesn’t know if it’s significant, he has no obligation to tell Congress,” he said.
“What’s he’s done here is say look, this may be pertinent, but it also may be insignificant. It’s a no-news comment,” Abramowitz, who is now a defense attorney, added.
The FBI is reportedly seeking a court order to read emails found on Weiner’s computer that are the possession of his estranged wife and Clinton aide, Huma Abedin.
“That’s her problem,” Abramowitz said, “not Hillary’s problem.”
The Wall Street Journal reports as many as 650,000 emails on Weiner’s laptop may be scoured by federal agents, many of which may have been sent to or from Clinton’s private server. Clinton campaign spokesman Brian Fallon said “these are misleading leaks from the FBI and it is shameless.”
Abramowitz said he doesn’t buy the argument that Comey had to go public before the FBI’s request to read Abedin’s emails was leaked.
“There are leaks all the time,” he said. “Whether he thought there was [going to be] a leak or not, he could comment at that point, one way or the other.”
Abramowitz also criticized Comey for holding a press conference in July to explain why he did not recommend Clinton be prosecuted.
“It’s really bad. Bad for the FBI as well, it makes them look like they’re tilting politically. He’s not all that political a guy. He may be a Republican, but he’s not a partisan,” Abramowitz said.
“I think that he got caught up here in his own sense of rectitude and its misplaced.”

FBI Obtains Warrant Needed to Start Reviewing Emails Found on Laptop Used by Clinton Aide
Federal investigators looking into the Hillary Clinton email matter have obtained the warrant needed to start reviewing the emails found on a laptop used by Clinton aide Huma Abedin and her husband, Anthony Weiner.
FBI Director James Comey told Congress Friday that the agency was again reviewing emails related to Clinton’s personal server, after it learned of additional information that might be relevant to the case.
Comey sent a letter to key members of Congress informing them that although the FBI had previously announced the completion of its investigation into Clinton’s email server, new information had prompted additional review.
“In connection with an unrelated case, the FBI has learned of the existence of emails that appear to be pertinent to the investigation,” Comey wrote in a letter released Friday.
Investigators came across the emails while looking into a completely separate criminal matter — former Rep. Anthony Weiner’s alleged “sext” messages to an underage girl in North Carolina. Weiner, a Democrat from New York, is married to Huma Abedin, one of Clinton’s most trusted aides, and investigators found what Comey described as “emails that appear to be pertinent” to the Clinton probe on at least one electronic device used by both Weiner and Abedin.
According to a law enforcement source familiar with the matter, federal authorities looking into the Weiner matter first discovered the emails weeks ago. The process that followed was a complicated one, with lots of back and forth over how to handle the situation and whether the FBI needed to get a warrant in order to review the newly discovered emails.
The Clinton email investigators ultimately put together a summary of the situation and presented it all to Comey on Thursday, after which he agreed that the Clinton email investigators should seek a warrant to review the newly discovered emails.
In his letter Friday, Comey said the review would be carried out “to determine whether they contain classified information, as well as to assess their importance to our investigation.”
“[W]e don’t know the significance of this newly discovered collection of emails,” Comey wrote to FBI personnel in an internal message later in the day.
It’s unclear how long the review process will take, according to Comey.
During a House hearing last month, Comey was asked if he would “re-open” the Clinton investigation if “relevant and substantial” information was uncovered.
In conversations with FBI counterparts hours before Comey disclosed that the FBI was hoping to review the emails, Justice Department officials emphasized that the department has long steered clear of taking such investigative actions close to an election if those actions could potentially influence the outcome of an election, sources familiar with the matter told ABC News.
Justice Department officials were also concerned about the planned disclosure because the FBI had yet to review the newly discovered emails.
“We don’t know what this is yet,” one source said, adding that no one knows if “there is any ‘there’ there.”
But Comey “decided to move forward anyway,” another source said.
