Axios on Monday night warned that US allies are preparing for the possibility of war over Taiwan.
A war between the U.S. and China over Taiwan would be a nightmare scenario for America’s allies in the Pacific, but it’s becoming increasingly clear what roles they might play if one breaks out.
The big picture: French President Emmanuel Macron declared last month that Europe should not get “caught up in crises that are not ours,” such as the escalation over Taiwan sparked by U.S.-China rivalry. U.S. allies in the region don’t have that luxury.
The U.S. has no formal commitment to defend Taiwan, but President Biden has repeatedly said that Washington would intervene.
A Taiwan crisis could take several forms short of an all-out invasion — a blockade, cyber warfare, or attacks on offshore islands. In any contingency, U.S. allies in the region would play a critical role.
Driving the news: Philippines President Bongbong Marcos visited the White House today, shortly after the largest-ever version of annual U.S.-Philippines military drills. For the first time, the war games focused in part on securing the 7o-mile wide channel between the Philippines’ northern islands and Taiwan.
As U.S. and Filipino forces rehearsed for potential conflict with China, Chinese Foreign Minister Qin Gang visited Manila and urged the Philippines — a U.S. treaty ally that moved closer to Beijing under Marcos’ predecessor, Rodrigo Duterte — against “picking sides.”
Earlier this year, Marcos granted the U.S. access to four new bases, three of which are in the north and face Taiwan.
Beijing’s ambassador to Manila, Huang Xilian, declared in April that Washington clearly planned to use the bases to “interfere in the situation across the Taiwan Strait.” Huang accused the Philippines of “stoking the fire” rather than prioritizing the security of its 150,000 overseas workers in Taiwan — comments some interpreted as a veiled threat.
Ahead of his visit to Washington, Marcos said the bases were for collective defense not “offensive operations,” and his country will not become a military “staging post.”
Asked whether the U.S. could use the bases in the event of war with China, a senior U.S. official told reporters Sunday, “We’re careful not to go through scenarios in public.”

European health officials have advocated portfolio diversity to help fight different variants
A proposed deal between BioNTech/Pfizer and the EU for about 70mn Covid-19 shots a year until 2026 threatens to push rivals Moderna, Novavax, and Sanofi out of the market, risking the regional prevention of Covid-19 being left to just one product.
The bloc is negotiating an amended deal with Pfizer despite the European public prosecutor opening a criminal investigation into their original agreement. The fresh proposal includes a new provision for member states to pay half price — about €10 — for each cancelled dose, according to people close to negotiations, who also confirmed the annual 70mn figure. The newer contract would allow the EU to upgrade to newer vaccines tailored to any future variants, two of those people said.
Poland and some other central European countries are refusing to sign the amended deal because they do not want to pay for cancelled doses, according to two of the people. But if these holdouts can be persuaded, a revised deal would highlight the near-monopoly status enjoyed by BioNTech/Pfizer across the bloc.
Health officials, including European Medicines Agency chief Emer Cooke, have been clear they believe portfolio diversification is crucial to hedge against any resurgence of the virus, or the emergence of new variants.
A revised agreement between the bloc and BioNTech/Pfizer would also pose an existential question for other drugmakers’ Covid-19 vaccination programmes. Rivals’ order books with the EU have been significantly smaller throughout the pandemic.
“If [BioNTech/Pfizer] supply around 70mn doses per year for the next few years, that’s pretty much the totality of the market,” said one person familiar with the negotiations.
Pfizer declined to comment, citing confidentiality, as did the Commission. Pfizer said discussions had been conducted “in good faith by all parties” and that it was committed to finding “pragmatic solutions” to address public health.
Both Sanofi and Novavax previously committed to orders with the EU that were much smaller than the headline numbers announced, people familiar with the matter said. About 90 per cent of doses delivered have since sat unused in warehouses, with a large proportion being destroyed, or slated for destruction. This is because they either passed their expiration dates, or there was no demand for them, according to multiple European officials.
Sanofi insisted that its doses were not being destroyed and the 60mn doses it has delivered to EU countries were being used or would be used in autumn vaccination campaigns. The Paris-headquartered company said it was “confident” its vaccine remained a “valuable option”.
Novavax, whose share price has tanked 97 per cent from 2021 highs after warning of “substantial doubts” over its future, ran into significant manufacturing issues and ended up delivering doses with less than three months’ shelf life in 2022, people familiar with the matter said. Another said that the US drugmaker replaced the doses that had expired for free.
A Novavax spokeswoman said it was “not uncommon for more vaccine doses to be made available than are ultimately?used before reaching their expiration date. This has been the case during the pandemic, which by its nature, is unpredictable”. Novavax was “committed” to continuing to deliver its vaccine, she added.
Meanwhile, Moderna’s doses have all been delivered and no new EU deal is in effect, according to a person familiar with the company.
Moderna said in a statement: “There must be a diversified supply of vaccines to mitigate future variants of concern and ensure adequate and mitigated supply.
”
The new EU negotiations come as the European public prosecutor is investigating texts between Ursula von der Leyen, president of the European Commission, and Pfizer’s chief executive, Albert Bourla, before the deal was done. Brussels has refused to publish those messages.

