I know about this because I stopped significant municipal issues through referendums.
What is needed would be for citizens to go door-to-door with a request for referendum form that the citizens sign with their name, address, phone no….
The municipal laws state a referendum on the issue will be held if sufficient number of signatures on the request is met.
And then you have the referendum signing at City Hall which requires a minimum of signatures to win.