Comey told Congress of the decision in a letter Friday afternoon, later saying he felt compelled to do so because he had previously assured lawmakers and the public that the FBI investigation was “completed.”

GERMANY – Islamic State claims responsibility for fatal stabbing in Hamburg
Hamburg::A follower of Islamic State was responsible for a stabbing attack on two youths in the German city of Hamburg two weeks ago, the militant group’s Amaq news agency said on Sunday.
In the incident, the unknown perpetrator attacked a young couple sitting under a bridge at the Alster river in downtown Hamburg. He stabbed the 16-year-old man repeatedly from behind and kicked his 15-year-old female companion into the river.
The stabbing victim died of his injuries shortly afterwards in hospital while the young woman managed to escape.
“A soldier of the Islamic State stabbed two individuals in Hamburg city on the 16th of this month,” Amaq said. “He carried out the operation in response to calls to target the citizens of coalition countries.”
A police spokeswoman in Hamburg declined to comment on Islamic State’s claim and only referred to an earlier statement the police issued shortly after the attack.
According to that statement, the attacker was of “southern appearance”, aged between 23 and 25 years and had a designer stubble.
The background of the act is unknown and the subject of investigation, police said back then.
Experts say it is not clear how close the connection is between groups and individuals proclaiming allegiance to the Islamic State militant group.
The Islamist organization is increasingly under pressure from regional and international forces in its Middle East heartland of Syria and Iraq.

“Australia has unveiled tough new plans to bar any asylum seekers who try to reach the country by boat from ever being able to enter.
The lifetime ban on visas would apply even to those travelling as tourists, for business, or who married an Australian.
Prime Minister Malcolm Turnbull said the move would send “the strongest possible signal” to people-smugglers.
The proposed ban is to be put to parliament later this week.
Australia transports asylum seekers who arrive by boat to off-shore processing centres in Nauru and Papua New Guinea’s Manus Island.
Even if found to be genuine refugees, they are already blocked from being resettled in Australia. They can either return home, be resettled on Manus or Nauru, or go to a third country.
‘Battle of will’
The new legislation would apply to all those sent to Nauru and Manus from 19 July 2013, including those who have returned home, and anyone who arrives in the future. Children, however, would be exempt.
“This is a battle of will between the Australian people, represented by its government, and the criminal gangs of people-smugglers,” Mr Turnbull said.
“You should not underestimate the scale of the threat. These people-smugglers are the worst criminals imaginable. They have a multibillion-dollar business. We have to be very determined to say no to their criminal plans.”
He added: “If they seek to bring people to Australia those passengers will never settle in this country.”
The law will directly affect about 3,000 adult refugees being housed on Manus, Nauru or in Australia undergoing medical treatment.
Australia’s Labor opposition says it is yet to decide whether to back the new law.
Australia has been repeatedly criticised for its tough policy on refugees and asylum seekers.
Earlier this month, a report by Amnesty International compared its camp on Nauru to an open-air prison.

SAUDI ARABIA – Terror plot targeting Saudi-UAE football match foiled
JEDDAH: Authorities have thwarted a terror plot targeting a football game between the Saudi and UAE national teams in Jeddah earlier this month, the Ministry of Interior revealed on Sunday.
Ministry spokesman Maj. General Mansour Al-Turki said the authorities arrested two Pakistanis, a Syrian and Sudanese who were part of the plot to explode a bomb-laden vehicle at the Al-Jawhara Stadium (King Abdullah Sports City Stadium) in Jeddah as thousands of spectators were attending the football match on October 9, 2016.
Al-Turki said police have also arrested a four-member terrorist cell in Shaqra province in Riyadh region.

Saudi says foiled plot to bomb World Cup qualifier
RIYADH: Saudi authorities said Sunday they had foiled a plot to bomb a football stadium during a World Cup qualifying match and dismantled two “terrorist” cells linked to the Islamic State group.
The interior ministry said in a statement that four suspects from each cell had been arrested.