May 2 (Reuters) – The United States plans to announce as soon as Wednesday a new $300 million military aid package for Ukraine that will for the first time include a short-range air-launched rocket, two U.S. officials said.
The Hydra 70 is an air-launched unguided rocket made by General Dynamics (GD.N). The rockets are typically launched from pods attached to aircraft.
The rockets could help Ukraine weaken Russian ground positions and provide advancing Ukrainian ground forces with air support as Kyiv plans a spring offensive.
The package includes 155-mm Howitzer cannons, according to the officials who spoke on condition of anonymity.
In addition, HIMARS and Howitzer cannon ammunition, TOW anti-tank missiles and mortars will be sent, the officials said.
Demolition equipment and trucks are another part of the package, they said. They warned the package was still being finalized and could change.
The package would be funded using Presidential Drawdown Authority, or PDA, which authorizes the president to transfer articles and services from U.S. stocks without congressional approval during an emergency. The material will come from U.S. excess inventory.
The security assistance package would be the 37th approved by the United States for Ukraine since the Russian invasion in February 2022, for a total of nearly $36 billion. It comes as Congress and the White House squabble over how best to avoid a catastrophic default on the nation’s debt, with many Republicans demanding sharp cuts in domestic spending in exchange for lifting the debt limit.
However, members of both parties insist they support continued aid for Ukraine including top Republicans House Speaker Kevin McCarthy and Mitch McConnell, the top Republican in the Senate.

The much-touted and anticipated spring counteroffensive by the Ukrainian army is still on hold, and according to both Ukraine military and Western officials, it’s all due to mud. And yet, the White House has still offered an upbeat assessment of how Ukraine is fairing militarily. US National Security Council spokesman John Kirby only yesterday declared of Russia’s offensives against key holdout towns in Donetsk and Luhansk, “Most of these efforts have stalled and failed.” He asserted that “Russia has been unable to seize any real strategically significant territory.”
So Kirby paints a picture of a teetering Russian army, and still there’s no counteroffensive on the horizon. “But for the moment, they are barely moving forward, stalled not by ferocious Russian attacks, but by an enemy no less tenacious: the viscous central Ukrainian mud,” The New York Times wrote Monday. A Ukrainian officer interviewed by the Times acknowledged that “Until the weather improves, there will be no counteroffensive.” This is because: “the vehicles will get stuck and then what will we do if the shooting starts?”

