The European Commission said on Wednesday that Lithuania had to allow Russian goods to be transported from Russia to Kaliningrad through Lithuanian territory.
The European Union on Wednesday said Lithuania had an obligation to allow the passage of sanctioned goods, with the exception of weapons, between Russia and its exclave of Kaliningrad.
While transit by road was not allowed, legal guidance released by the EU executive said that “no such prohibition exists for rail transport” from Russia to its outpost of Kaliningrad and that it could not be subject to an outright ban.
Russia threatened reprisals against the Baltic nation after Vilnius imposed strict restrictions on goods traveling across its territory, mainly by rail, arguing it was simply applying EU sanctions. Moscow demanded that Lithuania immediately lift the restrictions, and said it had brought its grievances to European authorities.
“We did not negotiate anything with Russia,” said EU spokesman Eric Mamer after the guidance was released.
The commission said Lithuania, like all EU countries, had an obligation “to prevent all possible forms of circumvention of EU restrictive measures”. This should be done through “targeted, proportionate and effective controls and other appropriate measures.”
Checks would survey any “unusual flows or trade patterns” that would indicate sanctions busting, it said.
Kaliningrad covers an area roughly half the size of Switzerland and is home to a little over one million people. Seized by the Red Army from Germany in the closing stages of World War II, it became separated from the Russian mainland following the break-up of the Soviet Union when Lithuania became an independent state.

DEUTSCHE PRAVDA – EU says Russia can transit sanctioned goods to Kaliningrad by rail
The European Commission said Russia can continue rail — but not road — transit of sanctioned goods to Kaliningrad as long as they don’t serve military purpose.
Russia may continue the transit of sanctioned goods destined for Kaliningrad through EU territory, a European Commission statement said.
The European Commission only stipulated that the goods not serve a military purpose.
“This guidance confirms that the transit of sanctioned goods by road with Russian operators is not allowed under the EU measures. No such similar prohibition exists for rail transport,” the statement said.
The European Commission added, “Member States are responsible for the implementation of sanctions. To ensure that they are implemented as effectively and consistently as possible, the Commission provides regular administrative guidance.”
Why is the European Commission weighing in now?
The statement on Kaliningrad comes after a row developed as Lithuania sought to enforce sanctions. In response, Russia complained that enforcing the EU’s sanctions was tantamount to a blockade of Kaliningrad, Russia’s heavily militarized Baltic territory that is separate from the rest of the country.
The European Commission said Russia can continue rail — but not road — transit of sanctioned goods to Kaliningrad as long as they don’t serve military purpose.
Earlier this week, Lithuania expanded its sanctions against Russia to include concrete, wood, alcohol and alcohol-based industrial chemicals. A government spokesman said it was merely a phase-in of previously announced EU sanctions coming into effect.
How has Lithuania reacted to the EU’s advice?
The Lithuanian Ministry of Foreign Affairs said in a statement that it would adhere to the advice given by the European Commission.
The statement noted that earlier policies blocking sanctioned goods were “more acceptable.”
“Kaliningrad transit rules may create an unjustified impression that the transatlantic community is softening its position and sanctions policy towards Russia,” Vilnius said.
How has Russia reacted?
Maria Zakharova, the Russian foreign ministry spokesperson, said the European Commission’s updated recommendation to Lithuania on the transportation of goods to Kaliningrad was a “manifestation of realism and common sense,” Russian state-run Interfax reports.