One of the cells had planned to park a bomb-laden vehicle outside Al-Jawhara stadium in the Red Sea city of Jeddah during an October 11 World Cup 2018 qualifying football match between Saudi Arabia and the United Arab Emirates, the ministry said.
Its members were two Pakistanis, a Syrian, and a Sudanese, the ministry said, without providing further details of the plot or arrests.
The other group had been plotting attacks against security forces and its members had received orders from an IS leader in Syria, the ministry said.
Its alleged members were based in Shaqra, northwest of Riyadh, and are all Saudis, the ministry statement said, adding that the suspects had all confessed.
Six other Saudis were detained and were being questioned over alleged links to the cell, it said.
Since late 2014, IS has claimed a series of bombings and shootings against Shias in the Sunni-majority kingdom, as well against security forces.
In another statement, the interior ministry published a list of nine suspects — eight Saudis and a Bahraini, wanted for their alleged involvement in “terrorist” acts in the eastern provinces of Qatif and Dammam, home to most of the kingdom’s Shia minority population.
The suspects were allegedly involved in attacks against civilians and members of the security forces, the statement said.
It urged the suspects to surrender and offered financial rewards for those who could provide information leading to their arrests.
Eastern areas have seen repeated security incidents since 2011, when a wave of protests began among Shias demanding reform in the Sunni-majority kingdom.
IS leader Abu Bakr al-Baghdadi has called for attacks against Saudi Arabia, which belongs to the US-led coalition bombing the militants in Syria and Iraq.

“AN INFLUENTIAL Sharia court has been accused of “protecting wife-beating men” by interfering with criminal proceedings.
The Muslim Arbitration Tribunal (Mat) in Nuneaton, Warwickshire, has come under fire amid accusations of “sabotaging” criminal proceedings relating to domestic violence.
The Nuneaton Mat is one of the most influential Sharia courts in Britain, ruling on disputes between members of Muslim communities. On the tribunal’s website it states that it can make submissions to ask the Crown Prosecution Service (CPS) to reconsider criminal charges brought against men accused of domestic violence.
The Mat says it aims to provide reconciliation between parties where charges for criminal assaults relating to domestic violence have been brought forward.
“The parties can ask MAT to assist in reaching reconciliation which is observed and approved by MAT as an independent organisation,” the website states.
“The terms of such a reconciliation and then be passed by MAT on to the Crown Prosecution Service (CPS) through the local Police Domestic Violence Liaison Officers with a view to reconsidering the criminal charges.”
But critics have accused the Sharia court of protecting violent men by sabotaging criminal proceedings and encouraging women to “reconcile with abusive partners”.
Earlier this year the Government launched an inquiry into Sharia Courts in Britain over their treatment of women.
A statement by women’s rights group Southall Black Sisters submitted as part of written evidence said: “The Mat, for example, actively involves itself in criminal proceedings on domestic violence, despite stating that it is unable to deal with criminal offences.
“It uses its position of power to persuade the CPS to drop charges and to encourage women to reconcile with abusive partners without reference to court orders they may already have or to risk assessments and safety planning.”
The group said Sharia councils are “highly arbitrary decision making forums that use dominant, patriarchal and authoritarian interpretations of Muslim codes”.
Sharia, the Islamic legal system based on the Koran, is equivalent to state laws in some Middle Eastern countries. In Britain Sharia law does no supersede UK law.
Sharia councils in the UK are only allowed to operate on a voluntary basis and both parties must consent to the mediation services. Mats have no enforcement powers.
But the tribunals have been accused of unfair treatment of women on various occasions.
Their rulings legitimise forced marriages and issue divorce settlements that are unfair to women, according to its critics.
The parliamentary inquiry was launched by previous Home Secretary -now Prime Minister- Theresa May.
She said: “There is only one rule of law in our country, which provides rights and security for every citizen.
“This review will help us better understand whether, and the extent to which, sharia is being misused or exploited, and make recommendations to the Government on how to address this.”
The inquiry is due to hear from witnesses this week.