NYT – Ukraine Wants to Push Forward. Not So Fast, Says Its Black Soupy Mud.
The unusually wet ground is one obstacle that the Ukrainian military, for all of its ingenuity, is finding difficult to overcome as it prepares for a counteroffensive against Russian forces.
The troops of Ukraine’s 43rd Separate Artillery Brigade have just about everything they need to begin the expected spring counteroffensive. They are well rested, have plenty of ammunition and are now in possession of several advanced German-made self-propelled howitzers, which have replaced their old Soviet artillery pieces.
But for the moment, they are barely moving forward, stalled not by ferocious Russian attacks, but by an enemy no less tenacious: the viscous central Ukrainian mud.
“Until the weather improves, there will be no counteroffensive,” said a lieutenant with the brigade named Serhii. “The vehicles will get stuck and then what will we do if the shooting starts?”
Deep and black, with a consistency similar to a mixture of cookie dough and wet cement, the spring mud is one obstacle that the Ukrainian military, for all its ingenuity, finds difficult to overcome. It jams weapons and steals the boots from soldiers’ feet. Wheels and treads spin and spin, only digging military vehicles deeper into the mire.
Serhii made the decision to pull all of the new Panzerhaubitze 2000s from the field, for fear that the 60-ton howitzers would be unable to escape should they come under fire. Last week, one had to be towed when it became stuck in the mud. Over the weekend, at the unit’s rear position in southeastern Ukraine’s Zaporizhzhia region, troops were busy scraping off a heavily caked layer of sludge from treads and armored plating.
Ukraine is under pressure to launch a counteroffensive and avoid a stalemate that could last through 2023 or longer. Failure to make some progress in the war, by recouping stolen land or inflicting serious damage on Russian forces, could harm morale and test the patience of Ukraine’s western backers.
The Zaporizhzhia region, half-occupied by Russian forces, and with vast farm fields leading down to the Azov Sea, is considered a likely area for Ukraine’s big push. But among all the variables commanders must consider before launching the attack, the weather may be the most unpredictable.
Ukraine is counting on the heat of late spring and summer to dry the ground into firm pavement — ideal for the heavy tanks and artillery pieces that will be central to the counteroffensive. But when that will happen is anyone’s guess. The spring rains have been much more intense this year than normal. The heavy downpours in Zaporizhzhia over the last few weeks have turned the battlefield into a gelatinous soup.
“This has been an unusual spring,” a commander with the brigade said. “There has never been this much rain before.” He identified himself by his call sign, Kubik; like other Ukrainian commanders, he spoke on the condition that his full name not be used, for security reasons.
The 43rd Brigade received delivery of the heavy Panzers from Germany and the Netherlands over the winter. After several weeks of training in Germany, the brigade has spent the last few months getting acclimated to the advanced artillery system on the battlefields in this region.
The German howitzer is superior in many ways to the Soviet-made Peony artillery system it replaced. It is full of bells and whistles like an electronic targeting system and automatic loading, allowing soldiers to rapidly fire a volley of shells in less than half the time it would have taken to fire one shell on the old system.
It is also safer. Soldiers ride within an armored capsule, which the men said had withstood direct hits by mortars and indirect fire from an array of artillery shells. The Peony, which Russia’s forces also possess, had no armor, and soldiers would ride on top, exposed to whatever the Russian side could throw at them.
Russia has modernized versions of Soviet-made self-propelled howitzers, though Ukrainian troops said they more often faced off against older Soviet weapons systems, particularly multiple-rocket launchers like Grads or Hurricanes.
Russian artillery also occasionally get stuck, but because of its metal, claw-like tracks, the Peony actually performs better in muddy conditions. The Panzers delivered to the Ukrainian unit have rubber treads that are better for flat, hard surfaces, troops said.
In the right conditions, the Panzer is fast and maneuverable, allowing soldiers to fire off a few rounds and then scoot away before the Russian side returns fire. A howitzer commander who uses the call sign Boychik said it was “like the difference between a Zhiguli and a Mercedes,” referring to a cheap, Soviet-era car.
But the howitzer is also delicate. Its sensitive electronics go haywire when exposed to moisture or dirt. The soldiers have to put on special booties or slippers when they go inside to avoid tracking in mud, and each vehicle comes with its own vacuum cleaner. In Germany, soldiers said, the howitzers had their own climate-controlled garages where they were stored when not in use — conditions clearly not available on the Ukrainian battlefield.
“The Panzer really loves cleanliness,” said Mykola, a young artillery commander. He and his men were struggling to clean out the barrel of their mud-encrusted howitzer with a long metal brush like a chimney sweep. “If you fire off two full loads of ammunition, you need to spend a day servicing it,” he added.
On the battlefield, the Panzers have performed well so far, the muddy conditions notwithstanding. The day before they were called to their rear base because of the weather, Mykola said his team had scored two direct hits on a Russian tank and taken out some infantry.
Russian forces typically blanket an area with artillery fire, he said, hoping to hit something in a massive barrage. His team often achieves better results with fewer shells, he said.
“Of course, we’re all waiting for the counteroffensive,” Mykola said. “Only forward.”
Looking around at the thick mud, Yuri, one of his teammates, gently chided him: “But where are you planning to go?”

Hanson is a wise man and his point here is well made. FOX News is already seeing its ratings collapse as a result of the decision.

Carlson’s documentary was set to expose Trudeau’s authoritarian use of force against the Freedom Convoy protesters who took to the streets of Ottawa and other Canadian cities.
Following Tucker Carlson’s sudden departure from Fox News last week, the network has decided not to air a documentary in which the host weighed in on Prime Minister Justin Trudeau’s crackdown on Freedom Convoy protesters.
Carlson’s documentary was set to expose Trudeau’s authoritarian use of force against the Freedom Convoy protesters who took to the streets of Ottawa and other Canadian cities to protest the Liberal government’s measures against vaccination requirements and lockdowns.

Video captured a mob in Oakland, California, brutally beating a man unconscious and then continuing to pummel his lifeless body.
The video was posted by PPV-TAHOE on Monday, May 1 and allegedly took place last week.
In the video the man is seen being rushed by several men. The men knock the victim out then continue to kick him, pummel him, and beat his stomach. The man is barely moving. He is bleeding out of the mouth.