The Russian energy giant said it did not know if a turbine engine would be returned from Canada. Moscow announced earlier that the pipeline, which runs from Russia to Germany, was shut down for repairs.
Gazprom, Russia’s energy giant, said Wednesday that the functioning of Nord Stream could not be guaranteed even when a “critical” turbine for the pipeline returns from Canada where it is being repaired.
In a statement, the Russian state energy company said, “Gazprom does not have a single document to allow Siemens to take out of Canada the gas turbine engine currently being repaired there.”
The statement added, “In these circumstances, it is not possible to draw an objective conclusion about the development of the situation and ensuring the safe operation of the Portovaya station — a critical facility for the Nord Stream gas pipeline.”
Why is Nord Stream turned off right now?
On Monday, Nord Stream was shut with the official excuse of “repairs” given. The EU and Russian gas-dependent Germany in particular are now waiting to see if the pipeline will be turned back on.
Turbines for Nord Stream are being repaired at a Canadian site owned by German industrial firm Siemens.
Over the weekend, Canada agreed to deliver the turbines to Germany despite sanctions against Russia and appeals from Ukraine. On Monday, Canada’s ambassador to Kiev was summoned over the decision that Ukraine’s Foreign Ministry called “unacceptable.”
While the annual work was scheduled well in advance, political circumstances around Russia’s decision to invade Ukraine and the EU’s punitive sanctions in response have left Europe wondering whether the pipeline will go live again after repairs are complete.
Last month, Gazprom reduced deliveries through the Nord Stream pipeline by 60%. It is Germany’s main supply source of Russian gas, which accounted for 35% of the country’s gas until sanctions following Russia’s invasion of Ukraine took hold.
Nord Stream is the older of two gas pipelines running from Russia to Germany. It is the main pipeline of Russian gas to Europe, especially after the transit of Russian gas through Ukraine has been reduced due to the war.
Germany has halted the launch of the newer pipeline, Nord Stream 2, as part of action against Russia over its war in Ukraine.

Instead, the State Department called for all warring parties to negotiate. Missouri and Louisiana filed a lawsuit against members of the Biden administration alleging collusion with Big Tech companies to censor speech.
The lawsuit alleges that “the Biden Administration colluded with and pressured social media giants Meta, Twitter, and Youtube to suppress and censor free speech on topics like the Hunter Biden laptop story, the Lab Leak Theory, and more.”

The vast majority of social housing that becomes available in Utrecht is being reserved for refugees for six weeks. In an attempt to reduce the line of 490 people who have been granted permission to live in the Netherlands and are waiting for a house, the council has decided that from August they will get a period of priority. They are part of a group of 7,500 people nationally who have been accepted into the Netherlands and need housing. There have been reports of people having to sleep on chairs at Ter Apel refugee centre, and the Red Cross last month dismantled 60 tents it had erected in protest that people were ‘not being taken care of properly.’ -ADVERTENTIE- The government has appealed for local councils to try to find housing for refugees with ‘settled status’, and Utrecht is – reports NOS – the first to respond. It is also aiming to build 2,500 temporary social houses in the next 18 months, including 450 due to be built in the summer. ‘The government has appealed to municipalities to speed up housing 7,500 settled status-holders by 2022, including 490 in the municipality of Utrecht,’ Dennis de Vries, head of housing, told the Telegraaf. ‘This has an impact on everyone seeking housing, and these people are just as important to us. But by dealing with the backlog more quickly, we can return to the normal distribution [of housing] by September.’ Normally, it is reported, 30% of houses are reserved for ‘vulnerable groups’ including refugees and the rest go to people on the social housing waiting list. The typical waiting time for one of the 46,500 homes, reports NRC, is 11 years. The Netherlands is suffering an acute national housing shortage, and it saw some of Europe’s most rampant house price rises last year.

Oregon – 82-year-old Donald Pierce died last Thursday after he was brutally beaten in an unprovoked attack at a Portland bus stop last month.
According to reports, Pierce and another elderly man were waiting at a bus stop in downtown Portland on June 25 when a 29-year-old man attacked them for reason.

The U.S. Food and Drug Administration (FDA) approved the Novavax Covid-19 vaccinations for emergency use on Wednesday for people 18 years of age and older in the US despite prior reports of myocarditis.
In June, The Gateway Pundit reported that FDA released an assessment on Friday regarding the causal relationship between the Novavax vaccine and heart inflammation or myocarditis.