Former director of prosecutions Lord Macdonald has expressed concern over the dangers of allowing Sharia councils to deal with cases of domestic violence.
He said: “When a formal criminal charge is laid it is not appropriate for an extrajudicial institution to bring the victim and her alleged attacker together to seek a ‘resolution’ beyond the control of the UK courts and certainly not where that institution itself has a questionable approach to the rights of women and to their supposed place in society.”
“Women have been struggling for justice in domestic violence cases for decades. We need to support them rather than trapping them in blind alleys designed to contain them.””

If the legal system in Denmark is anything to go by, being an accessory to murder is just fine. Attackers are protected to the hilt; their victims are left unprotected and fined.
In February 2015, the terrorist Omar El-Hussein murdered Danish film director Finn Nørgaard in front of café Krudttønden in Copenhagen. Later that night, he killed a Jewish guard in front of the Copenhagen synagogue. Danish police shot and killed El-Hussein during the subsequent manhunt.
Four men assisted El-Hussein after he killed the film director: They helped him get rid of the murder weapon, gave him fresh clothes and bought him a new bag, which he used to store the gun used to kill the Jewish guard. They also met with him several times in different places around Copenhagen in the five hours leading up to the murder of the Jewish guard. One of those places was an internet café, where El-Hussein googled for information about the synagogue. The four men were charged with complicity in the terrorist act against the synagogue.
At the end of September, the Danish District Court acquitted all four of the terrorism charge. The district court found no evidence that the men knew of El-Hussein’s plans to attack the synagogue, when they met with him after his attack at Krudttønden. Instead, the four men were convicted of minor charges, such as threats and violence against prison staff, weapons possession in particularly aggravating circumstances, and possession of illegal ammunition. Three of the men were free to go after the sentencing, as their 18 months in custody meant that they had already served their sentences, which were sixty days, six months, two and a half years and three years respectively. One of the four men has already declared his intention to sue the Danish state for damages amounting to 1 million Danish kroner (USD $150,000) for the 18 months he spent in custody. The prosecution has decided that it will not appeal the verdict, which is therefore final.
UK – Chelmsford sex gang trial: Court hears alleged victim was lying ‘because defendant has small penis’
A woman who claimed she was given drugs and raped by the ringleader of an alleged Iranian sex gang when she was a child was lying because she told police he had a big penis when it is in fact “very small”, a court heard.
Now in her 20s, the woman, who cannot be named for legal reasons, was being cross-examined at Chelmsford Crown Court yesterday (October 27) regarding allegations against former pizza shop worker Mohammed Rostami.
She says the 37-year-old man was the head of a sex gang that groomed young girls while he worked at CM Pizza on Duke Street in Chelmsford, the court heard.
Cross-examining the woman Janick Fielding, defending, said: “In the interview you have given to police you have said quite a few things about Mohammed Rostami.
“In particular, what I want to ask you about is where you have said things about him having sex with you and where you have told us he has taken you to other people to have sex or arranged and I want to ask about when you have said he has given you drugs.”
Mr Fielding went on to suggest that the alleged victim was making the allegations up and that Rostami had never had sex with her.
He highlighted discrepancies between descriptions she gave of Rostami in different interviews and pointed out other details which he said were incorrect.
He said: “I’m going to suggest that when you did know him, you did not know him well. He was just a person you saw at the pizza place.
“In one interview, you described him as being related to the others [defendants].
“He is not related to anyone in this case.”
The woman replied: “He might not be but that’s what he told me.”
Mr Fielding continued: “In your interview, you said he made pizzas and delivered pizzas. I’m going to suggest to you that he was actually a kebab chef.
“You described in an interview that he owned a number of shops. A barbers, an African shop, and at one point, most of the shops on Duke Street.
“He only ever owned the barbers and that was in 2012.
“I’m suggesting he never owned any of the other shops.”
Mr Fielding outlined various physical descriptions the woman had given of Rostami across different police interviews.