Non-Law Enforcement Agencies Like IRS and EPA Spend Billions on Guns and Ammo, Watchdog Says

Federal agencies such as the Internal Revenue Service and the Environmental Protection Agency have spent nearly $4 billion in taxpayer funds on guns, ammunition, and other “military-style equipment,” a watchdog group found.
Since 2006, “76 rank-and-file agencies” outside “traditional law enforcement entities” or the Department of Defense spent $3.7 billion on “guns, ammunition, and military-style equipment,” according to watchdog group Open the Books’s summary of its report. These agencies include the National Institutes of Health, NASA, the Environmental Protection Agency, and the Small Business Administration, among others that historically have played little to no role in law enforcement activities.
Federal agencies have ramped up spending on weapons and ammunition under the Biden administration, according to data provided to the Washington Free Beacon. The IRS has seen its annual spending on these items nearly double since 2020, while the whole federal government has seen a 60 percent increase over the same period.
The report comes as the Biden administration works to hire 87,000 new IRS employees, raising alarms across the country that the government is stepping up its tax enforcement of rank-and-file Americans. Republicans have sounded the alarm on this policy and others like it as examples of the federal government being “weaponized” against the American people.
This weaponization is part of a longer pattern, according to Open the Books founder and CEO Adam Andrzejewski.
“A culture of militarization has permeated across the federal bureaucracy,” Andrzejewski said in a statement. “In many cases, these agencies are stockpiling the very weapons some politicians seek to ban citizens from owning.”
The IRS is now known to have spent a total of $35.2 million on various weapons since 2006, including about $725,000 on ammunition in 2022 alone. The agency’s weapons purchases peaked in 2020 and 2021, when the government authorized the tax agency to purchase “$10 million in weaponry and gear.”
Around 2,100 IRS agents have “firearm authority,” and around 600 more will be given this power as the tax collection agency expands as part of the Biden administration’s budget. Prior to a COVID-era budget increase, the IRS “owned 4,500 weapons, including AR-15 rifles, submachine guns, and 5 million rounds of ammunition,” the report found. The IRS is now the general size of the 50 largest police departments in America.
“It’s not only the IRS, but dozens of other rank-and-file administrative federal agencies,” Andrzejewski said. “So, just who are they preparing to battle?”
NIH’s internal police force includes 105 officers, which is larger than 95 percent of the police departments across the United States, according to the report. “This includes sophisticated training, night vision equipment, and weaponry,” Open the Books noted.
The Office of Assistant Secretary for Health also “is involved in the purchase of $100 million in guns, ammunition, and military-style equipment,” the organization found.
The federal government now employs more than 200,000 agents with “arrest and firearm authority,” according to the report.
The IRS and the NIH did not respond to requests for comment.

Turkey released new details Monday about its successful operation against the Islamic State’s global chief, saying he died by setting off a suicide vest to avoid being detained.
President Recep Tayyip Erdogan announced Sunday the death of the “suspected leader of Daesh, codename Abu Hussein al-Qurashi”.
Turkey’s Anadolu state news agency gave his full name as Abu al-Hussein al-Husseini al-Qurashi, saying he joined IS in 2013 and quickly rose through the jihadist group’s ranks.
Turkish media also released images of a fenced-off building in the middle of a field where it said Qurashi was hiding in Syria’s Afrin province.
A section of the two-story house was sheared off, apparently from blasts.
The Islamic State announced the death of its previous leader, Abu Hasan al-Hashimi al-Qurashi, on November 30.
Anadolu said Turkey’s MIT intelligence agency conducted a four-hour operation during which it located and surrounded al-Hussein al-Husseini on Saturday.
MIT agents blasted apart a stone wall that surrounded the house, before entering it through a rear entrance and side windows.
Al-Hussein al-Husseini set off his suicide vest when he realised he was about to be captured, Anadolu said, adding that no Turkish operatives were killed or injured.
An AFP correspondent in northern Syria said the operation had targeted an abandoned farm that was being used as an Islamic school.
Turkey has deployed troops in northern Syria since 2020, and controls entire zones with the help of Syrian proxies.
At its height, when it controlled swathes of Iraq and Syria, the IS group claimed responsibility for a series of attacks in Europe.
In October 2019, Washington announced it had killed IS leader Abu Bakr al-Baghdadi in northwestern Syria, and several of the group’s top commanders have since been killed in raids.
Despite having been driven out of much of the territory it once controlled, the group still launches attacks in Syria.
