I had Google Translate turn the text on the image into English

The Russian translates into Happy Victory Day, and below, you see it say Adolph Hitler but upside down.
Soviet victory day was May 8th officially. So it’s reasonable that the banner would grace the Russian Embassy still today on the 13th.
But as I listen through the audiobook version (Available free on YouTube) of The Gulag Archipelago, The Soviet Union Vs. The Nazis are a distinction without a difference. Russian defeat of the Nazis ok. But what is the Russian leadership signalling here?