He said: “You said he always wore Prada shoes then later you said he always wore Air Max trainers.
“In the second interview you said he had a small mole somewhere on his face that comes out.
“He has got a mole on his face but he’s never had a mole that comes out.
“You said he always wore baggy trousers and always had gold jewellery on and in the fourth interview you said he always wears tracksuits.
“Do you remember him having an injury? Do you remember, around the time you were 13, any injury or operation he had?”
The alleged victim said she didn’t.
Mr Fielding said: “At that time he had been stabbed in the hand and his hand was in a bandage.
“From that time on his left hand was scarred and deformed. He has limited use. If you had been close to him you would have realised he had an injury on his left hand.”
The woman said: “To be fair, back then, most of the time I was off my face on drugs.”
Mr Fielding then explained that Rostami had a son from a previous relationship’s name tattooed on this inside of his wrist.
The alleged victim had said he didn’t have tattoos that she was aware of during a police interview.
Mr Fielding said: “You described Mohammed Rostami’s back as being hairy.
“It’s not hairy at all.”
The woman, who was behind screens, said he must have shaved or waxed his back.
Mr Fielding explained that Rostami had never had a hairy back because even if he had shaved it, there would still be follicles.
He continued: “When asked, you said to police that he has quite a big penis.
“I am going to suggest he has a very small penis.”
The woman replied: “I was 13. As far as I remember it was big.”
Mr Fielding also pointed out the fact the woman had said Rostami had hair around his genitals when in actual fact he doesn’t.
Continuing to cross-examine the first alleged victim, he pointed out various other discrepancies between interviews with dates, places and details.
He said: “Did you lie to police during interviews in relation to this case?”
The court then heard how the woman said during the interview that the last time she saw Rostami was the Saturday, April 5, 2014, a few days before she first made the allegations.
Mr Fielding said: “Mohammed Rostami had been in Iran with his wife and kids for three weeks.”
The victim said she was 100 percent sure she had seen Rostami.
Mr Fielding suggested that the alleged victim was hanging around Essex Pizza and CM Pizza in 2009, rather than 2006 as she suggests.
She said: “It was much earlier. I was 16 when I got moved to Ilford and it was before that.”
Mr Fielding replied: “I am going to suggest CM Pizza did not exist at all until the very end of 2008.”
Rostami, 37, of The Renown, Shoebury and Medhi Zare, 32, of Lupin Drive, Chelmsford are standing trial alongside Amin Kaveh, 35 of The Renown, Shoebury, taxi drivers Mohammed Zarei, of Delamere Road, Chelmsford and Mehdi Khashi of Rookes Crescent, Chelmsford.
Rostami is charged with two counts of sexual activity with a child, one count of causing or inciting sexual exploitation of a child, one count of rape and three counts of supplying a controlled drug.
Kaveh is charged with three counts of supplying a controlled drug, one count of sexual assault, three counts of rape, one count of causing or inciting prostitution and one count of controlling prostitution.
Zare is charged with three counts of sexual activity with a child, one count of arranging or facilitating sexual exploitation of a child, and three counts of supplying a controlled drug.
Khashi and Zarei both face a single count of rape.
Rostami, Zare and Kaveh have already pleaded guilty to supplying drugs to the women, but all five deny the sex offence charges.
The trial, which is expected to last for four weeks, continues.

Eric Schmidt, executive chairman of Google’s parent company Alphabet, wanted to be “head outside advisor” to the Hillary Clinton campaign, according to Clinton campaign chairman John Podesta in an email released by WikiLeaks.
WikiLeaks has continued to reveal Schmidt’s cozy relationship with the Clinton campaign. In a previously leaked email, a memo showed that Schmidt was working directly with the Clinton campaign on setting up various backend features to their website.
In an April 2014 email from Podesta to Clinton campaign manager Robby Mook discussing the launch of Hillary’s campaign, Podesta describes how much Schmidt wants to work with the campaign.
“I met with Eric Schmidt tonight. As David reported, he’s ready to fund, advise recruit talent, etc. He was more deferential on structure than I expected. Wasn’t pushing to run through one of his existing firms. Clearly wants to be head outside advisor, but didn’t seem like he wanted to push others out,” Podesta wrote. He added, “Clearly wants to get going. He’s still in DC tomorrow and would like to meet with you if you are in DC in the afternoon. I think it’s worth doing. You around? If you are, and want to meet with him, maybe the four of us can get on the phone iN the am.”
Cheryl Mills was copied on the email and let Podesta know that Mook wouldn’t be able to make the call that day because he was in Australia. Mook said that she was correct but would love to talk to Schmidt eventually.
Podesta wrote back: “The thing [Schmidt] really pressed me hard on was geography. Very committed to the idea that this be done in a city where young coders would want to be, preferably outer borough NYC. Thought No Cal was priced out of the market and too into itself. Thought DC lacked talent in this arena.”
The Clinton campaign ended up putting their headquarters in Brooklyn, an outer borough.
In another email released Sunday by WikiLeaks, Tina Flourney, Bill Clinton’s personal chief of staff, said in February 2015 that Schmidt asked to meet with President Clinton and that they would do so on Friday.
Flourney later wrote in the email chain, “it is about the business he proposes to do with the campaign. He says he’s met with [Hillary Clinton].”
Podesta responded, “Yup. I’ve talked to him too. Robby is in touch with his team. I see no harm in [Bill Clinton] seeing him.” Flourney replied, “FYI. They are donating the Google plane for the Africa trip.”
Google has not responded to questions about Schmidt’s role with the Clinton campaign.

Wie am Freitag aus Regierungskreisen verlautete, stellt der Bund den Ländern zusätzlich zu den bereits gewährten Erstattungen zur Kompensation der Asylbewerberleistungen 2,55 Milliarden Euro für dieses und 1,16 Milliarden Euro für das kommende Jahr über die Umsatzsteuer zur Verfügung. Nächsten Mittwoch ist diese nochmalige Entlastung der Länder im Kabinett. Insgesamt erhalten die Länder und Kommunen damit im Zuge der Flüchtlingskrise allein in diesem Jahr 9,5 Milliarden Euro zusätzliche Hilfen vom Bund. Bis einschließlich 2020 werden es den Planungen zufolge insgesamt 24,5 Milliarden Euro sein.
Die Bundeskanzlerin und die Regierungschefs der Länder hatten im September vergangenen Jahres beschlossen, dass sich der Bund von Januar 2016 an von der Registrierung bis zur Erteilung eines Bescheides durch das Bundesamt für Migration und Flüchtlinge (Bamf) an den Ausgaben der Länder beteiligt. Die Länder bekommen 670 Euro je Asylbewerber und Monat. Der Bund hat den Ländern vorab rund drei Milliarden Euro für dieses Jahr überwiesen. Zur Ermittlung der tatsächlich anfallenden Kosten der Länder wurde die Durchführung einer „personenscharfen Spitzabrechnung“ vereinbart. Als Grund für den nun ermittelten finanziellen Nachschlag werden länger als erwartet laufende Anerkennungsverfahren durch das Bamf genannt.
Die Spitzabrechnung liegt nun für die Monate Januar bis August vor. Auf deren Basis gibt es die neue Abschlagszahlung für die restlichen Monate des laufenden Jahres und für 2017. Im Abschlag des Bundes von 1,16 Milliarden Euro für das kommende Jahr zeigt sich der starke Rückgang der Flüchtlingszahlen. Der Bund entlastet Länder und Kommunen mit unterschiedlichen Maßnahmen: Dazu zählen etwa zusätzliche Mittel für unbegleitete minderjährige Flüchtlinge, Gelder für den Ausbau von Kindertagesstätten, die Übernahme der Kosten der Unterkunft für anerkannte Asylbewerber und die Integrationspauschale.
